:00:11. > :00:15.Welcome to a BBC Channel Islands News. Tonight's top stories:

:00:15. > :00:21.Shifting the problem - Guernsey decides to send its rubbish Off

:00:21. > :00:26.island. Now Jersey have to decide if they will take it. Why it is not

:00:26. > :00:31.in the polls - jobs gone services cut as Guernsey Post battle to cut

:00:31. > :00:41.costs. And butting out - Jersey hospitals crackdown on patients who

:00:41. > :00:46.

:00:46. > :00:51.want to light up. Guernsey will export its rubbish

:00:51. > :00:56.and future - that is have some work can be found to take it. This

:00:56. > :00:59.states today agreed it was the best option, along with recycling up to

:00:59. > :01:03.70% of the island's waste. Talks will now start to see if there is a

:01:03. > :01:07.deal to be made with Jersey. But there was some concern that is

:01:07. > :01:11.unlikely to happen. If it has taken a while but

:01:11. > :01:16.Guernsey's dates have finally agreed to -- on what to do with the

:01:16. > :01:21.Island's rubbish. And Jersey's energy from waste plant is the

:01:21. > :01:27.favoured destination. Negotiations will now start to send tonnes of

:01:27. > :01:35.thousands of Guernsey's waste here each year. We are hoping f the two

:01:35. > :01:39.Islands can work together. There are two -- there are other

:01:39. > :01:45.incinerators out there in Europe and UK that could take it. The cost

:01:46. > :01:52.of shipping might be greater. These will be less than the figures we

:01:52. > :02:01.have seen from Jersey. But not all of the estates are convinced it

:02:01. > :02:07.will be that easy. It is slightly morally dubious to get the decision

:02:07. > :02:14.were we feel that Jersey can incinerator rubbish. If it is sent

:02:14. > :02:19.away, the rubbish is likely to be baled here. And of Jersey is the

:02:19. > :02:23.end destination, it will arrive here at either Elizabeth terminal

:02:23. > :02:28.or Victoria Quay. We do not want any unpleasant smells. Everything

:02:28. > :02:38.will be sealed and straight into the energy from waste plant. It is

:02:38. > :02:43.

:02:43. > :02:50.up deal that would have to be OK. Alex Italy prices -- electricity

:02:50. > :02:54.prices in Jersey are going up. They will rise by 2.9% in May. It is the

:02:54. > :02:58.first increase for three years. Jersey Electricity says it will

:02:58. > :03:06.allow titbit to invest in the future uncover the rising cost of

:03:06. > :03:10.important power. -- imported power. The operator Jersey's bus service

:03:10. > :03:15.will take its first -- its fleet of buses with them when they leave the

:03:15. > :03:20.island at the end of the year. Connex innervated to buses lost out

:03:20. > :03:23.to CT Plus as the state'ss' preferred operator. The company

:03:23. > :03:29.says they are disappointed another operated has been chosen as the

:03:29. > :03:31.preferred bidder for the contract. For it is thought exam results are

:03:31. > :03:33.Guernsey's high schools will improve on was immediately once

:03:33. > :03:38.work starts to act on recommendations and a highly

:03:38. > :03:42.critical review. It was launched after a poor GCSE results flagged

:03:42. > :03:45.up that there were problems within the education system. Their new

:03:45. > :03:48.chief officer of the department has already started visiting the

:03:48. > :03:53.schools and hopes to have a clearer idea of what needs to be changed by

:03:53. > :03:57.the end of next month. If we hope the changes will take time but we

:03:57. > :04:03.will see improvements. I Jersey charity has been given 2

:04:03. > :04:06.million to help young people find work. The Prince's Trust lock-up

:04:06. > :04:11.1,400 disadvantaged young islanders Emperor for skills and confidence.

:04:11. > :04:17.Mark Capern is a principal youth officer enjoyed made a little

:04:17. > :04:20.earlier. This is fantastic news for the young people of Jersey. The

:04:20. > :04:25.money that we have got through the Prince's Trust is about investing

:04:25. > :04:30.in young people and looking at some of the Prince's Trust programmes

:04:30. > :04:34.that turf delivered in the UK and bringing some of them over to their

:04:34. > :04:38.islands. We will expand on the programmes we deliver. What are

:04:39. > :04:43.those programmes? If we look at the team programme which has a 12 week

:04:43. > :04:49.personal development programme. They would do Monday to Friday on

:04:49. > :04:53.the programme, nine o'clock to four o'clock every day. It is about that

:04:53. > :04:58.personal development. It is about team building, preparing people

:04:58. > :05:01.there the world of work and interview skills. You see their

:05:01. > :05:08.young people grow through confidence and self confidence.

:05:08. > :05:14.are the types of people that these programmes help? The Princess Trust

:05:14. > :05:21.programmes have been around for about 30 years. -- Prince's Trust.

:05:22. > :05:27.They do work. The success raised -- this up -- the success rates are

:05:27. > :05:34.have are very high. specifically is set to benefit from

:05:34. > :05:38.this cash? The Prince's Trust target those people who are

:05:38. > :05:46.unemployed, who are under achievers, offenders and ex-offenders, or

:05:46. > :05:51.young people who have been leaving the care centre and that support.

:05:51. > :05:56.Jobs are to go out Guernsey Post as the organisation battles to cut

:05:56. > :06:01.costs. It is because less people will be required on Saturdays as

:06:01. > :06:05.the service will be cancelled from the end of March. But as Mike

:06:05. > :06:09.welcomes reports, there could be even more redundancies to come.

