:00:53. > :00:56.sales in Jersey. Latest government figures show the number of items

:00:56. > :01:04.bought by islanders in the latest quarter was 5% down on last year,

:01:04. > :01:07.the biggest fall since before the financial crisis.

:01:07. > :01:11.It may look a busy lunchtime on the high street, but shoppers aren't

:01:12. > :01:20.spending as much as they have done. In fact, sales are down 5% on last

:01:20. > :01:24.year - that's the biggest slump since records began back in 2005.

:01:24. > :01:31.A few years ago, you would not think about taking out your

:01:31. > :01:35.Wollerton paying 10 or �20 for a deft, but now, you think, what will

:01:35. > :01:45.happen in the future? It is more difficult. Everyone has to be more

:01:45. > :01:46.

:01:46. > :01:51.careful than they were before but I do not seem to be! So many shops,

:01:51. > :01:54.especially here, you have to shop around. But for shopkeepers who

:01:54. > :01:59.need to make a living, it's not good news. The Chamber of Commerce

:01:59. > :02:04.believe there's a number of reasons for fewer sales.

:02:04. > :02:09.One reason is the internet, and we are looking at 1,500 people

:02:09. > :02:14.unemployed so the overall spending power of his declining. These are

:02:14. > :02:18.contributing factors. People are nervous about their jobs. I am

:02:18. > :02:21.guessing they are holding on to their hard-earned cash ahead of the

:02:21. > :02:24.Christmas rush. And shopkeepers here at Liberty

:02:24. > :02:27.Wharf are particularly concerned. It's only been open a year and they

:02:27. > :02:33.say not enough people are coming through the door. That's why

:02:33. > :02:36.they're putting efforts into enticing people down here. It has

:02:37. > :02:42.been quiet this year banned retailers suffering so we have been

:02:42. > :02:48.trying to use the vacant spaces, that we have, to encourage school

:02:48. > :02:51.choirs, community groups and charities to hold events down there,

:02:51. > :02:54.especially in the run-up to Christmas. And on the high street

:02:54. > :02:56.too they're trying to attract business. The hope among traders is

:02:56. > :03:01.that people are saving for Christmas now and will splash out

:03:01. > :03:03.in the new year. Economic development told us

:03:03. > :03:05.although the figures are disappointing, they're not

:03:05. > :03:08.unexpected and they will continue their work to support local

:03:08. > :03:15.businesses in particular working to improve competitiveness in the

:03:15. > :03:20.current climate. The identity of a man found dead on

:03:21. > :03:23.a Jersey beach nearly four years ago remains a mystery. Police

:03:23. > :03:28.couldn't identify him despite help from experts who made this

:03:28. > :03:34.electronic version of how he might have looked. His remains were found

:03:34. > :03:38.in the sea at Havre des Pas in St Helier in February 2008. An inquest

:03:38. > :03:42.held this week could not find who the man was or how, when or where

:03:42. > :03:45.he died. The man will be buried in Surville Cemetery in St Helier.

:03:45. > :03:49.Jersey's government has voted against plans to halt the

:03:49. > :03:51.development of finance offices on the Esplanade car park in St Helier.

:03:51. > :03:56.The States-owned Jersey Development Company wants to build four office

:03:56. > :03:58.blocks in the first phase for the area. Parish Constable Simon

:03:58. > :04:03.Crowcroft asked the States to wait until 2012 so the newly-elected

:04:03. > :04:07.House could have a say on it. Members voted against but did agree

:04:07. > :04:13.to postpone development to the area around La Folie Inn and the site

:04:13. > :04:16.used by the Jersey Rowing Club. Unemployment in Guernsey rose over

:04:16. > :04:20.the last month. Latest government figures show 333 people were

:04:20. > :04:25.unemployed at the end of last month, compared with 299 at the end of

:04:25. > :04:32.October - that's a 9% increase month on month. Year on year, the

:04:32. > :04:37.Animal rights campaigners have welcomed a decision to update

:04:37. > :04:41.Guernsey's animal welfare laws. As Mike Wilkins reports, the States

:04:41. > :04:44.agreed that new legislation will be implemented in the new year. I

:04:44. > :04:50.should warn you that Mike's report contains images some viewers may

:04:50. > :04:53.find distressing. If these sad, scared eyes are the

:04:53. > :04:58.windows into their souls then these poor animals are hurting as much on

:04:58. > :05:02.the inside as their wounds on the outside. Guernsey couldn't do much

:05:02. > :05:06.to help them, but this woman spent a decade lobbying the States to try

:05:06. > :05:08.and make a difference. The government unanimously agreed and

:05:08. > :05:12.from next year, updated animal welfare laws will be introduced to

:05:12. > :05:15.the island, but it doesn't stop there. As well as updating the

:05:15. > :05:23.rules on animal fights and licensing there'll also be

:05:23. > :05:25.increased penalties for cruelty offences. We are looking up order

:05:25. > :05:31.new Policies within state housing, which will make a big difference to

:05:31. > :05:35.us because 80% of our work comes from state housing. I am not

:05:35. > :05:39.condemning state tenants, but a lot of our work comes from there. If

:05:39. > :05:43.their new policies are what we asked for, it will make a big

:05:43. > :05:48.difference. As well as updated the rules on

:05:48. > :05:52.animal fights and licensing, there will be increased penalties for

:05:52. > :05:56.cruelty offences. In the past, people could only be prosecuted

:05:56. > :06:01.after the cruelty had occurred but now more will be able to be done to

:06:01. > :06:05.prevent cruelty in the first place. It is like Christmas come early and

:06:05. > :06:14.the legislation has gone through for the Animal Welfare Act so we

:06:14. > :06:17.are very pleased and excited for next year when it is implemented.

