:00:07. > :00:13.Hello, good evening and welcome to BBC channel Islands news on this
:00:13. > :00:17.Friday, 13th April. And Edward Sault. Here Our top stories tonight.
:00:17. > :00:22.Another blow from the UK. First LVCR, now the Channel Islands are
:00:22. > :00:27.being targeted over pensions. Also on the programme tonight, digital
:00:27. > :00:32.vision. Is taking a lesson from Dubai the answer for Jersey's jobs
:00:32. > :00:37.woes? Had titanic memory, while a permanent memorial to one of the
:00:37. > :00:41.island's survivors could be a step closer. He was a Jersey man, he was
:00:41. > :00:51.on the Titanic, he gave a lot and he needs to be remembered. As well
:00:51. > :00:58.
:00:58. > :01:01.200 jobs are at risk in Guernsey tonight following the British
:01:01. > :01:06.government's decision to clamp down on the island's specialised
:01:06. > :01:12.overseas pensions products. In an attempt to prevent tax avoidance HM
:01:12. > :01:16.Revenue & Customs has blacklisted almost all of Guernsey's Qualified
:01:16. > :01:22.Recognised Overseas Pension Schemes, also known as QROPS. But as Mike
:01:22. > :01:25.Liggins reports, there is more at stake than just jobs.
:01:25. > :01:28.The UK's tax collector HM Revenue & Customs is under pressure to bring
:01:28. > :01:33.in more tax, spurred on by a populist campaign of tackling tax
:01:33. > :01:37.avoidance. And despite suffering a setback over low value consignments
:01:38. > :01:43.relief a few weeks ago it now appears that Guernsey is once again
:01:43. > :01:46.the firing line -- Low Value Consignment Relief. QROPS were
:01:46. > :01:51.introduced as a way for British expats to transfer their pensions
:01:51. > :01:54.overseas but HMRC has changed its rules so that only three of
:01:54. > :01:57.Guernsey's 300 QROPS schemes are now acceptable. It means only
:01:57. > :02:02.schemes for Guernsey residents will be accepted and up to 200 jobs are
:02:02. > :02:09.now at risk. We don't think we have been treated fairly a talk. What we
:02:09. > :02:14.did not expect was to find that overnight without warning the rules
:02:14. > :02:18.would all change. HMRC did say that the removal from the list of
:02:18. > :02:21.Guernsey's schemes was subject to further review and some feel there
:02:21. > :02:25.could be scope to fight back. For some observers however the decision
:02:25. > :02:33.that has been taken is another example of why the Channel Islands
:02:33. > :02:39.should stand up and stick together. We are very close to Guernsey and
:02:39. > :02:43.so far as possible we should be working together to combat the new
:02:43. > :02:46.approach is that we are getting from European countries. But it is
:02:46. > :02:53.not just 200 jobs -- at stake. Other pensions have been struck off
:02:53. > :02:59.the list. Even the state's' you're -- own pension scheme has been
:02:59. > :03:03.struck off the list. Teachers, firemen, policemen, cannot transfer
:03:03. > :03:06.the benefits to go and see if they move here. Guernsey has a knack of
:03:06. > :03:09.legitimately finding a way through the maze of UK tax legislation to
:03:09. > :03:16.offer products to invest -- investors across the world but this
:03:16. > :03:19.time it appears the Revenue is on their trail.
:03:19. > :03:23.Meanwhile business leaders in Jersey have been debating how to
:03:23. > :03:28.create more jobs in technology sectors to make up for some of the
:03:28. > :03:32.job losses from the online shopping industry. Digital Jersey Limited
:03:32. > :03:36.was set up to promote the island as a high-tech industry centre. Its
:03:36. > :03:41.members met for the first time last night.
:03:41. > :03:45.The future is digital, or so they tell us. They being a new panel of
:03:45. > :03:50.local business people brought together to harness the potential
:03:50. > :03:55.of this new technology. But what exactly will Digital Jersey Limited
:03:55. > :03:59.do? Digital Jersey Limited will be looking to lobby and promote, to
:03:59. > :04:07.target businesses to come to the island but we want local businesses
:04:07. > :04:11.to aspire in the technology sector, so that is e-commerce, data hosting,
:04:11. > :04:15.what services, we want those businesses to grow and develop.
