:00:05. > :00:08.Good evening. Welcome to BBC Channel Islands. Coming up...

:00:08. > :00:13.Lost in translation - why politicians are failing to

:00:13. > :00:16.communicate with the public just weeks before an election.

:00:16. > :00:21.Also tonight... Spending money to make money - the

:00:21. > :00:24.businesses investing heavily to draw in tourists this summer.

:00:24. > :00:34.And, by the book - we visit a little community library with big

:00:34. > :00:41.

:00:41. > :00:44.How much communication do you want from your politicians? Well,

:00:44. > :00:48.Guernsey State has been criticised for failing to keep the public

:00:48. > :00:52.properly informed. A report out today says better communication is

:00:52. > :00:55.the only way to ensure islanders are engaged with local politics.

:00:55. > :01:04.And as there is a general election just around the corner, that's more

:01:04. > :01:08.important than ever. The day when the island gets its

:01:08. > :01:11.say on who's in charge. A day that is happening next month. And after

:01:11. > :01:18.putting in the effort to convince the public to vote, figures out

:01:18. > :01:26.today show 29,500 have done just that. But now it's about getting

:01:26. > :01:29.them to turn up on polling day. That message must go on and we must

:01:29. > :01:34.keep awareness of the date, 18th April, and make sure those that

:01:34. > :01:38.have registered go on to use that and vote. But the real challenge is

:01:38. > :01:41.and getting people to engage on that one day every four years. It's

:01:41. > :01:44.about making sure the public want to know what's going on here every

:01:44. > :01:48.single month. Engaging with the public is something the States are

:01:48. > :01:57.doing very well, according to a report out today. So, what needs to

:01:57. > :02:01.change? There could be a presumption to publish. When you're

:02:01. > :02:04.writing of limitation, you know the public will see it. Meetings are

:02:05. > :02:08.open to public. We know there will be more publicly wings, and things

:02:08. > :02:13.like that. What is key is getting people to do more than just float.

:02:13. > :02:16.It should be continued involvement. And things that it will be up to

:02:16. > :02:26.the next government to introduce. After, of course, the public have

:02:26. > :02:27.

:02:27. > :02:29.decided who will be part of it. A 37-year-old man has been told to

:02:29. > :02:32.leave the Jersey after admitting two charges of breaking and

:02:32. > :02:34.entering. Elvio Plinio Rodrigues Milho appeared in the Magistrates'

:02:34. > :02:37.Court charged with two counts of robbery in February. Milho,

:02:37. > :02:39.originally from Madeira, has been bound over to leave the island for

:02:39. > :02:43.three years. A surge in hits on the Jersey

:02:43. > :02:46.Tourism website at the start of this year brought high hopes of a

:02:46. > :02:50.bumper summer season. It was mainly thanks to new TV adverts, but that

:02:50. > :02:53.interest has so far failed to translate into bookings. The

:02:53. > :02:55.island's tourism industry is stepping up its battle for business,

:02:55. > :03:05.looking to new markets and investing in new style

:03:05. > :03:07.

:03:07. > :03:12.accommodation. As you can see, we have built these 12 beautiful

:03:12. > :03:18.cottages. They are for the self catering market. They are top of

:03:18. > :03:22.the range, luxury five-star accommodation. Going to one of the

:03:22. > :03:26.four-bed room cottages and make our way to the lounge and to the

:03:26. > :03:28.outside terrace area... La Place Hotels is just one company

:03:28. > :03:37.investing heavily in its accommodation, aiming firmly at a

:03:37. > :03:44.high end of the market. Last year we found we had a huge increase in

:03:44. > :03:49.the German market in the hotel. There was a demand their that they

:03:49. > :03:56.wanted self-catering. We are now going to attack the European market,

:03:56. > :04:02.in particular, to Germany to build into the travel market via

:04:02. > :04:05.anchovies off to the European market. -- market their ensure

:04:05. > :04:07.these off. Meanwhile, the body which represents tourism in the

:04:07. > :04:10.island continues to advertise to its traditional audience, the UK,

:04:10. > :04:16.but is now also focusing new investment in markets further

:04:16. > :04:20.afield. Brighten up your day in the warmest place in the British Isles.

:04:20. > :04:27.We think the potential growth areas will be no order Europe, Germany

:04:27. > :04:32.has done well this year, about 23% up. Francis up as well. We are

:04:32. > :04:37.looking to Scandinavia as well, with a new charter flight from

:04:37. > :04:40.Norway. Northern Europe is where the big opportunities are.

:04:40. > :04:44.order is invested 9 million in this development and refurbishing

:04:44. > :04:48.the hotel. -- the illness. They were led to new markets to

:04:48. > :04:51.stimulate demand and hope they will be more of this to provide sunshine

:04:51. > :04:53.to Jersey Tourism. It's understood Guernsey Football

:04:53. > :04:56.Club will lose their three points awarded for Saturday's win against

:04:56. > :04:58.Hounslow. Guernsey won 2-0 on Saturday, but according to a

:04:58. > :05:01.statement from the Guernsey Football Association, Kieron Mahon,

:05:01. > :05:04.who played the full 90 minutes in Saturday's match at Footes Lane,

:05:04. > :05:11.was serving a two-match ban following a game he played for

:05:11. > :05:14.Northerners AC on 10th February. Guernsey FC say they were unaware

:05:14. > :05:18.of this that the time but have since reported the incident to the

:05:18. > :05:21.Combined Counties League. Rugby, and Jersey staged a second-

:05:21. > :05:25.half comeback to beat Blaydon 28-7 at St Peter's at the weekend,

:05:25. > :05:31.making it 18 wins in a row. Guernsey beat Thanet Wanderers 56-

:05:31. > :05:36.21 to stay top of the London One South League. They face Dover at

:05:36. > :05:40.home next Saturday. Registration for the Jersey and

:05:40. > :05:44.Guernsey Itex walks are now open. Thousands take on the challenge of

:05:44. > :05:47.the year to raise money for local charities. But if you're still

:05:47. > :05:50.deciding whether to dig out your walking shoes for the round the

:05:50. > :05:58.island walks, Emma Chambers has been to see who you'll be raising

:05:58. > :06:01.money for this year and how they will benefit.

