:00:30. > :00:34.The headlines: An historic day for goodbye

:00:35. > :00:37.The headlines: An historic day for Guernsey ` the island moves a step

:00:38. > :00:41.closer to improving rights for its disabled people. It's a first step.

:00:42. > :00:44.The flats once described as hell. Residents return after ?4 million of

:00:45. > :00:56.investment. And why switching on Guernsey's Tree of Joy is a special

:00:57. > :00:59.moment for seven`year`old Jake. Guernsey has moved a step closer to

:01:00. > :01:02.equal rights for disabled people. Today deputies voted unanimously in

:01:03. > :01:05.favour of adopting a Disability and Inclusion Strategy. Hundreds of

:01:06. > :01:08.people gathered outside the States to show their support, as Mike

:01:09. > :01:12.Wilkins reports. Cheers and smiles this morning from

:01:13. > :01:20.people determined to make sure their voices are heard. I suffer with the

:01:21. > :01:28.hidden disability which is not necessarily seen by people. I feel

:01:29. > :01:31.people should be more aware of people in the same predicament as

:01:32. > :01:43.myself. It is an overwhelming turnout. I want to be in support of

:01:44. > :01:46.this. I really do think it matters. Behind me and all around me you can

:01:47. > :01:50.see the strength for the strategy but it is still up to the people

:01:51. > :01:56.inside the chamber 's to determine the ultimate outcome.

:01:57. > :01:59.Under the strategy: New anti`discrimintion laws will be

:02:00. > :02:02.drafted. Employment opportunities and accessibility will be examined.

:02:03. > :02:03.More and better information will be made available for disabled

:02:04. > :02:04.islanders, carers and employers. made available for disabled

:02:05. > :02:04.islanders, carers and employers And made available for disabled

:02:05. > :02:07.islanders, carers and employers. And islanders, carers and employers. And

:02:08. > :02:11.the Island will sign up to the UN Convention on Rights for Disabled

:02:12. > :02:18.People. Today is the first step on a long journey. There are still some

:02:19. > :02:22.parts to be addressed. But it is a first step, let's start. I call it

:02:23. > :02:31.these camp on my Everest and we are at base camp. But some still feel

:02:32. > :02:36.the States will need to deliver on its promise.

:02:37. > :02:49.The important aspect is to make sure this strategy is resourced. And that

:02:50. > :02:52.other areas are also resourced. When 14,000 islanders are disabled, this

:02:53. > :02:54.new strategy has the potential to help many people.

:02:55. > :03:04.The challenge now is to keep the momentum going to ensure it passes

:03:05. > :03:07.swiftly into law. It was once one of Jersey's most run down tower blocks,

:03:08. > :03:10.now tenants are returning to La Colette flats after a ?4 million

:03:11. > :03:14.refurbishment. Some described living in the old damp flats as hell, so

:03:15. > :03:19.how have they reacted to their new homes? Tim Robinson went to find

:03:20. > :03:24.out. Come on in. This is La Collette a

:03:25. > :03:31.year ago. We met Paul Davey, who said living in this damp flat with

:03:32. > :03:37.his family, was hell. This is where it was supposed to be fixed before.

:03:38. > :03:40.The damp issue for me, is a big concern, mainly because of my

:03:41. > :03:44.daughter, and the amount of times we've taken her to hospital, and

:03:45. > :03:48.they've had to put her on steroids, because of her asthma, and this damp

:03:49. > :03:51.is not helping ` now the weather's turning again. We really shouldn't

:03:52. > :03:54.be here. The housing department has spent ?4 million renovating this

:03:55. > :03:57.listed tower block, in an effort to make stories like that a thing of

:03:58. > :04:07.the past. The walls were peeling a lot. Here everything has been sorted

:04:08. > :04:14.now. One resident Frances Young was proud to show off her new flat.

