:00:13. > :00:19.Good evening. Welcome to our first BBC Channel Islands of the week.
:00:19. > :00:24.Coming up: Why and break can stop a breakdown, autism charities demand
:00:24. > :00:28.more help for respite care. Plus a new footage of the sniffer
:00:28. > :00:34.dog that sparked the search of Haut de la Garenne.
:00:34. > :00:44.And the house with 45 at vacancies. Nominations begin for Guernsey's
:00:44. > :00:49.
:00:49. > :00:53.Parents caring for children with autism are facing a daily struggle
:00:53. > :00:58.to continue looking after them and the rest of their family according
:00:58. > :01:03.to one local charity worker. Sally Gallichan is the trustee for Autism
:01:03. > :01:07.Jersey. She says without better respite care many families find it
:01:07. > :01:13.hard to cope. It comes as the island's health minister, Deputy
:01:13. > :01:16.Anne Pryke, faced a Scrutiny Panel today to answer questions. Sally
:01:16. > :01:22.Gallichan joined the earlier to explain just how important respite
:01:22. > :01:26.care really is. It is crucially important for families and
:01:26. > :01:33.individuals in that family, so it could be the sufferer or the family
:01:33. > :01:39.member. Very seldom is it offered. Approximately how many people are
:01:39. > :01:44.we talking about? It is hard to quantify how many families because
:01:44. > :01:50.many families have not accessed support yet. But if we look at
:01:50. > :01:56.statistics we are looking at 700 people who would be diagnosed as
:01:56. > :02:01.autistic at some stage. What sort of form does respite care take? Is
:02:01. > :02:05.it a centre where people would go for help inside the home? At the
:02:05. > :02:10.moment the model in Jersey is a bricks and mortar solution and
:02:10. > :02:14.individuals go to that setting. But we believe that is not the best fit
:02:14. > :02:21.and it needs to be more flexible and creative centred around the
:02:21. > :02:25.individual's need. Is that what happens in the UK? It has moved
:02:25. > :02:31.towards that personalise care system whereby the individual has
:02:31. > :02:36.choices and there is more choice. Presumably a more individualised
:02:36. > :02:39.service will cost more. Are you looking for more funding?
:02:39. > :02:44.necessarily. When people have personalised funding and they get
:02:44. > :02:49.the support that suits them, they reduce the level of support they
:02:49. > :02:54.need overall and it reduces the cost. Sally Gallichan, thank you
:02:54. > :03:04.very much. If you have experience of or an
:03:04. > :03:09.
:03:09. > :03:15.The police are investigating the unexplained death of a 90 knew Lord
:03:15. > :03:19.from Jersey. They confirmed he died at 2:30pm yesterday. A post-mortem
:03:19. > :03:23.examination will be carried out. The Channel Islands will tomorrow
:03:23. > :03:28.begin to make their case for why the UK Government should not be
:03:28. > :03:32.allowed to scrap VAT relief. No value consignment relief allows
:03:32. > :03:37.companies here to sell low-value goods tax free. It was announced
:03:37. > :03:41.last year that it would be stopped in April. They hearing at the Royal
:03:41. > :03:45.Courts of Justice in London begins today and is expected to begin on
:03:45. > :03:52.Thursday. Video footage has been published of
:03:52. > :03:56.the initial stages in the Haut de la Garenne investigation. In 2008,
:03:56. > :04:01.Jersey police began investigating and discovered what they said could
:04:01. > :04:07.be the partial remains of a child. But it was the work of a sniffer
:04:07. > :04:09.dog that gave them enough evidence to start the work in the first
:04:09. > :04:15.place. This contains flash photography.
:04:15. > :04:18.This was a defining moment in the Haut de la Garenne investigation.
:04:18. > :04:23.Video footage of a sniffer dog searching that former children's
:04:23. > :04:29.home. Ad is trained to smile and Human remains and it was this
:04:29. > :04:33.reaction that encouraged the police to start digging. The dog reacted
:04:33. > :04:42.to a particular part of the building and that led us to date in
:04:42. > :04:46.the area where we found what turned out to be a disputed fragments. But
:04:46. > :04:50.it was also in the area where builders before had found some
:04:50. > :04:55.bones which they were convinced were children. The dog was brought
:04:55. > :05:01.from Yorkshire to work in Jersey. He has been used in a number of
:05:01. > :05:06.high-profile cases, including the Madeleine McCann investigation.
:05:06. > :05:13.suppose I had a typical police officer's scepticism whether a dog
:05:13. > :05:18.would be able to detect traces of dead human flesh in an area where
:05:18. > :05:23.no one had been for some time. footage was posted on an internet
:05:24. > :05:28.blog, but the man behind it will not speak on camera because his
:05:28. > :05:33.family and himself have received death threats, but he hopes it will
:05:33. > :05:38.raise awareness of their historic abuse investigation and resolve
:05:38. > :05:43.many unanswered questions. Guernsey is one step closer to a
:05:43. > :05:47.new bus service. An agreement has been made between the Environment
:05:48. > :05:53.Department and HCT Group. The service should take over from
:05:53. > :05:58.Island Coachways in April. It is also Jersey's preferred bidder.
