:00:59. > :01:05.Takeaway owners in Jersey say they could be put out of business by the

:01:06. > :01:10.police. Officers want to force three takeaways in town to close an hour

:01:11. > :01:14.earlier, at 1am, claiming that late`night queues are becoming a

:01:15. > :01:20.nuisance and a safety threat. Queueing up for food after a hard

:01:21. > :01:25.day's night, town centre takeaway is make most of their money when the

:01:26. > :01:29.clubs kick out at 2am. They are popular with drinkers but police say

:01:30. > :01:34.that popularity is putting people at risk. Friday and Saturday night is

:01:35. > :01:39.when these restaurants make most of their money, selling food to

:01:40. > :01:44.intoxicated revellers. At 2am, enormous queues form, they start on

:01:45. > :01:48.the pavement, they end up on the street. The police say it is

:01:49. > :01:54.dangerous for all, and taxi drivers are concerned about the area. They

:01:55. > :02:00.come at the same time, so they go to the takeaways and stand outside in

:02:01. > :02:04.the middle`of`the`road, and we had an incident this weekend, somebody

:02:05. > :02:11.got knocked over. People have kicked cars, drivers have had their mirrors

:02:12. > :02:16.smashed, people are getting close to the cars, and because they have got

:02:17. > :02:22.a drink inside them, they can react that way. The police suggest they

:02:23. > :02:26.should change the license of the takeaways and forced them to close

:02:27. > :02:31.at 1am, but the owners say that will not make a difference. You just are

:02:32. > :02:38.going to move the problem from 2:30am to 1am. For us, it will cause

:02:39. > :02:44.major problems. If we do not need the staff, we have to make

:02:45. > :02:46.redundancies. I will have four redundancies, and every other

:02:47. > :02:51.takeaway will do the same, because we cannot afford it. They want to

:02:52. > :02:56.see changes to roads and pavements, not opening times, and cabbies told

:02:57. > :03:02.me, if you want to clean up the streets, you need to change the

:03:03. > :03:05.closing time of the nightclubs. The pressure will be on Guernsey

:03:06. > :03:09.States to control spending followed the budget being approved. Money

:03:10. > :03:17.will be tight, as the government tries to bring the finances back

:03:18. > :03:24.into the black. Remind us what the budget means to the average

:03:25. > :03:29.islander. There was one word that cropped up today, boring. The budget

:03:30. > :03:39.is not that radical, there are the normal increases, a drop in document

:03:40. > :03:43.duty could help boost the housing market for first`time buyers, but

:03:44. > :03:47.there is nothing to upsetting. What is more upsetting for the state is

:03:48. > :03:52.the reality of the budget they will have to stick to. Departments will

:03:53. > :03:55.have less to spend and there is still ?14 million of savings that

:03:56. > :04:02.have to be found somewhere. Even with the restraint, there will

:04:03. > :04:09.be a deficit, and we are paying for that out of our savings. That cannot

:04:10. > :04:13.continue. We have to continue to bear down on the deficit and get

:04:14. > :04:16.back into surplus to replenish the reserve that we have used to fund

:04:17. > :04:22.the deficit. Does that mean more will be cut

:04:23. > :04:27.Something we'll have to give, and it will mean to positions, but one

:04:28. > :04:32.thing that was agreed, incentives to encourage departments to keep at it.

:04:33. > :04:34.If they exceed their targets, there is a guaranteed to get some money

:04:35. > :04:38.back, though not everybody was convinced.

:04:39. > :04:44.The department might be able to make the extra money and then keep it to

:04:45. > :04:48.spend on what it wishes. At a time when we are looking at the

:04:49. > :04:51.possibility of closing schools or the bus service, which is

:04:52. > :04:56.struggling, partly due to the amount that was taken out, we should make

:04:57. > :05:00.sure that the right department have the money.

:05:01. > :05:04.The states have one of the tough decisions ahead this week, as debate

:05:05. > :05:11.on the school closures could start tomorrow.

:05:12. > :05:15.Before the budget debate began, a petition was presented to the

:05:16. > :05:20.states, calling for two schools to be saved from closure. Almost 4 00

:05:21. > :05:24.people have signed the document asking politicians to reject

:05:25. > :05:34.proposals to shut the schools. The plans will be discussed tomorrow.

