:01:06. > :01:09.seen better days, but St Helier constable Simon Crowcraft has a
:01:10. > :01:13.vision to make a lovely garden here, a place to remember the six people
:01:13. > :01:15.who died last August. The victims of the tragedy were all from the
:01:15. > :01:18.Polish community and included three children - two 5-year-old girls,
:01:18. > :01:28.Julia de la Haye and Kinga Rzeszowska, and her 2-year-old
:01:28. > :01:38.
:01:38. > :01:44.brother Kacper. It was an enormous shock to the community. It happened
:01:44. > :01:48.in the middle of the summer during a Polish Festival. The Polish
:01:48. > :01:53.community was obviously devastated by it. The Jersey community reacted
:01:53. > :01:56.with a great deal of sympathy. We opened a book of condolence. A fund
:01:56. > :01:59.was raised to pay for the repatriation of the bodies and to
:01:59. > :02:01.support the victims. There is some money left in that fund which will
:02:01. > :02:05.be used towards this garden. Damian Rzeszowska is charged with
:02:05. > :02:08.six counts of murder on August 14 and is currently in custody in the
:02:08. > :02:12.UK undergoing medical tests. It'll cost �20,000 to buy and build a
:02:12. > :02:15.garden with granite paving, trees and memorial benches.
:02:15. > :02:19.It's hoped cash incentives will entice people in Guernsey to fill
:02:19. > :02:24.in their tax returns online. The system has been in place for
:02:24. > :02:27.several years but only 5% of tax payers have taken up the option.
:02:27. > :02:31.Tax officials say filling it online is not only quicker, but this year
:02:31. > :02:41.there will also cash prizes. And in the long term the paper forms could

:03:16. > :03:22.flights. And that's also good news for the people of Alderney, as

:03:25. > :03:27.Bombardier Global Express aircraft called up see if he could shoot a

:04:31. > :04:34.tasked to produce a beneficial system, not just a demonstration.

:04:49. > :04:51.it with the technology. With the new approach procedure at Alderney

:05:17. > :05:25.previously. Operationally, that means more flights will be able to
:05:25. > :05:28.operate in poor weather conditions. Over the years, Aurigny pilots have
:05:28. > :05:38.done a remarkable job of getting people on and off the island. The
:05:38. > :05:40.new LPV procedure has just made life a little easier.
:05:40. > :05:43.How to beat the burglars and the joyriders? That's what Jersey
:05:43. > :05:45.States wants house-builders to consider in future. They want
:05:45. > :05:48.designers and builders to take measures that make it harder for
:05:48. > :05:50.criminals to break the law in new residential areas. And now the
:05:50. > :05:53.police are getting involved too. Edward Sault explains.
:05:53. > :06:02.What do some housing estates in Manchester and this housing estate
:06:02. > :06:07.in Jersey have in common? The answer is crime, not how it is
:06:07. > :06:15.committed, but how it's prevented. This housing estate was built with
:06:15. > :06:24.crime in mind. Police in Jersey are so impressed, they want every
:06:24. > :06:26.future development to take a leaf out of their notebook. And that's
:06:26. > :06:29.because architects and builders went to great lengths to make sure
:06:29. > :06:33.there were no alley ways or secluded areas, no through roads or
:06:33. > :06:36.rat runs and no reason at all for those that don't live here to walk
:06:36. > :06:38.through the estate. The way that this estate is laid out means that
:06:38. > :06:44.it is a safer place in the community. There are extremely good
:06:44. > :06:48.lines of side down the road. Jeremy House says it's a great
:06:48. > :06:52.example. He's been given a new role to work with designers of housing
:06:52. > :06:58.developments to help reduce crime. If there building a new development,
:06:58. > :07:06.they will have to consider crime, consider mitigation points and make
:07:06. > :07:12.sure that area is save her. If there is a criteria that the new
:07:13. > :07:22.development would fit, they would have to take note. If there are any
:07:22. > :07:25.problems, people will be able to look met it in the bad. The Crime
:07:26. > :07:29.Impact Survey, to give it its proper name, is part of the wider
:07:29. > :07:32.States plan on future building. And it seems that these homes in one
:07:32. > :07:35.part of St Saviour may have set the building blue print for the future
:07:35. > :07:38.and brought with it an important safety message.
:07:38. > :07:42.A former army officer is urging Guernsey States to follow Jersey
:07:42. > :07:45.and change the residency rules for service children. Lieutenant
:07:45. > :07:47.Colonel John Silvester's children were all born while he was serving
:07:47. > :07:50.abroad so didn't get automatic residency when the family returned.
:07:50. > :07:57.He told me earlier how that affected his family, and why he
:07:57. > :08:00.thinks change is vital. I spent 34 years in the army.
:08:00. > :08:07.I left Guernsey as a young man. I met a woman, got married, had
:08:07. > :08:11.children and one of my children was born in Berlin. When I finished my
:08:11. > :08:15.service and returned to Guernsey, I was entitled to come back and live
:08:15. > :08:22.in Guernsey. But my wife and two children had to qualify in their
:08:22. > :08:25.own right for 10 years. My concern is that, if I had not come back, if
:08:25. > :08:31.I had been lost in action, would they then have been entitled to
:08:31. > :08:33.live in my house in Guernsey? Probably not. They qualified
:08:33. > :08:41.because of my residency qualifications, not in their own
:08:41. > :08:45.right. You want this to change. It goes
:08:45. > :08:52.before the States soon. What can you say to convince deputies to
:08:52. > :08:55.change the system? I'm very pleased that the recommendation is to get
