:00:22. > :00:24.Good evening. Devastated and down thousands of stock. The farmer

:00:24. > :00:26.calling for action after his chickens were slaughtered by dogs.

:00:26. > :00:31.Plus paperless and penny-pinching? How free computers for politicians

:00:31. > :00:41.will save Guernsey money. And the heat is on.

:00:41. > :00:48.

:00:48. > :00:51.Find out who's wasting the most A Jersey farmer has been left

:00:51. > :00:56.devastated after 150 of his chickens were killed by two Jack

:00:56. > :01:02.Russels. Alan Rabet from Warren Farm says the attack has cost him

:01:02. > :01:05.thousands of pounds. It comes just days after two dog owners were

:01:05. > :01:10.warned in court to keep their pets under control after six sheep died

:01:10. > :01:16.and one was severely injured in September. Viewers may find some

:01:16. > :01:20.images in Amy Harris' report distressing.

:01:20. > :01:23.Farmer Alan Rabet surveying what's left of his fledgling business.

:01:23. > :01:29.There were once 150 chickens in here but the brood's been decimated

:01:29. > :01:39.by dogs. Alan was about to start selling eggs so he's devastated and

:01:39. > :01:39.

:01:39. > :01:45.down thousands. It was devastating to find so many of the chickens. If

:01:45. > :01:52.it was four or five but to find the whole pen, it was really

:01:52. > :01:56.heartbreaking. I am left with about 1,600 loss of income plus about

:01:56. > :01:59.4,000 on restocking. This isn't an isolated incident. In a separate

:01:59. > :02:04.double dog attack, six sheep were killed and one was seriously

:02:04. > :02:07.injured. It happened here on the north coast, where the National

:02:07. > :02:12.Trust keep their sheep. Despite these warnings on every gate, two

:02:12. > :02:16.dogs were alone here when the attack happened in September. Their

:02:16. > :02:23.owners have since received court orders to keep them under control.

:02:23. > :02:28.Trust bosses say dog owners should remember their responsibilities.

:02:28. > :02:34.You need to establish a really good recall. You need to understand that

:02:34. > :02:39.what -- not all dogs are perfect. If they are given to be in a

:02:39. > :02:43.situation where there could be a problem, they go on a lead. It is

:02:43. > :02:46.about accepting that responsibility. It is a wonderful thing but with it

:02:46. > :02:50.becomes a responsibility to be a good owner. Meanwhile back at

:02:50. > :02:54.Warren Farm, Alan's busy clearing up. The dog owners have offered to

:02:54. > :02:59.pay up and are also said to be devastated. But for Alan, that

:02:59. > :03:03.doesn't make moving on any easier. How to convince people

:03:04. > :03:08.disillusioned with Guernsey's government to vote. That's the big

:03:08. > :03:11.challenge facing the States ahead of next year's election. More than

:03:11. > :03:14.22,000 people have already signed up to vote but with a target of

:03:14. > :03:19.35,000, the pressure is now on to encourage more people to have their

:03:19. > :03:29.say next April. And from today, the Home Department will be stepping up

:03:29. > :03:30.

:03:30. > :03:33.its campaign. The worst dilemma is that people who haven't registered

:03:33. > :03:37.by 29th February and then get enthused by those standing and then

:03:37. > :03:41.are disappointed because they forgot or did not register in time.

:03:41. > :03:47.If we can get people on the register and they are lined up

:03:47. > :03:50.ready to vote on 18th April next year.

:03:50. > :03:53.There's a chance Jersey could run out of fishermen. That's the

:03:53. > :03:56.warning from the head of the islands fishing association. Don

:03:56. > :04:00.Thompson says fleets and crews are ageing, and that young people

:04:00. > :04:03.aren't interested in the industry as a career prospect. It's hoped a

:04:03. > :04:07.new training course will change all that, as Edward Sault reports.

:04:07. > :04:12.These men are fishermen so why, do I hear you ask, are they putting

:04:13. > :04:16.out fires? Well, this is all part of their training. They've already

:04:16. > :04:19.learnt how to stay safe in the water, read maps and read charts

:04:19. > :04:27.and now they're learning how to cope with one of shipping's most

:04:27. > :04:30.dangerous problems: fire. We hope they will go away with a better

:04:30. > :04:35.attitude towards safety, more awareness of what can go wrong and

:04:35. > :04:39.if they do go wrong, there will be a better outcome than if they had

:04:39. > :04:49.had no training. And for people like Bobby, it's given him a chance

:04:49. > :04:52.

:04:52. > :04:57.I think it is good because it gets younger people into fishing and it

:04:57. > :05:02.will be good to sustain the industry in the future. But with

:05:02. > :05:06.the number of fishermen declining, will this solve a growing problem?

:05:06. > :05:11.Fish stocks are better now than we have seen for a very long time, but

:05:11. > :05:17.there are not the fishermen and boats to catch them. It is a lesson

:05:17. > :05:20.to us not to let go and to keep the come forward, be proactive, and

:05:20. > :05:24.look at ten years down the road. Back on the course, candidates take

:05:24. > :05:32.it in turns to put out fires. When they pass, they'll be qualified to

:05:32. > :05:36.skipper fishing vessels up to 60 feet. It is hoped it will help

:05:36. > :05:42.Jersey fire up one of Jersey's oldest professions.

