:00:23. > :00:26.tonight's top stories are. Another rise in unemployment in Jersey. A
:00:26. > :00:29.new record out of work as the young are the hardest hit.
:00:29. > :00:31.Plus education tops the bill in Guernsey States as a new Minister
:00:32. > :00:34.is elected and the old one doesn't go quietly.
:00:35. > :00:44.And the Channel Islander who has her sights set firmly on Olympic

:00:48. > :00:52.The number of people who've been out of work in Jersey for more than
:00:52. > :00:59.a year doubled in 2011. The latest official unemployment figures show
:00:59. > :01:02.a new record high of 1,540 people registered as actively seeking work.
:01:02. > :01:10.But it's the young who are hardest hit, nearly one in three jobseekers
:01:10. > :01:14.are under 25. Is it a simple case of tough economic times or could
:01:14. > :01:18.job-seekers do more to help themselves?
:01:18. > :01:21.Trawling the job ads on line surrounded by encouraging messages.
:01:21. > :01:31.But the situation is far from encouraging, with jobseekers
:01:31. > :01:32.
:01:32. > :01:36.numbers at a record high. It is the 16 to 19-year-old to form
:01:36. > :01:46.the highest group of unemployed with 250 teenagers out of work.
:01:46. > :01:47.
:01:47. > :01:53.They are closely followed by the 22 for No 24 year-olds. Social
:01:53. > :01:57.security minster Senator Franics le Gresley admits it is a problem.
:01:57. > :02:01.is vital there is not a gap between education and getting into the
:02:01. > :02:05.workplace. Some people go travelling and things like that but
:02:05. > :02:12.there comes a time where you cannot remain in education and you have to
:02:12. > :02:15.get into employment. But there is hope. Allessia Zammataro has a job
:02:15. > :02:18.now, a good job working for trust company Ogier. But it's not the job
:02:18. > :02:21.she initially wanted. After getting a degree in criminology she
:02:21. > :02:25.struggled to find any relevant work in Jersey and she remembers how
:02:25. > :02:30.demoralising it was. I think it was about two-and-a-half months. I
:02:30. > :02:34.found a really boring. I was trying my best to get a job and there was
:02:35. > :02:38.not much at all. Everybody wanted someone with experience and
:02:38. > :02:40.obviously I needed to get that experience which I did not have.
:02:40. > :02:43.Allessia had to adjust her career expectations to what jobs were
:02:43. > :02:49.available. But with money in her pocket and new colleagues to
:02:49. > :02:53.socialise with, it's turned her life around. I have got a nice
:02:53. > :02:57.routine now so I go to work and they go to the gym and ago own.
:02:57. > :03:00.That is stability and I enjoy coming to work which is good.
:03:00. > :03:06.The figures show that over 1,500 people aren't as lucky as Allessia.
:03:06. > :03:10.Jersey's challenge will be to match them to a changing jobs market.
:03:10. > :03:14.Guernsey States have elected a new Education Minister. But the
:03:14. > :03:17.outgoing Minister, Carol Steere, didn't go quietly. She today called
:03:17. > :03:21.for a full judicial review into the situation which led to her
:03:21. > :03:31.resigning. Let's join Penny Elderfield in our Guernsey studio
:03:31. > :03:31.
:03:31. > :03:37.now. So first of all Penny, who's replacing Carol Steere?
:03:37. > :03:41.Why does she want to have a review? Well, of the three candidates in
:03:41. > :03:47.the running, Robert Sillars got the job, with 26 votes. His focus will
:03:47. > :03:51.of course be raising standards at the island's high schools. Working
:03:51. > :03:57.with the head teachers and the senior management and involving
:03:57. > :04:01.parents and children. I would like to say that the children have not
:04:01. > :04:04.failed. They have always said that the children have failed but it is
:04:04. > :04:07.the system that have let them down and this is so important to get
:04:07. > :04:11.that right. And Deputy Steere has asked for a
:04:11. > :04:14.judicial review. Why? Disappointing GCSE results at the
:04:14. > :04:17.state's highschools is what started all this. They highlighted the low
:04:17. > :04:21.standards and indicated that some children had been badly let down by
:04:21. > :04:23.the system. That was confirmed by this month's Mullekrin Report which
:04:23. > :04:27.criticised the Education department as a whole. Deputy Steere has made
:04:27. > :04:34.it clear she's not happy with how all of this came about and that's
