:01:18. > :01:22.look at some of those figures. Nearly 49,000 people said in the
:01:22. > :01:27.censors they were from Jersey. Just over 30,000 said they were from
:01:27. > :01:32.elsewhere in the British Isles. 7,000 people registered as
:01:33. > :01:37.Portuguese or Madeira and 3,000 as Polish. This was the press
:01:37. > :01:40.conference where the latest census figures were released. But what is
:01:40. > :01:44.worrying senior politicians is the number of Jersey-born people who
:01:44. > :01:49.are actually leaving the island. would be concerned that these
:01:49. > :01:51.numbers showed that too many people do not feel they have a future here
:01:51. > :01:56.in Jersey and it is government's responsibility to make sure
:01:56. > :02:00.everyone feels they do have a future here. Toby has lived and
:02:01. > :02:05.worked in Jersey for two-and-a-half years but now he is packing up and
:02:05. > :02:08.moving to the UK to pursue his career. There are only so many
:02:08. > :02:12.opportunities professionally and personally that you can get in
:02:12. > :02:15.Jersey, I find, so I feel I need to move back to the mainland. Michael
:02:15. > :02:21.Vautier is a Jerseyman through and through. He s also a genealogist,
:02:21. > :02:25.researching and tracking down people's family trees. Jersey
:02:25. > :02:31.people have left the island and settled all over the world. Would
:02:31. > :02:35.you like to see more stay here? Well, there is not opportunities
:02:35. > :02:40.for everybody, and I think Jersey folk are enterprising and will go
:02:40. > :02:43.and seek their fortune elsewhere if they need to. People have left our
:02:43. > :02:46.shores and the past and will no doubt live again in the future but
:02:47. > :02:53.the mission now will be to make sure Jersey men and women feel they
:02:53. > :02:56.have a reason to stay on the island where they were born.
:02:56. > :02:59.Our islands are bracing themselves for gale-force winds which could
:02:59. > :03:02.reach 70 miles per hour tonight. Jersey Fire Service have warned
:03:02. > :03:05.homeowners to secure bins and outdoor furniture, and are
:03:05. > :03:09.suggesting people stay indoors. Guernsey Police are also warning
:03:09. > :03:12.motorists to take care as there is likely to be debris on the roads.
:03:12. > :03:16.There will be a full weather report with David Braine later in the
:03:16. > :03:21.programme. A Guernsey man convicted of rape
:03:21. > :03:23.has had his three life sentences reduced. Filipe Burton was
:03:23. > :03:26.sentenced in May to three concurrent life sentences for one
:03:26. > :03:29.rape and two attempted rapes. Today, Guernsey's Court of Appeal reduced
:03:29. > :03:35.that to 12 years in prison, followed by an extended six-year
:03:35. > :03:38.licence. Reasons for the decision are expected to be given at a later
:03:38. > :03:43.date. Jersey Electricity has recorded a
:03:43. > :03:47.turnover of �100 million for the first time in the company's history.
:03:47. > :03:53.That is despite a price freeze this winter. Overall profits, however,
:03:53. > :03:58.fell from �14.6 million last year to �11.1 million. The States own
:03:59. > :04:02.the majority of Jersey Electricity. Guernsey's States met for the final
:04:02. > :04:05.time this year and approved the island's budget. Mike Wilkins was

:04:08. > :04:11.It seems quite appropriate that, on a day when the island is bracing
:04:11. > :04:16.itself for stormy weather, the States voted to improve the failing
:04:16. > :04:20.storm water filters at the Belle Greve waste water treatment plant.
:04:20. > :04:28.But treating waste water is an expensive business. Just this part
:04:28. > :04:33.of the upgrade alone will cost �11 million. This will make the great
:04:33. > :04:37.difference to the volumes of water we see in Belgrave. This is a storm
:04:37. > :04:42.water protection for flooding in the future. We are hopeful that as
:04:42. > :04:46.the States have agreed with us that we will go starting on this very
:04:46. > :04:49.shortly, in January, and within 18 months we will see the benefits of
:04:49. > :04:51.this to management. As the States rounds off the year, Deputy
:04:51. > :04:54.Parkinson wished everyone a prosperous new year as his last
:04:54. > :04:57.budget as Treasury and Resources Minister was passed. So it means
:04:57. > :05:01.the cost of cigarettes, alcohol, fuel and property tax will be going
:05:01. > :05:05.up. But to bring some festive cheer, personal tax allowances will also
:05:05. > :05:08.be rising by approximately �150 per person. However, there are some in
:05:08. > :05:14.the Chamber who feel there should be a clampdown on personal tax
:05:15. > :05:20.allowances. It is not so much wrapping, it is rebalancing the
:05:20. > :05:26.personal tax allowances because they are definitely out of six --
:05:26. > :05:30.out of sync with the situation in the island at the moment. They may
:05:30. > :05:33.have an adverse effect on pensioners but no affect on the low
:05:33. > :05:37.income groups. So the debating is over for another year, but there is
:05:37. > :05:40.still plenty to come at the start of next, such as what do with
:05:40. > :05:50.Guernsey's waste, what to do with its population and how to deal with
:05:50. > :05:51.
