:00:50. > :00:55.failed. But as the stinging conclusion of an independent review

:00:55. > :00:59.released today. The report was compiled by Denis Mulkerrin, a

:00:59. > :01:03.Guernsey man and former head teacher who was an adviser to the

:01:03. > :01:08.Secretary of State. It followed disappointing GCSE results at the

:01:08. > :01:14.island's states run high schools. Pupils in England are now

:01:14. > :01:19.outperforming Guernsey's students at GCSE level. Earlier, I asked our

:01:19. > :01:25.reporter, Michael Caines, what were the main findings of the report. --

:01:25. > :01:32.Mike Wilkins. This report is damning of Guernsey's state run

:01:32. > :01:37.education system. Wet cost �70 million a year to educate the --

:01:37. > :01:42.when it cost �70 million a year to educate the children, the author

:01:43. > :01:47.says it is unacceptable. A lot of this has happened under your watch.

:01:47. > :01:51.Are you taking accountability for what has happened below? We should

:01:51. > :01:56.all take responsibility for the situation, the States as a whole,

:01:56. > :02:00.not just the policy council or education or indeed housing if

:02:01. > :02:05.there are housing issues pertaining to the retention of teachers. We

:02:05. > :02:09.have to look at this Corporal Lee. We have to give all the assistance

:02:09. > :02:13.to education. The report says Guernsey is insufficiently rigorous

:02:13. > :02:17.at inspecting schools and there is a policy of tell people nothing

:02:17. > :02:21.when it comes to sharing school reports with parents. It is being

:02:21. > :02:25.recommended that Guernsey follows England in the way it has a schools

:02:25. > :02:30.and gives more power to teachers to recruit and spend money. There is

:02:30. > :02:34.also a proposal to scrap the island's selective schools system

:02:34. > :02:37.and replace it with a comprehensive style system.

:02:37. > :02:42.Does the report say who is to blame?

:02:42. > :02:46.The report has found a culture of blame where the education

:02:46. > :02:50.department blame the teachers who in turn, blamed the department. The

:02:50. > :02:55.department is described as a major weakness with the director, Derek

:02:55. > :02:59.Neale, rarely visiting schools. He has been moved to another

:03:00. > :03:03.department which has led to many questioning the timing of that a

:03:03. > :03:07.poor month. The political members of the education board are also

:03:07. > :03:11.criticised. They have not had a meeting with the island's head

:03:11. > :03:15.teachers for four years until October. All this put more pressure

:03:15. > :03:19.on the education minister who has already offered her resignation

:03:19. > :03:21.once and she is facing re-election along with other members in a few

:03:21. > :03:27.weeks' time. What happens next?

:03:27. > :03:31.Time is not really a luxury in this case. For example, there are

:03:31. > :03:35.children failing now and not just at secondary school. I have

:03:35. > :03:40.calculated that a third of all 11 year-olds at high schools have a

:03:40. > :03:44.reading age of between 6 and 10 so that suggests the entire system is

:03:44. > :03:47.failing the great. The education department has until June to

:03:47. > :03:53.consider the recommendations and report back. There are some who

:03:53. > :03:57.feel that it could be a lot sooner than expected.

:03:57. > :04:04.Next tonight, and a 20-year-old man has been killed in a motorbike

:04:05. > :04:08.crash in Jersey. Chris four died after motorbike he was travelling

:04:08. > :04:12.on crashed -- Christopher Le Rossignol died. A woman passenger

:04:12. > :04:18.was also injured and remains in hospital this evening.

:04:18. > :04:23.A genuine, happy man, who was always there to help others. A true

:04:23. > :04:27.friend who will be sorely missed. The words of Christopher Le

:04:27. > :04:32.Rossignol's friends and family today as they try to come to terms

:04:32. > :04:37.with the death of a man who was just 20 years old. This morning,

:04:37. > :04:41.flowers at the spot where Chris died. All around it, signs of a

:04:41. > :04:46.police investigation. Today, his friends paid tribute to a young man

:04:46. > :04:56.who was much loved. When you heard of the accident and his death, what

:04:56. > :05:01.went through your mind? That it has got to the rumours. He is too young.

