:00:59. > :01:04.a new chief minister. Peter Harwood will take on the top job, having
:01:04. > :01:08.got the support of 27 deputies. We will hear his plans for power in a
:01:08. > :01:14.moment. First, we report on an election that was far from
:01:14. > :01:22.straightforward. Arriving at the States, the only official candidate
:01:22. > :01:25.for chief minister. And one other, relying on a rule change to allow
:01:26. > :01:29.new politicians to stand. It should be the best person for the job. We
:01:29. > :01:34.promote that we must get rid of discrimination, and yet we have a
:01:34. > :01:37.rule which is discriminatory. It has to be somebody standing who has
:01:37. > :01:41.four years' experience and are the last eight. It shouldn't be like
:01:41. > :01:45.that. That's a rule the states agreed to change here today,
:01:45. > :01:49.despite some concerns. To some extent the damage has been done in
:01:49. > :01:54.terms of the reputation of the States before it had even met with
:01:54. > :01:58.the quite public spats that have gone on. But I do hope that today
:01:58. > :02:01.will be the end of it and we can move on. A hustings meeting had
:02:01. > :02:04.already given Deputies the chance to get to know both candidates. And
:02:04. > :02:11.with the race officially on and with the media and public listening
:02:11. > :02:17.closely, it was decision time. declare deputy Howwood elected to
:02:17. > :02:23.the post of Chief Minister. leaving the States victorious,
:02:23. > :02:27.deputy Haward was well aware the hard work starts now. I'm surprised,
:02:27. > :02:32.elated and also humbled, because the States have proposed a trust in
:02:32. > :02:37.me which I hope I will discharge, I know why it will discharge. But in
:02:37. > :02:40.every race there has to be someone who comes in second. To be honest,
:02:40. > :02:45.it was a good opportunity for the States as a whole to have that
:02:45. > :02:50.choice. They've made their choice. I will now get behind our new Chief
:02:50. > :02:54.Minister and support him. I hope the whole states do that, I hope
:02:54. > :02:58.the whole island does that as well because we've got a lot to do now.
:02:58. > :03:02.It was the first decision the new states had to make. The next will
:03:02. > :03:10.be picking the team that will sit alongside the Chief Minister on the
:03:10. > :03:13.policy council. Something that will happen here next week. I spoke to
:03:13. > :03:17.the new Chief Minister a few moments ago. He is one of a number
:03:17. > :03:23.of new deputies in this election, in what was dubbed an election for
:03:23. > :03:27.change. I asked him how he intended to deliver that. Because I'm coming
:03:27. > :03:31.to the role of chief minister not having any political baggage, I can
:03:31. > :03:36.approach it without any political preconceptions, with a totally
:03:36. > :03:40.fresh slate and approach. One of the things we will have to do his
:03:40. > :03:43.work on delivering greater co- ordination between the councils and
:03:43. > :03:47.the various departments of the Policy Council, that will be one of
:03:47. > :03:54.my top priorities. We also have to improve communication between the
:03:54. > :03:59.policy council and the States itself. May's -- those are two
:03:59. > :04:03.initiatives I will be starting quickly. The policy council will be
:04:03. > :04:08.next -- your next job. Will there be lots of new faces and their or
:04:08. > :04:14.will we see a lot of the old guard? I haven't even begun to think of
:04:14. > :04:18.the nominations for the policy council. Isaac and -- I said I
:04:19. > :04:24.wouldn't until after the elections. I can approach that with a
:04:24. > :04:29.completely fresh pair of eyes. As I've always said, I want the right
:04:29. > :04:34.person for the right job, irrespective of any thing previous.
:04:34. > :04:38.Will there be a place for Jonathan Le Toqc? I certainly hope so. We
:04:38. > :04:45.have got on very well. I think we have similar views on policy. I
:04:45. > :04:48.know he is interested in the Home Department. You have produced a
:04:48. > :04:56.report on constitutional reforms. Why does what you've recommended in
:04:56. > :05:01.the past, and if you are still committed to that? -- remind us
:05:01. > :05:05.what you've recommended in the past. We recommended that we thought we
:05:05. > :05:10.should go for an executive-style government. The States in 2002
:05:10. > :05:14.voted against that proposal. We continued with consensus government,
:05:14. > :05:18.and I am committed to Co operate in with that style of government,
:05:18. > :05:24.unless or until the style of government is further reviewed or
:05:24. > :05:30.changed. Organisational aside, what are the big policy issues you want
:05:30. > :05:35.to tackle first of all? The first priority has to be to deal with the
:05:35. > :05:43.current deficit. We have to bring our expenditure into line with our
:05:43. > :05:47.income. That will be the first priority. Another major priority is
:05:47. > :05:52.to look at creating new initiatives for further growth within the
:05:52. > :06:02.economy, by encouraging or facilitating new industries and new
:06:02. > :06:03.
:06:03. > :06:07.ventures. Next, Jersey's government is preparing to take over the only
:06:07. > :06:11.firm in the island that moves fried on and off ships. George Troy and
:06:11. > :06:16.Sons handles 98 % of all sea cargo, and last week they went into
:06:16. > :06:20.liquidation. That has led to fears that Jersey could grind to a halt.
:06:21. > :06:24.Keeping the island moving. These workers load and unload freighter
:06:24. > :06:28.out of the harbour. Now the company they work for has gone into
:06:28. > :06:32.liquidation, bringing worries Jersey's freight services could be
:06:32. > :06:38.hit if the firm is forced to close. If it has to close immediately,
:06:38. > :06:42.which is not likely to happen, then Jersey harbour would effectively
:06:42. > :06:47.take over the management of the service and run it until a tender
:06:47. > :06:51.process could be completed and a new company could be put in place.
:06:52. > :06:55.That search for a new company will begin almost immediately. Dockers
:06:55. > :06:59.were in the States today to hear an emergency question from the
:06:59. > :07:06.Constable of St John. You have a body of 30 odd personnel currently
:07:06. > :07:10.doing the job, who are ready to move at a moment's notice - whether
:07:10. > :07:13.it is at 1am when a ship comes in all 6:00pm when it has to be
:07:13. > :07:19.unloaded, these people are already in place. There's a workforce there.
:07:19. > :07:23.We should not lose them in any event. It is believed staff have
:07:23. > :07:27.not yet been given official notice. But they know they will be needed
:07:27. > :07:32.by whichever firm takes over. Meanwhile, the Government will be
:07:32. > :07:39.hoping it won't need to step in to keep the island's freight services
:07:39. > :07:43.afloat. It has emerged down a red chip in Jersey is three times
:07:44. > :07:49.higher than in England and Wales. Jersey police have revealed nearly
:07:49. > :07:52.10,000 weapons registered debt 1800 owners. Gun clubs have defended the
:07:52. > :07:57.higher figure, saying gun ownership isn't necessarily linked to
:07:57. > :08:01.criminality. Yesterday, we saw sporting hero Bix from Jersey's
:08:01. > :08:05.rugby and football teams. Tonight we are celebrating a fantastic
:08:05. > :08:09.season for Jersey's netball us. Team Jets won their league and
:08:09. > :08:14.received their trophy at the weekend. They are going one better
:08:14. > :08:19.than the boys. They went the whole season unbeaten. Earlier, I spoke
:08:19. > :08:25.to their coach, Linda Andrews, about that 100 % record. We are
:08:25. > :08:30.delighted. Our first season back. That was our aim and we achieved it.
