:00:26. > :00:31.could the next Island Games in Bermuda be out of reach for our

:00:31. > :00:41.sporting stars? And kicking the habits - how

:00:50. > :00:53.improving your driving can save Jersey's new Education Minister

:00:53. > :00:57.believes the island should aim to be a centre of skills excellence.

:00:57. > :01:02.In his first interview with the BBC after taking on the role, Deputy

:01:02. > :01:05.Patrick Ryan says investment in training and apprenticeships is key.

:01:05. > :01:09.But it comes at a time the department has to make over �7

:01:09. > :01:17.million worth of savings, which the Minister hasn't ruled out avoiding.

:01:17. > :01:20.These are the faces that'll be running Jersey for the next three

:01:20. > :01:24.years. Today the Council of Ministers were settling into their

:01:24. > :01:27.roles. And it'll be easier for some than others, because there are just

:01:27. > :01:33.three new members. In particular, Deputy Patrick Ryan has a tough

:01:33. > :01:43.task. As one of the least experienced, he has one of the

:01:43. > :01:48.biggest jobs, running the education department. It is a huge job. I am

:01:48. > :01:52.a very proud and honoured to be given this job. It has been a

:01:52. > :01:55.difficult period of time the recently. One of the main problems

:01:55. > :01:59.has been how school performance has been measured, particularly GCSE

:01:59. > :02:04.results. Add to that the need to cut more than �7 million which has

:02:04. > :02:07.stalled, and this man certainly hasn't got it easy. While he

:02:07. > :02:16.indicated that he will keep Jersey's selective system as it is,

:02:17. > :02:22.he's talking about spending money not saving it. We may need to think

:02:22. > :02:28.about investing more money if we are to become the centre of skills

:02:28. > :02:32.excellence I would like the island to become. That is the future for

:02:32. > :02:35.us in Western society. Up first would be investment in vocational

:02:35. > :02:38.training and apprenticeship schemes like these at Highlands College.

:02:38. > :02:40.Deputy Ryan admits getting extra cash won't be easy in tough times,

:02:40. > :02:43.when all departments have been asked to make savings. But he

:02:43. > :02:53.believes the future is our education system and investment in

:02:53. > :02:55.

:02:55. > :03:01.Children could again get free milk in school in Jersey if a new

:03:01. > :03:04.campaign is successful. Last year the States withdrew funding for

:03:04. > :03:06.school milk, but it could now be paid for privately. The Milk

:03:06. > :03:12.Matters campaign, which is backed by Jersey Dairy, wants businesses

:03:12. > :03:15.to sponsor a school, as part of their support for the community.

:03:15. > :03:19.Six people were arrested and charged with drink driving in

:03:19. > :03:21.Jersey over the weekend. Police say they were stopped as part of

:03:21. > :03:28.routine police patrols or after collisions, and that it's worrying

:03:28. > :03:30.so many drivers were caught on one weekend. The vast majority of

:03:30. > :03:40.islanders drive lawfully and legally and don't get involved in

:03:40. > :03:43.

:03:43. > :03:47.drink driving. However, the concern remains that a small minority are

:03:47. > :03:51.not getting the message that if you do drink and drive you will be

:03:51. > :03:56.caught and held to account. It's one of the jewels in the Channel

:03:56. > :03:59.Islands sporting calendar. The next Island Games is being held in

:03:59. > :04:02.Bermuda, but fears are emerging that some teams may not be able to

:04:02. > :04:05.afford to travel there to compete. Mike Wilkins reports. It's the

:04:05. > :04:09.place many athletes have been dreaming of competing at. The sun-

:04:09. > :04:18.drenched island of Bermuda is hosting the Island Games in 2013.

:04:19. > :04:27.But it's going to be the most expensive games ever. Bermuda has

:04:27. > :04:33.instigated a document asking what our intentions are. Whilst this is

:04:33. > :04:40.a lot earlier than the normal games, this is important for us to relive

:04:40. > :04:45.conference to our sports that there competition will take place. At the

:04:45. > :04:47.moment... There is a risk a particular sport may not take place.

:04:48. > :04:50.Jersey and Guernsey enjoyed great success at the last Island Games.

:04:50. > :04:56.But this time round both are taking smaller teams, with Guernsey's

:04:56. > :05:04.football team a notable absentee. have had feedback from other rivals.

:05:04. > :05:11.They are likely to send small teams. We are likely to send smaller teams.

:05:11. > :05:15.If we can cut back, that will help. We will pay for the medical team. A

:05:15. > :05:18.smaller team may mean a smaller medical staff. It's estimated that

:05:18. > :05:21.each athlete needs to raise between �2,000-3,000 to help pay for

:05:21. > :05:28.transport and hotels, something which will test the bigger teams.

:05:28. > :05:34.Guernsey's volleyball team has already started raising funds.

:05:34. > :05:39.majority of the costs will have to be borne by the players. To do that,

:05:39. > :05:43.we are putting in place at deposit system so the players have to pay a

:05:43. > :05:46.certain amount each month to afford it. The athletes want to compete

:05:46. > :05:50.with the best, but unless more teams start raising the funds,

:05:50. > :05:53.there won't be many for the crowds to cheer on in Bermuda.

:06:26. > :06:30.tests. So they're inviting people to have their driving assessed by

:06:30. > :06:35.professional instructors this weekend. Presenter Clare Burton had

:06:35. > :06:39.her skills put to the test this morning - here's how she got on.

:06:39. > :06:44.I've been driving for 13 years now on UK and Jersey roads, and I'm

:06:44. > :06:54.pretty sure I'm a competent driver. But we all probably think that -
