:01:06. > :01:09.children? It is a question Guernsey's Director of Public

:01:09. > :01:12.Health has raised in his annual health report, which this year

:01:12. > :01:14.focuses on ways of preventing the mistreatment of the island's

:01:14. > :01:17.children. They may be little angels most of

:01:17. > :01:20.the time, but all parents know that is not always the case.

:01:20. > :01:30.But if children do misbehave, is smacking an appropriate way to deal

:01:30. > :01:31.

:01:31. > :01:38.with it? I do not mean to be cruel, but sometimes they have to be

:02:28. > :02:33.is the right time to talk about whether smacking should be banned.

:02:33. > :02:41.There are places like Sweden where it has been banned and it has led

:02:41. > :02:50.to the direct reduction. I think it requires a debate.

:02:50. > :02:53.At the moment, it is up to parents how they discipline their children.

:02:53. > :02:57.But today's report will spark the debate on whether smacking should

:02:57. > :02:59.be one of the ways of doing it. Jersey Telecom has been given �19

:02:59. > :03:01.million to upgrade the internet connection of every address in the

:03:01. > :03:04.island. The fibre-optic network will allow

:03:04. > :03:08.speeds of up to one gigabit and was given the go-ahead in a ministerial

:03:08. > :03:12.decision by the Treasury Minister. The money will come from States

:03:12. > :03:14.funds over the next three years and it is hoped it will help boost the

:03:14. > :03:18.island's digital economy. �470,000 has been falsely claimed

:03:18. > :03:21.by benefit cheats in Jersey. The Social Security department

:03:21. > :03:26.confirmed tonight the money will be clawed back and necessary action

:03:26. > :03:35.taken. It follows a well publicised campaign, launched in March of this

:03:35. > :03:41.year, to stop benefit fraud in the island. We are delighted, because

:03:41. > :03:51.our target was �400,000 and we have exceeded that. I can assure the

:03:51. > :03:51.

:03:51. > :03:59.public that anyone who does get in touch, we do fall these claims up.

:03:59. > :04:04.A is there a warning to anyone who is falsely claiming question mark

:04:33. > :04:36.roads. But years ago, Trevor Bazeley was not and was pulled over

:04:36. > :04:38.by the police, convicted of drink driving, fined hundreds of pounds

:04:38. > :04:41.and banned from driving for three years.

:04:41. > :04:51.Trevor lost his job, his car insurance shot up and he had to

:04:51. > :04:52.

:04:52. > :04:59.retake his test years later. I just feel stupid. It was a silly thing

:04:59. > :05:02.to do. It was my own fault. I was not the victim of anything, except

:05:02. > :05:05.my own stupidity. The police have been randomly

:05:05. > :05:08.stopping motorists to blow into one of these breathalysers.

:05:08. > :05:18.There have been 128 people arrested in Alderney and Guernsey so far

:05:18. > :05:23.

:05:23. > :05:28.this year for drink driving. Malky, This compares to 149 for last year

:05:28. > :05:36.and the same number for 2009. And in Guernsey, it seems it is

:05:36. > :05:40.some of the older generations who are intent on breaking the law.

:05:40. > :05:45.do not think we get many youngsters that drink and drive because we

:05:45. > :05:54.have got the message across. It is usually middle-aged to older people

:05:54. > :05:57.normally. I was actually very lucky to get caught. If I had not been,

:05:58. > :06:03.the next thing they do that I might have caused an accident and

:06:03. > :06:05.seriously injured or killed either myself or someone else.

:06:05. > :06:09.Engineers say it will take two years to repair damage to

:06:09. > :06:12.Alderney's breakwater. Last week's north-westerly gale tore off a 50-

:06:12. > :06:16.metre stretch of facing, which was designed to protect the main

:06:16. > :06:25.structure. The damage is in the same area as a major breach ten

:06:25. > :06:30.years ago. We have inspected it over the weekend. Although the

:06:30. > :06:35.damage looks quite bad, the actual structure of the break what it is

:06:35. > :06:43.actually untouched. Unfortunately the weather is deteriorating, but

:06:43. > :06:48.we have secured the main part of the damage and so we're just hoping

:06:48. > :06:53.that the weather allows us to get their perhaps in the New Year to

:06:57. > :06:59.dependent on the weather. And there is a weather warning in

:06:59. > :07:02.place across the islands tonight and tomorrow morning. Severe gale

:07:02. > :07:05.force winds and high tides could combine to cause some local coastal

:07:08. > :07:11.Thousands of baby ormers are ready to be released into the seas around

:07:11. > :07:13.Jersey. It is part of a new captive

:07:13. > :07:17.breeding programme, which aims is to boost stocks of the shellfish,

:07:17. > :07:19.after numbers were depleted by disease.

:07:20. > :07:25.From these small beginnings, a Channel Islands traditional

:07:25. > :07:30.delicacy will grow. These are baby ormers, bred from local stock here

:07:31. > :07:40.at Marcus Taylor's farm. Soon, they will be released into

:07:41. > :07:42.

:07:42. > :07:48.the sea to grow to full size and boost stocks diminished by disease.

:07:48. > :07:53.People here like going out and catching them. Now, they are very

:07:53. > :07:59.restricted in what they can do. Hopefully, by releasing these into

:07:59. > :08:03.the waters, the numbers will grow and that pursue it will become the

:08:03. > :08:06.norm once again. This is what a fully-grown ormer

:08:06. > :08:08.looks like. These are known as "truffles of the sea". In three

:08:08. > :08:11.years, these will be harvested off the coast here.

:08:11. > :08:14.But this is where the ormers start life. There are 250,000 of the tiny

:08:14. > :08:17.creatures in these tanks. Starting in the next few weeks, when weather

:08:17. > :08:20.conditions are right, thousands will be released into the sea

:08:20. > :08:27.annually. It is a joint scheme between Marcus's company here and

:08:27. > :08:34.Jersey Inshore Fishermens Association. Over a period of five

:08:34. > :08:41.or six years, we will see the real benefit from this. I myself would

:08:41. > :08:45.like to think I would be going to try and find a feed myself!

:08:45. > :08:48.The project is not cheap. But those behind it say it is worth it to

:08:48. > :08:51.ensure an increase in stocks of one of the Channel Islands iconic and

:08:51. > :09:01.native shellfish. The Jersey Charity Auction raised a record
