:00:55. > :01:00.Jersey is not improving fast enough. The Care Inspectorate included in
:01:00. > :01:07.its report a lack of communication between senior managers and staff
:01:07. > :01:16.and children's point of view not being listened to. Why isn't a care
:01:16. > :01:22.getting better? Is a Jersey's young generation in
:01:22. > :01:26.care are being let down? The Care Inspectorate has found that the
:01:26. > :01:30.island's care services are in need of the improvement. It says that
:01:30. > :01:36.specialist units had positive experiences with progress being
:01:36. > :01:40.made and the overall service, but half of the overall evacuated areas
:01:40. > :01:47.had many witnesses. 14 recommendations have have been made
:01:48. > :01:53.following the report. Children who are looked after are the state's
:01:53. > :01:57.responsibility and they are the most important children in a Jersey
:01:57. > :02:00.in my view. There is a political responsibility to be thinking about
:02:00. > :02:05.those children and their needs and making sure they get the best care.
:02:05. > :02:13.These recommendations are now part of the island's improvement plan,
:02:13. > :02:20.joining 38 others following reports in the last decade. Action has to
:02:20. > :02:27.be taken. This is something that we need to implement and it is
:02:27. > :02:32.something that our group will make sure is implemented. My personal
:02:32. > :02:38.view is that these recommendations are needed to be handled over --
:02:38. > :02:43.need to be handed over a two year period. I expect we should deliver
:02:43. > :02:47.good outcomes by Jersey expects from its children's services.
:02:47. > :02:52.report states that children's services in the state are going in
:02:52. > :03:01.the right direction but the right people and right policies may not
:03:01. > :03:10.be in place. Now the children's Agassi groups want to put these --
:03:10. > :03:18.children's advocacy groups want to put these into practice.
:03:18. > :03:28.Paul Creedon says that he will not seek to be President of Jersey's
:03:28. > :03:33.
:03:33. > :03:36.Football Association and -- Ricky Weir says that he will not seem to
:03:36. > :03:40.be President of Jersey's Football Association and expects Paul
:03:40. > :03:45.Creedon to take his place. Electricity bills in Guernsey are
:03:45. > :03:50.going up. The cost of electricity in the UK has recently fallen, so
:03:50. > :03:57.why is Guernsey having to pay more? The 2.5 % hike has to do with
:03:57. > :04:01.electricity that was consumed two years ago. This has to do with our
:04:01. > :04:07.current investment plans going forward and will not cover what is
:04:07. > :04:11.going on now in the UK. The UK is wholesale market and those prices
:04:11. > :04:20.are not reflected correctly. price hike comes at a time when we
:04:20. > :04:24.are all using more electricity. In 2006, the a -- island just used
:04:24. > :04:28.over 50,000 megawatts of electricity. I have an energy
:04:28. > :04:33.monitor here which tells me how much electricity is being used in
:04:33. > :04:39.this house. In his living room you will find a television and a set
:04:39. > :04:49.top box and also video-games. Let's see what happens when we turn all

:04:50. > :04:57.of these devices on. With all of these devices on, I can
:04:57. > :05:01.see now that might cost has gone up from 5p an hour to over 8p an hour.

:05:14. > :05:18.alternative energy. Renewable energy is certainly one
