:00:04. > :00:08.Welcome to BBC Channel Islands. Making the headlines here this
:00:08. > :00:13.Monday evening: The beginning of the end? More
:00:13. > :00:15.online shopping workers are told they will lose their jobs.
:00:15. > :00:22.Elsewhere tonight, we're asking if community work for offenders really
:00:22. > :00:32.And top of the table. With both our rugby teams leading national
:00:32. > :00:39.
:00:39. > :00:41.leagues, we'll bring you the best Another company has announced
:00:41. > :00:47.possible redundancies, because of the plans to change the rules on
:00:47. > :00:49.selling goods VAT-free from the Channel Islands. Healthspan, which
:00:50. > :00:55.is based in Guernsey, plans to close its distribution warehouse in
:00:55. > :01:04.the Island at the end of April. Penny Elderfield has been following
:01:04. > :01:08.this story. Penny, how unexpected is this? Well, it's not completely
:01:08. > :01:14.out of the blue. The owner of the company has been open about the
:01:15. > :01:24.fact a changes would be likely because of the UK government's plan
:01:25. > :01:26.
:01:26. > :01:28.to scrap low-value consignment relief. In fact earlier this month
:01:28. > :01:32.the issue of whether the distribution side of the business
:01:33. > :01:35.would move came up at a business awards ceremony. I believe that
:01:35. > :01:40.eventually it will happen because ultimately, as postage increases, I
:01:40. > :01:48.believe the cards are stacked against us in the long term. In the
:01:48. > :01:52.long term, it's likely that postage is removed. What we now know though
:01:52. > :01:56.is the timing of that move and how many staff are potentially affected.
:01:56. > :01:58.I should say though, this is all pending the outcome of the legal
:01:58. > :02:03.challenge which is currently ongoing to try and overturn the
:02:03. > :02:06.plans to scrap LVCR. So when is it likely to happen? It's the
:02:06. > :02:10.warehouse on Pitronnerie Road that could be closing at the end of
:02:10. > :02:14.April. It puts the jobs of 26 people at risk. 19 full time and
:02:14. > :02:18.seven part time. There is the chance some may find work elsewhere
:02:18. > :02:21.in the company. And talks are already under way to look at that.
:02:21. > :02:24.No one was available for an interview but the CEO of the
:02:24. > :02:27.company did say that it regrets the decision to make staff redundant
:02:27. > :02:36.but that it had no choice but to look at alternative locations for
:02:36. > :02:39.the warehousing and shipment of goods to remain competitive.
:02:39. > :02:43.Penny, uncertainty for the staff, but also another big blow for the
:02:43. > :02:48.fufillment industry in Guernsey? Yes, and the concern is whether
:02:48. > :02:51.this is a sign of things to come. Last week another big player in the
:02:51. > :02:54.industry in Jersey, Indigo Starfish, warned its staff they could be made
:02:54. > :02:57.redundant if the legal challenge isn't successful. That's a
:02:57. > :03:01.challenge that will be heard next month. But until the outcome of
:03:01. > :03:08.that is known it will no doubt be an uncertain, and worrying time for
:03:08. > :03:10.those in the industry. Penny, thank you. Moving on to some other news
:03:10. > :03:13.now. Flights to and from Jersey are
:03:13. > :03:15.being delayed or diverted this evening after problems with the
:03:15. > :03:18.radar system at Jersey Airport. The disruption started late this
:03:18. > :03:28.afternoon. Airport bosses say contingency plans are in place to
:03:28. > :03:31.
:03:31. > :03:34.allow some flights to operate, but with a reduced schedule.
:03:34. > :03:36.interruption to radar services which has been reported, has
:03:36. > :03:39.resulted in delays to flights around Jersey and Guernsey air
:03:39. > :03:42.space. We have set up a contingency facility on and off the island
:03:42. > :03:44.which will allow some flights to operate. Some flights are
:03:44. > :03:47.continuing to operate. Services are unlikely to operate normally until
:03:47. > :03:53.late this evening. But in the meantime, our advice to passengers
:03:53. > :03:59.is, anybody due to travel today should check-in as usual.
:03:59. > :04:02.We'll bring you more on this throughout the evening.
:04:02. > :04:05.Jersey offenders carried out 40,000 hours of community service in the
:04:05. > :04:08.past two years. A record high. The number of orders given out last
:04:08. > :04:11.year was 160. The probation service says the high figures don't
:04:11. > :04:14.necessarily reflect an increase in crime but a different way of
:04:14. > :04:17.sentencing. Community service in Jersey is used as is a direct
:04:17. > :04:21.alternative to prison. Rachel Royce reports.
:04:21. > :04:27.Planting trees is usually quite back breaking work. But today much
:04:27. > :04:31.of the hard labour has been taken out of the job for Conrad Evans.
:04:31. > :04:37.He's placing sapling in holes already dug by offenders. This is
:04:37. > :04:44.all part of our Jersey hedgerow campaign. We are planting trees and
:04:44. > :04:46.hedging plants to restore our existing hedgerows. And, in this
:04:46. > :04:52.instance, the probation after-care service have kindly provided us
:04:52. > :05:02.with community service work parties. They come in and dig and prepare
:05:02. > :05:03.
:05:03. > :05:09.the holes. And then we plant the trees and hedging plants. How much
:05:09. > :05:15.work does that say you? An awful lot of work. Of the 4,500 we were
:05:15. > :05:21.going to plant in this area, they had done over 1,500 holes for us.
:05:21. > :05:24.In Jersey, uniquely, it's a direct alternative to a prison sentence
:05:24. > :05:31.but the hours has risen dramatically over the last few
:05:31. > :05:35.years. In a 2007, there were 12,000 hours being served every year, but
:05:35. > :05:42.now it is 20,000. The probation service has worked with the
:05:42. > :05:44.Jersey's conservation charities for 10 years. Durrells is one of the
:05:44. > :05:47.beneficiaries of the extra hours being worked. Recently, offenders
:05:47. > :05:50.helped on a project for the zoo's gorillas and another for its bats.
