:01:04. > :01:14.An independent body to oversee Jersey's police has been given the

:01:17. > :01:20.final nod of approval by the states. Politicians have passed the law to
:01:20. > :01:23.create an independent buffer between politicians and the force, taking
:01:23. > :01:26.over from the Home Affairs Minister to ensure the police carry out their
:01:26. > :01:30.work efficiently. The way the island's police force is
:01:30. > :01:35.run will change. After long delays, the police authority has been given
:01:35. > :01:39.the final go-ahead by the states. It aims to create an independent buffer
:01:39. > :01:43.between politicians and the force, taking over from the Home Affairs
:01:43. > :01:49.Minister to ensure the police carry out their work efficiently. This man
:01:49. > :01:53.tried to set up a similar body more than a decade ago, but the idea
:01:53. > :01:58.eventually failed. Unfortunately, the states didn't give us the
:01:58. > :02:03.resources, the money or the manpower to get it off the ground, and after
:02:03. > :02:08.awhile, that rather fizzled out, but I'm delighted, actually, now the
:02:08. > :02:13.states have got to grips with this and have at last passed the
:02:13. > :02:17.necessary laws to allow the police authority to get going in jersey.
:02:17. > :02:22.It will be made up of a chairperson, up to two states members and, for
:02:22. > :02:25.the first time, up to four lay people. In setting up this system,
:02:25. > :02:33.the Home Affairs Minister says today's Government has learned from
:02:33. > :02:37.the past. They make the mistake of trying to give that authority also
:02:37. > :02:41.over the honourary police as well as the states of Jersey police. That
:02:41. > :02:47.arrangement never worked. We haven't made that mistake this time. The
:02:47. > :02:53.people who must exercise authority over the local police forces are the
:02:53. > :02:56.conita bes. The UK has moved away from the idea and now has police and
:02:56. > :03:01.crime commissioners elected by the public to make the police more
:03:01. > :03:04.accountable. In Jersey, though, the Governor says this wouldn't work.
:03:04. > :03:08.Will Jersey, do you think be seen as perhaps being a little bit behind
:03:08. > :03:12.the times? No, the UK made an incredible blunder. The system is a
:03:12. > :03:17.complete mess. And they're going to have to unravel it, so we've got it
:03:17. > :03:21.right. They've got it wrong. Policy will still be set by the Minister,
:03:21. > :03:29.but ensuring it's carried out efficiently will be down to the
:03:29. > :03:32.police authority. It's expected to be in force by early October.
:03:32. > :03:34.Child protection is to be improved in Jersey as organisations look to
:03:34. > :03:38.share more information on the island's most dangerous criminals.
:03:38. > :03:41.Two years ago a body called JMAPPA was set up to improve communication
:03:41. > :03:44.between the agencies that manage offenders. Its report - out today -
:03:44. > :03:49.suggests nearly 90% of all those criminals didn't re-offend last
:03:49. > :03:56.year. The group says it's also keeping tabs on people who are
:03:56. > :04:00.potentially dangerous to the public. Guernsey's secondary school children
:04:00. > :04:03.are to be offered a meningitis C booster vaccine for the first time.
:04:03. > :04:08.The Health Department says it'll help protect against the peak of
:04:08. > :04:11.meningitis C infections, which comes in the 15-19 age range. From the end
:04:11. > :04:15.of this month a Rotavirus vaccine for babies is also being introduced,
:04:15. > :04:18.to protect them against gastroenteritis.
:04:18. > :04:22.The Jersey politician Jeremy Macon will lead the Government committee
:04:22. > :04:24.in charge of members' conduct and Government reform. He will take over
:04:24. > :04:27.from Constable Simon Crowcroft, the previous Chairman of the Privileges
:04:27. > :04:35.and Procedures Committee, who stood down after politicians rejected the
