:00:14. > :00:18.Good evening. The top stories tonight: The Guernsey fishing

:00:18. > :00:22.decision that has left Jersey reeling.

:00:22. > :00:26.Also tonight, the education success story. The Jersey 6 -- school where

:00:26. > :00:36.results are going up. And why the police are cracking

:00:36. > :00:42.

:00:43. > :00:46.There has been turmoil over Guernsey's fishing limits for over

:00:46. > :00:51.a decade, but now the final signature has been added to a new

:00:51. > :00:54.deal to safeguard fishing licences around the bailiwick. It means

:00:54. > :01:02.Guernsey fishermen will be licensed to operate between for they are 12

:01:02. > :01:08.miles off the island's coast. -- the three and 12 miles.

:01:08. > :01:11.There has been turmoil over fishing limits for years. But this week an

:01:11. > :01:17.agreement has been signed, designed to give a fairer deal for bailiwick

:01:17. > :01:22.and UK fishermen operating off Guernsey's coast. For bailiwick

:01:22. > :01:27.fishermen, this is important. It enables us to enforce control on

:01:27. > :01:32.who fishes within big three-12 mile limit. But Jersey fishermen are

:01:32. > :01:34.worried that the new agreement could affect their right to fish in

:01:34. > :01:40.Channel Islands waters. They are waiting for talks with Guernsey,

:01:40. > :01:43.who say they have nothing to worry about.

:01:43. > :01:53.The Daily lake fisheries management commission negotiated the agreement

:01:53. > :01:56.to include all Jersey vessels, so they will be treated the same.

:01:56. > :01:59.is believed the agreement will encourage a new generation of

:01:59. > :02:09.bailiwick fishermen into local waters. Authorities hope

:02:09. > :02:12.legislation will be passed within 18 months to seal the fishing deal.

:02:12. > :02:15.Jersey's Education Department is considering introducing a new way

:02:15. > :02:19.of measuring performance of secondary schools. It is after

:02:20. > :02:23.calls to introduce a system used elsewhere called the contextual --

:02:23. > :02:27.contextual added value report, which measures how good teaching is,

:02:27. > :02:31.rather than a GCSE results comparison. Individual results

:02:31. > :02:35.published this week showed that two of the island's non-selective

:02:35. > :02:39.secondary schools performed worse than all other schools in England

:02:40. > :02:48.and Wales. The Education Department says it is not fair to make direct

:02:48. > :02:52.comparisons because of the island's unique selection system. If we are

:02:52. > :02:57.able to develop something in the near future that is Resource --

:02:57. > :03:02.robust, a form of see BAe could be useful. But no country has done

:03:02. > :03:06.this quickly yet. Meanwhile, Jersey's Education Minister has

:03:06. > :03:11.spoken out about us all for the first time. I do not believe any

:03:11. > :03:19.schools are failing. If you look at there is also all of the schools,

:03:19. > :03:27.albeit that some of the students may not have achieved five the

:03:27. > :03:37.Micra-see results, 89% of children have passed five GCSEs, including

:03:37. > :03:51.

:03:52. > :03:56.England and maths. -- may not have achieved five A-C results.

:03:56. > :04:05.It has been a success story for one Jersey school. Les Quennevais was

:04:05. > :04:09.the only secondary school to see an improvement in results this year.

:04:09. > :04:14.I am more apprehensive about the GCSE exams, because there is

:04:15. > :04:17.pressure to do well in maths. When you are going to six formed or

:04:17. > :04:22.universities, they looked at the core subjects rather than the the

:04:22. > :04:27.ones. It is not just universities have focus on certain subjects.

:04:27. > :04:31.Pass rates in English and maths determine how a school's success is

:04:31. > :04:36.measured nationally. Here, at Les Quennevais, results were up last

:04:37. > :04:44.year. It was a 10% improvement, and there is no us -- no doubt that the

:04:44. > :04:51.relationship between teachers and students does make things better

:04:51. > :04:53.force students. But as some -- there is some

:04:53. > :05:01.concern that focusing on key subjects mean less conventional

:05:01. > :05:05.subjects like drama are being compromised. It is ridiculous to

:05:05. > :05:12.only based things on two subjects when there are so many subjects on

:05:12. > :05:16.offer, which increase a child's confidence, ability, and are just

:05:16. > :05:20.as valid as maths and English. They are not the be-all and end-all.

:05:20. > :05:23.They are very important but there are more things are on offer.

:05:23. > :05:29.Some students feel under pressure to perform well in the core

:05:29. > :05:33.subjects, but others say they would rather take the less academic ones.

:05:33. > :05:43.Not always helpful in league tables, but more beneficial for those who

:05:43. > :05:44.

:05:44. > :05:49.want an all-round education. Guernsey's economy grew last year,

:05:49. > :05:53.but the contribution of the finance sector was down. The gross domestic

:05:53. > :06:03.product for 2010, which is the sum of wages, profits and other local

:06:03. > :06:04.

:06:04. > :06:09.income from capital, came in at 1,860 million, up by 0.2% after a

:06:09. > :06:13.steep contraction in 2009. Dog owners in the Channel Islands

:06:13. > :06:16.are being advised to make sure pit vaccinations up-to-date, following

:06:16. > :06:21.the deaths of two dogs that had severe cases of vomiting and

:06:21. > :06:26.diarrhoea. There have been two cases in Jersey, and to be in

:06:26. > :06:30.Guernsey, with dogs requiring intensive care. Vets say there is

:06:30. > :06:32.no cause for alarm but say any events involving large numbers of

:06:32. > :06:38.dogs should be cancelled or postponed.

