:00:09. > :00:19.The hidden hungry - demand for food handouts soars as islanders battle

:00:19. > :00:21.through recession. People are struggling. There's a lot of people

:00:21. > :00:25.out of work. Prospects aren't brilliant.

:00:25. > :00:27.But do we all pay too much at the checkout? The competition watchdog

:00:27. > :00:37.launches an investigation. And a lifeline for a struggling

:00:37. > :00:43.

:00:43. > :00:47.sports club - as the Premier League A food bank in Jersey has handed out

:00:47. > :00:50.double the amount of free food already this year than it did in the

:00:50. > :00:54.same period two years ago. The Grace Trust is blaming unemployment and

:00:54. > :00:59.difficult economic times for the rise. It comes after it was revealed

:00:59. > :01:02.that more than 500,000 people in the UK may rely on food banks. Amy

:01:02. > :01:08.Harris reports. Cans, cartons and packets - safely

:01:08. > :01:11.stored for those who can't afford to eat. This is Jersey's only food

:01:12. > :01:15.bank, run by the Grace Trust, a charity that helps the poor and

:01:15. > :01:22.needy. They've been handing out free food here for four years and bosses

:01:22. > :01:28.say demand has never been so high. People are struggling, there's a lot

:01:28. > :01:32.of people out of work, prospects aren't brilliant. We see people

:01:32. > :01:35.coming in here who maybe a year ago they had a job, they had a flat,

:01:36. > :01:39.they had everything going and then slowly they lose a few things and

:01:39. > :01:41.before they know where they are they're in here asking for food in

:01:42. > :01:49.Jersey. This year so far they've handed out

:01:49. > :01:54.267 bags of food, over double that in the first half of 2011. And next

:01:54. > :01:57.door, the Salvation Army are also giving out emergency supplies. These

:01:57. > :02:01.food parcels contain basics that can keep people going for up to four

:02:01. > :02:06.days. And demand is varied but at peak

:02:06. > :02:11.times up to ten people a week come forward here to claim one. It

:02:11. > :02:14.demonstrates, say bosses, that Jersey isn't immune from poverty.

:02:14. > :02:17.Jersey we have a full mix of everybody, there are all sorts of

:02:17. > :02:23.needs, there are all sorts of difficulties, we have the full remit

:02:23. > :02:26.here. But the Government says help is there. Although the income

:02:26. > :02:31.support system only assists those who have lived in the island for at

:02:31. > :02:33.least five years, the minister says it should be enough. The benefits

:02:33. > :02:37.system we have is looking after peoples needs, obviously people

:02:37. > :02:42.would always like more but we have to be mindful of the tax payers

:02:42. > :02:46.contribution. What I don't know, and we've heard about pensioners needing

:02:47. > :02:53.to go for food parcels why they would not be in a position to not be

:02:53. > :02:56.able to live on the income support and the pension they receive.

:02:56. > :02:59.it's a problem that's not going away. Social security has suggested

:02:59. > :03:02.using government money to help fund these charities, but for now,

:03:02. > :03:09.they're alone to provide the heaps of baked beans and pasta constantly

:03:09. > :03:12.being taken away. A 42-year-old man charged with fire

:03:12. > :03:22.arms offences in Jersey will appear before the Royal Court on the 16th

:03:22. > :03:36.

:03:36. > :03:39.views as it carries out a review on grocery prices. Does grocery

:03:39. > :03:45.shopping in the Channel Islands make your wallet wins? It is very

:03:45. > :03:49.expensive. We are lucky to get it. It has got to come across so we've

:03:49. > :03:55.got to pay for it. I don't think it is all that bad. You get special

:03:55. > :03:58.offers all the time. Shopping in England is a lot cheaper than here.

:03:58. > :04:06.But you pay for other things in England, don't you? Taxes are

:04:06. > :04:16.higher. I think it's overpriced. Races compared with the UK can vary.

:04:16. > :04:25.

:04:25. > :04:30.campaigning against. The islands don't pay VAT so some of those

:04:30. > :04:37.products have to be deducted before they are arriving. We then increased

:04:37. > :04:42.some of those by the cost of distribution. Whether we add GST to

:04:42. > :04:48.them in Jersey. Whether they are pre-pasted the UK. That all impacts

:04:48. > :04:53.the final price. That is why the competition watchdog has been doing

:04:53. > :04:55.a detailed investigation to find out of what we are paying is justified.

:04:55. > :04:58.Having talked to retailers about the differences in the prices they

:04:58. > :05:03.charge, we would also like to talk to consumers about their perception

:05:03. > :05:08.of grocery retailing in the Channel Islands, about where they shop, when

:05:08. > :05:13.the shop. It would give us a better picture of competition. Howard made

:05:13. > :05:22.to made to work better. At online survey is open until the 1st of July

:05:22. > :05:26.and the results are due to be published in October. The

:05:26. > :05:29.42-year-old man charged with firearms offences -- firearms

:05:29. > :05:31.offences will appear before the Royal Court in July.

:05:31. > :05:34.Magistrate Bridget Shaw told the court that the charges against

:05:34. > :05:37.Antonio De Sousa Capontes, from Madeira, were too serious for the

:05:37. > :05:40.Magistrates' Court to deal with. Mr Capontes has been charged with two

:05:40. > :05:43.firearms offences and two counts of grave and criminal assault. Armed

:05:43. > :05:53.police, dog handlers and negotiators were sent to St Saviour on Sunday

:05:53. > :05:56.

