:00:13. > :00:17.Hello. Welcome to the programme. Tonight's headlines. Pessimism

:00:17. > :00:20.amongst businesses as the economic slowdown hits jobs and confidence.

:00:20. > :00:22.Plus, weighing up a political future - the build up to Guernsey's

:00:22. > :00:32.election begins. And a brighter green future for Jersey's prisoners

:00:32. > :00:40.

:00:40. > :00:44.as the island invests in La Moye's As you've heard in the national

:00:44. > :00:52.news, the rise in unemployment is still making the headlines. And the

:00:52. > :00:55.Channel Islands are no exception. Business leaders - from retail to

:00:55. > :00:58.finance - in Jersey say they aren't optimistic about employing more

:00:58. > :01:00.people in the future and they say economic activity has slumped. The

:01:00. > :01:03.results come from The business tendency survey which monitors how

:01:03. > :01:12.well local businesses are doing across the island. The Finance

:01:12. > :01:15.Industry reported economic activity at its lowest for two years.

:01:15. > :01:17.Meanwhile, builders said optimism in the coming months including job

:01:17. > :01:20.opportunities was at its lowest to date. But some smaller businesses

:01:20. > :01:26.are more confident. Emma Chambers reports now on one Jersey woman

:01:26. > :01:32.who's bucking the trend. Despite the odds, Ima Joseph opened her

:01:32. > :01:41.dream coffee shop while others were closing down. One year on it's now

:01:41. > :01:48.a thriving business but she says it's all down to hard work. I have

:01:48. > :01:55.to be here all the time, I Amir 24- 7. You get out what you put in, and

:01:55. > :01:59.it is so important to be a, beating the customers. You see the

:01:59. > :02:02.sentences are ready, and that is what is important. As the kitchen

:02:02. > :02:04.hots up with more food orders, confidence is growing for this

:02:04. > :02:08.business owner and others like her, according to the latest business

:02:08. > :02:16.tendency survey. It suggests they are not struggling as much as

:02:16. > :02:21.larger businesses. But the economic slump hasn't gone un-noticed.

:02:22. > :02:27.Everyone is spending less. It is so hard. There is so much unemployment.

:02:27. > :02:31.It is difficult all round. The Government has got to think of some

:02:31. > :02:35.plan to get us back up there. Bringing forward capital projects

:02:35. > :02:40.is one thing we can do in terms of getting money into the economy,

:02:40. > :02:46.circulating, helping people keep their jobs. That was the advice of

:02:46. > :02:50.the fiscal policy panel. Retraining and getting new skills is

:02:50. > :02:54.absolutely key. For Ima her first year has been a success. She says

:02:54. > :03:03.as long as the customers are happy, she's happy and looks forward to

:03:03. > :03:05.the future. But not all those in business are as optimistic.

:03:05. > :03:08.Representatives of Sark's emergency services are calling for the

:03:08. > :03:09.publishers of an island-wide newsletter to apologise for

:03:09. > :03:15.releasing what they claim is confidential medical information,

:03:15. > :03:18.causing harm to Sark's residents. The Sark Newsletter - distributed

:03:18. > :03:25.to every island household - is published by an employee of the

:03:26. > :03:28.Barclay brothers-owned Sark Estate Management. In a statement to the

:03:28. > :03:30.island's government, Chief Pleas, Sark's Emergency Services and

:03:30. > :03:34.Medical Committees said that confidential details had been

:03:34. > :03:39.released in the newsletter. They're calling for the newsletter to print

:03:39. > :03:46.a full apology to the families and casualties concerned. BBC News has

:03:46. > :03:50.approached the publishers for a comment, and is awaiting a response.

:03:50. > :03:53.And is Guernsey set to get a new cinema? These plans - from

:03:53. > :03:56.developer Comprop - show ideas for Admiral Park which could see new

:03:56. > :03:59.homes, offices, cafes and a cinema being built. It would cost around

:03:59. > :04:05.50 million and would be constructed on part of the site

:04:05. > :04:09.which is currently un-developed. In exactly three months time, it'll be

:04:09. > :04:11.all go in Guernsey as the Island elects a new government. There are

:04:11. > :04:14.certainly interesting times ahead. But what's it like at the moment

:04:14. > :04:24.for those politicians planning on leaving the States, or those hoping

:04:24. > :04:38.

:04:38. > :04:41.to join? Penny Elderfield has this report. MUSIC: The Good, The Bad

:04:41. > :04:45.and the Ugly theme tune. For Guernsey's Home Minister, this

:04:45. > :04:48.isn't the start of the story, but the end of a chapter. As he looks

:04:48. > :04:52.to leave politics at the next election, after eight years in the

:04:52. > :04:57.States. I feel that it is time to have more time to myself. I am

:04:57. > :05:03.looking forward to a little bit more golf and a few more holidays,

:05:03. > :05:07.perhaps. It is a new beginning for me. It will be a change. I have

:05:07. > :05:16.thoroughly enjoyed being in the States. It is demanding and

:05:16. > :05:19.challenging. But I have thoroughly enjoyed it. But over the years,

:05:19. > :05:22.politicians come and go - and soon the focus will be shifting onto who

:05:22. > :05:26.could be entering the States come April. Lee's planning on standing

:05:26. > :05:30.in the election. Four years ago, he was the youngest candidate to ever

:05:30. > :05:34.run - and didn't get in, but that's not stopping him now. To me, it has

:05:34. > :05:40.a chance to make big difference in whatever you do. I said after the

:05:40. > :05:47.last elections that I would come back and give it another go. Last

:05:47. > :05:57.time I ran my election campaign in but the friendly. It was a crushing

:05:57. > :05:59.