:04:15. > :04:18.Everybody had areas in their apartments that needed seeing to and

:04:19. > :04:28.it was quite damp especially in this area. It is a complete

:04:29. > :04:34.refurbishment. There are many more tenants still desperate to get out

:04:35. > :04:38.of damp homes. Amy Ware's baby has to sleep in the lounge, next to

:04:39. > :04:41.walls that are mouldy and cold. She says she's tried everything to get

:04:42. > :04:44.her family moved. I do not know where else to turn. I have spoken to

:04:45. > :04:48.the Minister and everybody. I have got so many agencies involved in

:04:49. > :04:53.lawyers, I do not know where to go now. It is heartbreaking. The

:04:54. > :04:56.housing department wants to borrow ?250 million to renovate or replace

:04:57. > :05:00.of hundreds more homes like Amy s. The States will vote whether to

:05:01. > :05:07.allow that loan to happen in next weeks' budget. Tenants like Amy will

:05:08. > :05:10.be watching that closely. Patients at Guernsey's Princess

:05:11. > :05:11.Elizabeth Hospital could soon be banned from smoking anywhere on the

:05:12. > :05:14.hospital grounds. At the moment, hospital grounds. At the moment

:05:15. > :05:17.smokers can use designated shelters outside the building, but the health

:05:18. > :05:20.department are working on a policy to protect staff and patients.

:05:21. > :05:27.Similar plans are being considered in England. It's emerged that a

:05:28. > :05:29.Jersey lawyer has appeared before the Magistrates Court charged with

:05:30. > :05:32.assaulting a woman. Five days ago, Advocate Philip Sinel

:05:33. > :05:36.was accused of grave and criminal assault dating back to 2006. His

:05:37. > :05:40.case will be heard again in two weeks' time.

:05:41. > :05:42.The top prize in this year's Channel Islands Christmas Lottery has

:05:43. > :05:46.already passed last year's jackpot total. It's now worth ?695,000 with

:05:47. > :05:56.more than three weeks to go before the draw.

:05:57. > :05:59.Almost ?750,000 of taxpayer's money is being earmarked to try to keep

:06:00. > :06:02.the world's largest hoard of Celtic coins in Jersey. They were

:06:03. > :06:05.discovered by metal detector enthusiasts last year. The money's

:06:06. > :06:09.been put aside to restore the treasure so it can go on display `

:06:10. > :06:15.and there's also a plan to reward the finders. Pam Caulfield reports.

:06:16. > :06:18.70,000 coins ` one of the biggest hoards in the world. Discovered

:06:19. > :06:22.right here in Jersey. And that's where the States wants it to stay.

:06:23. > :06:30.It may never have been unearthed if it wasn't for this man and his

:06:31. > :06:34.friend. It has been a pleasure in being part of finding the most

:06:35. > :06:41.amazing board of iron age equipment ever. Of course we have to speak

:06:42. > :06:47.about money later on. But for the moment, let's enjoy what we have got

:06:48. > :06:50.and make the most of it. And to allow Jersey Heritage to restore and

:06:51. > :06:56.display it ` the Treasury's set aside ?750,000 of taxpayer's money.

:06:57. > :07:02.It should be properly looked after, properly unpicked by the Jersey

:07:03. > :07:07.Heritage trust and we should get the maximum interpretation of what is an

:07:08. > :07:10.exciting part of our history. There was an unexpected item and that was

:07:11. > :07:18.why we have made a decision to withdraw it from the condition ``

:07:19. > :07:21.contingencies. But its true value won't be known

:07:22. > :07:25.until the coins are separated. Despite the Crown being the official

:07:26. > :07:36.owners, there are promises to reward the finders of this great discovery.

:07:37. > :07:42.You're watching the BBC on the Channel Islands. But its true value

:07:43. > :07:51.won't be known until the coins are separated. Most people take to

:07:52. > :07:53.crafts as they get older, find out why this lady has gone for a tattoo

:07:54. > :07:56.instead. As we head towards December it's

:07:57. > :08:00.almost time for the big Christmas lights switch`ons. Tomorrow, the

:08:01. > :08:03.Tree of Joy will be turned on in Guernsey and every year a different

:08:04. > :08:07.child is picked to do it. This year it's Jake Guy, a seven year old with

:08:08. > :08:10.a life`limiting heart condition. Penny Elderfield went to meet him.

:08:11. > :08:17.It was your first Christmas. The day before your surgery. Looking through

:08:18. > :08:20.their old photos, for for Holly and Jake it's a reminder of just how

:08:21. > :08:22.much he's been through over the years.

