:00:49. > :00:52.named. In tight votes today, two sitting ministers retained their

:00:52. > :00:56.seats, and two were elected for the first time to join the new Chief

:00:56. > :00:59.Minister Senator Ian Gorst. It was a tense day for many, none more so

:00:59. > :01:06.than Senator Philip Ozouf who narrowly retained his Treasury post,

:01:06. > :01:09.despite not being the Chief Minister's preferred candidate.

:01:09. > :01:14.Side by side, Jersey's new Chief Minister with the man re-elected as

:01:14. > :01:23.Treasury Minister. But Senator Philip Ozouf had to fight for his

:01:23. > :01:29.survival, getting in by just two votes. The relief was Clear. This

:01:29. > :01:38.has been a very difficult for three years. No Treasury minister who is

:01:38. > :01:41.asking the will to pay tax is going to get a popular vote. I wanted to

:01:41. > :01:44.carry on dealing with the public finances.

:01:44. > :01:47.He wasn't the new Chief Minister's favourite though. Senator Ian Gorst

:01:47. > :01:55.suffered a defeat just days into the job because he wanted Senator

:01:55. > :02:00.Ian Le Marquand here in the post. Obviously I was disappointed I felt

:02:00. > :02:02.his skills could be put to good use. All the decisions that I have made

:02:02. > :02:11.in bringing forward candidates have been difficult, had been finely

:02:11. > :02:16.balanced, as we saw Monday. It is a fine line between me and my

:02:16. > :02:19.competitors. It was a hard pill to swallow for

:02:19. > :02:22.Senator Le Marquand though. He's now going to re-stand for the post

:02:22. > :02:30.of Home Affairs minister, with, he told me, the support of the Chief

:02:30. > :02:35.Minister and the department's staff. I have still got things to do there,

:02:35. > :02:40.it is in good order. I'm happy to hand on to somebody else. My staff

:02:40. > :02:43.will be happy if I come back. Elsewhere, Deputy Andrew Green

:02:43. > :02:46.retains his position as housing minister and the new boss of this

:02:46. > :02:49.department is Senator Francis Le Gresley, a former worker at the

:02:49. > :02:58.Citizen's Advice Bureau, which he believes will help with his plans

:02:58. > :03:02.to get the unemployed into work. There is no doubt about what I did

:03:02. > :03:11.their has helped the system. I have a head start that they understand

:03:11. > :03:15.it. I'm anxious to bring employers on board. We want to get unemployed

:03:15. > :03:18.people back to work. It's been a tense day here in the

:03:18. > :03:28.States with smiles for some and disappointment for others but while

:03:28. > :03:28.

:03:28. > :03:38.today. And it's all going to continue tomorrow as the fight for

:03:38. > :03:42.

:03:42. > :03:45.the remaining posts in Jersey's council of ministers continues.

:03:45. > :03:48.There could soon be restrictions on using mains water in Jersey, unless

:03:48. > :03:51.there's more rainfall. This is the island's desalination plant, which

:03:51. > :03:54.turns sea water into drinking water, it's been on full power for the

:03:54. > :04:03.past few weeks. But despite this, Jersey Water's warning it may have

:04:03. > :04:09.to bring in a ban on hosepipes. Reservoir levels are 35% fall for

:04:09. > :04:16.the time being. We are losing water, but the decline is because of the

:04:16. > :04:22.desalination plant. That is on full output. We are producing a lot of

:04:22. > :04:30.new water from the sea. The rest is coming from a natural resources,

:04:30. > :04:31.streams and reservoirs. We are seeing a continual decline.

:04:31. > :04:34.Meanwhile Guernsey isn't experiencing any water shortages.

:04:34. > :04:37.Its reservoirs are 80% full, so there's no cause for concern over

:04:37. > :04:40.supplies. And there's no cause for concern

:04:40. > :04:43.over the safety of drinking water in Guernsey. That's the message

:04:43. > :04:45.from authorities, after warnings that fish in the St Saviour's

:04:45. > :04:48.reservoir are infected with a harmful chemical known as PFOS.

:04:48. > :04:56.It's believed to have leaked downstream from the airport and

:04:56. > :04:59.leached into the trout that swim in the reservoir.

:04:59. > :05:09.John Rothwell's been fishing for trout at the reservoir for four

:05:09. > :05:19.

:05:19. > :05:25.years. There is one right in front of me, did you get that? It would

:05:25. > :05:28.be lovely if you did. I know I did not catch it, but it was right in

:05:28. > :05:31.front of me. The health authorities have recently advised trout

:05:31. > :05:34.fishermen in Guernsey to cut back on the number of trout they eat

:05:34. > :05:37.because of a chemical found in the water. It's been almost a decade

:05:37. > :05:47.since a firetruck overturned at Guernsey airport and a chemical in

:05:47. > :05:48.

