:13:14. > :13:16.risk of an expensive parking fine. Businesses are claiming that that,

:13:17. > :13:18.along with high parking charges, drives people away from town

:13:19. > :13:24.centres. Torbay has the weakest economy in the region. The new all

:13:25. > :13:27.day ticket is being widely welcomed. It will inspire confidence, I'm

:13:28. > :13:32.already thinking do I need some more staff? And I'm hoping that others

:13:33. > :13:38.will think this is a good time to open in Torquay, we'll open some of

:13:39. > :13:41.these empty shops. All day ticket, 24 hours a day, you move around the

:13:42. > :13:48.whole Bay, enjoy what's in Brixham and Torquay, Paignton. It's

:13:49. > :13:52.brilliant. It's coming at a time when Torbay is having to make

:13:53. > :13:56.millions of pounds worth of cuts to balance the books. So can it afford

:13:57. > :13:59.to do it? It's the right time, because this is when people have got

:14:00. > :14:02.less money, they can't afford to come into town if they're paying

:14:03. > :14:07.exorbitant prices, so if we bring the prices down and we bring the

:14:08. > :14:10.foot fall in ` it's the right time. The new ?2 charge starts in

:14:11. > :14:12.November, helping both visitors and commuters. Although the council will

:14:13. > :14:19.have to weigh up whether it encourages people away from more

:14:20. > :14:23.sustainable transport. I'm sure the ?2 all day would bring in more

:14:24. > :14:25.locals back into the town centre. I believe there shouldn't be any

:14:26. > :14:29.charges at all. Unfortunately, I think that the parking charges for

:14:30. > :14:34.Torbay particularly is a good money spinner. With money as tight as it

:14:35. > :14:38.is, this is a bold move by Torbay Council. Just doing this story today

:14:39. > :14:41.has cost me twice as much in parking as it will do when the new charges

:14:42. > :14:46.come in. What Torbay council's got to weigh up is whether over the next

:14:47. > :15:04.few months it is a big enough boost to the economy to be worth it. Time

:15:05. > :15:07.for the sport with the ups and downs from the weekend. Despite gaining a

:15:08. > :15:11.point at Huish Park, Yeovil Town have slipped to the bottom of the

:15:12. > :15:14.Championship. The top performance in League Two came from Exeter City.

:15:15. > :15:17.They thumped Scunthorpe United 4`0 in Lincolnshire. Here's how the

:15:18. > :15:21.managers, BBC local radio and the fans viewed the displays. When you

:15:22. > :15:25.come up against the Brightons that were one game or two games away from

:15:26. > :15:29.the Premiership last year, then you know we mustn't be disappointed with

:15:30. > :15:32.a 0`0 result. Yes, we may be at the bottom of the league, but we are

:15:33. > :15:35.gaining experience, the lads are gaining experience against these

:15:36. > :15:45.type of teams that can keep the ball, they're clever, they're

:15:46. > :15:48.strong, they're fit. COMMENTATOR: Chips the ball forward and that's

:15:49. > :15:57.the opening goal, terrific goal! Shot comes in again ` what a goal! A

:15:58. > :16:14.second goal in the space of four second half minutes. The initial

:16:15. > :16:17.shot from Grimes, and Parkin scores. James on to his right foot and that

:16:18. > :16:27.is through defender and ten`man Hartlepool on the breakaway take the

:16:28. > :16:33.lead. We scored two last week, we hit the post today. Sometimes it

:16:34. > :16:37.goes for you. If you're being positive and trying to score goals

:16:38. > :16:41.and get into those positions, that's all you can ask and we know we have

:16:42. > :16:44.got the quality, because we are scoring. It's just today was about

:16:45. > :16:48.the other end of the pitch. You know, you concede eight in three

:16:49. > :16:51.games, you know you have got to do something about it. So fantastic

:16:52. > :16:54.clean sheet for us, especially going to ten. Exeter Chiefs went down to

:16:55. > :16:57.their first defeat in rugby's European Cup this season. A 20`16

:16:58. > :17:01.reverse at Glasgow Warriors leaves pool two wide open. After two games,

:17:02. > :17:04.all the teams have won once with the Chiefs next coming up against

:17:05. > :17:07.reigning Champions Toulon twice in December. Although Exeter led 9`6 at

:17:08. > :17:11.the interval in Scotland, two quick tries turned the score in Glasgow's

:17:12. > :17:20.favour. Dave Ewers' late try earned the Chiefs a losing bonus point.