:04:35. > :04:41.result of April's referendum on reforming the States. Deputy Macon
:04:41. > :04:45.says he's determined to find a way forward. Electoral reform is us a
:04:45. > :04:49.going to be a very difficult subject. I hope that with my
:04:49. > :04:55.committee perhaps we can bring a more consensus base to it. However,
:04:55. > :05:00.I know that with the power interests that are always going to be present,
:05:00. > :05:03.it's not going to be an easy task. Islanders are being asked to keep a
:05:03. > :05:07.look-out for ducklings that may be in danger. Thousands of ducks are
:05:07. > :05:10.breeding at this time of the year, and that means thousands of
:05:10. > :05:18.ducklings. Many are dicing with death as their mothers leave them to
:05:18. > :05:22.fend for themselves. They look pretty happy, don't they?
:05:22. > :05:26.These rescue ducks are taking it easy at the GPSA shelter, but it's
:05:26. > :05:30.the younger ones who are going through the mill at the moment. The
:05:30. > :05:34.mother duck will lead her brood to water, sometimes waddling a mile or
:05:34. > :05:38.more along the island's lanes, but the ducklings can't fly at this
:05:38. > :05:43.stage, and if they have managed to survive being hit by a car, they
:05:43. > :05:46.then have to contend with predators looking for an easy meal. The mother
:05:46. > :05:50.often struggles to protect them and usually leaves the ducklings to
:05:50. > :05:55.their fate. If they survive the attack, they're often separated from
:05:55. > :06:00.their mother, and many are found and brought here. This little duckling
:06:00. > :06:04.is called Lonesome, and she came into the GPSA without her mother and
:06:04. > :06:09.is being looked after. Like Lonesome, there is many of them here
:06:09. > :06:14.at the shelter. Even in the relative safety of the GPSA, these little
:06:14. > :06:19.ones still get picked off by cats, crows and seagulls. The best thing
:06:19. > :06:25.you can do if you do see mum ducklings is as safely as you can,
:06:25. > :06:29.try to usher them to a safe place. By all means contact the shelter for
:06:29. > :06:32.advice on what to do, but you have to be careful you don't scare the
:06:32. > :06:38.mother off because if you scare mum off, she will fly away. Hopefully,
:06:38. > :06:42.she'll come back, but obviously, that does put the ducklings at risk.
:06:42. > :06:47.Lonesome may be all on her own, but considering almost 90% of ducklings
:06:47. > :06:55.get killed by predators or hit by cars, she's lucky to have made it
:06:55. > :06:59.this far. Guernsey's chasing Team Jersey in the medal table at the
:06:59. > :07:02.Island Games in Bermuda. There's been more success in the pool and on
:07:03. > :07:06.the shooting range too. The Isle of Man is still leading the way with

:07:35. > :07:40.change, Jersey was stripped of a gold medal in one of the men's team
:07:40. > :07:44.shooting events, so we began yesterday with 14 gold medals. We
:07:44. > :07:54.won two, and then we had 15, so sport - it really is just a numbers

:08:03. > :08:07.Bermudan mountain bike trail, five Guernseymen on two wheel wheels.

:11:18. > :11:23.been a great coup for people. Because they're so small I have been
:11:23. > :11:26.told tree frogs are notoriously hard to find but I had some expert advice

:11:37. > :11:42.quite the real thing, but the athletes seem happy enough with
:11:43. > :11:48.them. Delighted with the frog! it's been the mascot of the games,

:11:54. > :11:58.flowers that'll die sooner or later. I just handed mine to the bailiff.

:12:22. > :12:32.locations. So a mascot, a souvenir and, ultimately, a reminder of the

:12:42. > :12:46.Isle of Man is leading still with 21 gold medals. Jersey has 15 golds and
:12:46. > :12:50.Guernsey just behind them on 14 golds, but a lot to play for
:12:50. > :12:56.golds, but a lot to play for tonight. Both are expected to do
:12:56. > :13:03.well in the cycling, the swimming pool and the track. Who knows -