:05:58. > :06:03.Two extra reception classes will open in Jersey in September after a
:06:03. > :06:06.rise in demand for primary school places. The new classes will be at
:06:06. > :06:14.Rouge Bouillon and Samares schools. It will help keep the average class
:06:14. > :06:18.size down to 26 pupils. Coming up later in Spotlight: The
:06:18. > :06:24.dancers getting into the swing of it with a special dance to
:06:24. > :06:30.celebrate the queen's diamond jubilee.
:06:30. > :06:35.In just over a month's time people in Guernsey go to the polls to vote
:06:35. > :06:39.for food they want to represent them in the States. All 45 seats
:06:39. > :06:44.are up for grabs and today nominations opened for this year's
:06:44. > :06:47.candidates. At the top of the stairs that 45
:06:47. > :06:52.deputies meet every month to make the decisions that affect everyone
:06:52. > :06:56.of us in Guernsey. Some of them have said they are not going to run
:06:56. > :07:00.in the next election, but there are some new faces who have come here
:07:00. > :07:06.to the Royal Court today for the first date of registration as a
:07:06. > :07:11.candidate. The man overseeing this is the deputy registrar. What has
:07:11. > :07:15.the turnout been like so far? Nominations opened at 9 o'clock
:07:15. > :07:22.this morning and there was a flurry of activity within the first 20
:07:22. > :07:29.minutes. We have 15 or 20 candidates. By the end of the week
:07:29. > :07:35.how many do you think you'll get? Our expectation will be somewhere
:07:35. > :07:41.between 70 and 90. There are just over 29,000 people signed up to
:07:41. > :07:47.register in the election. It is down on previous numbers. Why is
:07:47. > :07:54.that? It is a little disappointing that the numbers are down. The
:07:54. > :07:59.comparative figure is at the 30,000 of eight years ago. One does not
:07:59. > :08:05.know why. It could be apathy, it could be other reasons I am not
:08:05. > :08:11.aware of. Already the candidates will be electioneering and calling
:08:11. > :08:18.from house to house and they will be giving out manifestos. Interest
:08:18. > :08:21.will be stimulated by that process. Just a few days to go and by the
:08:21. > :08:29.end of this week we will know who the people are who want to take up
:08:29. > :08:34.the reins of power. Rugby and Jersey's lead at the top
:08:34. > :08:40.of the table is down to a four points after they suffered their
:08:40. > :08:46.first defeat since October. They lost to bottom club Barking, ending
:08:46. > :08:54.an 18 game winning streak. There was confusion over the weekend with
:08:54. > :08:58.Guernsey's table and they are top of their division. The table was
:08:58. > :09:04.showing they had been overtaken, but they are clear up with 91
:09:04. > :09:08.points. Channel Island's hockey star Beckie Herbert is hopeful of
:09:08. > :09:12.making Team GB for the Olympics. She was in Devon over the weekend
:09:12. > :09:18.meeting young hockey players and she says she is confident about
:09:19. > :09:23.making the team. The selection process is tough. There are 28 of
:09:23. > :09:28.us vying for only 16 places, so it will be tough on the girls who
:09:28. > :09:35.missed out. I have been there before and I am hoping I will not
:09:35. > :09:40.be there again. It is all part of it and that his elite sport. The
:09:40. > :09:45.competitiveness drives our training on and makes our standards higher.
:09:45. > :09:54.It is something which helps the final performance. There has been
:09:54. > :09:59.lots of fog around and I think Over the next week we have got a
:09:59. > :10:05.lot of fine and dry whether to look forward to. High pressure is in
:10:05. > :10:09.charge, although the mist and the fog is quite tricky. Some days we
:10:09. > :10:14.will have quite a lot of sunshine and others it will remain quite
:10:14. > :10:20.misty. There is the high pressure and that is why we have got settled
:10:20. > :10:25.weather and that does not move over the next 24 hours. It slowly drifts
:10:25. > :10:30.away to the east through Wednesday and into Thursday. A couple of
:10:30. > :10:35.weather fronts out here get closer to the islands at the end of the
:10:35. > :10:41.day on Friday. This evening and overnight the mist and low cloud
:10:41. > :10:48.will return. Overnight temperatures are down to five or six degrees.
:10:48. > :10:52.Tomorrow morning it is a mistake, in places foggy, start with a slow
:10:52. > :10:58.improvement and by the afternoon some sunny spells will develop. The
:10:58. > :11:08.winds are light and where we get the sunshine that temperatures will
:11:08. > :11:23.
:11:23. > :11:28.be up to 14 or 15. These are the If you are heading for the beach,
:11:28. > :11:33.you may well be disappointed because the waves are not very big.
