:01:06. > :01:10.leak. It's the sort of problem that would have been spotted during an

:01:10. > :01:20.MoT, a compulsory yearly check-up used in the UK to make sure cars

:01:20. > :01:26.are roadworthy. But should they be We should have them. We see a lot

:01:26. > :01:31.of issues here in Jersey. There are major safety issues. We should have

:01:31. > :01:35.some sort of annual check where everyone knows their car is

:01:35. > :01:39.roadworthy. Some of these problems relating to insurance issues as

:01:39. > :01:42.well. So why aren't there compulsory safety checks? This

:01:42. > :01:48.garage owner says the practicalities would make it too

:01:48. > :01:54.difficult. This particular kind of small

:01:54. > :02:00.independent garage, you need special ramps, and we don't have

:02:00. > :02:06.the room to do that. That includes me and many other independent

:02:06. > :02:16.garages. How many on the island would be able to do these tests?

:02:16. > :02:18.

:02:18. > :02:22.Maybe 10, 15, the main dealers. MOT test for this car like this

:02:22. > :02:24.costs �55 in the UK. It examines all sorts of things, from vehicle

:02:25. > :02:28.emissions to whether the seatbelts are working properly. If the

:02:28. > :02:31.vehicle fails it has to be repaired and re-examined. But in Jersey,

:02:31. > :02:38.those checks aren't necessary. But for how much longer? In future, if

:02:38. > :02:42.you're taking your car abroad it may have to be it tested. And there

:02:43. > :02:48.will be a commercial vehicle test in Jersey in the not-too-distant

:02:48. > :02:53.future, but not for privately owned vehicles. There is a reasonable

:02:53. > :03:03.expectation if you take your car abroad, those governments would

:03:03. > :03:08.

:03:08. > :03:15.expect Tissier's certificate of roadworthiness. If MoTs were bought

:03:15. > :03:19.into Jersey, the motorist will end up paying. But is that a fair price

:03:19. > :03:22.to pay to ensure the cars on the island's roads are roadworthy? A

:03:22. > :03:25.report on Guernsey's harbours says there's a lack of specialist

:03:25. > :03:27.expertise, and too many political constraints, to allow them to run

:03:27. > :03:29.effectively. The report by Fisher Associates has

:03:29. > :03:32.been commissioned by the Public Services Department. It highlights

:03:32. > :03:34.the difficulties of operating a 21st century harbour with old

:03:34. > :03:41.fashioned equipment, and an out-of- date management structure.

:03:41. > :03:46.You've got 19th century infrastructure.

:03:46. > :03:52.Left by the Victorians. Guernsey needs to operate in the 21st

:03:52. > :03:58.century. That is a different kettle of fish. Because of the way the

:03:58. > :04:02.harbour is played out there, it is difficult. It means you have 20th

:04:02. > :04:04.century working practices. 60 years on from the Queen's

:04:04. > :04:07.accession to the throne. Celebrations got underway in

:04:07. > :04:10.Guernsey to mark her jubilee. There was a special tree planting

:04:10. > :04:15.ceremony in St Martins. Penny Elderfield reports.

:04:15. > :04:20.It was a day of mixed emotions. A chance to remember a former king.

:04:20. > :04:30.But also to start Guernsey's jubilee celebrations. Let's set it

:04:34. > :04:38.out. It is a symbol of endurance, these trees, they will last long

:04:38. > :04:42.after human beings do. For the young people, they will have a real

:04:42. > :04:46.symbol of sustainability which Her Majesty's rain has proved. For some

:04:54. > :05:00.years ago. I know exactly where I was standing, when I heard the

:05:01. > :05:07.announcement that the king was dead. 60 years ago. It is such an

:05:07. > :05:11.important event. We were so interested in royalty in those days.

:05:11. > :05:14.We all love Princess Elizabeth. was after the war that King George

:05:14. > :05:17.made this visit to the Islands. Just seven years later, Princess

:05:17. > :05:24.Elizabeth would become Queen or, for many Channel Islanders, the

:05:24. > :05:31.Duke of Normandy. But that's a title some historians question.

:05:31. > :05:35.is nice to recall our Norman connections but, in truth, Henry

:05:36. > :05:41.III renounced the dukedom of Normandy by Charter in 1259. Even

:05:41. > :05:46.if it is not true, it emphasises our difference, loyalty and history.

:05:46. > :05:49.But what is clear is there is still a strong link between the islands

:05:49. > :05:50.and the monarchy. One which some hope will grow with this years

:05:50. > :05:53.celebrations. Two Jersey metal detector

:07:56. > :07:59.which has lain untouched in Guernsey for decades was opened at

:07:59. > :08:09.the weekend by a group of enthusiasts. Mike Wilkins went down

:08:13. > :08:16.They came with shovels and pick axe to take on the bunker at Vazon. But,

:08:17. > :08:23.after a lot of elbow grease, a bit of technology was needed to tackle

:08:23. > :08:33.the concrete boulder blocking the entrance. A small opening was

:08:38. > :08:46.carved out, before a volunteer ventured inside. There is the

:08:46. > :08:49.original gate. You can just about see here the telephone connector.

:08:49. > :08:52.Once safety checks were done, more descended into the darkness to

:08:52. > :09:01.begin the process of pumping out water. It wasn't long before I

:09:01. > :09:07.followed, to see what still remained from the German occupation.

:09:07. > :09:09.That is impressive. That is the original ventilation. Inside,

:09:09. > :09:11.German instructions were still visible, imprinted on the decaying

:09:11. > :09:16.walls. Communication and ventilation equipment were also

:09:16. > :09:19.exciting finds for the Festung Guernsey volunteers. There was even

:09:19. > :09:23.part of a winch system, still in working order after more than 70

:09:23. > :09:33.years. It's hard to think how anything could survive in this

:09:33. > :09:35.

:09:35. > :09:45.rusting atmosphere, but a live eel surprised many of us in the bunker!

:09:45. > :09:46.

:09:46. > :09:51.I have to squeeze out of here and then I am clear. It is absolutely

:09:52. > :09:55.fascinating down there, some authentic German equipment, German

:09:55. > :09:59.writing on the wall. After hours of hard work getting into the bunker,

:09:59. > :10:03.the entrance had to be filled in until it's ready to be revisited in

:10:03. > :10:05.a few months' time when Festung Guernsey plans to take some of the

:10:05. > :10:15.artefacts to install in other bunkers they're currently

:10:15. > :10:20.

:10:20. > :10:25.Good evening, a relatively quiet week for the Channel Islands. It

:10:25. > :10:32.may be chilly, with temperatures down to just three degrees. We will

:10:32. > :10:39.see a drop in temperatures tomorrow. But, a lot of dry weather. The

:10:39. > :10:47.reason, high pressure. We have a weather front giving some rain

:10:47. > :10:55.overnight. It will retreat West. From Wednesday onwards, we have

:10:55. > :11:04.high pressure dominating. Easterly winds. And low temperatures.

:11:04. > :11:11.Tonight, we will see some low cloud. One or two showers are still

:11:11. > :11:15.possible, down to one Celsius. Tomorrow, a cloudy start. Much

:11:15. > :11:23.brighter in the afternoon. A drop in temperatures. Eight degrees