:05:01. > :05:07.That it cannot be true. This is where the accident happened last

:05:08. > :05:12.night on Jersey's north-east coast at St Katharine's breakwater. All

:05:12. > :05:15.round his police chalk which marks where the accident happened. Police

:05:16. > :05:19.and other emergency services were called last night but at this stage

:05:19. > :05:23.they do not believe any other vehicle was involved but they are

:05:23. > :05:27.appealing for witnesses. There will be a thorough examination of the

:05:28. > :05:32.scene, the circumstances leading up to the tragic event and the motor

:05:32. > :05:37.cycle itself. What will your everlasting memory of him be?

:05:37. > :05:42.had something about him which a lot of people do not. Four this is

:05:42. > :05:48.normally a quiet, pretty part of Jersey's East Coast. But Serenity

:05:48. > :05:56.has been shattered and for one family, this beauty spot has turned

:06:00. > :06:04.Jersey's new Chief Minister has attended his first major

:06:04. > :06:08.international summit. Senator Ian Gorst and his assistant minister,

:06:08. > :06:13.Philip Bailhache, are in Dublin for a meeting of the British and Irish

:06:13. > :06:16.Council. They joined other leaders including British Deputy Prime

:06:16. > :06:21.Minister Nick Clegg, to discuss ways of tackling youth unemployment

:06:21. > :06:26.and drug issues. The then managing director of

:06:26. > :06:31.Guernsey gas is calling for pipeline to the island. Guernsey

:06:31. > :06:36.currently imports liquid petroleum gas. Paul Garlick says it would

:06:36. > :06:40.help cut gas tariffs and energy costs. It is due to be debated at

:06:40. > :06:44.the end of the month. Shipping waste to Jersey is back on

:06:44. > :06:49.the agenda in Guernsey, following the release of a long awaited plan

:06:49. > :06:53.for dealing with the island's rubbish. The proposals could see

:06:53. > :06:58.extensive kerbside recycling across the island. It would mean the

:06:58. > :07:03.average household paint double what they pay now for waste disposal. --

:07:03. > :07:08.paying double. It is a tip that is filling up fast.

:07:08. > :07:12.With more rubbish coming here every day, it cannot go on for ever. Now

:07:12. > :07:18.the latest plans are out for the future. A key part of the strategy

:07:18. > :07:22.is to reduce the amount of waste ending up here at Mont Cuet. The

:07:22. > :07:29.aim is for Guernsey to be recycling 70 % of its waste eventually. There

:07:29. > :07:33.are quite a few ideas of how to get there. Kerbside recycling would be

:07:33. > :07:39.introduced including for food waste. But that would mean fewer of these

:07:39. > :07:46.bring banks. The left over rubbish would be shipped over to Jersey or

:07:46. > :07:51.they would purchase a share of the island's incinerator. The there are

:07:51. > :07:56.cost implications. Jersey have indicated they make take our waste

:07:56. > :08:03.so there is a deal to be done and negotiations to be made. But moving

:08:03. > :08:08.away from land fill his at a cost. It was the cheapest option

:08:08. > :08:13.considered. It does mean islanders will have to foot the bill.

:08:13. > :08:18.figures show the average household would be paying an average of �180

:08:18. > :08:22.a year. It is currently �100 but it is compared against low costs for

:08:22. > :08:26.landfill. We all know that landfill as the most dreadful thing and to

:08:26. > :08:29.move away from that there will be a cost increase. There may be

:08:29. > :08:33.ambitious targets and it could take several years to introduce but

:08:33. > :08:40.ultimately, it will come down to whether the stakes have the bottle

:08:40. > :08:45.to go for a plan which relies so much on the public doing their bit.

:08:45. > :08:48.There is a big weekend of sport ahead with crucial matches for our

:08:48. > :08:56.footballers and rugby players which could dictate the rest of the

:08:56. > :09:00.season. Guernsey FC are away. The Green Lions are at the top of the

:09:00. > :09:06.table and are determined to stay there. Guernsey rugby team are at

:09:06. > :09:10.home to Sidcup tomorrow afternoon. They are looking to close a six-

:09:10. > :09:16.point gap on first placed judges to. And Jersey rugby club could go top

:09:16. > :09:21.of League One if they beat Rosslyn Park at home. Coach Ben Harvey says

:09:21. > :09:25.it will be a close-run match. Rosslyn Park are strong side. They

:09:25. > :09:29.have a dozen players with Premiership experience behind them,

:09:29. > :09:33.having started in the Premiership so they will be a good individual

:09:33. > :09:38.side. They have got better and better as the season has gone on.