:17:21. > :17:23.Finally, it's been a promising day for the Sills twins in the Youth

:17:24. > :17:26.World Windsurfing championships in Citavecchia in Italy. Imogen and

:17:27. > :17:28.Saskia, from Lawhitton near Launceston, are fifth and ninth

:17:29. > :17:40.respectively after the first day's racing. Now despite having 11

:17:41. > :17:43.airfields, 12 radar stations, five air`sea rescue units and even two

:17:44. > :17:46.secret listening posts in Devon during the Second World War, the

:17:47. > :17:49.RAF's service to the county has gone unrecognised in Exeter. Today RAF

:17:50. > :17:52.personnel joined their counterparts from the Navy, Army and Royal

:17:53. > :18:03.Marines to be granted the Freedom of the City. John Henderson reports. A

:18:04. > :18:12.proud day for Exeter, a proud day for the RAF. 100 airmen and women

:18:13. > :18:19.marched in to be granted the freedom of the city. The honour was bestowed

:18:20. > :18:28.on personnel from Brize Norton, the closest operational air station to

:18:29. > :18:34.Exeter. Number 2 flight. Steady. I'm pleased that I came today.

:18:35. > :18:41.Tremendous. But rather late in the day. Spit fires and hurricanes were

:18:42. > :18:45.a a common sight here in the 1940 t. Time for that service and more to be

:18:46. > :18:51.officially recognised. There were 11 airfields, there were 12 radar

:18:52. > :18:58.stations and two secret listening posts and then there were the

:18:59. > :19:01.territorials and the royal observer department. So massive involvement.

:19:02. > :19:08.That involvement continues even now. Some of those taking part in the

:19:09. > :19:16.parade are from the region. It was a good turn out and it has been

:19:17. > :19:23.enjoyable. A proud moment? Yes, almost as my career, yes up there.

:19:24. > :19:29.Hercules provided a fly past and then it was on to take the salute,

:19:30. > :19:36.the RAF joining the navy, army and Royal Marines to become free men and

:19:37. > :19:39.women of Exeter. A teacher from Devon has been voted the best

:19:40. > :19:43.secondary school teacher in the country at an award ceremony in

:19:44. > :19:46.London. Crispin Chambers, from Tavistock College, has been teaching

:19:47. > :19:50.Japanese for 17 years. The judges who saw him teach said he was a joy

:19:51. > :19:54.to watch. In a moment, we'll be chatting with Crispin in the studio,

:19:55. > :20:10.but first Johnny Rutherford has this report. A Japanese rap, one of the

:20:11. > :20:17.fun techniques used by Crispin Chambers and this and other methods

:20:18. > :20:23.helped him win. From Tavistock college in Devon, he is Crispin

:20:24. > :20:29.Chambers. He started teaching Japanese 17 years ago and from the

:20:30. > :20:37.start preferred different teaching methods. As far as the pupil go, I'm

:20:38. > :20:41.the Sensai. And if they see me, that is how they refer to me. The success

:20:42. > :20:48.rate of students is high. At GCSE more than half consistently achieve

:20:49. > :20:54.an A or A`star. I know so many students who has motivated them to

:20:55. > :20:59.take Japanese into all parts of their live and they have embraced

:21:00. > :21:05.the language and some are living and working in Japan. We are thrilled

:21:06. > :21:09.and delight and proud of him. He is the sort of teacher that you look

:21:10. > :21:15.back on and remember fondly in those wow moments that are life`changing.

:21:16. > :21:34.It is easy to learn when taught well. Your school has a message for

:21:35. > :21:38.you. As promised Crispin is here. I suspect your pupils are

:21:39. > :21:44.congratulating you. Yes, they're saying congratulations to me. What

:21:45. > :21:50.an honour to win this award. A huge honour. And I'm so privileged. Why

:21:51. > :21:53.do you think you're so special, I know you have won awards before.

:21:54. > :21:57.What makes you such a good teacher. The great skill about teaching

:21:58. > :22:01.Japanese is to give students the confidence and belief to succeed.

:22:02. > :22:05.The belief that they can go to Japan and make themselves understood. I

:22:06. > :22:12.was very moved when the Japanese ambassador said to me, aim the am ``

:22:13. > :22:17.I am the ambassador Japan, but you're the ambassador of the

:22:18. > :22:22.Japanese language. What was the ceremony like last night, some

:22:23. > :22:28.famous faces? Very exciting. I was delighted to gone o' stage and meet

:22:29. > :22:34.Clare Balding. She spoke good Japanese. I was very surprised. I

:22:35. > :22:38.was thrilled so many supporters were there from Tavistock and I greeted

:22:39. > :22:43.them in Japanese. It is an unusual subject, but it looks great fun? Yes