:05:56. > :06:01.night after reports a man was making will be taken into account when

:06:01. > :06:07.deciding if and how much a student gets in a grant from the Government.

:06:07. > :06:13.Guernsey's government has decided, defended its decision to employ a

:06:13. > :06:17.Jersey company. The Environment Department says the contract was

:06:17. > :06:22.chosen because it was the only firm able to fix the structure before the

:06:22. > :06:26.winter storms hit. A rundown football ground has been saved by a

:06:26. > :06:30.grant from the English Premier League. The Jersey football

:06:30. > :06:40.Association has been given a thousand 500 to bring its

:06:40. > :06:42.

:06:42. > :06:45.facilities up to standard. This is dangerous. Recent snow and

:06:45. > :06:48.strong winds have taken their toll but this ground in a rural Jersey

:06:48. > :06:53.parish has been deteriorating for years. 12,000 is needed to put it

:06:53. > :06:59.right and without this grant it may have had to close for good. Some

:06:59. > :07:03.pitches have been lost. Saint Martins played at the school that is

:07:03. > :07:07.gone. From a football point of view, it is important that we keep this

:07:07. > :07:13.and to the best possible standards so that people can come and play

:07:13. > :07:17.football here. There are a couple of big holes. The idea is to improve

:07:17. > :07:20.the game at the grass roots level. But much needs to be done before the

:07:20. > :07:24.community can use it. New fences will be put up, weeds ripped out and

:07:24. > :07:29.the car park resurfaced. And some of the 8,500 will also be used to

:07:29. > :07:34.renovate the clubhouse. Welcome news for the team that rents it. This is

:07:34. > :07:39.our 40th anniversary and we are one of the youngest clubs on the island.

:07:39. > :07:44.In that time, we have won some owners in the game locally. It is

:07:44. > :07:50.important really because we are going through a phase where we need

:07:50. > :07:53.to rebuild to have, as it were, a home ground that we could call on.

:07:53. > :07:56.And with work starting soon, their new home should be ready by the

:07:56. > :07:59.start of the season. The grant came from the Premier League's Football

:07:59. > :08:02.Stadia Improvement Fund. Earlier, I spoke to it's Chief Executive, Paul

:08:02. > :08:12.Thorogood, and asked him what clubs in the Channel Islands had already

:08:12. > :08:13.

:08:13. > :08:15.received funding. The Premier League invests 6 million per year into the

:08:15. > :08:20.football stadium improvement fund and we distribute that across the

:08:20. > :08:27.country. There are four clubs across the child loans that benefit from

:08:27. > :08:32.the foundation and funding. In this case, supporting academics have

:08:32. > :08:36.benefited from a grant of 8,500 for a fence which will improve the

:08:36. > :08:40.facilities at that ground. It sounds like a drop in the ocean. We know

:08:40. > :08:44.the kid of money floating around. Shouldn't you be investing more in

:08:44. > :08:48.these grassroots societies? Premier League and if they have invested in

:08:48. > :08:53.the football foundation for 13 years. We have invested in projects

:08:53. > :08:56.worth just over 1 billion. That is a significant amount of money. The

:08:56. > :09:02.Premier League has invested just over 200 million. We distributed

:09:02. > :09:06.across the country. There is a significant amount going on

:09:06. > :09:11.already. 129,000 has been invested in the Channel Islands. What do you

:09:11. > :09:16.get out of investing in smaller places? The Channel Islands, like

:09:16. > :09:20.the rest of the country, we are trying to improve and increase

:09:20. > :09:24.participation. The aim of the investment, what we are looking for,

:09:24. > :09:26.is an improved experience at the grassroots level and at the

:09:26. > :09:35.semiprofessional level so that people will keep coming and we can

:09:35. > :09:45.increase the number of people who play the game for the love of it.

:09:45. > :09:50.

:09:50. > :09:54.warm weather to enjoy as we move through the rest of this week. Her

:09:54. > :09:58.some subtleties. There will be more cloud tonight, even some mist

:09:58. > :10:02.forming edge could give us a great start to tomorrow. Once that is

:10:02. > :10:05.gone, I think the sunshine will be back out and continues fine and

:10:05. > :10:10.mainly dry into the rest of the week as well. At the moment, we have high

:10:10. > :10:15.pressure. We think it is going to be mainly dry but the high pressure is

:10:15. > :10:20.moving away from us over the next day. By midday on Thursday, this

:10:20. > :10:23.little area of low pressure over Spain moves a little bit closer and

:10:23. > :10:29.introduces the risk of a few showers coming in from France on Thursday

:10:29. > :10:32.and Friday. Until then, the dry story. All cloud coming in tonight.

:10:32. > :10:38.Some mist and even fog forming by Dawn. Overnight temperatures of nine

:10:38. > :10:45.degrees. Any mist quickly clearing. After the low cloud breaks up in the

:10:45. > :10:51.afternoon, we will see some lengthy sunny spells. Not as breezy as

:10:51. > :11:01.today. Those winds, again from the East, are slowly easing. Here is the

:11:01. > :11:29.

:11:29. > :11:33.still have high levels of UV. The pollen is high. Here is the forecast

:11:33. > :11:36.all the way through and including the start of the weekend. There is a

:11:36. > :11:40.small chance late on Thursday, Thursday night into Friday, of a few

:11:40. > :11:46.showers turning up. The greatest risk will be by Sunday. Until then,

:11:46. > :11:50.mainly dry. Over on the radio, BBC Guernsey

:11:50. > :11:56.hears from the Italy local builders Association about why he is unhappy