:04:15. > :04:18.Fibre-optic cables like these are being laid by just Italy comes
:04:18. > :04:22.across the island. It will bring super-fast broadband to almost all
:04:23. > :04:26.homes and businesses by the end of next year. It will put Jersey up
:04:26. > :04:31.there with places like Dubai, whose economy has already benefited
:04:32. > :04:35.hugely from this sort of technology. So the bottom line is will it
:04:35. > :04:39.provide employment? It certainly will bring new jobs to the island.
:04:39. > :04:43.What we are seeing his new businesses will come in, we hope
:04:43. > :04:47.they will employ local people with the software skills that they need
:04:47. > :04:51.so from the island's perspective it is certainly going to create a buzz
:04:51. > :04:57.and we will see far more activity in the whole digital area.
:04:57. > :05:01.Technology may be the future but what Josie needs now as those jobs
:05:01. > :05:04.especially as the scrapping of low- value consignment -- of Low Value
:05:04. > :05:11.Consignment Relief has put hundreds at risk. There will be high hopes
:05:11. > :05:14.this new panel will deliver sooner rather than later.
:05:14. > :05:18.Some good news today for young jobseeker's in Jersey. A record
:05:18. > :05:22.number of trainees have been offered work as part of the
:05:22. > :05:26.government's Advance To Work scheme. 48 trainees were taken on between
:05:26. > :05:31.January and March, compared to 31 last year. The project brings
:05:31. > :05:36.together jobseeker's and employees -- employers from a wide range of
:05:36. > :05:39.industries. In sport, Jersey Rugby Club have
:05:39. > :05:44.confirmed they will play Leicester Tigers in a pre-season game. The
:05:44. > :05:47.match at St Peter has been set for 11th August. The Tigers are one of
:05:47. > :05:51.England's top teams, third in the Premiership. The islanders could
:05:51. > :05:56.clinch promotion to the Championship tomorrow if they can
:05:56. > :05:59.beat Macclesfield and the other title contenders slip-up.
:05:59. > :06:04.In lawn bowls players in Jersey will be able to have a game more
:06:04. > :06:07.year round. Two grass services that Les Creux are being replaced with
:06:07. > :06:11.synthetic carpets to save thousands of pounds on maintenance costs.
:06:11. > :06:15.Some local clubs have argued it will change the pace of the game
:06:15. > :06:21.but others say they need to get used to it. Simply adapt and the
:06:22. > :06:27.adaption comes quicker the more you practise, so why can't see that --
:06:27. > :06:30.so I can't see that other members will play their tournaments and
:06:30. > :06:35.practice on these greens, after a bit the difference will fade into
:06:35. > :06:40.insignificance. You are watching the BBC and
:06:40. > :06:43.Channel Islands. Later in Spotlight with Justin and Natalie, Grand
:06:43. > :06:51.Combination, the horse from North Devon vying for success in this
:06:51. > :06:56.year's Grand National. Stay tuned for that. 100 years ago
:06:56. > :07:00.this Saturday a young Jersey man, Alfred Oliver, was running messages
:07:01. > :07:02.to the wheel house on the Titanic when the disastrous collision with
:07:03. > :07:06.the iceberg struck. He was one of the survivors but was so
:07:06. > :07:11.traumatised that he never went to see again. He returned to Jersey to
:07:11. > :07:15.bring up his family and is buried in the SEN -- in a cemetery at St
:07:15. > :07:18.Saviour. A fund has been launched to create a permanent memorial to
:07:19. > :07:22.him. When the Titanic sets sail on her
:07:22. > :07:25.first and final voyage from Southampton to New York, Alfred
:07:25. > :07:29.Oliver was one of the crew members. The 27-year-old quartermaster had
:07:30. > :07:34.just had his first child but the sheer excitement of crewing the
:07:34. > :07:39.world's most luxury as liner was a powerful draw. Alfred survived the
:07:39. > :07:42.disaster but it shattered his life. He died at the age of 50 and is
:07:42. > :07:47.buried in a simple plot in St Saviour cemetery. His grandson is
:07:47. > :07:53.at the forefront of a campaign to remember him. Originally he was on
:07:53. > :08:00.the bridge, on the Titanic. When he was coming back through the door he
:08:00. > :08:06.saw the iceberg and the collision occurred. He was given messages by
:08:06. > :08:10.the captain to run around the boat and after that he was ordered to
:08:10. > :08:15.man a lifeboat. As the lifeboat was going down he noticed the plug was
:08:15. > :08:20.not secured in the lifeboat, so he had to push past all the passengers
:08:20. > :08:23.to put the plug-in. I am sure that saved the life boat from sinking.
