:00:46. > :00:49.campaigners in Guernsey, as last ditch attempts to protect the

:00:49. > :00:52.budget of the island's Health and Social Services were defeated. An

:00:52. > :00:57.amendment to the budget debate was lost and it could mean some

:00:57. > :01:01.services like adult respite care being shelved. Mike Wilkins was at

:01:01. > :01:09.the States today and joins us from the Guernsey newsroom. So not a

:01:09. > :01:14.happy ending to the year for the Health Department then.

:01:14. > :01:17.Not really. We are supposed to be in the season of giving but

:01:17. > :01:20.Guernsey's States did not feel the Health and Social Services

:01:20. > :01:24.Department deserved a special present this year. The department

:01:24. > :01:30.will need to find more than �2 million worth of savings for its

:01:30. > :01:34.budget for a 2012. The deputy has rejected a request for its budget

:01:34. > :01:39.cut to be reduced to �1 million. The Treasury minister told me that

:01:39. > :01:49.the barman is known about these cuts for some time. -- the

:01:49. > :01:52.

:01:52. > :01:56.Since 2009 all departments have been aware of this target and I

:01:56. > :01:59.have had so Schedules showing what the savings attributable to their

:01:59. > :02:09.departments are supposed to be and over the years the savings are

:02:09. > :02:14.supposed to be achieved. The money we are saying to be achieved in

:02:15. > :02:18.2012 is explained by that programme. What will this mean for services?

:02:18. > :02:22.It is a difficult topic for some to discuss. As we told you last night,

:02:22. > :02:27.it could mean that people who care for adults with learning

:02:27. > :02:31.disabilities may face a significant delay in receiving respite services.

:02:31. > :02:34.I think there were some who knew that the States would not really

:02:34. > :02:39.barge and that could least adult respite care is now on the

:02:39. > :02:43.politicians' minds but it has led to questions where health and

:02:43. > :02:48.social services fits in its own department.

:02:48. > :02:54.What needs to happen is for that process to be reserve -- reversed,

:02:54. > :02:58.have a partition of social services from social care. When you

:02:59. > :03:07.constantly compare the needs of the hospital with the needs of the

:03:07. > :03:12.social services, social services will always be the poor relative.

:03:12. > :03:17.After a day's debate the Budget has not been approved or rejected and

:03:17. > :03:21.the Treasury resources minister will sum up his case tomorrow.

:03:21. > :03:24.The Prince of Wales will visit the Channel Islands next year. He will

:03:24. > :03:27.be representing the Queen as part of her diamond jubilee celebration,

:03:27. > :03:29.marking 60 years since she came to the throne. Members of the royal

:03:30. > :03:33.family are visiting all of the Queen's realms, dependencies and

:03:33. > :03:37.territories. �14 million will be spent on a new

:03:37. > :03:40.oil-fired generator for Guernsey's North Side power station. It will

:03:40. > :03:45.replace some of the older generators which were built in the

:03:45. > :03:48.1970s and will produce 17 megawatts. It is designed to bridge the energy

:03:48. > :03:54.gap while a new cable link with France is installed. Work will

:03:54. > :04:00.begin next spring. Should Guernsey and Jersey have a

:04:00. > :04:02.greater voice in the Commonwealth? Well, the UK Foreign Affairs Select

:04:03. > :04:07.Committee is going to investigate whether the Crown dependencies

:04:07. > :04:10.should have more representation. It could mean Channel Island flags

:04:10. > :04:12.flying at senior Commonwealth meetings and our leaders being

:04:13. > :04:19.allowed to lay a wreath at the Cenotaph in London on Remembrance

:04:19. > :04:22.Sunday. Here is Edward Sault. This was the Commonwealth Heads of

:04:22. > :04:26.Government meeting in Australia earlier this year. Over 50

:04:26. > :04:31.countries linked to the British Crown coming-together to discuss

:04:31. > :04:34.world issues. Now a UK parliamentary committee will look

:04:35. > :04:37.at whether Guernsey and Jersey should have their seat at future

:04:37. > :04:41.conferences. It follows this question in the House of Commons

:04:41. > :04:45.yesterday. The Chancellor will know that one

:04:45. > :04:51.of his responsibilities is to take care of the British Crown

:04:51. > :04:56.dependency is. He will perhaps explain to the House mack why it is

:04:56. > :05:00.that still today they are not represented in the Commonwealth.

