:00:13. > :00:16.Hello and welcome to the programme. A smart move to make? More drivers

:00:16. > :00:18.caught for using their mobiles at the wheel and this time smartphones

:00:18. > :00:21.are to blame. Also on Wednesday's programme, jobs

:00:21. > :00:26.on the up? Why more people are working but unemployment is still

:00:26. > :00:36.at record levels. And Delancy Development, one of

:00:36. > :00:42.

:00:42. > :00:46.Guernsey's most well known parks is Islanders are putting lives at risk

:00:46. > :00:51.by using mobile phones at the wheel. And the rise of the smartphone has

:00:51. > :01:01.created an even bigger danger. There's been a sharp increase in

:01:01. > :01:06.

:01:06. > :01:14.those caught for texting, tweeting Mobile phones have come a long way

:01:14. > :01:23.but our need to be constantly connected is putting lives at risk.

:01:23. > :01:26.Drivers are texting, tweeting and even using Facebook at the wheel.

:01:26. > :01:34.Officers from Guernsey's roads policing unit literally pick up the

:01:34. > :01:39.pieces when there's a crash caused by a phone. We get complaints of

:01:39. > :01:46.people using the phone as they are drive them, not only speaking but

:01:46. > :01:50.also using the applications. Paul Newman's sister was killed by a

:01:50. > :01:55.driver texting at the wheel. He set up a road safety charity in her

:01:55. > :01:58.memory. It is unbelievable that people want to access Facebook and

:01:58. > :02:04.Twitter while they are driving. I don't know why they would want to

:02:04. > :02:07.do that. You can imagine how incredibly dangerous fighters.

:02:07. > :02:16.road safety experts say using one at the wheel is more dangerous and

:02:16. > :02:20.distracting than drink driving, or even smoking Cannabis. Good morning.

:02:20. > :02:26.Police stopped a driver. He is on his mobile. His case will go to

:02:26. > :02:33.court. It might be a smart phone but police say using one at the

:02:33. > :02:36.wheel is a stupid risk. A man from Jersey who was chosen to

:02:36. > :02:38.carry the Olympic flame this summer has been charged with indecently

:02:39. > :02:40.assaulting children. 76 year-old Ralph Mauger has been charged with

:02:41. > :02:44.three counts of indecently assaulting children aged between

:02:45. > :02:51.five and 14. The alleged offences date back to an eight year period

:02:51. > :02:54.from the late 1990s. A court hearing into the ferry

:02:54. > :02:57.crash in which a French fisherman died near Jersey will take place

:02:57. > :03:01.before the summer, according to the French prosecutor. The Condor

:03:01. > :03:04.Vitesse passenger ferry was on its way from St Malo to Jersey, when it

:03:04. > :03:07.collided with a fishing boat in thick fog on this day last year.

:03:07. > :03:15.42-year-old Philippe Lasaulnier died while two others were rescued

:03:15. > :03:19.from the water. Employment in Jersey is at it

:03:19. > :03:23.highest level for 15 years. At the end of last year almost 54,000

:03:23. > :03:33.people were working. A 1% increase from 2010. But how can employment

:03:33. > :03:34.

:03:34. > :03:37.be on the rise as well as unemployment?

:03:37. > :03:41.Ngaio Miller is one of over200 people who started their own

:03:41. > :03:45.business last year. She launched her promotions company in September.

:03:45. > :03:49.I found out I was pregnant and knew I wouldn't be able to carry on

:03:49. > :03:54.working. I thought it would be the best of both worlds. I could set up

:03:54. > :03:59.a business from home and still look after my son. And it's because of

:03:59. > :04:01.businesses like hers that employment has increased in Jersey.

:04:01. > :04:05.There were fewer full time positions but like more people are

:04:05. > :04:10.taking on part time work to fit around their lifestyle. Many people

:04:10. > :04:16.have full-time jobs and they are doing it as an extra on the side.

