:00:43. > :00:43.mobile phones. It looks really hard, especially if you have a
:00:44. > :00:59.phone. It has taken two years and cost tax
:01:00. > :01:02.payers ?3 million ` now the revamp of Jersey Hospital's Intensive Care
:01:03. > :01:07.Unit is almost complete. There'll be more beds and better infection
:01:08. > :01:13.control in the new facility. Today our reporter Amy Harris was granted
:01:14. > :01:19.unique access. State of the art facilities to treat
:01:20. > :01:22.critically ill islanders. This is one of the rooms in the new`look
:01:23. > :01:25.Intensive Care and High Dependency Units at Jersey's General Hospital.
:01:26. > :01:31.With more than 700 patients admitted here every year, bosses say the
:01:32. > :01:34.revamp was needed. The old ICU had done 23 years of
:01:35. > :01:39.service, and saw around 13,000 patients go through its doors. At
:01:40. > :01:43.that time it had met modern standards, but in the 21st century
:01:44. > :01:46.it didn't meet modern standards and we had to improve our intensive care
:01:47. > :01:50.facility. The new units now boast more new
:01:51. > :01:58.beds, increased space around beds, and improved air handling units to
:01:59. > :02:01.support infection control. The three`phase project has taken two
:02:02. > :02:06.years to complete and cost just under ?3 million. And with patients
:02:07. > :02:09.continuing to use the units throughout, it's required detailed
:02:10. > :02:12.and careful planning at every stage. Those working here, like Dr Andrew
:02:13. > :02:19.Woodward, say the revamp will benefit both patients and staff.
:02:20. > :02:23.It's been a challenging time over the previous two years and as we've
:02:24. > :02:25.seen this project come to fruition the morale has improved and the
:02:26. > :02:28.working environment is much improved and it makes it a better place to
:02:29. > :02:42.work. The unit will be officially opened
:02:43. > :02:45.tomorrow by the Chief Minister, a significant landmark in the
:02:46. > :03:06.provision of high quality intensive care to islanders who need it most.
:03:07. > :03:11.Meanwhile, States members have agreed to pay around ?50,000 in
:03:12. > :03:14.compensation to a man who lost his livelihood when a public event was
:03:15. > :03:17.cancelled. Terry McDonald wanted to break a world record with his
:03:18. > :03:29.fireworks display planned for the 2007 Battle of Flowers parade.
:03:30. > :03:32.Edward Sault explains. For the whole thing to end up in this sort of
:03:33. > :03:36.mess, I find it so sad. He'd wanted to break his own world
:03:37. > :03:39.record by letting off thousands of fireworks at once at the end of the
:03:40. > :03:41.Battle of Flowers Parade. But despite receiving permission from
:03:42. > :03:44.the Bailiff's panel, two environmental reports suggested he'd
:03:45. > :03:47.be prosecuted if any pollution occurred. This evening, States
:03:48. > :03:56.members voted by 29 votes to 14 to compensate him. This has never been
:03:57. > :04:07.about compensation. Money is not what it is about. I want to be
:04:08. > :04:11.exonerated. I want closure. I want to be able to pick myself up and
:04:12. > :04:13.dust myself down and get on with life.
:04:14. > :04:16.But some States members disagreed, saying it was Mr McDonald himself
:04:17. > :04:18.who pulled his rocket attempt and should have been aware of the
:04:19. > :04:26.environmental concerns. Others though said the way he'd been
:04:27. > :04:33.treated by the States was appalling. He was not doing this for personal
:04:34. > :04:44.gain. He was doing it on behalf of Islanders. He had support from all
:04:45. > :04:47.of the state departments. The unused fireworks have now been
:04:48. > :05:08.disposed off. Tonight Mr McDonald says today's decision now means he
:05:09. > :05:12.can rebuild his life. Politicians in Jersey will get a pay rise. They
:05:13. > :05:15.chose not to debate proposals from Constable Phil Rondel to turn down
:05:16. > :05:19.next year's rise of ?600. Unless any member refuses, they'll now get
:05:20. > :05:21.?42,600 a year. And they'll be able to claim ?4000 in expenses.
