:00:47. > :00:51.Good evening. The race to be Guernsey's next Chief Minister is

:00:51. > :00:54.Two candidates have now put their names forward for the top job. Any

:00:54. > :00:59.others have until Monday to submit their nomination. Penny Elderfield

:00:59. > :01:04.reports. With the emotion of the night over,

:01:04. > :01:07.it's time to get on with the job. And, the next time Guernsey's new

:01:08. > :01:11.government meet here, it will be to pick a new leader.

:01:11. > :01:14.Today was the first day candidates for Chief Minister could come here

:01:14. > :01:21.to submit their nominations. But, at the moment, it's looking like it

:01:21. > :01:27.will it be a two-horse race. The current Chief Minister was first to

:01:27. > :01:34.get his in. Followed by a deputy, who's making a comeback, after a

:01:34. > :01:37.four-year break. To get a mandate, bearing in mind the people are

:01:37. > :01:41.voting for change, he needs to have a credible candidate standing

:01:41. > :01:45.against him. At the moment, in the current system, I think that's what

:01:45. > :01:49.I can offer. That will enable him to get that mandate if he wants it.

:01:49. > :01:53.Otherwise, if the States do choose to change, I am offering myself for

:01:53. > :01:56.that degree of change. But, other ministers have now ruled

:01:56. > :02:00.themselves out of the race. As has the politician who's now been

:02:00. > :02:04.serving the longest. And none of the new faces can stand, as you

:02:04. > :02:07.have to have served for four out of the last eight years. So, what sort

:02:07. > :02:12.of person does it take to do the job?

:02:12. > :02:16.The sort of person is somebody that can listen. That can understand

:02:16. > :02:24.papers, the many papers that pass across their desks in the course of

:02:24. > :02:28.time. Can receive advice from the Chief Executive of the States. And,

:02:28. > :02:30.can try and keep order among a bunch of quite disparate

:02:30. > :02:35.personalities that sit around that table.

:02:35. > :02:39.Nominations have to be in by Monday. After which, the States will have

:02:39. > :02:47.to take their pick from the list, even if there's only two names on

:02:47. > :02:54.Two electoral districts have recounted ballot papers this

:02:54. > :02:59.afternoon. In the Vale, James Symons asked for the recount, after

:02:59. > :03:02.just missing out on the seventh place by 42 votes. In St Peter Port

:03:02. > :03:05.North, Rhoderick Matthews missed out by just three. A scheme that

:03:05. > :03:09.could bring more international jet setters to Jersey is under review

:03:09. > :03:12.by the island's government. The island is considering setting

:03:12. > :03:16.up an aircraft registry, meaning private jets could be registered on

:03:16. > :03:19.the island, rather than abroad. The hope is that more owners would use

:03:19. > :03:24.Jersey as a base, creating a whole industry around maintenance, as

:03:24. > :03:27.well as bringing more visitors to the island. Rachel Royce reports.

:03:27. > :03:32.Private jets, like this one, are generally the preserve of

:03:32. > :03:36.millionaires, crown princes and celebrities. Jersey has its fair

:03:36. > :03:39.share of private planes that visit or are kept here. But now, the

:03:39. > :03:42.state is wondering whether more could be done to help the private

:03:42. > :03:50.aviation industry take off. Like Jersey car registration plates,

:03:50. > :03:55.should there be a Jersey aircraft register?

:03:55. > :04:01.RAC huge benefits, I need to be convinced otherwise. I see some new

:04:01. > :04:06.jobs, inward investment, infrastructure being put up at the

:04:06. > :04:09.airport, more tarmac and Hannah space. And I can see a

:04:09. > :04:13.diversification for the economy which can only be good. Guernsey is

:04:13. > :04:15.also looking into getting its own register, and a joint Channel

:04:15. > :04:18.Islands initiative is also being considered. Whatever scheme, if any,

:04:18. > :04:28.is approved, it will have to compete with other jurisdictions,

:04:28. > :04:33.mainly the UK, US and Isle of Man. I think it all depends on the

:04:33. > :04:37.package that Josie can offer to people that are trying to gain

:04:37. > :04:42.interest from investing in a locally registered aircraft. They

:04:42. > :04:49.have got to think about whether they are competitive against the

:04:49. > :04:53.ones currently in place, and there could be a great deal of interest

:04:53. > :04:57.in the industry. If Jersey did set up its own registration scheme, the

:04:57. > :05:01.Jersey flag would be flown the jet set all over the world.

