:00:59. > :01:01.tackle its waste problem. The island is fast running out of
:01:01. > :01:07.landfill space, and several attempts to introduce an
:01:07. > :01:10.incinerator have been defeated. But just how happy would people in
:01:10. > :01:20.Jersey be about accepting Guernsey's rubbish? Mike Wilkins

:01:23. > :01:26.People power stopped an incinerator being built in Guernsey. Now the
:01:26. > :01:31.people of Jersey may have to decide if they're happy to burn someone
:01:31. > :01:34.else's rubbish. After two years of thinking what to do with Guernsey's
:01:34. > :01:44.waste, its Public Services Department has concluded that the
:01:44. > :01:44.
:01:44. > :01:51.best option is to export it either to Jersey, the UK or Europe. This
:01:51. > :01:55.states that Jersey are under a resolution to speak to Guernsey. I
:01:55. > :01:59.understand it Jersey incinerator has the spare capacity in the short
:01:59. > :02:03.term so there is ideal to be made there. We will be speaking to them
:02:03. > :02:06.and also looking elsewhere. Jersey needs to feed its new energy from
:02:06. > :02:11.waste plant and Guernsey's trash could do just the trick, as well as
:02:12. > :02:14.earning Jersey some money, but what do people on the street think?
:02:14. > :02:19.think it is a good idea consolidating all the services
:02:19. > :02:26.together. As the Channel Islands, we should all be working together
:02:26. > :02:29.in all areas. I think it has been a long time in coming. We have an
:02:29. > :02:32.incinerator here but I think Guernsey should sort it out for
:02:32. > :02:34.themselves. The other two options being considered by Guernsey's
:02:35. > :02:38.waste supremos are a smaller on- island incinerator as well as
:02:38. > :02:40.turning the waste into a fuel which would then be exported. All three
:02:40. > :02:42.options include food waste collection, kerbside recycling and
:02:42. > :02:50.a materials recovery facility to extract recyclable material from
:02:50. > :02:54.commercial waste. When the report goes to the house in February it'll
:02:54. > :02:56.be the third attempt in 14 years to get a waste strategy through the
:02:57. > :02:59.States. The idea of exporting rubbish to their sister island has
:02:59. > :03:03.been rejected on at least three occasions. And let's not forget
:03:03. > :03:05.that Jersey's States would need to agree to it as well.
:03:05. > :03:11.British charities have accused Jersey-based finance companies of
:03:11. > :03:15.holding poor nations to ransom through the use of vulture funds.
:03:15. > :03:18.These funds, made illegal in the UK last year, buy up the debt of poor
:03:18. > :03:23.nations cheaply when it is about to be written off and then sue for the
:03:23. > :03:27.full value of the debt plus interest. That can mean poor
:03:27. > :03:30.countries get even poorer as Amy Harris reports.
:03:30. > :03:33.This is the Democratic Republic of the Congo, a desperately poor
:03:33. > :03:42.wartorn country miles away from the Channel Islands, but a country
:03:42. > :03:46.whose finances could be swayed by Jersey. And it's all because of
:03:46. > :03:52.this man. Peter Grossman, interviewed here by BBC Newsnight,
:03:52. > :03:55.runs a so-called vulture fund in America called FG Hemisphere. They
:03:55. > :04:02.bought up Congo's debt cheaply and then sued in Jersey courts for $100
:04:02. > :04:12.million,, the equivalent of nearly �63 million. It was much more than
:04:12. > :04:13.
:04:13. > :04:16.what they paid. Unlike in Jersey and other crown dependencies,
:04:16. > :04:19.vulture funds are banned from collecting money through UK courts.
:04:19. > :04:22.Congo is now about to appeal to the UK Privy Council over why Jersey's
:04:22. > :04:25.not included in the ban and the States is also carrying out a
:04:25. > :04:35.consultation, which closes next month, on whether it should act to
:04:35. > :04:37.
:04:37. > :04:41.ban the funds. It is a balanced judgment because although it
:04:41. > :04:48.appears that vulture funds are a bad thing, you have to acknowledge
:04:48. > :04:55.the right of people to borrow and lend money. That is why, apart from
:04:55. > :04:59.the UK, nor the country in Europe or America has followed the UK it.
:04:59. > :05:03.We will go to consultation to see if that is the best way a if there
:05:03. > :05:06.are other options. Campaigners are now calling on Jersey to bring in a
:05:06. > :05:10.law like that in the UK quickly. The Jubillee Debt Foundation says
:05:10. > :05:12.if it is passed before the Privy appeal, the money can be saved. So
:05:13. > :05:18.the Congo will now be waiting anxiously for Jersey's decision on
:05:19. > :05:22.whether the vultures will get their money.

:07:03. > :07:11.health ministry but he turned it down because he wanted to keep the

:09:08. > :09:11.their thoughts on things like vocational training and the student
:09:11. > :09:14.loan system. At the moment, the States contributes �8 million to
:09:14. > :09:22.university grants each year. But parents are forking out over �12
:09:22. > :09:26.million. There are significant challenge is for people whose
:09:26. > :09:29.children are going into higher education. We need to make sure the
:09:29. > :09:35.system is fair for everybody. there could be a cheaper
:09:35. > :09:40.alternative for islanders wanting to go into higher education.
:09:40. > :09:45.university for Jersey it is not feasible in the foreseeable future.
:09:45. > :09:50.We are developing a range of higher education courses directly linked
:09:50. > :09:53.to the native industry on the island. So whilst most parents have
:09:53. > :09:56.come here to find out just how much it'll cost to put their children
:09:56. > :10:00.through university, education bosses say they'll have to wait
:10:00. > :10:05.another two weeks to find out. Every year we bring this chap out -
:10:05. > :10:09.and every year Channel Islanders give generously to Children in Need.
:10:09. > :10:12.But where does the money go? Over the next couple of days, we'll be

:10:32. > :10:35.more than �75,000. Helping to provide the staff needed to make
:10:35. > :10:42.this happen. And to make a difference to the young people that
:10:42. > :10:45.live here. Most of the children would just be going around the
:10:45. > :10:50.estate bought and I would probably be inside because there is nothing
:10:50. > :10:55.else to do. It brings everyone together and stops people from
:10:55. > :11:00.getting into trouble. It is a good opportunity to meet new friends and
:11:00. > :11:02.it is good because there is shelter. Because this initiative has
:11:02. > :11:06.developed into something far more than just sport. There's arts and
:11:06. > :11:15.crafts, face painting and even the chance to get a fake tattoo. And
:11:15. > :11:18.those behind the project say it's making a difference. We're here to
:11:18. > :11:23.provide sport and other things and it is a way for them to have a
:11:24. > :11:28.focus, something to be involved in. A lot of them are skilled and
:11:28. > :11:32.talented which they may not have realised. So for some this is an
:11:32. > :11:41.opportunity to develop a new skill. But for all of them it's a chance
:11:41. > :11:45.to socialise, stay fit, and importantly, have some fun.