:05:35. > :05:43.We had 4474 signatures, which equates to 21% of the people who

:05:44. > :05:46.voted in the 2012 election. Jersey's former Lieutenant Governor

:05:47. > :05:52.has died from cancer at the age of 73. Michael Wilkes served as the

:05:53. > :05:59.Queen's representative between 995 and 2000. He died on Sunday at his

:06:00. > :06:04.home in the UK. He leaves a wife and two sons. He was a passionate

:06:05. > :06:07.supporter of the rugby club in Jersey, friends said he would be

:06:13. > :06:16.was a great soldier and leader. If you are interested in people, you

:06:30. > :06:33.did. Two men in Guernsey have been jailed

:06:34. > :06:39.for importing half a kilo of mephedrone. Terry Brian Marsh and

:06:40. > :06:42.Martin George Dodd was sentenced for five years and nine months in

:06:43. > :06:48.prison. The drug, which has a similar effect to ecstasy, was

:06:49. > :06:55.hidden in the chassis of a vehicle. Blue Islands is expanding. They have

:06:56. > :07:01.bought their largest aeroplane yet. It is the airline's third new

:07:02. > :07:04.airline this year and will be used on its Southampton service from

:07:05. > :07:10.December, increasing its capacity of 250%.

:10:49. > :10:53.looks like it could be damp, with outbreaks of rain. There are a key

:10:54. > :11:02.Chavez dotted around overnight tonight, and the wind continues to

:11:03. > :11:06.dog `` drop. First thing tomorrow, they could be a fair amount of cloud

:11:07. > :11:11.around, but it will readily break up. By the end of the afternoon

:11:12. > :11:41.patchy rain and thicker cloud. I mentioned Thursday being cloudy,

:11:42. > :11:46.we will keep the cloud for much of the day. It will be rather damp

:11:47. > :11:52.with outbreaks of rain. More showery on Friday, with similar conditions

:12:41. > :12:45.of Trelissick Gardens. 16 swans have died a nature reserve in Weymouth.

:12:46. > :12:51.Tests have revealed the Swans did not have bird flu, but exactly what

:12:52. > :12:55.caused their death is a mystery. This 1's on the lake at Radipole

:12:56. > :13:00.Lake or a favourite with locals and voters alike, but over recent months

:13:01. > :13:03.they have fallen prey to a mysterious disease or pollution.

:13:04. > :13:07.Dead birds have been removed from the RSPB reserve but it is being

:13:08. > :13:12.confirmed they were not affected by bird flu. Here at Radipole Lake on

:13:13. > :13:16.the edge of Weymouth, swans have been dying since September and it is

:13:17. > :13:23.now known that half the flock has died, but recently there have been

:13:24. > :13:27.no further fatalities. Some were found floating in the lake, which is

:13:28. > :13:32.obviously horrible for people who found them, but some were found to

:13:33. > :13:41.be quite lethargic or looking poorly and lying on the path, so at that

:13:42. > :13:46.point, the RSPCA got involved. At the RSPCA centre in Somerset, there

:13:47. > :13:52.are still a couple of swans recovering from whatever affected

:13:53. > :13:58.their health. There have been swans dying before on the lakes, and there

:13:59. > :14:01.has been an inflammation of the untested witching cause problems for

:14:02. > :14:07.swans. That hasn't been established in this instance so it is as yet

:14:08. > :14:11.unknown, but we do see swans especially from areas where there

:14:12. > :14:15.are problems with birds. The Environment Agency has tested the

:14:16. > :14:21.water for pollutants, so far the charity says there is no clue about

:14:22. > :14:26.what has happened. What is odd is that it is 16 swans. It was

:14:27. > :14:30.pollution in the water you would expect problems for all species, but

:14:31. > :14:35.this is just swans, there we are interested to find out what has

:14:36. > :14:39.happened. It is rare for so many swans to be affected in this way,

:14:40. > :14:48.that the RSPB says many younger swans appear to have escaped the

:14:49. > :14:51.worst effects of the incident. Ever driven across Dartmoor and

:14:52. > :14:55.missed most of it as it whizzes past the window? I have. Well, now you

:14:56. > :14:59.can take in the celebrated wild upland at a more leisurely pace, as

:15:00. > :15:02.a major cycle trail crossing much the landscape finally opens. The

:15:03. > :15:05.Dartmoor Way has been years in the making, but now completely covers

:15:06. > :15:08.more than 90 miles, linking towns and villages. As well as attracting

:15:09. > :15:11.thousands of cyclists, it's hoped it'll also bring millions of pounds

:15:12. > :15:13.to the local economy. Chris Lyddon has the first of two special

:15:14. > :15:29.reports. It's arguably the most famous

:15:30. > :15:37.national park, many would say the most beautiful. The new Dartmoor Way

:15:38. > :15:41.opens up miles of stunning views. Today, we're going to explore the

:15:42. > :15:44.southern part of the moor by electric bike. The power`assisted

:15:45. > :15:48.bike takes all the strain out of this section near Venford reservoir.

