:00:51. > :00:56.Rzeszowski has been charged with the deaths of six people, who were
:00:56. > :01:00.found with stab wounds at a flat in St Helier in August. Edward Sault
:01:00. > :01:03.reports. This is Damian Rzeszowski. He's
:01:03. > :01:06.charged with the murders of six people, including his wife, his two
:01:06. > :01:16.children, father in law, family friend and the family friend's
:01:16. > :01:19.
:01:19. > :01:25.daughter at this property in Jersey in August of this year. Today,
:01:25. > :01:33.Damian Rzeszowski appeared in court. In front of the bailiff and the
:01:33. > :01:38.media, he appeared via video link from the UK. The case has been
:01:38. > :01:41.adjourned until March next year for further medical assessment. And
:01:41. > :01:47.also to give more time to the prosecution and defence to examine
:01:47. > :01:50.evidence. Former residents of a Jersey's children home have begun
:01:50. > :01:53.proceedings against the States in the High Court in London. They want
:01:53. > :01:56.compensation for the abuse they say they suffered while in the care of
:01:56. > :01:59.the government at Haut de la Garenne from the 1950s to the early
:01:59. > :02:02.1980s. They say they've become increasingly frustrated at the slow
:02:02. > :02:08.progress of the States compensation scheme and a promised committee of
:02:08. > :02:10.inquiry. Well a little earlier I spoke with Alan Collins, the
:02:10. > :02:19.solicitor who represents 38 people, and he explained just what they
:02:19. > :02:24.were after. My clients want redress. And the
:02:24. > :02:30.only way they will get that is by seeking compensation for the harm
:02:30. > :02:34.they suffered as a result of the abuse they say they suffered.
:02:34. > :02:40.right in thinking we do not yet know if the high court has
:02:40. > :02:44.jurisdiction for this case, isn't it a tactical wave you to hurry up
:02:44. > :02:48.the States to start a run compensation claims? Not at all.
:02:48. > :02:53.Many of the people I represent do not live in Jersey any more. They
:02:53. > :02:58.live in England. The English High Court in my opinion does have
:02:58. > :03:02.jurisdiction because of the type of case we are dealing with. There is
:03:02. > :03:09.no reason whatsoever why the English High Court cannot deal with
:03:09. > :03:14.these cases. They have been extremely patient, they have been
:03:14. > :03:19.waiting for many months and years now for the States of Jersey to do
:03:19. > :03:26.the right thing by them. Victims want justice and they want justice
:03:26. > :03:30.to be seen to be done. The states have said the terms of reference
:03:30. > :03:34.for a committee of inquiry will be presented to the state next month
:03:34. > :03:43.and the final hurdle in setting up a compensation scheme in Jersey has
:03:43. > :03:48.been resolved. They have not told me that. I represent 38 victims, at
:03:48. > :03:52.no time so far have the States of Jersey said to me we will resolve
:03:52. > :03:59.the cases. That is where my clients have had enough. They are fed up
:03:59. > :04:04.with the waiting and seeing, they have put up with the meaningless
:04:05. > :04:08.warm words as they see it. If the States of Jersey say lets us of the
:04:08. > :04:13.cases, great. If they have nothing to say, we have no choice but to
:04:13. > :04:16.crack on with court proceedings. For now, thank you. As I mentioned
:04:16. > :04:19.to Mr Collins, Jersey's chief minister has issued a statement
:04:19. > :04:22.saying that the states "has set up a system for receiving and dealing
:04:22. > :04:25.with all the claims and that process is ongoing" He also said
:04:25. > :04:30.that the terms of reference for a committee of inquiry would be
:04:30. > :04:32.presented to the states next month. Lawyers for the states say the
:04:32. > :04:40.final hurdle in setting up the compensation scheme have been
:04:40. > :04:44.One of Guernsey's most popular beaches has seen a big improvement
:04:44. > :04:49.in bathing water quality. Cobo Bay was rated excellent this year, its
:04:49. > :04:54.best water quality in more than a decade. It was one of thirteen
:04:54. > :04:58.beaches which passed quality tests as Penny Elderfield reports.
:04:58. > :05:02.It may not be the height of summer but that didn't stop Guernsey's
:05:02. > :05:07.beaches being put to good use today. Some had their buckets and spades
:05:07. > :05:10.out, and others even braved the sea. And those that did can be rest
:05:10. > :05:12.assured the Island's bathing water is safe with results out today
:05:12. > :05:18.showing nearly a dozen beaches here reached the highest quality
:05:18. > :05:27.standards set by the EU. Most notably Cobo an improvement on last
:05:27. > :05:31.year, when it failed. I am extremely pleased. There too long
:05:31. > :05:38.we have had problems which have blighted the classification for the
:05:38. > :05:43.whole year. Finally, I am so pleased. We have two beaches which
:05:43. > :05:50.have a slight problem but we will sort those as well. It is the first
:05:50. > :05:53.time it has achieved such a high rating since 1998. So it's good
:05:53. > :05:56.news for regular beach users but also for the businesses near by
:05:56. > :06:00.because customers, such as those at the nearby tea room, tend to notice
:06:00. > :06:07.headlines about their favourite bays failing water quality tests.
:06:07. > :06:10.It had a bad reputation, E coli, damaging the beaches reputation.
:06:10. > :06:13.For it to come back is excellent, it is brilliant. There's no
:06:13. > :06:16.disputing the natural beauty of Guernsey's bays and the hope is the
:06:16. > :06:23.latest test results will mean in future there will be no disputing
:06:23. > :06:27.the quality of the sea water either. Sir Phillip Bailhache has confirmed
:06:27. > :06:31.he will be standing for election as Jersey's next Chief Minister. Sir
:06:31. > :06:33.Philip topped the senatorial poll last week. The man who came second,
:06:33. > :06:37.Senator elect Ian Gorst, has also confirmed today that he'll be