:05:50. > :05:53.By keeping offenders out of prison, we know they are less likely to
:05:53. > :05:58.offend. We are also aware offenders had told us they have gone to parts
:05:58. > :06:01.of the island they have not been to before and gained an appreciation
:06:01. > :06:06.of the environment in which they live in, and they feel good about
:06:06. > :06:09.giving something back, which is very worthwhile. It may be hard
:06:09. > :06:13.work but few offenders turn down service or risk not followng the
:06:13. > :06:18.order. They may lose free time but at least they are not losing their
:06:18. > :06:21.freedom. The Guernsey Rugby Club are now top
:06:21. > :06:25.of the London One South Division after winning their 12th match in a
:06:25. > :06:30.row. The home side smashed opponents Portsmouth at Footes Lane
:06:30. > :06:33.on Saturday 53-0. Mike Wilkins was there.
:06:33. > :06:38.The visitors Portsmouth were the only team that Guernsey hadn't
:06:38. > :06:41.beaten this season. But within minutes, it was the hosts who were
:06:41. > :06:51.on the up with player coach Jordan Reynolds evading three tacklers to
:06:51. > :06:51.
:06:51. > :06:55.Portsmouth didn't really have much to respond with and the crowd
:06:55. > :07:03.didn't have to wait long to see the Green and Whites score again, This
:07:04. > :07:09.time courtesy of Luke Sayer who It wasn't game over at half time.
:07:09. > :07:12.But the second half signalled the beginning of the end for Portsmouth.
:07:12. > :07:16.Guernsey dominated most of the play, frequently stealing the ball
:07:17. > :07:20.enabling their backs to capitalise. Winger David Davison sprinted up
:07:20. > :07:26.the left wing to touch down in his first ever match for the Green and
:07:26. > :07:29.Whites. But the big lads weren't going to let the backs have all the
:07:29. > :07:35.fun. The pack overpowered the visitors on many occasions. Nick
:07:35. > :07:38.Barton crossing the line after this lengthy maul. Guernsey didn't let
:07:38. > :07:48.up and held firm in defence despite some provocation from the
:07:48. > :07:49.
:07:49. > :07:53.As the light faded, so did Portsmouth's hopes as they failed
:07:53. > :08:03.to contain the Guernsey attacks and nimble handling in wet conditions.
:08:03. > :08:07.
:08:07. > :08:12.Jordan Reynolds bagging his second Portsmouth had been talking about
:08:12. > :08:17.this game for long time. We pushed as hard as they possibly could. The
:08:17. > :08:22.weather did not help but we managed to do well. The biggest thing today
:08:22. > :08:25.is we had done to zero. That is a massive feat, in any league. It's
:08:25. > :08:28.great for us and something we can take away. Guernsey's nearest
:08:28. > :08:31.rivals Chichester lost on Saturday, elevating Guernsey to top of the
:08:31. > :08:37.table. With six games to go, the Green and Whites are looking on
:08:37. > :08:41.target for promotion. And Jersey Rugby Club have moved 13
:08:41. > :08:46.points clear at the top of their National League One table after a
:08:46. > :08:50.narrow 13-11 win at Sedgley Park. Donovan Sanders scored Jersey's
:08:50. > :08:54.only try of the afternoon as they fought back from behind at half-
:08:54. > :08:57.time to claim a 17th win in a row. Football and Guernsey FC are
:08:57. > :09:00.sitting at the top of Combined Counties league table 13 points
:09:00. > :09:04.ahead of second placed Bedfont Sports after a 5-1 win at the
:09:04. > :09:09.weekend. The Green Lions beat Farleigh Rovers. It was their last
:09:09. > :09:11.away game of the season. Guernsey's cricketers lost their
:09:11. > :09:15.second match in the ICC World Cricket League Five tournament in
:09:15. > :09:18.Singapore this weekend. On Saturday, the team beat Bahrain by nine
:09:18. > :09:23.wickets, but lost to the hosts by 78 runs on Sunday at the Indian
:09:23. > :09:31.Association Ground. Coach Andy Cornford says there are positives
:09:31. > :09:36.to take from the game. It was a tough game. With a them are being
:09:36. > :09:40.hosts, we knew they would be tough to beat. I was pleased with the way
:09:40. > :09:44.we played. I thought they would score a bigger score than they
:09:44. > :09:48.would achieve it. David Hooper scored really well for us. Today we
:09:48. > :09:53.haven't made a good account of ourselves and have not batted well
:09:53. > :10:02.enough, which obviously is no good. That's why we fell short.
:10:02. > :10:06.Hello, cloudy skies for much of this week. It will be increasingly
:10:06. > :10:10.mild as the week progresses so after a cold night last night, we
:10:10. > :10:14.won't see any more frost in the next week or so, but we have an
:10:14. > :10:19.area of high pressure dominating the weather close by. Little
:10:19. > :10:23.changed by lunchtime tomorrow. If we look at Wednesday, we are
:10:23. > :10:28.starting to see some weather fronts edging towards us from the north.
:10:28. > :10:32.Increasing cloud of. A risk of brain and squeezing isobars. A
:10:32. > :10:36.strengthening breeze through the middle part of the week as well.
:10:36. > :10:43.Tonight, generally rather cloudy. A predominantly dry for most of us,

:10:48. > :10:53.Tomorrow, a cloudy start to the day. I generally dry day with a chance
:10:53. > :10:58.of a few brighter spells developing tomorrow afternoon. 10-11 Celsius.