:15:49. > :16:00.The cycle way joins towns and villages around the moor. Our first

:16:01. > :16:02.section takes in the high moor link. You have three different settings,

:16:03. > :16:06.high, low, medium, eight gears in all. Apart from that, you just get

:16:07. > :16:10.on and start pedalling like an ordinary bike. And pedal away we

:16:11. > :16:16.did. This is not too steep, this one. And the beauty of the moor

:16:17. > :16:20.slowly revealed itself. So this pointy one at the front is Sharp

:16:21. > :16:24.Tor, then behind is Corndon Tor, and over to the right is Mel Tor, and

:16:25. > :16:30.Bench Tor here on the other side of the Dart Valley. So a terrific vista

:16:31. > :16:34.for taking it all in. Amazing. The cycle way has been paid for by Defra

:16:35. > :16:36.and Devon County Council and overseen by the cycling charity

:16:37. > :16:46.Sustrans, working with the National Park. It is a very robust route,

:16:47. > :16:49.predominantly on roads or other good known services. It is 95 miles, I

:16:50. > :16:51.believe, in length and a great circular route of the best of

:16:52. > :17:01.Dartmoor National Park. Out on the moors on a day like this,

:17:02. > :17:05.fabulous sunshine, wonderful colours and the bikes make it so effortless.

:17:06. > :17:11.Yeah, it wasn't hard at all to pick up, just like cycling a normal bike

:17:12. > :17:15.but a lot easier! Now we're off to Okehampton. We're in the north`west

:17:16. > :17:18.section of the trail. We're going to see some of best parts of the

:17:19. > :17:33.Granite Way today. Terrific weather too. Catherine is my guide this

:17:34. > :17:36.time. We're on mountain bikes. We have families, from tiny babies

:17:37. > :17:39.right up to elderly people and all sorts of different people, people

:17:40. > :17:41.that are very bike enthusiastic or cycling enthusiastic, who bring

:17:42. > :17:49.along their families, who maybe haven't been on a bike for 20, 30

:17:50. > :17:55.years. And you can see in both directions at the viewpoint. It's

:17:56. > :18:03.beautiful. Magnificent. Just don't look down! Last stop of the day, the

:21:14. > :21:16.scheme to explore hidden parts of some of The National Trust's most

:21:17. > :21:20.famous places. Chloe Axford has been to join a group taking part in a

:21:21. > :21:28.walk at the Trelissick estate in Cornwall. The Trelissick estate

:21:29. > :21:34.normally gets about 150,000 visitors a year, but this afternoon I am

:21:35. > :21:38.joining a group of walkers who are being allowed access to a part of

:21:39. > :21:45.the estate that is normally out of bounds. I have a difficult time

:21:46. > :21:50.finding worms when it is dry. This book, led by the head ranger, is

:21:51. > :21:55.part of the great British walks, a nationwide scheme to get us all out

:21:56. > :21:59.in the fresh air. Families, people are not getting in touch with nature

:22:00. > :22:04.as much as we should, they are sitting in front of TVs, children

:22:05. > :22:09.playing on computers, so it is a chance to encourage the nation to

:22:10. > :22:12.get out and see what is on their doorstep in touch nature, breathing

:22:13. > :22:19.that fresh air and try to get them active. Today's ward includes the

:22:20. > :22:24.Inco pats were dung beetles and discovering client field mushrooms.

