:00:16. > :00:21.Welcome to BBC Channel Islands news. Unemployment crisis as those out of

:00:21. > :00:29.work reaches record levels. We have got to expect that in the short

:00:29. > :00:37.term, the numbers could worsen. I'll Guernsey and Jersey Police as

:00:37. > :00:42.step closer to using these -- are? And a dry weekend across the

:00:42. > :00:52.islands with little chance of rain. We will have a full forecast later

:00:52. > :00:57.

:00:57. > :01:02.Good evening. Jersey's new chief minister has made tackling

:01:02. > :01:06.unemployment his new priority. Today he launched a back-to-work

:01:06. > :01:12.programme on the same day Jersey's unemployment figure reached record

:01:12. > :01:19.levels. There are 1500 people registered for work, the highest

:01:19. > :01:24.ever recorded in the island. 130 more than last month. But a third

:01:24. > :01:33.of those are under 25 and 100 of those haven't had a job in the last

:01:33. > :01:38.year. The new programme includes works schemes are.

:01:38. > :01:43.Learning the tours of the trade. These youngsters are gaining

:01:43. > :01:48.practical skills in plumbing, carpentry and building. Skills they

:01:48. > :01:53.hope will lead straight into a job. I think this is a good idea because

:01:53. > :01:58.it is something that will help people when they are all before

:01:58. > :02:02.getting a job. It will give you good skills. I found an

:02:02. > :02:07.apprenticeship waiting for me after my work experience. There is

:02:07. > :02:13.nothing like having a trade or vocation, child care, plumber,

:02:13. > :02:18.hairdressing, electrician, to give you a start and a future. Despite

:02:18. > :02:21.the unemployment figures, there are shortages in those airy years.

:02:21. > :02:26.government wants to invest in more courses like this to give

:02:26. > :02:29.youngsters a better chance of finding work. Providing more

:02:29. > :02:33.vocational training is just one of a raft of measures by the

:02:33. > :02:40.Government to tackle record levels of unemployment in Jersey,

:02:40. > :02:44.particularly in young people. It will cost 4 million. The message:

:02:44. > :02:50.Local jobs for local people off. know that we have an ebb and flow

:02:50. > :02:55.of people coming into our community. We need to try to prioritise the

:02:55. > :03:03.jobs in our community to those individuals who are already here

:03:03. > :03:07.and to do that, we have to work carefully with employees, helping

:03:07. > :03:13.them with barriers they may have forced job unemployment is the

:03:13. > :03:18.biggest issue facing Jersey. Getting more people into work will

:03:18. > :03:22.be the new Chief Minister's first and biggest test, but with the

:03:22. > :03:25.economy struggling to grow, it won't be easy.

:03:25. > :03:28.The convicted drug dealer Curtis Warren has vowed to fight a court

:03:28. > :03:33.order aimed at stopping him running his criminal empire on release from

:03:33. > :03:43.prison. Warren and five co- defendants were jailed in 2009 for

:03:43. > :03:43.

:03:43. > :03:46.attempting to flood Jersey with a million pounds worth of cannabis.

:03:46. > :03:50.The Serious Organised Crime Agency want to limit him to one bank

:03:50. > :03:53.account and one mobile phone. He would not be allowed to carry more

:03:53. > :03:57.than 1,000 in cash and would be banned from travelling out of the

:03:57. > :04:00.Senator Ian Le Marquand has been appointed Jersey's deputy chief

:04:00. > :04:03.minister. He'll stand in for the chief minster, Ian Gorst. 14

:04:03. > :04:07.assistant ministers have also been appointed to support the council of

:04:07. > :04:10.ministers. Deputy Carolyn Labey and Constable John Refault both take on

:04:10. > :04:12.two assistant minister posts. If you receive an email from

:04:12. > :04:17.Guernsey's former Lieutenant Governor asking for money, you're

:04:17. > :04:20.being told to ignore it. Sir Fabion Malbon, who left the island earlier

:04:20. > :04:25.this year, has had his account hacked into and emails sent out to

:04:25. > :04:29.people in his address book. The email claims Sir Fabion is in

:04:29. > :04:38.Barcelona, has been mugged and is in need of help. The police say

:04:38. > :04:42.it's a scam. It is an absolute con and my concern is that other people

:04:42. > :04:47.will be targeted and may well fall for this type of scam, so the

:04:47. > :04:50.answer has got to be, be very careful, and look to increase the

:04:50. > :04:55.security on your e-mail account, and that can easily be done by

:04:55. > :04:59.changing passwords. A ban on tasered guns being

:04:59. > :05:03.imported into the Channel Islands could soon be lifted -- tasered

:05:03. > :05:07.guns. It means for the first time, both Guernsey and Jersey Police

:05:07. > :05:15.would be able to use them. It's a non lethal weapon, used by

:05:15. > :05:19.officers across the UK. But since Guernsey got Taser guns back in

:05:19. > :05:22.2006, the island hasn't been able to import any more, or any ammo.