:05:51. > :05:54.its benefits system. Now, as you may have seen in the
:05:54. > :05:56.national news, shoppers have been spending less this year. The Office
:05:56. > :06:00.for National Statistics said that retail sales fell by 0.4%. Those
:06:00. > :06:02.figures do not apply to the Channel Islands but here, too, we have had
:06:02. > :06:06.evidence of difficult times. In Jersey, Government figures show the
:06:06. > :06:10.number of items bought by islanders in the latest quarter was 5% down
:06:10. > :06:13.on last year. That is the biggest slump since records began in 2005.
:06:13. > :06:23.In Guernsey, they do not publish figures but retail bosses say times
:06:23. > :06:25.
:06:25. > :06:28.are challenging. They say they are losing customers to be internet.
:06:28. > :06:30.Amy Harris has been looking at how shops in Jersey are adapting to
:06:30. > :06:33.changing spending habits. Offers galore to catch thrifty eyes.
:06:33. > :06:37.Welcome to the world of budget food shopping. This Iceland store opened
:06:37. > :06:40.in Jersey three years ago and it has been so popular, there are now
:06:40. > :06:43.five across the islands. And with an increase in sales of over 40%
:06:43. > :06:52.over the last year, no surprise that franchise owners Sandpiper
:06:52. > :06:56.have plans for more. We have expanded because of demand,
:06:56. > :07:00.essentially. We identified a few years ago there was a lack of food
:07:01. > :07:04.offering in the island. Everybody in the middle market or premium end
:07:04. > :07:08.of the market, and working with Iceland, known in the UK for the
:07:08. > :07:12.value of their product, we have gone from no stores three years ago
:07:12. > :07:15.to five now. But it is not just stores like this that are cashing
:07:15. > :07:22.in on our need to be prudent during the recession. Bob Bridgen and his
:07:22. > :07:26.wife Andrene have just opened this, their second 99p store. I think the
:07:26. > :07:30.prices in Jersey have always been high and now, in a time of
:07:30. > :07:33.recession, people do not have the money to spend and they are looking
:07:33. > :07:36.for lower-priced discount stores. As customers feel the pinch and
:07:36. > :07:38.hunt the bargains, it has led to opportunities for some retailers to
:07:38. > :07:48.cash in. Although the recession has hit some traders hard, these
:07:48. > :07:51.shopkeepers have found a silver lining in the current storm clouds.
:07:51. > :07:54.And in Guernsey there is concern over the future of the high street
:07:54. > :07:57.because of the competition of the internet. It comes as national
:07:57. > :08:00.figures show a record number of sales online, despite overall sales
:08:00. > :08:03.falling. Some retailers in Guernsey also feel they are losing out. But
:08:03. > :08:06.not all shoppers have abandoned the local stores, as Penny Elderfield
:08:06. > :08:09.found out. Whether it be to pick up a few last
:08:09. > :08:12.minute bits, or to start their Christmas shopping in town from
:08:12. > :08:15.scratch, there was a steady stream of shoppers in town today. But
:08:15. > :08:21.where have people been doing the majority of their buying - on the
:08:21. > :08:25.high street, or online? I've been doing most of it in town because I
:08:25. > :08:31.think it is good to support local shop. Mostly online, it is cheaper
:08:31. > :08:38.and there is more to his. In St Peter Port because I find the shops
:08:38. > :08:41.are convenient -- there is more trees. I do it on the internet, it
:08:41. > :08:44.is easiest. The majority of shoppers I stopped and asked said
:08:44. > :08:47.they would be supporting local shops this Christmas. But the
:08:47. > :08:50.problem is not all of the shops here feel the public are supporting
:08:50. > :08:52.then enough. Like this electronics store, which, although it has loyal
:08:52. > :09:00.customers, has felt the impact of internet shopping. Rising costs
:09:00. > :09:08.mean it can be difficult to compete. You have got a lot higher costs to
:09:08. > :09:14.run a shop. If the people out there to shop locally, I want to thank
:09:15. > :09:18.them for the support, but the ones that treat you as a viewing place,
:09:18. > :09:22.they are not going to have a viewing place eventually because we
:09:22. > :09:25.need the turnover as much as anybody else. For some shoppers,
:09:25. > :09:28.the decision of where to buy something will always come down to
:09:28. > :09:38.cost. But if that ends up being online, what price will Guernsey's
:09:38. > :09:41.