:04:16. > :04:20.Either for fun or they want extra money or something. It also does

:04:20. > :04:25.help out those that maybe have finished school and are not as

:04:25. > :04:32.university yet, or who have finished university and can find a

:04:32. > :04:39.job. It's probably driven by necessity. Households are feeling

:04:39. > :04:42.the challenges of the current climate. Inflation is rising.

:04:42. > :04:45.have thought increasing employment would mean falling unemployment.

:04:45. > :04:51.But that's not the case. Unemployment is also rising,

:04:51. > :04:55.reaching a record high last month. One possible reason is the 12,000

:04:55. > :04:57.people who have moved to the island in the past five years. They may

:04:57. > :05:05.have maintained the economy but may have also increased unemployment

:05:05. > :05:08.amongst locally qualified residents. So while the battle of the jobs

:05:08. > :05:18.market continues, the States are relying on people like Ngaio to

:05:18. > :05:19.

:05:19. > :05:22.create jobs to lead us out of the recession.

:05:22. > :05:26.Aurigny says initial investigations have been completed into the engine

:05:26. > :05:29.failure on one of it's aircraft yesterday. The airline's first

:05:29. > :05:32.flight to Southampton had to return to Alderney 15 minutes into its

:05:32. > :05:35.flight, after the pilot saw that the rear engine pressure was

:05:35. > :05:39.falling and part of the cowling, which enshrouds the engine was lose.

:05:39. > :05:44.The airline says the engine will now be given a full strip down for

:05:45. > :05:47.further analysis. A tax amnesty in Guernsey has

:05:47. > :05:51.raised nearly 2.5 million. 150 people took advantage of the scheme

:05:51. > :05:54.but the Director of Income tax says it was a one off deal and from now

:05:54. > :05:57.on anyone avoiding tax will be prosecuted.

:05:57. > :06:03.The future of a planned development at the former Pontin's site at

:06:03. > :06:06.Plemont in Jersey could be decided within three months. The planning

:06:06. > :06:09.minister has called in a UK planning inspector to carry out a

:06:09. > :06:12.public inquiry into the development, which could see the old holiday

:06:12. > :06:15.camp demolished and homes built there instead.

:06:15. > :06:18.The way taxis in Jersey operate could change. Proposals include

:06:18. > :06:21.ending the two tier system of rank taxis and pre-booked cabs and

:06:21. > :06:24.introducing a maximum price for all taxi fares. Other possible changes

:06:24. > :06:32.include modernising cabs to include chip and pin machines, more access

:06:32. > :06:36.for the disabled and introducing taxi sharing.

:06:36. > :06:39.Yellow signed taxis sit at the rank in St Helier, a prime spot in town

:06:39. > :06:43.where customers needing a ride can easily find a taxi, at least at

:06:43. > :06:48.this time of day. At the harbour, white signed cabs wait for a

:06:48. > :06:51.message telling them where to pick up there next customer. For the

:06:51. > :06:54.last decade Jersey has operated a two tier taxi system yellow and

:06:54. > :07:00.white cabs -booked. But research shows that many customers don't

:07:00. > :07:04.know the difference between the two types of cab. We cannot pick up if

:07:04. > :07:07.their ranks here. If there's a queue of people and it is raining,

:07:07. > :07:12.that has got to be wrong. Transport and technical services is

:07:12. > :07:17.conducting a review of the taxi system. A it is to make the

:07:17. > :07:19.industry more efficient. Hopefully they will come down. The drivers

:07:20. > :07:24.will make a better living because the service will be used more

:07:24. > :07:27.efficiently. This is the pamphlet and questionnaire being handed out

:07:27. > :07:32.to members of the public. There are over a dozen questions asking

:07:32. > :07:36.things like, do people think there should be a maximum fare? Do people

:07:36. > :07:46.want any taxi to be able to pick up from all ranks and promises? What

:07:46. > :07:48.