:08:23. > :08:28.Now seven, he's already had several major heart operations and relies

:08:29. > :08:36.100% on a pace`maker. And this year's been particularly tough. Very

:08:37. > :08:43.hard. He was very unwell for six weeks. He had a line that went in

:08:44. > :08:49.there and went to his heart. For him to have blood tests every two hours

:08:50. > :08:55.was hard for him. You were very brave? You had a hard time in

:08:56. > :09:06.hospital? Harder than you thought it would be? And on the news because he

:09:07. > :09:11.was excited to tell me, he is turning on the lights on Guernsey's

:09:12. > :09:18.tree of joy. What do you think it will be when you have turned the

:09:19. > :09:21.lights on? Celebrity! And he will be the star of the show when his family

:09:22. > :09:33.and friends come to watch and turn on the lights of the tree of joy. It

:09:34. > :09:40.is all about guests for children. `` presents. You pick up a tag with a

:09:41. > :09:45.child's name on it, you buy a present and you wrap it. It has to

:09:46. > :09:50.be done by the 10th of December. For Jake, the important date is tomorrow

:09:51. > :09:53.when he will get to do something he is very excited about.

:09:54. > :10:02.Good luck to Jake. David has the weather forecast. What will it be

:10:03. > :10:08.like for the switch on? It is not overly cold, temperatures have risen

:10:09. > :10:17.a little bit. It is a little bit of a boring story to tell. Cloudy

:10:18. > :10:21.tonight and cloudy tomorrow. At the moment the cloud is quite thick and

:10:22. > :10:25.it is thick enough to produce some spit of light rain and drizzle.

:10:26. > :10:31.First thing tomorrow there could be some mist around. Tomorrow it is a

:10:32. > :10:34.cloudy day, there is little changed in that picture throughout the day.

:10:35. > :10:39.We have a weather front that has come in from the North. The weather

:10:40. > :10:43.pressure has weakened, there is cloud wrapped around it at the

:10:44. > :10:48.moment. We will keep an eye on that of the next 24 hours. One weather

:10:49. > :10:55.system that has moved on as rotten cold air. That cloud will be

:10:56. > :11:02.sovereign through the day. `` has brought in. Note the wind direction

:11:03. > :11:08.on Friday, it is a north`westerly direction. We will see light showers

:11:09. > :11:11.which are quite isolated and fresh conditions. It should improve

:11:12. > :11:17.visibility and get rid of this cloud and drizzle and mist. We keep it

:11:18. > :11:22.grey and misty tomorrow morning. Overnight temperatures down as low

:11:23. > :11:25.as seven degrees. Very light winds saw nothing to stir the error.

:11:26. > :11:35.Tomorrow we have some spots of drizzle in the morning. `` stir the

:11:36. > :11:42.error. `` the air. Temperatures getting up to 10 degrees, 50 in

:11:43. > :11:45.Fahrenheit. Winds are variable throughout the morning then becoming

:11:46. > :11:51.a northerly breeze. For though coastal waters forecast...

:11:52. > :12:07.There is not a great deal for our servers. Here is the outlook, it

:12:08. > :12:14.gets better as we head towards the weekend. 11 degrees, the top

:12:15. > :12:16.temperature. And nice day on Saturday and then more cloud on

:12:17. > :12:24.Sunday in the high`pressure comes back. That is it for me. The

:12:25. > :12:26.headlines come on at eight o'clock. We go back to Justin and

:12:27. > :19:00.play`off final win over Brentford at Wembley, has been placed on the

:19:01. > :19:03.transfer`list. The 23`year`old Dubliner has failed to find the

:19:04. > :19:05.target this season, with the Glovers struggling at the bottom of the

:19:06. > :19:07.Championship standings. Wembley, has been placed

:19:08. > :19:10.It was honours even in the 37th Devon derby between Torquay United

:19:11. > :19:13.and Plymouth Argyle at Plainmoor last night. In a frantic opening,

:19:14. > :19:16.United took the lead through Elliot Benyon despite Luke McCormick's

:19:17. > :19:19.initial save. Soon after, Luke Young's free`kick was handled by

:19:20. > :19:22.Nathan Craig in the penalty area and the resulting spot`kick was

:19:23. > :19:25.converted by Reuben Reid for a one`all draw. Alan Gow also earned

:19:26. > :19:33.Exeter City a 1`1 draw at Wycombe Wanderers with a late equaliser.