:05:00. > :05:06.will take on board my honourable friend's comments and consult the

:05:06. > :05:09.Prime Minister and the front -- the Foreign Secretary as to whether the

:05:09. > :05:14.Commonwealth might be reassessed in this way.

:05:14. > :05:18.We have 32 territories under the Crown all linked to a nation such

:05:18. > :05:23.as the UK in the case of Guernsey and Jersey and yet have no status

:05:23. > :05:27.or recognition within the Commonwealth. For at the response

:05:27. > :05:30.from the Justice Secretary was very positive, that he is prepared to

:05:30. > :05:36.look at the status of the Channel Islands in respect to the

:05:36. > :05:40.Commonwealth is clearly a good thing.

:05:40. > :05:47.The Channel Islands already proudly take part in the Commonwealth Games

:05:47. > :05:50.and that pride could be taken higher, on to a political stage.

:05:50. > :05:55.Christmas cards will put criminals off committing more crimes - that

:05:55. > :05:59.is what Jersey Police is hoping. The force has sent 30 cards to its

:05:59. > :06:06.most prolific offenders. It is part of a wider campaign to clamp down

:06:06. > :06:09.on persistent criminals. Amy Harris reports.

:06:09. > :06:14.This seasonal message from Jersey Police. These cards will be

:06:14. > :06:19.arriving on the mats of 30 of the island's repeat offenders as part

:06:19. > :06:22.of a wider scheme to cut crime. The people we are talking about in

:06:22. > :06:26.the main have a significant number of previous convictions, they have

:06:26. > :06:31.been through the system numerous times, some having been arrested up

:06:31. > :06:38.to 14 times last year, so these are people we have to concentrate on if

:06:38. > :06:43.we are serious about tackling crime. Figures show that 1800 people

:06:43. > :06:47.arrested in 2011 more than 200 were arrested for her second time. 48 of

:06:48. > :06:55.them five times or more, and two defenders were arrested 14 times

:06:55. > :06:59.each. Police are confident that the plan will work.

:06:59. > :07:03.This is part of ice-cream or tackling prolific offenders. We

:07:03. > :07:09.have seen crime come down by 10 % in the last year and street crime

:07:09. > :07:11.come down by 28 %. We are focusing on the people who cause the most

:07:12. > :07:15.problems and getting significant successes.

:07:15. > :07:19.The Christmas cards are now being delivered. While it may seem a

:07:19. > :07:27.novelty idea, the message from police is serious - commit crime

:07:28. > :07:32.and face a bleak Christmas behind bars.

:08:05. > :08:08.census shows that there are 1000 more islanders who are looking for

:08:08. > :08:12.work but who have not been registered full stop so who are

:08:12. > :08:17.those missing 1000 and why aren't they registered? I put that

:08:17. > :08:21.question to Sarah Milling from ASL Recruitment a little earlier.

:08:21. > :08:26.I believe the missing people are people who have been made redundant

:08:26. > :08:30.from a higher level, don't want to go down the route of income support

:08:30. > :08:36.at this stage but rather get back into the workplace, find a new role

:08:36. > :08:44.and take it from there. Are we talking about a particular sector?

:08:44. > :08:47.High level suggests a finance. people who have been made redundant

:08:47. > :08:55.in finance, it is difficult for them, but they want to get back

:08:55. > :09:00.into the workplace as soon as possible,. So why are they not

:09:00. > :09:05.getting jobs? We find that some of the jobs they are replying for are

:09:05. > :09:08.-- actually at a lower level. They could do the role with there could

:09:08. > :09:18.-- their rise shot but the clients are looking for a particular person

:09:18. > :09:19.