:05:22. > :05:24.Kerbside recycling will be launched in Guernsey in March. The current
:05:25. > :05:27.rubbish collectors in each parish will pick up mixed recycling in
:05:28. > :05:31.special bags. The new scheme's expected to cost almost ?2.5 million
:05:32. > :05:34.over the next two years. It'll be funded from waste charges at the
:05:35. > :05:37.island's landfill site. However people won't be forced to sort out
:05:38. > :05:39.their recycling under the proposed voluntary scheme. The voluntary
:05:40. > :05:44.element is going to be there. The new kerb`side scheme will mean that
:05:45. > :06:04.we are again Askin people to comply by choice.
:06:05. > :06:08.A campaign's been launched this week in Jersey aimed at stopping people
:06:09. > :06:11.using their mobile phones while driving. Figures suggest the number
:06:12. > :06:14.of drivers caught breaking the law isn't changing. During Road Safety
:06:15. > :06:18.Week a driving simulator's been set up in one of the island's shopping
:06:19. > :06:21.centres to make people more of aware of the consequences of using a phone
:06:22. > :06:24.behind the wheel. While this might be a fun break from
:06:25. > :06:28.the classroom, the lesson is serious ` driving while on the phone is
:06:29. > :06:35.dangerous. It could be dangerous and you could kill someone.
:06:36. > :06:38.So they seem to be getting the message but their parents are the
:06:39. > :06:45.ones behind the wheel. And figures suggest motorists in Jersey are
:06:46. > :06:49.still breaking the law. The number of offences of driving while using
:06:50. > :06:52.mobiles went up in 2012. So far this year, there have been 413 offences.
:06:53. > :06:56.Most of them by men and the average age of drivers caught on the phone
:06:57. > :07:01.is 37. I do not think that the message is getting through at all. A
:07:02. > :07:03.lot of cars now have a mobile connection and you can speak hands
:07:04. > :07:06.free. And the organiser behind this
:07:07. > :07:10.campaign knows more than most how bad the consequences can be. Paul's
:07:11. > :07:16.sister, Ellen, was killed by a driver who was on his mobile phone.
:07:17. > :07:21.She was walking home from a shopping trip and a car left the road and
:07:22. > :07:34.knocked her into a field. This killed her. It destroyed the family.
:07:35. > :07:36.Part of you dies when something like that happens.
:07:37. > :07:39.And while this is just pretend, it's hoped that real lessons will be
:07:40. > :07:48.learned and this simulator will save lives.

:08:23. > :08:26.Alderney. An outdoor facility covered in leaves that is out of
:08:27. > :08:30.action during the winter months. But all that is set to change ` this is
:08:31. > :08:33.what Alderney's proposed new indoor pool could look like. A 25`metre
:08:34. > :08:37.3`lane indoor swimming pool with a small gym. The island is trying to
:08:38. > :08:43.raise ?500,000 to build it and so far they've got ?460,000. It is very
:08:44. > :08:44.important for the island. Our children really do not have any
:08:45. > :09:00.proper place to learn to swim. Now one man is hoping to raise the
:09:01. > :09:03.rest. Tiles will be placed on the inner
:09:04. > :09:07.wall of the building and people can have their own tile engraved with
:09:08. > :09:11.their name for ?10 each. So far, Rod has sold 830. He made this machine
:09:12. > :09:18.himself and says it takes quite a while to make each tile. I was down
:09:19. > :09:26.here at seven o'clock in the morning in my pyjamas and it goes on until
:09:27. > :09:32.seven o'clock at night. It takes half an hour to make each tile.
:09:33. > :09:37.Guernsey and Jersey both excelled in the swimming pool at the Island
:09:38. > :09:41.Games in Bermuda this year and those behind this scheme hope Alderney
:09:42. > :09:44.could emulate that in the future. Rod and his machine have already
:09:45. > :09:48.raised almost ?10,000. If all goes to plan then he's hoping the
:09:49. > :10:01.swimming pool will be ready for use in the summer.

