:00:44. > :00:48.Guernsey State has been criticised for failing to keep the public
:00:48. > :00:52.properly informed. A report out today says better communication is
:00:52. > :00:55.the only way to ensure islanders are engaged with local politics.
:00:55. > :01:04.And as there is a general election just around the corner, that's more
:01:04. > :01:08.important than ever. The day when the island gets its
:01:08. > :01:11.say on who's in charge. A day that is happening next month. And after
:01:11. > :01:18.putting in the effort to convince the public to vote, figures out
:01:18. > :01:26.today show 29,500 have done just that. But now it's about getting
:01:26. > :01:29.them to turn up on polling day. That message must go on and we must
:01:29. > :01:34.keep awareness of the date, 18th April, and make sure those that
:01:34. > :01:38.have registered go on to use that and vote. But the real challenge is
:01:38. > :01:41.and getting people to engage on that one day every four years. It's
:01:41. > :01:44.about making sure the public want to know what's going on here every
:01:44. > :01:48.single month. Engaging with the public is something the States are
:01:48. > :01:57.doing very well, according to a report out today. So, what needs to
:01:57. > :02:01.change? There could be a presumption to publish. When you're
:02:01. > :02:04.writing of limitation, you know the public will see it. Meetings are
:02:05. > :02:08.open to public. We know there will be more publicly wings, and things
:02:08. > :02:13.like that. What is key is getting people to do more than just float.
:02:13. > :02:16.It should be continued involvement. And things that it will be up to
:02:16. > :02:26.the next government to introduce. After, of course, the public have
:02:26. > :02:27.
:02:27. > :02:29.decided who will be part of it. A 37-year-old man has been told to
:02:29. > :02:32.leave the Jersey after admitting two charges of breaking and
:02:32. > :02:34.entering. Elvio Plinio Rodrigues Milho appeared in the Magistrates'
:02:34. > :02:37.Court charged with two counts of robbery in February. Milho,
:02:37. > :02:39.originally from Madeira, has been bound over to leave the island for
:02:39. > :02:43.three years. A surge in hits on the Jersey
:02:43. > :02:46.Tourism website at the start of this year brought high hopes of a
:02:46. > :02:50.bumper summer season. It was mainly thanks to new TV adverts, but that
:02:50. > :02:53.interest has so far failed to translate into bookings. The
:02:53. > :02:55.island's tourism industry is stepping up its battle for business,
:02:55. > :03:05.looking to new markets and investing in new style

:03:49. > :03:56.wanted self-catering. We are now going to attack the European market,
:03:56. > :04:02.in particular, to Germany to build into the travel market via

:07:53. > :07:56.Guernsey today, but this one is the first of its kind. It is free to
:07:56. > :08:03.use, costs the taxpayer nothing and is open to everyone. Mike Wilkins
:08:03. > :08:09.went to look around Guernsey's first ever community library.
:08:09. > :08:13.This is just one of 1,300 books that have been delivered to the St
:08:13. > :08:20.Martin's parish hall. It is the first community library in Guernsey.
:08:20. > :08:26.The man who has put it all together is over here. What prompted you to
:08:26. > :08:31.come up with this idea? It was one of there's little ideas that was in
:08:31. > :08:36.the back of the head. Initially, last October and November, the idea
:08:36. > :08:42.was to have a couple of bookshelves in the lobby of the Constable's
:08:42. > :08:48.office and maybe have about 150 books. The public responded in a
:08:48. > :08:54.typical Guernsey way. Before we knew it, we have 1,300 books and a
:08:54. > :08:59.library in the lottery -- lobby became a library in the parish hall.
:08:59. > :09:05.This morning, we had another 200 books delivered. Wonderful! Is this
:09:05. > :09:08.a sign of bigger things to come? will could be. The library have
:09:08. > :09:12.been in touch with us and we have been talking to them over the last
:09:12. > :09:18.couple of weeks. They are interested in creating a set