:09:19. > :09:24.to do that job. -- their eyes shut. What can you say to people who want

:09:24. > :09:32.to find a job? Get out there, be proactive, look good all Allott --

:09:32. > :09:36.avenues. Doing charity work will help them get net working for the

:09:36. > :09:39.future. I am guessing that cried -- pride might be an issue for some of

:09:39. > :09:46.these people. What would be your message for somebody who does not

:09:47. > :09:52.necessarily want to go into charity work? Can that pride be overcome?

:09:52. > :09:56.Absolutely. Coming into an agency like ours and just having a chat,

:09:56. > :10:01.we can help them may be diversified their skills. They all have a great

:10:01. > :10:05.skill set but it is about getting back out there and we can help them

:10:05. > :10:12.look for contract work or permanent work that would help them have to

:10:12. > :10:16.match their skills said. After sitting derelict for years,

:10:16. > :10:19.an old folly in Guernsey could soon be given a new lease of life as a

:10:19. > :10:27.self-catering holiday home. It is the first time the National Trust

:10:27. > :10:31.has renovated a property to rent out as visitor accommodation.

:10:31. > :10:36.The only one of its kind in Guernsey, the Ozanne Tower is a

:10:36. > :10:41.rare find, dating back to the mid- 19th century, but over the years it

:10:41. > :10:46.has fallen into disrepair. But it looks like that is set to change.

:10:46. > :10:50.We are delighted that the environment department has given us

:10:50. > :10:57.permission to change this very historical building into a self-

:10:58. > :11:02.catering unit, rather along the lines of the landmark Trust

:11:02. > :11:07.buildings around the UK. It is hoped the plans will preserve the

:11:07. > :11:14.history of the site. It will be very much in keeping with the

:11:14. > :11:17.original tower used to so many years ago. Unfortunately we can't

:11:17. > :11:23.actually go inside the tower because of safety reasons, which is

:11:23. > :11:28.a real shame, but apparently there is enough space for a one-bedroom

:11:28. > :11:33.self-catering unit and apparently the views are amazing. You can see

:11:33. > :11:39.them in this footage back in 2002, when the National Trust purchased

:11:39. > :11:43.the tower, but it is also clear how much work there is to do. It is

:11:43. > :11:47.important to carry out the work now before it becomes further

:11:47. > :11:52.dilapidated. It is a historical building, it is of a lot of

:11:52. > :11:57.interest and has beautiful views over the West Coast, and now is the

:11:57. > :12:05.time to renovate it. It is likely that the work will start next

:12:05. > :12:09.spring, with the next visitors staying here later.

:12:09. > :12:19.As you may have seen on the national weather forecast, a storm

:12:19. > :12:22.

:12:22. > :12:26.We are run for some quite what -- rough weather across the Channel

:12:26. > :12:32.Islands for the next 24 hours. This evening and overnight low pressure

:12:32. > :12:36.brings gale-force winds and plenty of showers, and then another area

:12:36. > :12:39.of low pressure brings heavy rain and the potential to strong winds.

:12:39. > :12:45.The first area of low pressure moves across southern Britain

:12:45. > :12:49.fairly quickly but it is the next one which has our name on it. It

:12:49. > :12:57.appears on the early hours of Friday morning, lots of isobars

:12:57. > :13:03.packed in there. We are looking at gusts up to 60 mph or 70 mph. They

:13:03. > :13:13.could be travel disruption first thing on Friday morning. -- there

:13:13. > :13:17.could be. We had some fairly rough weather around tonight, with some

:13:17. > :13:21.heavy rain sweeping through as that band of low pressure moves away

:13:21. > :13:26.from us. The winds will be gale force, westerly and overnight

:13:26. > :13:29.temperatures probably no lower than five degrees. Some sunshine in

:13:29. > :13:33.between the showers before more generally it becomes wet into the

:13:33. > :13:43.afternoon and the early evening. The real strength of wind comes

:13:43. > :13:56.