:05:59. > :06:06.kind of feeling when the boats were read out. This time I am putting in

:06:07. > :06:10.20-30 times the effort that I did last time. And then there are those

:06:10. > :06:13.who have done it all before. Peter Roffey left politics at the last

:06:13. > :06:19.election, and hasn't regretted it. There is a life after politics,

:06:19. > :06:23.honestly. You take a toxic legacy with you. As a former member of the

:06:23. > :06:30.stage you are not the most easily employable person, perhaps, but you

:06:30. > :06:33.get you're private life back and that is quite pleasant. So whether

:06:33. > :06:43.past, present or potentially a future deputy. There are many faces

:06:43. > :06:44.

:06:44. > :06:47.that make up the States. Some will stay, some will go. But exactly who

:06:47. > :06:53.will fill these seats in future will be answered three months from

:06:53. > :06:57.now. You're watching the BBC in the Channel Islands. Later in Spotlight

:06:57. > :07:00.with Justin and Victoria. Inspiration amidst unemployment -

:07:00. > :07:08.the 14 year-old schoolboy who's set up his own software development

:07:08. > :07:12.business. Jersey's La Moye prison has been granted 350,000 by the

:07:12. > :07:15.States to upgrade its horticultural facilities. The new facility could

:07:15. > :07:17.help prisoners train for horticultural jobs when they leave

:07:17. > :07:20.and will allow female prisoners and young offenders access for the

:07:20. > :07:23.first time. Rachel Royce reports. Experiencing the great outdoors is

:07:23. > :07:30.something that most of us take for granted, but prisoponers at La Moye

:07:30. > :07:32.have limited opportunities to take fresh air. -- prisoners. That's one

:07:33. > :07:42.of the reasons why many of the inmates enjoythe horticultural

:07:43. > :07:50.

:07:50. > :07:58.This morning there is a lock down and only staff are around, but on

:07:58. > :08:00.most days up to 22 male prisoners tend the plants and vegetables.

:08:00. > :08:04.Other prisoners, women, vulnerable inmates and young offenders can't

:08:04. > :08:06.mix with male prisoners, so have no access to the site. Philip Anderson,

:08:06. > :08:10.who heads up learning and skills, wants that to change. He's

:08:10. > :08:15.overseeeing the development of a new greenhouse and training centre.

:08:15. > :08:20.This area that you see here was dilapidated. It was an old poly

:08:20. > :08:25.tunnel. We have taken that down, and we're putting in beehives with

:08:25. > :08:30.a class from which people from all parts of the facility will be able

:08:30. > :08:33.to access. The new centre will offer training for vocational

:08:34. > :08:38.qualifications that could lead to jobs outside. It is a far cry from

:08:38. > :08:43.the days when the prison was criticised for lack of facilities

:08:43. > :08:47.and outdated practices. Ever since it opened, the agricultural area

:08:47. > :08:51.has been popular with prisoners, a chance to be in the fresh air and

:08:51. > :08:56.to make something productive Foster with the new facilities, all

:08:56. > :09:06.prisoners, including children and young people, will have some access

:09:06. > :09:09.

:09:09. > :09:13.to this form of training. Six Channel Islanders are flying to

:09:13. > :09:16.London for the BBC Introducing Musicians Masterclass. The event -

:09:16. > :09:19.at the world famous Abbey Road Studios and at Maida Vale - gives

:09:19. > :09:22.musicians from across the British Isles the opportunity to network

:09:22. > :09:24.and learn from others. Sam Falle, Sam Mezek and Cameron Johnson from

:09:24. > :09:27.Jersey will join Guernsey's Andy Sauvage, Julles Hunisett and Tom

:09:27. > :09:32.Domaille at the event. I will be there all day with the BBC producer

:09:32. > :09:36.of the Guernsey Show, and we will broadcast highlights from the event

:09:36. > :09:42.on BBC Radio Guernsey and you will be able to listen to the thing live

:09:42. > :09:47.as it goes out on the BBC introducing website. And it will be

:09:47. > :09:56.on the red button later in the month. And there is that website

:09:56. > :10:03.Good job they were not flying to the, because it was a little on the

:10:03. > :10:11.for the site. Here is David with the weather. Misty and mild across

:10:11. > :10:15.the Channel Islands with some rain We have a slow-moving weather front

:10:15. > :10:20.across the South Britain that will sink his way southwards. By the

:10:20. > :10:25.time we get to the morning it is starting to nudge in towards

:10:25. > :10:33.Alderney and the northern coast of Guernsey. It will move through, so

:10:33. > :10:36.by the time we get to the latter part of the day and into Friday,

:10:36. > :10:42.the mist and fog clears and we should see some sunny spells.

:10:42. > :10:50.Tonight, mist and fog quite extensive. Some possibility of C4

:10:50. > :10:59.through the night. We will see that patchy rain beginning to appear --

:10:59. > :11:03.sea fog. Tomorrow, a slow improvement through the afternoon,

:11:03. > :11:10.but it all takers time to move out of the way, this band of rain.

:11:10. > :11:20.Quite a breezy day with fresh wines, and a similar temperature of 11

:11:20. > :11:34.

:11:34. > :11:38.Celsius. There is the coastal Quite a these developing, so the

:11:38. > :11:42.surf will be messy throughout the day. Vase for the outlook, breaker

:11:42. > :11:50.on Friday and we should see some sunny spells. On Saturday, another