:05:42. > :05:45.Fancy a free computer? Well, a number of deputies in Guernsey have

:05:45. > :05:48.been given one on loan as part of new cost cutting measures. Penny

:05:48. > :05:53.Elderfield reports. Hundreds of reports. Thousands of

:05:53. > :05:58.pages. The States get through a lot of paper each year. But now one

:05:58. > :06:03.department thinks it's come up with a solution. Each of the deputies on

:06:03. > :06:10.Public Services has been given a computer like this one to use. A

:06:10. > :06:17.move it's thought will have a number of benefits. I would say you

:06:17. > :06:20.have several kilos of paperwork a month. It would save tons of paper

:06:20. > :06:25.and it is more economical so environmentally, it is friendlier

:06:25. > :06:29.and sheep. You are talking about thousands of pounds in staff time

:06:29. > :06:35.in producing the documents, photocopying and all the rest of it.

:06:35. > :06:41.This is the agenda for the November States meeting. A fairly

:06:41. > :06:45.substantial document. But this is a year's worth of Billets. And when

:06:45. > :06:47.you times this by 47 deputies, you can start to see just how much

:06:47. > :06:50.paperwork we're talking about. And that's without all the additional

:06:50. > :06:55.documents they get. So should these computers be rolled out across the

:06:55. > :07:00.States? I think it is an excellent idea. If it can cut down on

:07:00. > :07:05.administration and paperwork, it has to be right. It might work. You

:07:05. > :07:13.don't know until you try it. saves on paper for a start because

:07:13. > :07:17.it is more incident. It is a very good idea, quite right. The idea

:07:18. > :07:21.may have some early support but ultimately, it will be up to the

:07:21. > :07:26.states to decide whether it is worth investing their necessary

:07:26. > :07:29.cash to banish the paperwork once and for all.

:07:29. > :07:32.You're watching the BBC in the Channel Islands. Later in Spotlight

:07:32. > :07:36.with Justin and Victoria: The pied piper of Cornwall. Find out why a

:07:36. > :07:41.group of school children have been travelling back in time.

:07:41. > :07:45.Good news for Guernsey FC. They beat Hartley Wintney 4-0 at Footes

:07:45. > :07:55.Lane on Saturday to see them with an 11-point lead at the top of the

:07:55. > :07:56.

:07:56. > :07:59.Combined Counties Division One In rugby, Jersey remain fourth in

:07:59. > :08:02.National League One, despite a bonus-point win at Macclesfield.

:08:03. > :08:07.The islanders scored four tries on their way to 24-15 away victory.

:08:07. > :08:11.How much hot air is leaving your homes? You can find out now, thanks

:08:11. > :08:14.to a brand new website. The Jersey Heat-Loss Map gives you an aerial

:08:14. > :08:22.thermal image of your house. And, as Anisha Shah, explains it could

:08:22. > :08:26.These people are learning about how much energy their home loses

:08:26. > :08:29.through a lack of insulation. It's been called the Great Escape and

:08:29. > :08:38.it's highlighting the amount of energy being wasted from homes

:08:38. > :08:42.across the island. This is an educational tool that is being run

:08:42. > :08:45.by the Department of Environment to show people how good or bad their

:08:45. > :08:48.properties are in terms of the amount of heat energy they lose.

:08:48. > :08:51.This eco-active trailer has been demonstrating the new Jersey Heat

:08:51. > :08:55.Loss Map and how it works. With the help of a low-flying plane earlier

:08:55. > :09:02.in the year, a thermal image was taken of the whole island, a

:09:02. > :09:05.snapshot of energy being emitted from every home. It is the best

:09:05. > :09:11.thing you can do from an environmental and cost saving point

:09:11. > :09:16.of view, to insulate your home. This is a great way to find out, is

:09:16. > :09:19.your insulation good enough? A lot of people don't know. See what you

:09:19. > :09:22.can do to save money and save energy. With many homes in the

:09:22. > :09:28.island being decades or even centuries old, this was deemed

:09:28. > :09:33.necessary to make people more aware. Our idea was to have a vivid

:09:33. > :09:38.picture will demonstration of what energy loss can do and if you come

:09:38. > :09:45.down and have a look at your house, you can see if it is red, green or

:09:45. > :09:48.in between and that will tell you how much money you are wasting.

:09:48. > :09:51.you have to do is enter your postcode into the States website.

:09:51. > :09:54.It takes you to your street, click on your home and you can see how

:09:54. > :10:02.much energy your home loses unnecessarily. You might be

:10:02. > :10:06.surprised at the amount of hot air coming from your homes.

:10:06. > :10:14.I do hope you homes aren't using too much heat because it is getting

:10:14. > :10:19.Good evening. Some wet weather heading for the Channel Islands

:10:19. > :10:23.later on tonight and quite windy conditions, too. For a while

:10:23. > :10:30.tomorrow morning, then winds will be touching gale-force from the

:10:30. > :10:34.South. Let's look at the details. We start with an area of low

:10:34. > :10:39.pressure that has been developing to the west of Ireland. That will

:10:39. > :10:44.sweep of cold weather system across us tomorrow morning, fairly lively

:10:44. > :10:51.winds, 50 mph at times. It will not move through until the end of the

:10:51. > :10:55.afternoon. Certainly for the morning, very blustery conditions.

:10:55. > :11:00.As we move into the middle of the week, we have a more gentle breeze

:11:00. > :11:10.from the south-west and brighter skies before we see showers made in

:11:10. > :11:10.

:11:10. > :11:20.the day. This evening and overnight, cloudy, mild and down. -- damp. A

:11:20. > :11:20.

:11:20. > :11:24.wet and windy start to the day The winds will drop as we go into

:11:24. > :11:34.the evening but it will take a while for the wind to die down. It

:11:34. > :11:47.

:11:47. > :11:55.will become Westerleigh as a end Very messy surfing conditions

:11:55. > :12:00.because of the strength of the wind. Quite dangerous conditions. It is