:06:38. > :06:41.A former Guernsey brewery is to be transformed into apartments. The

:06:41. > :06:44.owners of the Vauxlaurens site in St Peter Port have received

:06:44. > :06:49.planning permission to demolish the site except for the main brewery

:06:49. > :06:59.building. It will provide 32 residential unit, and underground

:06:59. > :07:02.karmic -- parking. The jailed former Jersey health

:07:02. > :07:05.minister, Stuart Syvret, is appealing against his a two-week

:07:05. > :07:10.prison sentence. He was sent to prison for not doing his community

:07:10. > :07:14.service. His appeal will be heard on Monday.

:07:14. > :07:19.There are lots of ways to sell a car, but Guernsey police say that a

:07:19. > :07:22.public car park is not one of them. It has been a problem for years,

:07:22. > :07:29.but the police are fine least trying to put a stop to the

:07:29. > :07:34.practice. This may not look like your average car sales lot, but on

:07:34. > :07:39.closer inspection, it is not your average public car park either. It

:07:39. > :07:43.is not unheard of for dozens of used cars to be parked here, in St

:07:43. > :07:47.Sampson's. The owners hope that passers-by might be in the market

:07:47. > :07:53.for a motor. But it is causing a nightmare for residents.

:07:53. > :07:58.If you want to sell them, do it in the newspaper, and leave the cad at

:07:58. > :08:03.home. We should not be there. public property, it should not be

:08:03. > :08:07.used as a business side. It is for public parking. If there is a

:08:07. > :08:11.funeral at the church, you have a hell of a job to park anywhere.

:08:11. > :08:17.This is a problem for. It is a problem that the police are well

:08:17. > :08:20.aware of. It is one that can be difficult to tackle. Having looked

:08:20. > :08:25.at the options, it seems that taking a zero-tolerance approach

:08:25. > :08:29.when it comes to issuing fines is the only way. At least it is at the

:08:29. > :08:34.moment. We want to try to change the

:08:34. > :08:39.parking in the area, and we are working with the environment

:08:39. > :08:42.Constable's innovation to that. We could try to change this kind

:08:42. > :08:50.parking in the area so that they would not allow people to park

:08:50. > :08:59.there all day. At the moment there is a threat of

:08:59. > :09:03.an on-the-spot fine,... He is the American who has taken

:09:03. > :09:06.charge of 250 states workers. Doug Bannister is the new chief

:09:06. > :09:12.executive officer for the airports and Jersey harbours. He spoke to me

:09:12. > :09:16.about his plans for the future. He has swapped New Jersey for this

:09:16. > :09:19.Jersey. As airport and harbour has come together under the same

:09:19. > :09:25.umbrella, the new man at the helm says he is on track for change and

:09:25. > :09:29.is getting down to were. The main thing I would like to do

:09:29. > :09:32.is to challenge the businesses to look for new opportunity. One of

:09:32. > :09:35.the new ideas could see the shoulder months of the summer

:09:35. > :09:45.season been extended to get more people using the airport and a

:09:45. > :09:52.

:09:52. > :10:02.Harpers. We have capacity of a tap Is the development of cruise ships

:10:02. > :10:06.

:10:06. > :10:11.on your agenda? People coming in of cruise ships is good business for

:10:11. > :10:15.the island, but innate business for the island would be people who do

:10:15. > :10:19.turnaround colles, when they come here and stay for a few days, and

:10:19. > :10:28.then do the same in reverse on the way back. That would be worth a lot

:10:28. > :10:32.of money for. Is that something that would work? One of the things

:10:32. > :10:36.I have learned is that there are lots of reasons why we cannot do it.

:10:36. > :10:39.But you know what? Unless we start putting some energy and focus

:10:39. > :10:48.behind some of these projects and seeing what is in the bounds of

:10:49. > :10:54.possibility, we do not know. Bringing two organisations under

:10:54. > :10:59.the same umbrella, will there be job losses here? We must find

:10:59. > :11:03.efficiencies and synergies in the way we are working with businesses.

:11:03. > :11:08.But we're doing what of a possible to minimise any job losses we might

:11:08. > :11:14.have. It is not on the agenda right now. The phase we're going to

:11:14. > :11:23.currently is detailing the design of the organisation. Thank you for

:11:23. > :11:27.talking to as. And unsettled spell of weather

:11:27. > :11:32.across the Channel Islands. At the moment we have a broad area of

:11:32. > :11:36.pressure covering the Atlantic, extending into France, with several

:11:36. > :11:41.weather fronts wrapped around it. That will continue to give us at

:11:42. > :11:46.risk of showers overnight and tomorrow during the day. When we

:11:46. > :11:48.get into Friday and Saturday, and you may be of low pressure will

:11:48. > :11:54.sweep some wet weather across western France and into the Channel

:11:54. > :12:03.Islands. A change of wind direction, too, but it could be a wet weekend

:12:03. > :12:08.ahead. The show was could turn out to be heavy tonight. Went from the

:12:08. > :12:13.south-west, and temperatures of 13 degrees. Tomorrow, expect some

:12:13. > :12:18.showers. They are mainly light and patchy by the end of the afternoon.

:12:18. > :12:28.And they will clear into the evening. The maximum is 15 degrees

:12:28. > :12:29.

:12:29. > :12:39.tomorrow. Heavy showers will clear, and visibility will improve, to

:12:39. > :13:00.

:13:00. > :13:08.It will be on the chubby side, at the feet. -- choppy. It will be

:13:08. > :13:12.generally cloudy at the weekend, but the showers will clear on