:08:23. > :08:28.fund has been set up to create a lasting memorial to Alfred Oliver
:08:28. > :08:33.with the support of St Saviour Constable save it -- Sadie Rennard.
:08:33. > :08:41.He was a Jersey man who was on the Titanic, he gave a lot. He rescued
:08:41. > :08:45.people in the boat. He needs to be remembered. What happened that
:08:45. > :08:50.terrible night still strikes a chord 100 years later. There are
:08:50. > :08:55.many theories about the Angel of Death at this beast, the end of an
:08:55. > :09:00.era. Now there will be one more story, the story of a man whose
:09:00. > :09:04.actions saved lives. We will keep you posted with how
:09:04. > :09:09.that fund progresses. The sun -- this Sunday a plaque
:09:09. > :09:15.will be unveiled in St Peter Port remember 14 people from Guernsey
:09:15. > :09:24.who died in the tragedy. One was Albert Denbuoy, who went down with
:09:24. > :09:30.the ship. He performed considerable heroics. His nephew explains.
:09:30. > :09:35.have books and papers. When she started going down he went down to
:09:35. > :09:40.the cabin, three or four floors down and said to Guernsey women,
:09:40. > :09:46.you have to go up, put your life jackets on and go when the boats.
:09:46. > :09:55.He took them up to the deck and made sure they got on a boat.
:09:55. > :09:58.Remarkable stories come on they? We can expect to colder weekend
:09:58. > :10:01.ahead, a brisk north-easterly breeze setting in and we can't rule
:10:01. > :10:06.out the possibility of showers especially tomorrow, Sunday
:10:06. > :10:09.definitely the better of the two days ahead. We have a weather front
:10:09. > :10:13.coming through south-west England at the moment. It will cross the
:10:13. > :10:18.Channel and move towards us overnight. Things generally clouded
:10:18. > :10:21.over. More showers later on tonight after a fine start. Showers again
:10:21. > :10:26.tomorrow and generally a lot of cloud compared to more recently. On
:10:26. > :10:29.Sunday, brisk north-easterly winds but a ridge of high pressure, they
:10:29. > :10:35.should be a lot of sunshine to enjoy. A cold a fielder the air as
:10:35. > :10:39.those Knorr for north-east winds set in. -- a Coldfield took the air.
:10:39. > :10:43.The shares start to turn up in the morning. Temperatures as low as
:10:43. > :10:47.five Celsius. Tomorrow, a lot of cloud. There may be sunny spells
:10:47. > :10:51.developing here and there but on the whole, cloudy with a frequency
:10:51. > :10:56.of showers continuing until the end of the date at temperatures of up
:10:56. > :11:00.to ten Celsius. Feeling colder than that because of the brisk north-
:11:00. > :11:10.easterly breeze. The winds freshened through the day. The
:11:10. > :11:29.
:11:29. > :11:33.The surfing beaches will be cleaner. The forecast for Saturday is rather
:11:33. > :11:37.cloudy with showers. Sunday, in contrast, much brighter with some
:11:37. > :11:40.sunshine. A cold feel to the day with winds from the north-east,
:11:40. > :11:46.just nine Celsius is the top temperatures. Clouding over on
:11:46. > :11:55.Monday. Wet weather arriving Monday night and into Tuesday. Here is the
:11:55. > :11:59.Sunday looks the better day. If a flutter on the Grand National
:11:59. > :12:03.tomorrow doesn't go away, tickets for the Jersey Hospice Care Million
:12:03. > :12:08.Pound Lottery go on sale on Monday. Each ticket costs 300 with a total
:12:08. > :12:14.prize fund of 1.3 million. The draw will be made on 14th September