:22:25. > :22:27.On the walk this afternoon, I lured areas like this are normally out of

:22:28. > :22:32.bounds because they provide a feeding ground were wading birds

:22:33. > :22:37.from the nearby River, a haven for bugs and insects and a home for

:22:38. > :22:43.animals like badgers. There are lots of maggots. It has started to break

:22:44. > :22:48.up. The book has been an education for other walkers. We are rushing

:22:49. > :22:56.around and through the woodland and we don't often get a chance to slow

:22:57. > :23:02.down and see what there is, . I wanted to come and see what we are

:23:03. > :23:12.missing. It is exciting because it is a secret place. And what have you

:23:13. > :23:20.found here? Lots of mushrooms and cope to that beetles live in. There

:23:21. > :23:24.are great British walks taking place at National trust properties across

:23:25. > :23:30.the country. Now we're off for a nice cup of tea. It looks stunning

:23:31. > :23:40.there today. Big change in the weather. Yes, much quieter. It was

:23:41. > :23:48.fantastic. I thought you don't. No, I am still is here good evening. If

:23:49. > :23:54.anything, tonight will be quite chilly and relatively calm after the

:23:55. > :23:57.last few nights. We have a few missed patches first thing in the

:23:58. > :24:01.morning and it starts cold, probably the coldest we have seen so far this

:24:02. > :24:06.autumn, right at first then more wind and rain arriving, the strength

:24:07. > :24:10.of wind nothing to what we saw through the weekend and yesterday.

:24:11. > :24:15.Let's look at the cloud because this line is the next band of cloud and

:24:16. > :24:19.rain coming our way, not quite getting into us and it will be slow

:24:20. > :24:24.to arrive during tomorrow but once it sets and we will see wet weather.

:24:25. > :24:28.The wind is picking up but certainly tonight with a ridge of high

:24:29. > :24:32.pressure it is quiet. Any showers we have will be isolated in the line of

:24:33. > :24:37.cloud and rain will arrive in the latter part of tomorrow morning and

:24:38. > :24:41.through the afternoon and evening. There are some isobars squeezed by

:24:42. > :24:46.head of that so expect winds to increase through the day, then by

:24:47. > :24:50.Thursday we still have low pressure, keeping an eye on this new area of

:24:51. > :24:55.low pressure moving quite fast and bringing wet weather on Friday, and

:24:56. > :25:01.also some windy conditions. For most of today we had sunshine, but it is

:25:02. > :25:06.now turning cold and with clear skies overnight, a few places,

:25:07. > :25:10.especially inland, could get as low as three or four degrees. It is just

:25:11. > :25:15.about cold enough for a touch of frost. Further west and along the

:25:16. > :25:18.north coast, there might still be showers overnight but that will fade

:25:19. > :25:26.away overnight, and most of us will fade up to `` wake up to eight fine

:25:27. > :25:29.but cold start. The winds become south`westerly by the end of the

:25:30. > :25:35.night and overnight temperatures on the coast no lower than seven or

:25:36. > :25:40.eight degrees, but inland, a few places getting as low as four or

:25:41. > :25:44.five. Tomorrow morning, there will be sunshine, the breeze will

:25:45. > :25:48.increase. By the end of the morning some patchy light rain arrives, the

:25:49. > :25:54.rain becoming more widespread towards the love part of the

:25:55. > :25:58.afternoon and early evening. That is also wind strength picking up,

:25:59. > :26:05.becoming south`westerly and suddenly ahead of that rain band and becoming

:26:06. > :26:08.strong along the south coast, temperatures possibly getting up to

:26:09. > :26:14.14 or 15 degrees so warmer than today, despite the fact the breeze

:26:15. > :26:18.and cloud and rain rules then, also starting to see some low cloud on

:26:19. > :26:25.the moors becoming misty by early evening. The hours of Scilly, the

:26:26. > :26:30.rain arrives here first so it could cloud up, winds increasing and the

:26:31. > :26:40.rain waiting for quite a windy afternoon and a wet one. On to times

:26:41. > :26:46.of high water, on the south coast, and for our surfers, with the wind

:26:47. > :26:50.biting southerly, it makes you up on the north coast, but choppy on the

:26:51. > :27:00.south coast at three to four feet. Coastal waters forecast, the winds

:27:01. > :27:04.are backing so south`westerly visibility reduced to moderate in

:27:05. > :27:08.that rain. We will have a mix of sunny spells and showers on

:27:09. > :27:15.Thursday, winds also becoming many south`westerly, Friday that new area

:27:16. > :27:19.of low pressure makes it a wet day, also winds picking up later in the

:27:20. > :27:23.day, and for the weekend a lot of uncertainty, it will be quite

:27:24. > :27:27.unsettled with plenty of showers, possibly strong winds again,

:27:28. > :27:31.possibly gale force on both days on Saturday and Sunday. We will have
