:00:56. > :01:04.both Guernsey and Jersey outlined their legal challenges to the move.

:01:09. > :01:11.That report in a moment. First: A man has appeared in Guernsey's

:01:11. > :01:14.Magistrates Court charged with indecently assaulting two young

:01:14. > :01:17.girls. Jose Felix Alvarez, seen here wearing jeans arriving at

:01:17. > :01:21.court this morning, is from St Peter Port. The 47-year-old is

:01:21. > :01:25.alleged to have carried out the assaults in the island during the

:01:25. > :01:29.'90s. It's claimed the girls were under 12 years old at the time. Mr

:01:29. > :01:33.Alvarez is due to re-appear at the Royal Court on 12th April.

:01:33. > :01:36.Guernsey's Health Authorities say they still don't know what caused a

:01:36. > :01:38.case of legionella bacteria in the water supply of the island's

:01:38. > :01:42.hospital. This is despite successful heat treatment over the

:01:42. > :01:45.past two months. While the latest test results are clear for the

:01:45. > :01:48.clinical block, one sample still showed a small amount of the

:01:48. > :01:52.bacteria. The age of the building and the complexity of the water

:01:52. > :01:54.system is being blamed. High pressure interference is being

:01:54. > :01:57.blamed for problems with the Freeview television service in the

:01:57. > :02:01.Channel islands. Many viewers have reported difficulties receiving BBC

:02:01. > :02:05.TV channels. The same problem has also been reported in mid-Wales and

:02:05. > :02:09.southwest Scotland. A spokesman for the BBC's Reception Advice service

:02:09. > :02:12.says they are trying to find a solution to the problem, but in the

:02:12. > :02:14.meantime they're apologising for the disruption.

:02:15. > :02:18.The head of the Channel Islands Competition Regulatory Authority is

:02:18. > :02:21.stepping down. John Curran has been in charge of Guernsey's office of

:02:21. > :02:31.utility regulation since 2005 and Jersey's Competition body since

:02:31. > :02:35.

:02:35. > :02:40.It is national no-smoking day to day and from now, people are no

:02:40. > :02:45.longer allowed to smoke in or around disease hospitals or in or

:02:45. > :02:47.around police custody areas. People will be offered nicotine

:02:47. > :02:57.replacements or will have to discharge themselves from hospital

:02:57. > :03:01.and smoke away from the grounds. Meanwhile, at Guernsey prison is to

:03:01. > :03:06.become a completely smoke-free area. All inmates, staff and visitors

:03:06. > :03:10.will be banned from smoking on site by the end of the year. Is it a

:03:10. > :03:15.step too far for people already denied their freedom or a step in

:03:15. > :03:20.the right direction? Locked up, behind bars and with not

:03:20. > :03:26.all that much to do. It is easy to see why so many prisoners smoke. At

:03:26. > :03:31.the last count, almost nine in 10 in mates smoked as well as 39 staff.

:03:31. > :03:38.Soon, this place will be completely smoke-free as a ban will be

:03:38. > :03:44.introduced by the end of the year. Behind me is an accommodation wing.

:03:44. > :03:50.Inside, 80% of inmates smoke so for many of them at the prison, they

:03:50. > :03:56.will have to cope with a new way of living. It will be hard. I think

:03:56. > :04:03.they should be certain wings for it but I think a lot of people will

:04:03. > :04:09.find it hard. It will take time but there is a lot of help and health

:04:09. > :04:13.care to help. In time, the first couple of months will be hard but

:04:13. > :04:18.when people think about it, it is only good for their health at the

:04:18. > :04:23.end of the day. From today, inmates will only be allowed to smoke in

:04:23. > :04:29.their cells but there are plans to stop that out as well. In prison

:04:29. > :04:34.there is an exemption in the law to allow prisoners to smoke in cells.

:04:34. > :04:39.That means that staff and visitors will be endangered when they visit

:04:39. > :04:44.the wing. It is unacceptable to ask staff to enter cells where

:04:44. > :04:48.prisoners have been smoking. Passive for secondary smoking is as

:04:48. > :04:54.dangerous as smoking cigarettes so we have decided to introduce a

:04:54. > :04:58.total ban. Prisoners will be offered help to quit smoking but,

:04:58. > :05:03.as one of their small luxuries is withdrawn, some prisoners will face

:05:03. > :05:06.a significant challenge to kick a habit of a lifetime.

:05:06. > :05:09.Jersey police are raising awareness of road safety in the island. And

:05:09. > :05:12.they're starting with teenagers. At Le Rocquier this morning, students

:05:12. > :05:15.were given workshops. The police hope it will make students think

:05:15. > :05:25.twice before speeding or using mobile phones at the wheel once

:05:25. > :05:29.they pass their tests. We're giving them a try on the

:05:29. > :05:33.speed guns so they can see how easy it is to identify a speeding

:05:33. > :05:39.motorists but also so they understand how severe an impact it

:05:39. > :05:43.will be if they are increasing their speed as they are danger get

:05:43. > :05:47.their first moped or calm licence. Private companies in Jersey could

:05:48. > :05:51.apply for money from a tourism fund. The Tourism Development Fund was

:05:51. > :05:54.set up in 2003 to help non-profit groups such as the Branchage Film

:05:54. > :05:57.Festival and the Jersey Heritage Trust bring tourists to the island.

:10:05. > :10:09.action. They argue the situation is getting out of hand. They say the

:10:09. > :10:14.scale of the industry in the Channel Island and the value of tax

:10:15. > :10:19.they give is being avoided. They say they have no choice to tackle

:10:19. > :10:23.this problem. They also said the European Commission had agreed the

:10:23. > :10:32.way that they are doing it is acceptable. The other people to
