:00:45. > :00:48.the creative industries. An American artist who came to the

:00:48. > :00:57.island "to visit friends and work on a song" has been deported and

:00:57. > :01:00.banned because he didn't have a work visa. Jersey - not just the

:01:00. > :01:06.warmest place in the British Isles, but a place to find inspiration, to

:01:06. > :01:09.allow your creative juices to flow. But if you're a painter, musician

:01:09. > :01:17.or writer, does creating art and having bright ideas count as work

:01:17. > :01:22.or leisure? Scott Giaquinta makes music for a living and has worked

:01:22. > :01:26.with the likes of Madonna, David Bowie and Seal. But when he came to

:01:26. > :01:36.the island to meet up with a Jersey music producer, he was stopped at

:01:36. > :01:38.

:01:38. > :01:44.customs. They weren't very excited that I was going to be creating

:01:44. > :01:47.music with Mark Mitchell. We decided that if the track came out

:01:47. > :01:55.of the trip, it would be great, if it didn't, we would enjoy the time

:01:55. > :02:03.we spend together. So what are the rules for working and visiting the

:02:03. > :02:08.island? If a person is coming to Jersey and is a non EU national and

:02:08. > :02:13.has the intent to work, they should be applying for a visa on that

:02:13. > :02:19.basis and declaring that upon the point of arrival. How would you

:02:19. > :02:27.make the definition between unpaid work and leisure in that case?

:02:27. > :02:31.don't know, because I never make these decisions! Mark Mitchell, the

:02:31. > :02:36.Jersey music producer who invited Scott to visit says it was an

:02:36. > :02:39.innocent plan. I was bringing an American tourist to the island he

:02:39. > :02:44.was injecting money into the economy, bringing me the potential

:02:44. > :02:49.of work. Decadence the air was doing anything wrong. There is no

:02:49. > :02:55.work for me on the island -- I couldn't see I was doing anything

:02:55. > :02:58.wrong. But whatever the law, the picture perfect beauty that

:02:58. > :03:00.inspires artists to come to the island isn't going anywhere.

:03:00. > :03:07.Major work to rebuild two of Guernsey's residential homes should

:03:07. > :03:10.start within the next few months. The states have already agreed to

:03:10. > :03:13.spend more than �20 million pounds, replacing Maison Maritaine and

:03:13. > :03:18.Longue Rue House, with the rest of the funding coming from the

:03:18. > :03:25.Guernsey Housing Association. So what do the plans entail? Well,

:03:25. > :03:29.Penny Elderfield went to find out. It's a place for care,

:03:29. > :03:33.support...and socialising. But importantly for all these residents,

:03:33. > :03:39.this is home. After 50 years though, the States say these buildings need

:03:39. > :03:42.to go and that this is the future. Purpose built apartments -

:03:42. > :03:52.replacing both Longue Rue House and Maison Maritaine. Offering not just

:03:52. > :03:57.care, but independent living. will have Ferran home, their own

:03:57. > :04:02.part, bathroom, bedroom and a lunch place -- their own home. It is very

:04:02. > :04:05.different to what they have now, which is just a bedroom. The new

:04:05. > :04:08.development will be built on the land I'm stood on right now,

:04:08. > :04:16.meaning the Longue Rue House doesn't need to be demolished till

:04:16. > :04:22.it's finished. Making a smoother transition for existing residents...

:04:22. > :04:28.And it's a move some residents can't wait for. I've been very

:04:28. > :04:34.happy here. I've got a few more years yet. By family come here. It

:04:34. > :04:42.is not the same, if I was in my own place, they could come and go. It

:04:42. > :04:48.would like having my own home. been collecting bits-and-pieces.

:04:48. > :04:58.I've got a frying pan, a dustpan and brush. It would make you feel

:04:58. > :05:02.you're living again. When you're in a community like this, it doesn't

:05:02. > :05:08.seem you have got the same Freedom. But there will be those that are

:05:08. > :05:12.nervous about moving to a more independent lifestyle. We just want

:05:12. > :05:18.to reassure people that this is not being done to them. It will be done

:05:18. > :05:22.with them and in partnership with their families. Where taking a very

:05:22. > :05:25.slow approach, particularly for residents who might be anxious.

:05:25. > :05:28.won't be till 2014 that you see the new building here. But with an

:05:28. > :05:33.ageing population, it's likely we could have to see a lot more

:05:34. > :05:39.A 16-year-old motorcyclist was hospitalised after a collision with

:05:39. > :05:44.a car in Jersey this morning. It happened on Mont Millais just

:05:44. > :05:47.before 8:30am. He's now been discharged. It's the second

:05:47. > :05:51.accident on the road in a week. On Monday afternoon a 15-year-old boy

:05:51. > :05:57.was hit by a car outside Jersey College for Girls. He remains in a

:05:57. > :06:00.comfortable condition in hospital. A major report on health in Jersey

:06:00. > :06:04.has found islanders here have a lower life expectancy than those in

:06:04. > :06:10.Guernsey. The health profile looks at indicators like obesity, alcohol

:06:10. > :06:13.consumption and fertility rates. It shows the average life expectancy

:06:13. > :06:16.is 80.6 years for Jersey - nearly two years younger than in Guernsey.

:06:16. > :06:19.The figures also show one in ten people in Jersey are drinking

:06:19. > :06:22.dangerous amounts of alcohol. The Channel Islands are losing

:06:22. > :06:27.money by giving away access to radio frequencies for free, when

:06:27. > :06:29.they could be charging. That's according to one of Guernsey's

:06:29. > :06:31.newly elected deputies, Kevin Stewart. The move to digital

:06:32. > :06:34.television, means mobile wireless broadband could be available soon.

:06:34. > :06:37.Guernsey's Commerce and Employment department says it won't charge the

:06:37. > :06:39.phone companies for the frequencies. Deputy Stewart says that'd make the

:06:39. > :06:49.Channel Islands the only jurisdictions in the world not to

:06:49. > :06:51.

:06:51. > :06:53.do so. When the Cayman Islands changed their tour, they are

:06:53. > :06:59.licensed all their telecommunications companies. They

:07:00. > :07:09.are getting nearly �7 million. Where not talking about small sums

:07:40. > :07:45.players is Jersey's Becky Herbert. She's hoping to impress the

:08:16. > :08:19.for them. Also hoping for a little bit of luck is badminton player

:08:28. > :08:35.currently 16 places behind Scotland's Susan Egelstaff. Sark

:08:35. > :08:38.dressage rider Carl Hester isn't worried about selection but fitness.

:08:38. > :08:42.Not for him but his horse Utopia. They were due to compete in Germany

:08:42. > :08:45.last week but his horse went lame when it lost a shoe in training.

:08:45. > :08:48.Injury forced Carl to miss the Beijing Olympics four years ago so

:08:48. > :08:54.he'll be crossing his fingers that Utopia recovers in time for the

:08:54. > :08:58.next dressage competition in Austria in early June. And Heather

:08:58. > :09:02.Watson seems to be making a good recovery from her ankle injury. She

:09:02. > :09:05.was knocked out in the second round of the Estoril Open this afternoon

:09:06. > :09:09.but she should still move up the rankings. Currently she is 115th in

:09:09. > :09:12.the world - to make the Olympic team she needs to be closer to the

:09:12. > :09:15.top sixty. So nervous times for four of our Olympic hopefuls -