:06:17. > :06:20.For animal lovers and anyone who appreciates animal rights this is a

:06:20. > :06:29.good news story, but for some campaigners, while it's progress,

:06:29. > :06:34.there's still some way to go to prevent cruelty in the island. Up

:06:34. > :06:38.to 30 new nurses could be hired thanks to a new campaign.

:06:38. > :06:42.Recruiting and keeping nurses has long been an issue for the health

:06:42. > :06:46.department but in the past year, that has been changing. A

:06:46. > :06:53.retraining programme for nurses who have not practised recently is

:06:53. > :06:59.proving popular. Jersey and Guernsey have appointed a joint

:06:59. > :07:03.regulator to regulate the airports. The job will be taken up in

:07:03. > :07:09.February. It is hoped that the Government will be held to greater

:07:09. > :07:13.account and that the aviation it -- aviation industry is compatible

:07:13. > :07:15.with UK and EU guidelines. Work is underway to try to place

:07:15. > :07:18.Guernsey at the heart of the renewable energy industry. Commerce

:07:18. > :07:21.and Employment is liaising with three UK universities to commission

:07:21. > :07:23.research into wind, wave and tidal energy. Currently the technology

:07:23. > :07:25.isn't advanced enough, or sufficiently proven, to commission

:07:25. > :07:35.actual projects. Commerce and Employment say the research will

:07:35. > :07:45.cost Guernsey very little. Make the most of your right to vote, that is

:07:45. > :07:48.

:07:48. > :07:53.the message to teenagers in Guernsey. A campaign has now

:07:53. > :07:57.started to make sure as many people as possible take advantage.

:07:57. > :08:02.Hundreds of teenagers and hundreds of potential voters. This Assembly

:08:02. > :08:07.was an opportunity to convince more of them to have their say in

:08:07. > :08:11.Guernsey's election next April. It is a message that will be taken to

:08:11. > :08:14.schools throughout the island in the coming months.

:08:14. > :08:19.Everybody has a right to vote. The other thing is that whenever you

:08:19. > :08:23.are doing any issue, you get a very different perspective and I think

:08:23. > :08:28.it is exciting, refreshing and thoughtful and it has got everyone

:08:28. > :08:32.involved. It has been not be long since 17 and 18-year-old had been

:08:32. > :08:37.able to get involved. Will this campaign make a difference?

:08:37. > :08:40.I am not on the role yet but since the Assembly it has helped me

:08:40. > :08:45.realise I can get on the electoral roll and so I will.

:08:45. > :08:48.I have been looking forward to it because there are many points that

:08:48. > :08:51.I want to air and the best way to do that is to choose the people I

:08:51. > :08:56.want to go through and make important decisions.

:08:56. > :09:00.It is nice to have our own say and it is exciting for what could come

:09:00. > :09:05.in the future. It is our first opportunity to have

:09:05. > :09:08.a proper say in the politics of the island and better. A cross and say

:09:09. > :09:13.what we want to say, it is unbelievable.

:09:13. > :09:16.Already working hard for their own futures it is now up to the

:09:16. > :09:21.students to decide if they want to have a say in the future of the

:09:21. > :09:25.island as well. At Jersey hotel can now boast being

:09:25. > :09:35.the first and the Channel I want to receive a gold award from the green

:09:35. > :09:37.

:09:37. > :09:40.tourism business scheme. It's one of Jersey's newest hotels and

:09:40. > :09:43.promises guests great accommodation and spectacular views. And now it

:09:43. > :09:51.can boast an award as well. The Radisson Blu has just claimed a

:09:51. > :09:56.Green Tourism Business Gold Award. Staff are thrilled. It is not easy

:09:56. > :09:59.to get gold status, so we chose an effort that the whole team has made

:09:59. > :10:04.to get the award and we are very proud and very pleased for of the

:10:04. > :10:10.work we have done. This is the award, but what exactly

:10:10. > :10:16.did this hotel do to win it? Partly for work done in this room.

:10:16. > :10:21.The riders in introduced measures for energy, water and waste

:10:21. > :10:25.management. It has been at combination of a lot

:10:25. > :10:30.of work over the past year or so since the hotel opened saw lot

:10:30. > :10:33.towards carbon emissions, and the technical side, and a lot towards

:10:33. > :10:38.the community and dedication and working locally within the

:10:38. > :10:40.community as well. The hotel has a far as the

:10:40. > :10:45.Netherlands to receive this gold award.

:10:45. > :10:55.They hope it will set them on the way to becoming the industry leader