:05:22. > :05:25.And supplies are running low. It is down to a ban on importing them

:05:25. > :05:31.into non-EU countries but authorities here hope that could

:05:31. > :05:36.soon change. We have been putting pressure on the very use bodies in

:05:36. > :05:40.England, which is the Ministry of Justice and the Foreign and

:05:40. > :05:42.Commonwealth Office -- the various bodies in England. The Ministry of

:05:42. > :05:48.Justice have given us tremendous support and we believe that within

:05:48. > :05:52.the next few weeks, there is a possibility that we could hear

:05:52. > :05:56.something regarding the issue. now, Guernsey Police are able to

:05:56. > :06:01.use them and firearms officers say there are many benefits of having

:06:01. > :06:06.them. The only time they have had to fire one was to disarm someone

:06:06. > :06:10.with a machete. And it's a tool the force doesn't want to loose.

:06:10. > :06:14.they haven't got it with them, they may be forced to resort to a

:06:14. > :06:18.conventional firearm to protect the public and themselves, whereas with

:06:18. > :06:23.the tasered device, there is a less lethal option available to them

:06:23. > :06:27.which they could try for first. Taser guns may be something that

:06:27. > :06:30.Guernsey Police currently have to use but Jersey Police don't even

:06:30. > :06:37.have the easier it, but that is something the force there is keen

:06:37. > :06:42.to change. There is a huge gap between a baton, 8 cs spray, and

:06:42. > :06:48.incapacity and, under police firearms. And a Taser actually fit

:06:48. > :06:54.so that gap neatly, a for dealing with people armed with knives for

:06:54. > :06:57.example. There maybe examples where Tasers could be beneficial but are

:06:57. > :07:07.there enough to convince the authorities to allow the islands to

:07:07. > :07:08.

:07:08. > :07:13.have them. Flybe has secured $500 million of

:07:13. > :07:18.funding to buy new aircraft. Regional jets like this one are

:07:18. > :07:25.scheduled to join the existing fleet between now and 2014. Flybe

:07:25. > :07:28.say these aircraft would be ideal to serve their Guernsey roots.

:07:28. > :07:31.You're watching the BBC in the Channel Islands. Later in Spotlight

:07:31. > :07:41.with Justin and Victoria: Following in the steps of Captain Scott, the

:07:41. > :07:43.

:07:43. > :07:47.student who's off on an Antarctic David is here with the forecast in

:07:47. > :07:51.a few moments. A precious collection of hundreds

:07:51. > :07:58.of thousands of historical artefacts. Now you can view those

:07:58. > :08:02.collections on the internet. We have some beautiful examples of

:08:02. > :08:06.textiles that we look of dot on behalf of the island. We have

:08:06. > :08:14.beautiful wedding dresses from the 18 hundreds. Children's christening

:08:14. > :08:18.robes... The Jersey Archives Collection has entered a new age.

:08:18. > :08:22.Our purpose is to look after these wonderful assets and to pass them

:08:22. > :08:26.on to the next generation so it was really important to show people

:08:26. > :08:33.that you can come to our museums and see some of the objects on

:08:33. > :08:36.display but there is a lot more on store. The website horse more than

:08:36. > :08:44.3,000 historical objects and artifacts and now you can see them

:08:44. > :08:47.on the website. There are 7500 paintings in total in our art

:08:47. > :08:52.collection and looking on the Web site gives people the opportunity

:08:52. > :08:57.to see some of the paintings in storage. The website also gives you

:08:58. > :09:07.a sneaky peek of the storage room, preserved under lock and key, but I

:09:07. > :09:13.was shown inside. This document is one of the most significant we have

:09:13. > :09:19.at Jersey archive. This is the oldest document in Jersey. It is

:09:19. > :09:23.from a 1378, so it is over 600 years old. It is a Royal Charter.

:09:23. > :09:27.The archive also restores fragile pieces and paintings in the

:09:27. > :09:34.conversation room. It hopes that tips on the website will encourage

:09:34. > :09:43.more people to get crafty. Absolutely fascinating. What is the

:09:43. > :09:49.I think we have got a lot of fine weather to endure across the

:09:49. > :09:53.islands this weekend. If there is any rain, it will be Saturday night

:09:53. > :10:00.into Sunday morning. Showers early on Sunday morning. Either side of

:10:00. > :10:05.that, a lot of dry weather and some sunshine. Enough dry weather at

:10:05. > :10:10.tonight to let the temperature a get well into single figures. This

:10:10. > :10:14.is the weather front and that will cost us overnight Saturday into

:10:14. > :10:19.Sunday. It made well first thing Sunday-morning bringing light

:10:19. > :10:23.showers before quickly moving out of the way. Sunday will also be a

:10:23. > :10:29.largely dry and bright day with a fresh feel. This evening and

:10:29. > :10:37.overnight, not much changes. Any patchy cloud will break up to allow

:10:37. > :10:41.clear skies to happen. Winds from the south-west. Tomorrow, a fine

:10:41. > :10:51.start with little changed during the day. Perhaps increasing cloud

:10:51. > :11:07.

:11:07. > :11:17.later in the afternoon. Moderate, There are some quite big waves

:11:17. > :11:22.

:11:22. > :11:26.around generated by low-pressure Perhaps a more definite change to
