:00:47. > :00:51.They were in charge of the Condor Vitesse when it ran over a fishing

:00:51. > :00:54.boat skippered by french fisherman Philippe Lesaulnier. The official

:00:54. > :00:56.report into the incident said they were going too fast in foggy

:00:56. > :01:06.conditions, not paying enough attention and failed to switch on

:01:06. > :01:13.the fog horn. Mike Wilkins has been in court in Coutances.

:01:13. > :01:17.In the court room men, the captain and his first officer, have faced

:01:17. > :01:22.three charges, those being manslaughter, unintentional wounding

:01:22. > :01:26.and a failure to comply with maritime regulations that are

:01:26. > :01:30.designed to prevent collisions at sea. After more than two years since

:01:31. > :01:34.the incident and the family of the dead man arrived earlier at court to

:01:34. > :01:41.see justice served. Afterwards the man who was the captain on that day,

:01:41. > :01:46.Philippe Lesaulnier seen here on the right, also arrived, shortly

:01:46. > :01:52.followed by his first officer. The proceedings are being held in this

:01:52. > :01:56.building in the small town of Coutances but its outcome could have

:01:56. > :02:01.implications for these men and their employer. It was in March a couple

:02:01. > :02:07.of years ago when a passenger on this ship heard a loud bang as the

:02:07. > :02:13.ferry passed on its way to Jersey. Two fishermen were spotted clinging

:02:13. > :02:18.to the wreckage and were brought aboard Condor. A third man, Philippe

:02:18. > :02:24.Lesaulnier was later pulled to a fishing boat. He was later

:02:24. > :02:28.pronounced dead. The Norman fishing community is very angry about his

:02:28. > :02:34.death and today in court more than a dozen of his family and friends were

:02:34. > :02:37.present. When quizzed by the judge the captain said as far as he was

:02:37. > :02:43.concerned the boat was working properly and he did not understand

:02:43. > :02:46.how it happened as he had been sailing for 25 years. The first

:02:46. > :02:51.officer added he was happy the radar was working and said there was a

:02:51. > :02:56.blind spot around the boat. They also turned the fog horn off when

:02:56. > :03:01.they went into open seat as they did not want to upset passengers. The

:03:01. > :03:08.court was shown a radar recording and had the conversation on the

:03:08. > :03:13.bridge. As the recording made the point of impact, Philippe

:03:13. > :03:22.Lesaulnier's Ridout was moved to tears. Outside she said she was

:03:23. > :03:29.disappointed by today's proceedings. Translation for children are left

:03:29. > :03:34.behind. I thought they would recognise they made a mistake.

:03:34. > :03:39.incident came as a big shock. It will be up to the court to decide

:03:39. > :03:44.whether these two men are truly to blame or not. The court has also

:03:44. > :03:48.heard from an maritime expert who helped compile a report following

:03:48. > :03:54.the accident. He concluded the Condor Vitesse was travelling too

:03:54. > :03:57.fast in thick fog and that the crew was too busy talking about a film

:03:57. > :04:04.involving Catwoman and had not noticed the fishing boat even though

:04:04. > :04:12.it was on their radar. The defence who applied for more time and the

:04:13. > :04:15.judge has suspended the proceedings until September.

:04:15. > :04:18.Safety on Guernsey's roads is a growing challenge for Guernsey

:04:18. > :04:21.Police. The force's annual report shows that their overall rate of

:04:21. > :04:24.solving crimes is up 15% on last year. But policing the every day

:04:24. > :04:29.motorist is taking up more and more of their time, as Pam Caulfield

:04:29. > :04:35.reports. Patrolling the roads is a high

:04:35. > :04:41.priority. Three people have died in accidents since last December, the

:04:41. > :04:46.animal police report highlights some of the problems. The major one is in

:04:46. > :04:53.attention by drivers and speeding. As you know, we deploy covert and

:04:53. > :04:59.marked speeding detection methods throughout the whole of the area and

:04:59. > :05:05.will continue to do so. Last year nearly 300 people were caught

:05:05. > :05:11.speeding, up by 25%. The number of accidents were up to nearly 700 and

:05:11. > :05:18.the number of people getting a verbal caution was up by 30% to over

:05:18. > :05:25.1400. Road campaigners say this is a popular rat run and want to create

:05:25. > :05:31.extra traffic calming measures. Perhaps include a one-way system.

:05:31. > :05:35.But they can be ignored so the focus now is on educating drivers.

:05:35. > :05:42.cannot keep putting roars into place because they are often disregarded.

:05:42. > :05:48.We have to get into the mind of people using our roads. Police will

:05:48. > :05:52.also be on the streets tackling litter and vandalism. Whether it is

:05:52. > :05:59.someone having their wing mirror broken, shop premises vandalise, we

:05:59. > :06:03.take it seriously. While figures suggest more criminals are being

:06:03. > :06:07.caught and more speeding tickets are being handed out, measuring the

:06:07. > :06:13.success of the force cannot be done by numbers but by how safe road

:06:13. > :06:16.users really are. With Guernsey's population at a

:06:16. > :06:20.record high - the States' today started a major debate on how to

:06:20. > :06:22.control it in future. Key to the proposals is a move away from the

:06:22. > :06:31.current housing licence system. But major decisions don't come quickly,

:06:31. > :06:36.as Penny Elderfield reports. And island with limited space and a

:06:36. > :06:41.population that has been growing. Figures show nearly 63,000 people

:06:41. > :06:46.now live in Guernsey and today in the States' , rules to control the

:06:46. > :06:51.population where the issue of the day. A move away from housing

:06:51. > :06:57.licences to work permits is key. One, five and eight year permits

:06:57. > :07:02.will be handed out to key workers. After eight they can stay in the

:07:02. > :07:07.island for good. For short-term workers permits will be issued from

:07:07. > :07:12.one to a maximum of three years and there will be restrictions on when

:07:12. > :07:20.they can return. 45 proposals in total all with the same aim. We need

:07:20. > :07:26.to manage those who need housing licences. It will give us a better

:07:26. > :07:30.handle to manage the population. has been a busy day of debate here

:07:30. > :07:36.at Guernsey States' but with the official proposals for population

:07:36. > :07:42.facing around 20 amendments, it does look like we could have another long

:07:43. > :07:45.day of discussions tomorrow. Heather Watson has been knocked out

:07:45. > :07:49.of the ladies doubles at Wimbledon. The Guernsey tennis player and her

:07:49. > :07:54.partner lost in straight sets 6-2 6-0 in the first round. It follows

:07:54. > :07:56.her first-round defeat in the singles event yesterday.

:07:58. > :08:01.professional opposition from England. They lost a Twenty20 match

:08:01. > :08:07.to Middlesex yesterday. Today's invitational match is underway at

:08:14. > :08:19.a good performance. I thought the Jersey bowlers came back well in the

:08:20. > :08:28.second half of the innings. A decent score. I just hope they had good

:08:28. > :08:32.practice out of it. You would expect a professional side to be in good

:08:32. > :08:38.shape as we are. Hopefully the players and coaches will benefit

:08:38. > :08:41.from experience. The countdown to the Island Games is

:08:41. > :08:44.on and Guernsey and Jersey's teams are being kitted out today - ahead

:09:43. > :09:47.hopefuls have you got? We are all very excited going over there and we

:09:47. > :09:55.have a lot of medal winners from the Isle of Wight games. We hope they

:09:55. > :10:01.will have a repeat performance in Bermuda. I am sure dressed to

:10:01. > :10:04.impress to, they will do very well and indeed go for gold.

:11:10. > :11:15.are light to moderate. Tomorrow, morning sunshine replaced by rather