:22:44. > :22:48.and it is not as difficult as people think. The students find it very

:22:49. > :22:53.enjoyable. They do well at GCSE. So they enjoy the fact that they can

:22:54. > :22:59.achieve and then take them to Japan, for know take students to Tokyo to

:23:00. > :23:06.experience Japanese life and the beauty of Japan and the generosity

:23:07. > :23:17.of the people is fantastic. And I have got to try... SPEAKS IN

:23:18. > :23:23.JAPANESE. Almostperson. Well done. `` Almost perfect. Well done. Now, a

:23:24. > :23:26.very special story of how hospital staff in the South West helped a

:23:27. > :23:30.young woman expelled from Uganda more than 40 years ago is being told

:23:31. > :23:34.by the BBC's Inside Out programme tonight. Hasmita Sakaria, her family

:23:35. > :23:37.and 70,000 others were kicked out of the country by the dictator Idi Amin

:23:38. > :23:41.more than 40 years ago. They were given emergency accommodation in an

:23:42. > :23:47.old army camp on Dartmoor. When they arrived, Hasmita could no longer

:23:48. > :23:52.hide that she was pregnant. As approached the doctor, said I'm

:23:53. > :23:58.pregnant. He said well, sit aside and we will check you. Then the

:23:59. > :24:04.nurses got together and made me sit down and that afternoon they rushed

:24:05. > :24:08.me to hospital. You can see more on that story in tonight's Inside Out,

:24:09. > :24:12.on BBC1 in just over half an hour at 7.30. Hello I am here we are just a

:24:13. > :24:19.bit in the dark. It is time for the weather. Have we not paid the bill?

:24:20. > :24:24.Hopefully you can see me. It has been a miserable day across the

:24:25. > :24:29.South West. Not op have we had some `` only have we had some heavy rain,

:24:30. > :24:34.but some strong winds and the rest of the week is mild, but windy with

:24:35. > :24:38.heavy rain. Frost`free is perhaps the only good news. By the end of

:24:39. > :24:42.the week it could be very wet. We still have some rain around tonight

:24:43. > :24:46.and we have a weather warning. That rain band will be troublesome I

:24:47. > :24:52.think tonight, giving another splash of heavy rain, bch it Pete % out

:24:53. > :24:58.through the `` before it peters out tomorrow. The winds not as strong

:24:59. > :25:03.tomorrow. But we have had gusts up to 55mph. Some really strong busts

:25:04. > :25:08.of wind and gale force winds at the moment around the coasts. The

:25:09. > :25:12.driving force of this weather is a big area of low pressure. It's right

:25:13. > :25:17.in the middle of the Atlantic. It doesn't move particularly far in the

:25:18. > :25:21.next few days, but it splits into two and that gives us some respite

:25:22. > :25:27.on Wednesday. But we have this great line of wet weather creeping towards

:25:28. > :25:33.us. That will continue to journ Yip east `` journey east tomorrow. And

:25:34. > :25:40.then we have a brief ridge of high pressure for Wednesday venlt it is

:25:41. > :25:45.only ``. It is only one day. Tonight if you're travel, not only is it

:25:46. > :25:52.windy, but it is wet. And more wet weather to come tonight. The rain

:25:53. > :25:55.band steadily petering out from the west towards the end of the night.

:25:56. > :26:03.But we will wake up to a wet start and another windy night and an

:26:04. > :26:07.unusually mild night with temperatures around 15 degrees.

:26:08. > :26:11.Tomorrow, the rain will peter out, but it will take its time. By the

:26:12. > :26:13.afternoon there is a chance we will see sunshine breaking through,

:26:14. > :26:20.before the next line of showers comes into the far west of Cornwall

:26:21. > :26:24.and sweep through another blustery line of showers. Temperatures

:26:25. > :26:27.tomorrow good, 16 or 17 degrees. Cooler on the coast. Because of the

:26:28. > :26:32.breeze. That will be a strong one. It is a strong southernly bris,

:26:33. > :26:37.probably strongest around the Isles of Scilly and west Cornwall. Windy

:26:38. > :26:40.with showers through the morning. There is our times of high Peartest

:26:41. > :26:59.water. `` of high water. The wind are from the south or

:27:00. > :27:03.south`west force five to six, occasionally seven. Rain or showers

:27:04. > :27:10.and moderate to good visibility. Brighter on Wednesday. Wet and windy

:27:11. > :27:15.on Thursday and Friday. Thank you. That is all from us. We will have to

:27:16. > :27:21.change some light bulbs. I wonder how many people in the BBC that will

:27:22. > :27:26.take? Quite a few! Good evening:
