:01:00. > :01:02.It will decide who can live and work in Guernsey. The main proposals are:

:01:02. > :01:06.introducing a system of short, medium and long-term employment

:01:06. > :01:09.permits for one year, five years and eight years. Once someone has lived

:01:09. > :01:13.continuously in the local market for eight years they will earn the right

:01:14. > :01:17.to stay in the island. However, they'll have to stay for a total of

:01:17. > :01:20.14 years before they're allowed to leave and keep the right to return.

:01:20. > :01:30.But today revised plans have been revealed for the open market, as

:01:30. > :01:30.

:01:30. > :01:33.Mike Wilkins reports. These are some of the most expensive properties in

:01:33. > :01:36.Guernsey, reserved for the Open Market, which is open to incomers.

:01:36. > :01:46.But the last few years have seen it struggle following news it was to be

:01:46. > :01:52.reviewed as part of the population strategy. Taking the last two years,

:01:52. > :01:59.it has dropped dramatically. Guernsey's Chief Minister and his

:01:59. > :02:04.Policy Council are keen that the Open Market is protected. It will

:02:04. > :02:10.give confidence to people who are part of the open market. They are

:02:10. > :02:17.typical family homes that have been used by entrepreneurs coming to

:02:17. > :02:22.Guernsey, who have contributed significantly to Guernsey. That part

:02:22. > :02:32.of the open market is secure. We are looking to create a new set, which

:02:32. > :02:33.

:02:33. > :02:37.will be for multi-occupancy. Anything that rocks the confidence

:02:37. > :02:42.or the business community's beliefs about the island and its economy in

:02:42. > :02:46.the future is bad news for the island, so we would like this to be

:02:46. > :02:52.settled as soon as possible. It's taken four years of research and

:02:52. > :02:55.consultation to get to this stage. It's now reaching its final phase as

:02:55. > :02:58.the deputies debate the 45 recommendations in this document.

:02:58. > :03:03.And the content of this will affect every man, woman and child now and

:03:03. > :03:08.in the future who wants to live or work in the island. Mike Wilkins,

:03:11. > :03:20.in Guernsey rose in the past year. Local market prices were up by 1.8%

:03:20. > :03:23.compared to a year ago, with the average house now costing �480,000.

:03:35. > :03:38.on Tuesday halted production and milk had to be imported to the

:03:38. > :03:48.island from Jersey and the UK. The dairy say they are now producing

:03:55. > :03:58.Parents in Jersey whose children haven't had the two-dose MMR vaccine

:03:58. > :04:01.are being urged to go to a free catch-up clinic at the hospital

:04:01. > :04:06.tomorrow. It comes as England and Wales are experiencing the highest

:04:06. > :04:09.level of measles cases for eighteen years. Nafisa Sayani reports.

:04:13. > :04:15.Swansea is busy protecting children against measles. In Jersey the

:04:15. > :04:25.immunisation take-up is high but health officials here are worried

:04:25. > :04:27.about at least five hundred children who might not have had their jabs.

:04:27. > :04:30.About a decade ago, the uptake of MMR vaccination plummeted, directly

:04:30. > :04:36.as a result of adverse publicity about the now discredited claims

:04:36. > :04:39.that MMR vaccine was linked to autism. Some parents didn't take the

:04:39. > :04:45.opportunity to have the vaccine when their children were younger and they

:04:45. > :04:47.may just have never got round to having the vaccination since.

:04:48. > :04:49.why the department's set up a free catch-up clinic at the General

:04:49. > :04:52.Hospital this weekend, for schoolchildren. With people

:04:52. > :04:57.travelling into and out of the island, it says there's always a

:04:57. > :05:03.chance the disease will spread here. And while we may not see queues like

:05:03. > :05:06.this in Jersey, officials hope parents there will heed the warning.

:05:06. > :05:10.We haven't got any cases of measles in Jersey at the moment and

:05:10. > :05:13.obviously we want to keep it that way. But if the uptake of vaccine

:05:13. > :05:23.doesn't stay high, and if there's an increase in the number of children

:05:23. > :05:27.

:05:27. > :05:35.who are not protected, then the disease comes back.

:05:35. > :05:37.The cost of electricity in Sark is set to increase. It's a rise the

:05:37. > :05:40.provider, Sark Electricity, is blaming on the Island's government's

:05:40. > :05:43.attempt to regulate the company. Chief Pleas says it wants to make

:05:43. > :05:46.sure customers are getting a fair deal. Sark already pays a lot more

:05:46. > :05:49.than the other Channel Islands. Based on standard tariffs, for

:05:49. > :05:52.households using an average of 3,300 units a year. In Jersey the costs

:05:52. > :05:55.would be around �530 a year. In Guernsey that increases to nearly

:05:55. > :05:58.660. In Alderney it jumps to 1,160. And in Sark it's higher still, at

:05:58. > :06:01.around �1,810 per year. Although most households don't use that much

:06:01. > :06:11.power. But as Penny Elderfield reports, that figure in Sark will go

:06:11. > :06:14.

:06:14. > :06:17.up again this quarter. Powering any small island isn't cheap. But in

:06:17. > :06:20.Sark the price of the fuel to run these generators, and the logistics

:06:20. > :06:23.of getting it here, makes it even more expensive. But the privately

:06:23. > :06:27.run company that keeps the island switched on - says attempts by Chief

:06:27. > :06:30.Pleas to regulate it are adding to its costs. Costs that are having to

:06:30. > :06:37.be passed on to customers, with a government surcharge which will be

:06:37. > :06:46.going up by one pence a unit. price is very high, it has to be

:06:46. > :06:52.because of the cost is. The customers deserve to know they are

:06:52. > :06:55.not being ripped off. The added cost is down to the legal advice Sark

:06:55. > :06:58.Electricity is having to take on laws that Chief Pleas may introduce,

:06:58. > :07:02.and trips to talk to Guernsey's electricity regulator. And that once

:07:02. > :07:05.it's all resolved the extra charge could be removed. But that part of

:07:05. > :07:12.the problem is that Chief Pleas isn't talking to them - although

:07:12. > :07:18.those in power say the lines of communication are still open.

:07:18. > :07:22.about fairness and openness. It is a situation the committee is very keen

:07:22. > :07:26.to bring to a resolution in a way that suits everybody. Both sides may

:07:26. > :07:29.want a resolution - but this power company says it's still not seen

:07:29. > :07:33.evidence that Chief Pleas want to sit down and talk about it. But at

:07:33. > :07:43.the moment an attempt to make sure customers are getting a good deal -

:07:43. > :07:48.

:07:48. > :07:51.is actually costing them more. Some of the world's best squash

:07:51. > :07:54.players are competing in Jersey this weekend. It's the first time the

:07:54. > :07:57.island has staged a global event in the sport. The aim is to inspire

:07:57. > :08:03.more young people across the Channel Islands to take it up. The matches

:08:04. > :08:07.began today - Pam Caulfield was there. Nick Taylor's got some stiff

:08:07. > :08:10.competition. Once ranked in the top 15 squash players in the world -

:08:10. > :08:13.this weekend, he's taking some of the sport's best players. Some are

:08:13. > :08:16.from afar afield as Egypt and Argentina - others a little closer.

:08:16. > :08:19.We've got Chris Simpson, who's a number one seed from Guernsey so

:08:19. > :08:22.that's really nice, because you've got a player there who's reached

:08:22. > :08:26.number 26 in the world from an island. A lot of people say you

:08:26. > :08:29.can't produce a top squash player from Jersey because it's an island -

:08:29. > :08:31.of course you can. We've got a strong pedigree in squash and again

:08:31. > :08:36.it's about inspiring our young players to be top, top professionals

:08:36. > :08:40.in the future. This is the first time a world squash event's been

:08:40. > :08:43.held in Jersey - and the courts are brand new. It's a highly competitive

:08:43. > :08:47.tournament - with many of the players gearing up for both the

:08:47. > :08:51.Island and Commonwealth Games. The first match began this morning and

:08:51. > :09:01.by the end all the seats were full. Among those watching the action -

:09:01. > :09:01.

:09:01. > :09:10.were future players like William and Brooke. Next set, why don't you come