:06:02. > :06:04.Here we go again, will I ever get a tea-break?

:06:04. > :06:07.The washing never stops at the Jersey Cheshire home. They give

:06:07. > :06:10.round-the-clock care for 25 residents, which means these are

:06:10. > :06:13.going round the clock to. But after 18 years, it's time for these

:06:13. > :06:21.machines to be replaced. Thanks to the Itex walk, the home can now

:06:21. > :06:26.afford it. The home is the 30 years old, so this is the second lot of

:06:26. > :06:29.equipment we have replaced. It will update in many ways. It will be

:06:29. > :06:32.male -- more eco-friendly and more water friendly, it will use less

:06:32. > :06:37.detergent and did various jobs that cannot be done with existing

:06:38. > :06:41.machines such as sterilising and sluicing. A great improvement and a

:06:41. > :06:45.better service for the residents, and easier for the staff to work

:06:45. > :06:49.with. So if you want to help, registration is now open for the

:06:49. > :06:53.Jersey and Guernsey Itex walks. is a very friendly walk. Therefore,

:06:53. > :06:58.the amount of support you will get from other walkers is superb. The

:06:58. > :07:03.age read she is very wide as well. People in their seventies and

:07:03. > :07:05.eighties were doing it last year. It is just a really good day and a

:07:05. > :07:11.very good cause. Residents at the Jersey Cheshire

:07:11. > :07:17.home have already seen how much Itex walkers can help them.

:07:17. > :07:24.wonderful example of Itex support is they gave Bath sufficient money

:07:24. > :07:28.to replace our minibus, which also takes wheelchairs and has a

:07:28. > :07:32.hydraulic ramp on the back. We have had money before from Itex and it

:07:32. > :07:35.has been well appreciated. you've decided to take on the Itex

:07:35. > :07:37.challenge, you will be helping the home tackle their everyday

:07:37. > :07:47.challenges as well as many other charities across Jersey and

:07:47. > :07:49.

:07:49. > :07:53.Guernsey. A new library has opened in

:07:53. > :07:56.Guernsey today, but this one is the first of its kind. It is free to

:07:56. > :08:03.use, costs the taxpayer nothing and is open to everyone. Mike Wilkins

:08:03. > :08:09.went to look around Guernsey's first ever community library.

:08:09. > :08:13.This is just one of 1,300 books that have been delivered to the St

:08:13. > :08:20.Martin's parish hall. It is the first community library in Guernsey.

:08:20. > :08:26.The man who has put it all together is over here. What prompted you to

:08:26. > :08:31.come up with this idea? It was one of there's little ideas that was in

:08:31. > :08:36.the back of the head. Initially, last October and November, the idea

:08:36. > :08:42.was to have a couple of bookshelves in the lobby of the Constable's

:08:42. > :08:48.office and maybe have about 150 books. The public responded in a

:08:48. > :08:54.typical Guernsey way. Before we knew it, we have 1,300 books and a

:08:54. > :08:59.library in the lottery -- lobby became a library in the parish hall.

:08:59. > :09:05.This morning, we had another 200 books delivered. Wonderful! Is this

:09:05. > :09:08.a sign of bigger things to come? will could be. The library have

:09:08. > :09:12.been in touch with us and we have been talking to them over the last

:09:12. > :09:18.couple of weeks. They are interested in creating a set

:09:18. > :09:24.Martyn's branch of the main library. -- Saint Martins. Initially we, we

:09:24. > :09:27.will see how this works. If it becomes a resounding success then

:09:27. > :09:33.maybe in a few months' time, we could have a saint Barton's branch

:09:33. > :09:43.of the library. -- Saint Martins. I'm going to see what I can

:09:43. > :09:46.

:09:46. > :09:50.Good evening. A cold night in store across the Channel Islands.

:09:50. > :09:55.Temperatures getting into single figures, possibly three degrees

:09:55. > :09:59.tonight for the larger islands. Briefly, some frost but for most of

:09:59. > :10:04.us, temperatures around four or five degrees. The north-west wind

:10:04. > :10:08.stays with us. No pressure to the east of the English Channel. That

:10:08. > :10:13.made slowly away. High pressure with us for the rest of tonight and

:10:13. > :10:16.tomorrow. Things change on Wednesday and a couple of weather

:10:16. > :10:22.systems will come through on Wednesday, bringing rain. It could

:10:22. > :10:26.be wet and windy there on Wednesday before back clears on Wednesday

:10:26. > :10:32.afternoon and evening. This evening and overnight, clear skies so

:10:32. > :10:37.rapidly, but temperatures will get into single figures. -- the

:10:37. > :10:46.temperatures. North West wins will reduce crop. A quiet day tomorrow.

:10:46. > :10:53.In the sunshine, feeling pleasant. The wind will be north or north-

:10:53. > :11:03.westerly and moderate. For the coastal waters forecast, north or

:11:03. > :11:21.

:11:21. > :11:25.For the rest of the week, Wednesday could be quite a damp day and windy

:11:25. > :11:29.as well with outbreaks of rain. A brisk south-westerly breeze. The

:11:29. > :11:34.rain will clear by early evening and then Thursday and Friday, both

:11:34. > :11:40.there is relatively quiet. The winds drop, the sun will be out and