:13:05. > :13:08.number of children's centres in Somerset have been put on hold. The
:13:09. > :13:13.County Council says it'll draw up more detailed proposals, following
:13:14. > :13:19.widespread opposition. The meeting was meant to be about
:13:20. > :13:25.making more savings, but today, County Council is instead heard
:13:26. > :13:29.about a cut that is being postponed. I have heard what families,
:13:30. > :13:33.residents, community and councillors have said in relation to the
:13:34. > :13:38.proposal. This is Chilcompton community Centre, one of 18 the
:13:39. > :13:43.council want to pull the plug on. The plan was to produce spending on
:13:44. > :13:48.buildings, while investing more on front line staff. It caused a storm
:13:49. > :13:54.of protest. The County Council have failed children centres and children
:13:55. > :14:01.in our community. It is deeply fair and ironic that people who were not
:14:02. > :14:06.even born at the start of the financial crisis are the ones who
:14:07. > :14:11.will suffer. The Conservative run authority were clearly perturbed.
:14:12. > :14:17.Whenever you are talking about children's services, of course it is
:14:18. > :14:24.an emotive subject. Hopefully members of the public will be happy
:14:25. > :14:31.that we have paused the decision`making process, and we will
:14:32. > :14:40.continue to listen to make sure we come up with the right result. It is
:14:41. > :14:46.officially a pause while more detailed proposals are drawn up for
:14:47. > :14:51.the threatened centres. But it has been widely welcomed. The county
:14:52. > :14:56.can't continue to say they are making difficult decisions and use
:14:57. > :15:01.that as an excuse to make bad decisions. Now they have listened,
:15:02. > :15:06.reflected, they have paused, and hopefully we can move forward to a
:15:07. > :15:10.good solution for all of Somerset. Meanwhile, councillors have voted
:15:11. > :15:16.through another ?4 million of cuts with the leader warning there will
:15:17. > :15:21.be more to come. This is the tip of the iceberg. This council has been
:15:22. > :15:25.cutting for four years. The easy savings have been made. Today is
:15:26. > :15:29.about a view million pounds. In the next few months they have got to

:16:17. > :16:24.effects, but 4.6% of adolescents regularly use the Internet and do so
:16:25. > :16:29.to excess, and may be harmed as a result. Earlier this year,
:16:30. > :16:34.18`year`old Alex found gaming was taking over his life. I would be on
:16:35. > :16:41.the computer playing games until 2am. Then on the weekends I would
:16:42. > :16:44.wake up, play on the computer all day. School and family relationships
:16:45. > :16:50.suffered. Mike Graves gradually slipped down and down `` my grades.
:16:51. > :16:55.Then they kicked me out in January. There is growing concern that
:16:56. > :17:01.excessive gaming causes physical harm from a lack of exercise, sleep
:17:02. > :17:07.and proper meal times, and affects relationships and specs. It is the
:17:08. > :17:11.damage to the individual, the damage to the family, and this potential
:17:12. > :17:16.loss of this real important group of young people as they move through,
:17:17. > :17:20.if they are not given the opportunity to develop their full
:17:21. > :17:25.potential. A psychotherapist at a North Somerset addictions clinic has
:17:26. > :17:32.held talks with the gaming industry, but his request that it fund a
:17:33. > :17:35.helpline for those with problems is refused. The Association for UK
:17:36. > :17:40.interactive entertainment said there was no proven link between video
:17:41. > :17:46.games and addiction. While play the macro some play excessively, often
:17:47. > :17:51.there are other issues. It said the games industry at safety measures in
:17:52. > :17:56.place, including recommending breaks every 45`60 minutes, and the use of
:17:57. > :18:04.age ratings, password locks, and control systems to limit the time
:18:05. > :18:13.spent playing. After nine months of counselling, Alex has a grip on his
:18:14. > :18:20.life. He has taken up his studies at a new school. I look back on the
:18:21. > :18:25.spending hours and hours behind a screen and I think I'm a stupid kid.
:18:26. > :18:30.I still get enjoyment from it, but it is more of a hobby than a
:18:31. > :18:34.problem. The numbers affected by excessive gaming are forecast to
:18:35. > :18:36.grow. Unlike Alex, many may not get the help they need to get back on
:18:37. > :18:40.track. You may remember that last night we
:18:41. > :18:43.reported on the upturn in fortunes of Axminster carpets, and the roll
:18:44. > :18:46.that one businessman has played in the company's remarkable recovery.
