:00:10. > :00:16.Third good evening. Welcome to the BBC in the Channel Islands. To

:00:16. > :00:21.make's top stories: the facts behind the faces. Jersey poss mac

:00:21. > :00:25.census shows a rising population and double the number of unemployed.

:00:26. > :00:32.Across the water, Guernsey boots for proposals to control its

:00:32. > :00:42.population including changes to housing. And the grieving father

:00:42. > :00:48.

:00:48. > :00:53.If you live in Jersey you will remember filling in a census form

:00:53. > :00:59.in March. The results have been published. The island's population

:00:59. > :01:07.has increased by 10,000 in the past decade. But can you guess how many

:01:07. > :01:17.car and 11 the island? Would it surprise you if I told you

:01:17. > :01:17.

:01:17. > :01:23.it was edging towards 100,000? 97,000?

:01:23. > :01:33.That is not bad. Do you think too many people are moving here?

:01:33. > :01:39.No, that is not bad. 90,000. Would it surprise you if I

:01:39. > :01:46.said it is 100,000? Or yes!

:01:46. > :01:50.The man in charge says he does not yet know what he will do about it.

:01:50. > :01:56.It is too early to draw conclusions. There are many reasons for people

:01:56. > :02:00.to join our community. Retirement, moving back because of what is

:02:00. > :02:06.happening in the economy elsewhere in the world, until we know the

:02:06. > :02:16.exact details and characteristics underlying these numbers we should

:02:16. > :02:16.

:02:16. > :02:23.not be drawing conclusions. Let's take a closer look. There are

:02:23. > :02:28.comely 97,857 people living here. - - currently. That is a 10% rise in

:02:28. > :02:38.10 years. The reasons are simple, more berths than deaths and the

:02:38. > :02:39.

:02:39. > :02:45.rise in immigration. Only 1,300 of the 2569 out of work are registered

:02:45. > :02:49.as unemployed. In the next few weeks more detailed information

:02:49. > :02:58.will be released about the population. Politicians say that

:02:58. > :03:02.then that they can make better plans for the future.

:03:02. > :03:11.Guernsey's open market is open for business. That is the message from

:03:11. > :03:17.the Chief Minister. There were suggestions it could be scrapped as

:03:17. > :03:23.part of the population review. It sent shivers down the spines of

:03:23. > :03:28.estate agents. But a new report could bring relief. There will be

:03:28. > :03:32.changes, but only to return the open market to its original

:03:32. > :03:41.intentions. How does Gells a balance the needs of European human

:03:41. > :03:46.rights, demands of employers car, and an ageing population? Well,

:03:46. > :03:51.there are no easy answers. It is being described by some as the

:03:51. > :03:56.greatest challenge facing the island. It is being worked on by

:03:56. > :04:00.the population Policy Group. It has laid out a framework with a general

:04:00. > :04:09.proposal to take to the States to help steer them in the right

:04:09. > :04:16.direction. A system had originally been proposed of one, for, and

:04:16. > :04:23.seven year permits. But that has changed to one, 5, and eight years.

:04:23. > :04:33.For teachers, say, within for man- years, it would be too costly and

:04:33. > :04:34.

:04:34. > :04:37.unsettling for our schools. -- for years. We looked then at the long

:04:37. > :04:44.term of licence and decided that it would be appropriate to have a

:04:44. > :04:48.three-year gap. Following unconfirmed claims last

:04:48. > :04:54.year that the population review could abolish the Top End open

:04:54. > :04:58.market, activity has been stagnant. But for estate agents, prospective

:04:59. > :05:04.buyers, and current open market residents, the message of the

:05:04. > :05:09.report is that the open market is open for business.

:05:09. > :05:15.The key message is to re- issue of the overwhelming majority of open

:05:15. > :05:23.market owners and residence that their status will be unaffected. --

:05:23. > :05:31.reassure. There is a narrow way there - malty occupancy dwellings -

:05:31. > :05:35.covered by unrelated adults, it is a small part of the register.

:05:35. > :05:39.What happens next? There is only one recommendation for the states

:05:39. > :05:45.to vote on in January. That is Regards replacing the current

:05:45. > :05:50.housing control with a new regime. The proposals will not go before

:05:50. > :05:54.the States for another 12 months. - - current proposals. And even then

:05:54. > :06:01.things are not guaranteed as residents have three options,

:06:01. > :06:07.accept, reject, or abstain. The father of a Guernsey cyclist

:06:07. > :06:12.killed on London on Saturday is coming -- calling for a review of

:06:12. > :06:18.cycling safety. Conservative Members yesterday walked out over a

:06:18. > :06:24.separate issue. The death brings the number of cyclists killed on

:06:24. > :06:27.the roads of the capital of the sea here have to 16. Ellie Carey was

:06:27. > :06:37.today described as a caring and compassionate doctor. She had

:06:37. > :06:38.

