:00:54. > :00:57.expensive. With a growing number of internet-capable phones, one e-

:00:57. > :01:00.safety officer is calling for operators to adopt the same

:01:00. > :01:02.policies as the UK, where all of the mobile phone operators offer

:01:02. > :01:12.free internet filters that stop children accessing inappropriate

:01:12. > :01:13.

:01:42. > :01:45.that block over 18 content. But here in the Channel Islands, they

:01:45. > :01:53.don't. And this man at the Education Department wants that

:01:53. > :01:58.changed. It is important we recognised that child safeguarding

:01:58. > :02:04.is a crucial issue. The companies are dug in their social

:02:04. > :02:07.responsibility. -- avoiding their social responsibility. So why

:02:07. > :02:10.aren't there any filters? Sure told us it would cost hundreds of

:02:10. > :02:20.thousands per island, and possibly per operator. They believe it needs

:02:20. > :02:21.

:02:21. > :02:25.a collective approach. Unless we act together at the same time, the

:02:25. > :02:32.impact will be negligible. If somebody wants to access this

:02:32. > :02:39.content, there is no cost. He is just a case of buying a Sim card. -

:02:39. > :02:44.- it is just a case. It is not a cost issue. It is a question of it

:02:44. > :02:47.we can offer the quality of filtering to ensure children cannot

:02:48. > :02:51.access appropriate content. We have not found a system that can do that

:02:51. > :03:01.yet. The third operator, Jersey Telecom, wouldn't comment on camera

:03:04. > :03:13.Meanwhile, outside the phone shops people were shocked no controls

:03:13. > :03:17.exist. It is worrying. I think the children in the Channel Islands

:03:17. > :03:23.should have the same rights as children in the UK at the same

:03:23. > :03:26.level of protection. It should be looked into seriously. It is

:03:26. > :03:31.worrying, especially if a child gets a phone for Christmas. It

:03:31. > :03:34.should be blocked automatically. The worry for parents is that they

:03:34. > :03:38.can do nothing to stop their children accessing pornography and

:03:38. > :03:41.violence on their mobile phones. The only solution is not to buy

:03:41. > :03:45.them a Smartphone. Difficult or perhaps impossible in this digital

:03:45. > :03:48.age. The final members of Jersey's

:03:48. > :03:51.government have been appointed. All the chairs of the scrutiny panels

:03:51. > :03:53.were elected unopposed, and the Constable of St Helier was also

:03:53. > :04:03.appointed Chairman of the Privileges and Procedures Committee,

:04:03. > :04:06.responsible for States members discipline. Police in Guernsey are

:06:15. > :06:19.just a plan on paper. The quality and the dynamics of it, plus the

:06:19. > :06:23.stunning location, has been well received by those who have come to

:06:23. > :06:27.see it. Those cynics claim the site's an eyesore and out of

:06:27. > :06:37.keeping with the scenery. For them, this top award won't change their

:06:42. > :06:45.is a bit miserable, so we should make sure we appreciate it when

:06:45. > :06:48.it's not. And that's exactly what regular swimmers in Guernsey are