:18:47. > :18:49.Stephen Boyd was already chairman of two big South West firms, and has a
:18:50. > :18:54.reputation for turning businesses around.
:18:55. > :19:00.A time for fresh thinking and new ideas. This is the first time
:19:01. > :19:08.Axminster Carpets has ever made rugs, and they are just about to go
:19:09. > :19:14.on sale. All the drugs will be woven, Axminster Carpets. Today, a

:19:49. > :19:54.doubled. A new apprenticeship scheme is about to start. It is a
:19:55. > :19:59.traditional industry, making is very traditional, but always dominated by
:20:00. > :20:05.men. We are the first carpets company to ever appoint a female
:20:06. > :20:10.executive director, and we are very proud to say that we have now
:20:11. > :20:16.appointed a second female director, who in that case is our finance
:20:17. > :20:21.director as well. There is a buzz about the place, which appears to
:20:22. > :20:27.extend beyond the factory walls. I think it is wonderful. It has shown
:20:28. > :20:34.that there are people within the company who can make it grow and
:20:35. > :20:44.make a success of it. It is very good news for the town. From what I
:20:45. > :20:50.can see, this is just the ) for the job. He is focused, I think we will
:20:51. > :20:54.see Axminster really gaining its place as the world leader of
:20:55. > :20:59.top`quality carpets. Many people lost their jobs and there is still
:21:00. > :21:04.some bitterness in the town. But more people are being taken on. Now
:21:05. > :21:11.159 staff are full`time, many who were made redundant in March. In May
:21:12. > :21:16.I was offered a job to run the underlay Department again. Now I am
:21:17. > :21:23.the charge hand, which is quite nice. I am just hoping there is a
:21:24. > :21:29.good future hair. So, what of the future? At 29, Josh is managing
:21:30. > :21:33.director here, following in the footsteps of his great grandfather,
:21:34. > :21:37.father and grandfather. So, will there be a job for any future
:21:38. > :21:43.offspring? I will let the customers decide that. The fact that 95% of
:21:44. > :21:49.customers returned to us is a huge vote of confidence in the business.
:21:50. > :21:56.The future is very bright for Axminster Carpets. We are on track.
:21:57. > :22:03.Success story is always a little bit too optimistic at an early stage
:22:04. > :22:08.such as this, but as far as I'm concerned, it is a project with a
:22:09. > :22:14.very long`term future, and I am intending to be here long`term as
:22:15. > :22:19.well. That last comment is probably what will give the staff, the
:22:20. > :22:24.board, the customers and the market most confidence.
:22:25. > :22:28.It's provided thousands of visitors with a bird's eye view, but the big
:22:29. > :22:32.wheel which has dominated the skyline of Plymouth for the last
:22:33. > :22:38.couple of years has turned for the final time. The huge structure on
:22:39. > :22:44.the Hoe is being dismantled because it hasn't attracted enough customers
:22:45. > :22:48.in the winter months to make it financially viable.
:22:49. > :22:52.It has dominated the Plymouth skyline for two years. But this
:22:53. > :22:57.wheel has made its last circuit. The operators say it is too expensive to
:22:58. > :23:03.run through another winter. Fuel for this wheel costs ?1600 a week. We
:23:04. > :23:10.have decided financially we cannot afford to stay for the winter. We
:23:11. > :23:17.pay business rates and rent, storage costs, staff costs, insurance. It is
:23:18. > :23:23.better for us to take it down. This operation is not cheap either.
:23:24. > :23:27.Taking it down will cost a further ?70,000. The wheel will turn again.
:23:28. > :23:31.It is expected to be erected in another city somewhere in the UK in
:23:32. > :23:36.February. In this exposed location, DC air has taken its toll, so the
:23:37. > :23:42.spokes and Axel are being taken to be re`sprayed in Holland, while the
:23:43. > :23:49.rest is stored for the winter. The wheel itself has also seen a feud
:23:50. > :23:56.celebrations. This wheel has seen 20 engagements and over 50 anniversary
:23:57. > :24:02.parties, but now it is time here in Plymouth is at an end. If you are a