:06:38. > :06:47.everything to live for at 22 years old. -- caring and compassionate

:06:47. > :06:51.daughter. She was a very keen cyclist and

:06:51. > :06:56.environmentalist. She was studying International Development in London.

:06:56. > :07:01.She wanted to work for charities and aid agencies elsewhere in the

:07:01. > :07:09.world. She was caring and compassionate. We all loved her

:07:09. > :07:13.delay. We're totally devastated. Allister Carey is now calling for

:07:13. > :07:19.an urgent review of cycling safety in the capital after a debate was

:07:19. > :07:23.abandoned by politicians on the London Assembly yesterday.

:07:23. > :07:28.In their hearts I suspect they want to take it seriously but in reality

:07:28. > :07:33.it does not feature as highly as it should. I find that sad and

:07:33. > :07:41.distressing. I think policy should be re- addressed and dealt with

:07:41. > :07:46.urgently. Not in 24 team. Meanwhile tributes have been

:07:46. > :07:49.pouring in from those who knew and loved her. A man has been arrested

:07:49. > :07:56.on suspicion of causing death by dangerous driving. He has been

:07:56. > :08:02.bailed until January. Uncertainty surrounding the Euro

:08:02. > :08:07.zone has been blamed for a multi- billion pound fall in chairs a's

:08:07. > :08:17.investment fund business. There was a drop of 3.4 billion in the last

:08:17. > :08:22.

:08:22. > :08:26.quarter. -- jersey's investment You are watching the BBC and

:08:26. > :08:36.Channel Islands. Coming up in Spotlight: the mother of a boy with

:08:36. > :08:38.

:08:38. > :08:42.Asperger's who has launched a The former head of the British Army,

:08:42. > :08:47.General Lord Dannatt, has encouraged Channel Islands

:08:47. > :08:53.youngsters have to consider a career with the armed forces. He

:08:53. > :08:58.will be speaking about his 40 year career in the army for a soldiers

:08:58. > :09:04.charity. He says that although soldiering has changed a great deal

:09:04. > :09:12.he believes it is a good career. I would advise Channel Islanders to

:09:12. > :09:16.take seriously -- think seriously about it. They are large, focused

:09:16. > :09:20.organisations. What individuals it can be a challenging and satisfying

:09:20. > :09:26.career. I would definitely recommend it either as an auction

:09:26. > :09:31.for a few years or they could be a. A shop opened in the Jersey today

:09:31. > :09:37.to raise money for charity over Christmas. It is already proving

:09:37. > :09:44.popular. We sent our reporter to film these pictures. All the money

:09:44. > :09:49.raised is going to Jersey Hospice. People are very intrigued. Things

:09:49. > :09:59.are flying out the door. It takes 6,000 per day to run the hospice

:09:59. > :10:03.services. So all the money goes And now the weather. We have some

:10:03. > :10:06.wet-weather across the Channel Islands this evening. The rain will

:10:06. > :10:14.peter out but it will take all night before it finally moves out

:10:14. > :10:19.the way and the risk of heavier bursts are also there. Also windy

:10:19. > :10:29.with winds of beating West Dudley. This active weather system is

:10:29. > :10:38.

:10:38. > :10:45.coming in. -- wins heading West Dudley. -- westerly. Saturday will

:10:45. > :10:50.be the best day, with fine weather, although a chilly start. Some rain

:10:50. > :10:58.the seedling it overnight. Overnight temperatures will be no

:10:58. > :11:07.law than seven or eight degrees. We will lose their showers throughout

:11:07. > :11:15.the morning and it will brighten up with sunny spells on the afternoon.

:11:15. > :11:20.Dry and bright, less windy, but a cold or feel. The coastal waters

:11:20. > :11:30.are forecast - mainly fair with a risk of showers and generally good

:11:30. > :11:31.

:11:31. > :11:35.visibility. Here are the high water times. It looks like we will see

:11:35. > :11:42.some big waves. There are likely to remain that way until the end of

:11:43. > :11:48.the day tomorrow. The forecast for Saturday, bright and dry. Clouding