:07:48. > :07:51.do people think about sharing taxes? They've had to wait for ten

:07:51. > :07:54.years for the privilege of being a rank driver, longer than it takes

:07:54. > :07:59.to train to be a brain surgeon. We've received no subsidies and it

:07:59. > :08:04.is a good system. Let it be. suggestion is that customers who

:08:04. > :08:09.may have had too much to drink on a Saturday night should clear up

:08:09. > :08:13.their own mess, should they make one.

:08:14. > :08:20.You're watching the BBC in the Channel Islands. Later in Spotlight

:08:20. > :08:28.with Sam and Victoria: find out why this Egyptian mummy was taken to

:08:28. > :08:32.One of Guernsey's largest parks could soon be getting a makeover.

:08:32. > :08:37.Plans for Delancey Park have now been approved.

:08:37. > :08:42.It is a gorgeous day to be Inver Park and this is a park with an

:08:42. > :08:47.exciting future. Big plans, including using display equipment

:08:47. > :08:53.have just been approved. With me to tell me more is Alex Rogers, who is

:08:53. > :08:59.involved. What is going to be happening? We have had approval for

:08:59. > :09:07.the play areas which has taken time arriving but we will now get the

:09:07. > :09:10.go-ahead for the playground areas. Also, a kitchen garden. We are

:09:10. > :09:17.delighted. These things take time and obviously, from our point of

:09:17. > :09:21.view, we have to be patient in getting the appropriate approvals.

:09:21. > :09:25.We have to look at the final details. A lot of the approaches

:09:25. > :09:31.we've had from the community have been crying out for facilities to

:09:31. > :09:36.bring their kids to and grandchildren to etc. I think it is

:09:36. > :09:40.overdue. If the money is raised and the work is done, what happens next

:09:40. > :09:45.to ensure it is maintained? Currently, there is a lease between

:09:45. > :09:49.the parish and the states through culture and leisure. But needs to

:09:49. > :09:53.be either extended, renewed or clarity given in terms of ownership

:09:53. > :09:57.for the future. For my trusty point of view, it wouldn't be appropriate

:09:57. > :10:02.for us to spend money we've raised and equipment and not have

:10:02. > :10:09.assurances as to how it would be maintained. -- for a trusty point

:10:09. > :10:19.of view. It may be flat at the play equipment is in need of TLC but

:10:19. > :10:22.

:10:22. > :10:26.there is one thing that is already Hello, good evening. Rather than

:10:26. > :10:30.talk about more of the same, I ought to mention the chance for

:10:30. > :10:34.rain is very limited across the islands. I know many are talking

:10:34. > :10:38.about the possibility of some real problems due to lack of rain. There

:10:38. > :10:42.might be a light shower on Saturday. Apart from that, with high pressure,

:10:42. > :10:46.it is a dry story and for the next couple of days, a sunny one as well.

:10:46. > :10:51.The high pressure moves out into the Atlantic. That process has been

:10:51. > :10:55.happening through the last 24 hours. Was that moves away, it draws in a

:10:55. > :11:00.northerly winds so perhaps not quite the high temperatures into

:11:00. > :11:06.the weekend. There will be more pad. Not tonight, clear skies with

:11:06. > :11:14.temperatures down to seven or eight degrees. Fairly light winds. If you

:11:14. > :11:18.missed patch Foreman -- a few patches of mist forming. By the

:11:18. > :11:23.afternoon, back up to 16 or 17 degrees. For the coastal waters,

:11:23. > :11:33.the winds are much lighter now. Mainly from the north or north-east.

:11:33. > :11:43.Forced to all three, occasionally Four macro a long the coast. Times

:11:43. > :11:54.

:11:54. > :11:58.As for the outlook, it does change as we move into the weekend. There

:11:58. > :12:05.will be more cloud and it will be colder. Each day, a drop in the

:12:05. > :12:07.temperatures and by Friday, 15 degrees. By Sunday, 12 degrees with

:12:07. > :12:12.winds from the north or north-east. More of a breeze and slightly

:12:12. > :12:22.cooler air coming in. If there is any chance of rain, they might be a

:12:22. > :12:25.