:04:34. > :04:40.why she wants the review. manner in which statements have
:04:40. > :04:44.been made in the public and in particular claims being directed at
:04:44. > :04:48.the current director of education. Things that greatly concern me and
:04:48. > :04:51.I believe should never have been said and are inappropriate. The
:04:51. > :04:55.fact that they have not been backed up with evidence.
:04:55. > :04:58.What do other deputies think? I've not managed to speak to
:04:58. > :05:01.everyone but listening to the speeches this afternoon, there is a
:05:01. > :05:11.sense of urgency to sort out the problems. So there may be those who
:05:11. > :05:12.
:05:12. > :05:15.feel dwelling on the past just isn't helpful. Thank you very much.
:05:15. > :05:19.The internet gambling company Playtech has applied for a licence
:05:19. > :05:22.to operate out of Jersey. The company produces games such as
:05:22. > :05:25.poker and bingo for Sky, Betfair and Paddy Power. It employs almost
:05:25. > :05:28.2,000 people around the world. However Jersey is not on an
:05:28. > :05:32.approved list of places that can market online gambling to people in
:05:32. > :05:35.the UK, one of the biggest markets in the world.
:05:35. > :05:39.Branches of Asda's fashion label George will open in Jersey and
:05:39. > :05:42.Guernsey this year. The clothes are usually sold in its supermarkets
:05:42. > :05:44.but last year the company announced plans to set up a small number of
:05:44. > :05:49.clothes shops. Sandpiper CI have the franchise, but haven't
:05:49. > :05:52.confirmed when they'll open, or where the shops will be.
:05:52. > :05:56.A Jersey naval officer has helped capture a band of Somali pirates in
:05:56. > :05:59.the Indian Ocean. Third Officer Will Jackson, who attended Victoria
:05:59. > :06:03.College, steered the naval ship alongside the pirate's boat so it
:06:03. > :06:09.could be seized. 13 Somali pirates were found on board together with a
:06:09. > :06:15.large selection of weapons. It may be some time before Guernsey
:06:15. > :06:17.homes are powered by clean energy from the wind and waves. A Commerce
:06:17. > :06:21.and Employment report today says existing renewable energy devices
:06:21. > :06:28.are technologically immature and too expensive for commercial
:06:28. > :06:31.generation. With a ten metre difference between
:06:31. > :06:36.high and low water, Guernsey has one of the biggest tidal ranges in
:06:36. > :06:41.the world. And that coupled with fairly strong winds and waves could
:06:41. > :06:44.mean a future powered by renewable energy. But before anyone gets
:06:44. > :06:54.carried away, a new report is saying it'll be more like the 2020s
:06:54. > :07:01.before anything significant is produced. I think there are a range
:07:01. > :07:06.of reasons why. The technology is not there yet. We need to wait for
:07:06. > :07:11.proven technology. There was a lot of technology about but it is not
:07:11. > :07:15.proven. We do not want to be a very early adopter. The cost is ready
:07:15. > :07:17.quite prohibitive at the moment so we need to ensure that the price is
:07:17. > :07:21.right for business and the local consumer.
:07:21. > :07:24.But while the 2020s may seem a long way off there are some who feel the
:07:24. > :07:30.island will be producing some form of renewable energy within five
:07:30. > :07:37.years. We should start things off before 2020 and we should have a
:07:37. > :07:43.certain amount of offshore wind in the water by 2018 and by 2020 we
:07:43. > :07:46.should have a sizable array of tidal turbines -- tidal turbines.
:07:46. > :07:48.Some have questioned how long it's taken for Guernsey to embrace
:07:48. > :07:51.alternative energy. Well, the waiting will go on until 2020, by
:07:51. > :08:01.which time it's claimed a quarter of the island's domestic power
:08:01. > :08:11.could be generated by local renewable energy.
:08:11. > :08:11.
:08:11. > :08:21.All this week we are looking ahead to the Olympics in London this

:08:24. > :08:27.summer. One woman from Jersey already has success in her sights

:09:12. > :09:16.told me it would be all right. They told me I would be on the team for
:09:16. > :09:21.the event but it was a question of waiting for that piece of paper
:09:21. > :09:25.that actually said you were in. What was that like? Will it cannot
:09:25. > :09:30.describe it. It is a chance of a lifetime. I wanted to ask her what