:19:34. > :19:36.Now many of you will have been to a remembrance service earlier this

:19:37. > :19:41.month and next year the day will hold even more significance. It'll

:19:42. > :19:44.be the centenary of the Great War and one woman in Devon is hoping to

:19:45. > :19:48.mark it in an unusual way. Yes, Cathy McAnespie runs a clock shop in

:19:49. > :19:51.Exeter and wants to create the largest online archive of watches,

:19:52. > :19:59.clocks and other timepieces associated with the war. Spotlight's

:20:00. > :20:12.Andrea Ormsby has been to meet her. Time ticks loudly. She is passionate

:20:13. > :20:25.about timepieces. A lot of it is working on older items which are

:20:26. > :20:33.loved by their owners. She runs a watch repair and

:20:34. > :20:42.restoration shop. She has another passion. Remembering those who

:20:43. > :20:47.fought and died in the war. A lot of it stems from the experiences of my

:20:48. > :20:54.grandfather. He was a prisoner of war. It is important to cherish

:20:55. > :21:02.these memories and what they did for us.

:21:03. > :21:21.When she found her grandfather's wartime watch an idea was formed.

:21:22. > :21:26.This is to protect the glass. It is lovely, the fact it is still

:21:27. > :21:39.running. I know what my grandfather went through and many like him. She

:21:40. > :21:47.has set up an online archive for watchers associated with the war. ``

:21:48. > :21:57.for timepieces associated with the war.

:21:58. > :22:04.It was nice linking time with time for remembrance.

:22:05. > :22:13.She hopes people will get in touch to share their stories in the run`up

:22:14. > :22:17.to the centenary next year. Tattoos used to be the preserve of

:22:18. > :22:20.ancient mariners but now they have become the ultimate in body fashion

:22:21. > :22:24.accessories. BBC broadcaster David Dimbleby recently revealed that he'd

:22:25. > :22:27.had one done at the age of 75. Well now a great grandmother from

:22:28. > :22:31.Cornwall has topped that by getting her first tattoo in her 80s. Renee

:22:32. > :22:34.Parker from Saltash is proof that you're only as old as you feel.

:22:35. > :22:50.Spotlight's John Danks has been to meet her.

:22:51. > :23:12.I and 84 and I had my first tattoo in April. A relative had one. I

:23:13. > :23:26.thought it was a good idea. She says she has got to a stage where she

:23:27. > :23:37.does not care what people think. There is not a lot of flesh on your

:23:38. > :23:45.foot. What do the people of Saltash think

:23:46. > :23:54.about it? If she wants one by not. If it makes it happy it is up to

:23:55. > :24:18.her. I would not want that are to add my age. I just sit and look at

:24:19. > :24:28.it. Seize the day. I like the tattoos you can wash

:24:29. > :24:41.off. We have some quiet weather for the

:24:42. > :24:49.next 24 hours. It is a cloudy day. It will not feel as cold as it has

:24:50. > :24:54.felt over the last two days. There are a couple of weather fronts that

:24:55. > :24:59.are keeping things cloudy. Then we have a definite change to writer and

:25:00. > :25:12.easier conditions as we head to Friday. And breezy day on Friday.

:25:13. > :25:18.The risk of a few showers. A lot of cloud as you can see from earlier

:25:19. > :25:24.today. Staying cloudy overnight. This was earlier today. Lovely shots

:25:25. > :25:44.of the Cornish coastline. The quiet conditions continue

:25:45. > :25:52.overnight and through the day tomorrow. We will see some mist

:25:53. > :26:09.forming here and there. Very light winds tonight and tomorrow. Tomorrow

:26:10. > :26:32.will be a cloudy day will stop. For our surfers it has been

:26:33. > :27:18.disappointing this week. Becoming quite windy as we move into

:27:19. > :27:26.Friday. You as the Outlook. Friday a few showers. It is cooler as we head

:27:27. > :27:36.into the weekend. High pressure coming back for the weekend.

:27:37. > :27:41.That debate with the Chief con the and the police commissioner is about

:27:42. > :27:45.to get underway. We will have a live update at ten to 85. `` chief cold

:27:46. > :27:46.to.