:05:01. > :05:05.For the Perks to Emilia in their owner of registering in Jersey are

:05:05. > :05:10.the wonderful location and potential tax breaks. But, the

:05:10. > :05:14.question is, would setting up a register bring more benefits, than

:05:14. > :05:17.cost? A man has been charged with affray, following a stabbing in St

:05:17. > :05:20.Helier on Wednesday. Michael Thomas Calvert, 30, from Liverpool, faces

:05:20. > :05:24.charges of making an affray, being in possession of an offensive

:05:24. > :05:27.weapon, and causing �300 worth of malicious damage to a telephone at

:05:27. > :05:35.the police headquarters. He's been remanded in custody until his next

:05:35. > :05:38.appearance before the Magistrate's Court on 4th May.

:05:38. > :05:43.A part of Guernsey's 0/10 tax regime has been deemed harmful by

:05:43. > :05:46.European Union officials. The EU Code of Conduct Group on Business

:05:46. > :05:49.Tax has concerns about aspects of the distribution of profits to

:05:49. > :05:52.local shareholders. Jersey and the Isle of Man have revised their

:05:52. > :06:02.schemes, and gained approval last year. Guernsey's Chief Minister

:06:02. > :06:04.

:06:04. > :06:09.says he was expecting the news. I am not worried about it at all,

:06:09. > :06:14.it is entirely predictable. Most informed commentators anticipate

:06:14. > :06:19.that this outcome. We needed this to have the certainty of the E u

:06:28. > :06:33.enable us to maintain or provide a zero ten macro tax regime going

:07:27. > :07:36.devices, so they could be made safe. Two years later, he looks back on

:07:36. > :07:40.his time there with mixed feelings. It was a rollercoaster. Some days

:07:40. > :07:46.were absolutely horrific when things got wrong and people were

:07:46. > :07:50.shot or blown-up, absolutely horrific. But also, saving lives,

:07:50. > :07:54.connecting with the local people. When you see you are achieving that,

:07:54. > :07:57.it is quite rewarding. And, though the experience itself may have been

:07:57. > :08:03.reward enough, today his service has been recognised with a military

:08:03. > :08:08.award. His exceptional diligence and thoroughness ensured a high

:08:08. > :08:11.detection rate delivering key operational effects and without

:08:11. > :08:14.doubt saving many lives. For Tom, this award is special. But he

:08:14. > :08:21.remains humble, knowing he helped make a difference in Afghanistan.

:08:21. > :08:24.And seeing the proud faces of his family, it's clear they know it too.

:08:24. > :08:28.It's a big weekend for Jersey Rugby Club. If they beat Coventry

:08:28. > :08:31.tomorrow they'll not only take the title, but will also be promoted

:08:31. > :08:37.for the third season in a row. Beckie Williams joined them for

:08:59. > :09:02.should be but I am not. I am sure the players are excited, looking

:09:02. > :09:06.forward to the challenge, making sure they do themselves justice.

:09:06. > :09:11.And, at a windy night at St Peter, Jersey have been going over set

:09:12. > :09:16.plays. There's no room for error on Saturday. We are really privileged

:09:17. > :09:21.to play in front of such massive crowds. People shake your hands

:09:21. > :09:25.when you meet the men or supermarket. It is really big for

:09:25. > :09:28.the island and the rugby community. Jersey are currently top of the

:09:28. > :09:34.table in National League One, on 110 points. Ealing Trailfinders are

:09:34. > :09:38.six points behind, on 104. And Fylde are in third place on 98.

:09:38. > :09:42.There is no doubt this is a hugely important match for the island side.

:09:42. > :09:46.If they win on Saturday, they'll be among the top 24 clubs in English

:09:46. > :09:53.rugby. If they lose, it could all be down to the nerve wracking last