:05:48. > :05:53.the foam known as PFOS got into local water supplies. If they can

:05:53. > :05:58.see no more -- and no more than two fish a month, that would be away

:05:58. > :06:05.advice to them. It is very much precautionary advice, it is just

:06:05. > :06:11.information, we have it, we want to share it. If you could would you

:06:11. > :06:16.eat more than one trout a week? could. I'm allowed to take a four

:06:16. > :06:26.fish possession in a year. If I catch four fish, I'm certainly

:06:26. > :06:26.

:06:26. > :06:34.going to take at least two of those and Eden. -- and the them. Despite

:06:34. > :06:40.this warning, it's claimed the island's drinking water is safe.

:06:40. > :06:46.have works going on here, it is safe. Any spillage, or any

:06:57. > :07:01.The cost of buying a house in Jersey has fallen this summer, it

:07:01. > :07:05.was 4% lower than the same period last year. One of the biggest falls

:07:05. > :07:07.in price was for one bedroom flats. They went down 12% from their 2010

:07:08. > :07:11.price to �189,000. The average house price in Jersey of �413,000

:07:11. > :07:21.is nearly double that of the UK. But it's �14,000 cheaper than in

:07:21. > :07:28.

:07:28. > :07:32.Guernsey. I think you have to be careful taking this month in

:07:32. > :07:36.isolation, the market has been flat. We have seen it changes where

:07:36. > :07:45.prices have dropped, it is important to say that over the last

:07:45. > :07:49.year the house prices here at the flat, reducing in one-quarter. That

:07:49. > :07:52.has happened since 2010, this is not one month in isolation.

:07:52. > :07:55.Two people were taken to hospital in Guernsey today after a car crash

:07:55. > :07:58.- which saw one of the vehicles flip upside down. The emergency

:07:58. > :08:01.services were called to the scene in the Forest this morning.

:08:01. > :08:05.Surrounding roads had to be closed whilst the area was cleaned up, and

:08:05. > :08:07.the vehicles were made safe to be towed away. Both of the drivers

:08:07. > :08:10.were taken to hospital, their injuries aren't thought to be

:08:10. > :08:13.serious. Recently elected St Helier Deputy,

:08:13. > :08:15.James Baker, was fined for speeding when he appeared in Jersey's

:08:15. > :08:18.Magistrates Court this morning. The 37-year-old avoided

:08:18. > :08:26.disqualification from driving, for going 52mph in a 30 zone on his

:08:26. > :08:29.motorbike, because he admitted it and had no previous convictions.

:08:29. > :08:33.Should smoking be banned in cars? Well Guernsey's Director of Public

:08:33. > :08:37.Health thinks the Island should seriously consider it. Experts say

:08:37. > :08:40.it can be as bad for your health as smoking indoors, if not more.

:08:40. > :08:43.Doctor Stephen Bridgman says his annual report, due out in a few

:08:43. > :08:53.weeks time, will look at ways of better protecting children and

:08:53. > :08:55.

:08:55. > :09:00.individuals from second hand smoke. Clearly people can take a voluntary

:09:00. > :09:06.measures, and apology measures do work. To some extent they are fine,

:09:06. > :09:11.but they do not pretend people positioning -- protect people's a

:09:11. > :09:13.visionary. That is why we support a legal ban on it.

:09:13. > :09:17.Now she's 133 metres, served in the Caribbean intercepting drugs and

:09:21. > :09:24.HMS Iron Duke arrived in St Helier. The type 23 frigate is affiliated

:10:23. > :10:31.Claire is a single mother who works full time. She sends her daughter

:10:31. > :10:35.to this playcare centre and says he'd be lost without it. I'd have

:10:35. > :10:42.to find some other kind of child care, that is difficult here, this

:10:42. > :10:47.is deadly the best place for her. like coming here, you can do baking.

:10:47. > :10:53.I would rather be here than at home, or my friends are here, and you get

:10:53. > :10:59.to do all of this nice staff. really fine, they take us on trips

:10:59. > :11:03.in the holidays. -- it is really fun. Centre Point was given �10,000

:11:03. > :11:11.through Children in Need last year. And the money's helping to fund

:11:11. > :11:17.these cake baking classes. We are not the richest charity on the

:11:17. > :11:21.island. We are trying to find a new resources and equipment. The thing

:11:21. > :11:24.about Children In Need money, it has given us a place -- a play care

:11:24. > :11:29.centre that we are proud of. It is somewhere that the children are

:11:29. > :11:32.proud to come, you cannot be bad. And whilst the grant's clearly made

:11:32. > :11:34.a difference here at Centre Point, children and staff have decided to

:11:34. > :11:43.give something back. They're gearing up for their Children in