:06:09. > :06:14.Sending and receiving a post on a Saturday has been something many of

:06:14. > :06:22.us have taken for granted. But 24th March will be the last such

:06:22. > :06:26.delivery and it will -- and with it will go nine jobs saving Guernsey

:06:26. > :06:29.Post 400,000 per year. However, certain parcels will still be

:06:30. > :06:35.delivered on a Saturday. We will have a smaller scale operation but

:06:35. > :06:40.it will mean there will be some continuation of service. It has won

:06:40. > :06:43.it a few years to Guernsey Post. Or the last two years 44 jobs have

:06:44. > :06:47.been lost as their organisation strives to cut costs and ensure its

:06:47. > :06:52.survival when more people are choosing to use social media and

:06:52. > :06:55.send e-mails rather than letters. And the uncertainty over the future

:06:55. > :07:01.of low-value and Simon relief, which allows local retailers to

:07:01. > :07:05.sell goods tax free to UK customers, could mean more job losses. I would

:07:05. > :07:10.not rule out further redundancies but I would not expect them on the

:07:10. > :07:17.scale we had in the last year. In total we have saved around 3

:07:17. > :07:22.million across the business over that period. Undoubtedly you -- we

:07:22. > :07:29.will need to work harder to balance the books. I expect over the course

:07:29. > :07:33.of the next year, it will be smaller changes and once that not

:07:33. > :07:37.only make improvements along the way. As users of the service, we

:07:37. > :07:42.may expect their best, but the reality is the cost of delivering

:07:42. > :07:47.that means that something has to give.

:07:47. > :07:52.You are watching the BBC and the Challen Islands. Later on in

:07:52. > :07:56.spotlight with Justin and Victoria - a welcome addition to the family.

:07:56. > :08:01.We told -- we tell you the story of the calf who no one expected to

:08:01. > :08:06.survive. David is here with the forecast as

:08:06. > :08:09.well in a few moments's time. From next month patients in Jersey who

:08:09. > :08:18.want to smoke will have to discharge themselves from hospital

:08:18. > :08:24.to do that. The health and social services department is introducing

:08:24. > :08:30.a ban on smoking in all its buildings and grounds.

:08:30. > :08:34.A ban was introduced five years ago. Now the Health Department is to

:08:34. > :08:38.completely banned smoking on its grounds. It means patients will

:08:38. > :08:44.have to temporarily discharge themselves if they want to light up.

:08:44. > :08:53.If anyone has to look right to a small, you don't have to discharge

:08:53. > :08:56.yourself from hospital to do it. -- anyone has the right to smoke.

:08:56. > :09:03.suffer from chess problems. Patients will be encouraged to give

:09:03. > :09:07.up smoking and offered nicotine patches during the hospital stay.

:09:07. > :09:12.The health officer is confident as in the best interests of staff and

:09:12. > :09:18.patients. We should be supporting people to give up. We are mindful

:09:18. > :09:22.when we do patients service, that a lot of patients come back and say

:09:22. > :09:29.they don't like staff who smell of smoke. And they don't like an

:09:29. > :09:36.environment where smoking is around. He will expect the Health Service

:09:36. > :09:46.to be a smoke-free environment. smoking ban will start on 14th

:09:46. > :09:48.March which is No Smoking Day. Guernsey cricketers cannot be

:09:48. > :09:58.promoted from World Cricket League five after the loss to the Cayman

:09:58. > :10:01.

:10:01. > :10:06.Islands. They were bowled out for 190 with four balls left.

:10:06. > :10:11.190 with four balls left. Time for the weather forecast now.

:10:11. > :10:16.Quite a damp evening it is. The rain band will peter out and move

:10:16. > :10:20.away tonight but it introduces a lot of humid conditions and quite

:10:20. > :10:25.misty conditions as well. There could be quite a lot of fog around,

:10:25. > :10:30.not only get around the islands but out at sea. Possibly some travel

:10:30. > :10:35.disruption. You can find out more information at your local BBC

:10:35. > :10:42.website. Looking at this rate to start with, it is quite active and

:10:42. > :10:46.will move through steadily this evening. It will be dry for most of

:10:46. > :10:50.the day tomorrow. Very misty conditions and with that humidity,

:10:50. > :10:55.the visibility could be a problem throughout the day. By the time we

:10:55. > :11:00.get to Friday, a cold front coming down from the North will introduce

:11:00. > :11:07.a change. Less misty air and improve the visibility. That will

:11:07. > :11:11.appear tonight when the rain appears. When's west or south-west.

:11:11. > :11:16.Tomorrow, for much of the day we have a cover of low cloud. In

:11:16. > :11:21.places we will have some fog, we will have cost will and sea fog as

:11:22. > :11:30.well. 11 degrees Celsius the highest temperature. For the

:11:30. > :11:40.coastal waters, a risk that of odds patches in that fog. -- rest of fog

:11:40. > :11:45.

:11:45. > :11:48.patches. For much of her beaches, they will be messy tomorrow. We get

:11:48. > :11:52.into the weekend with clear conditions. But expects a mess

:11:52. > :11:57.around on Friday morning but Clearing later in the day as

:11:57. > :12:07.visibility improves. Saturday is a rather cloudy but quiet. Nine

:12:07. > :12:11.
