:01:08. > :01:09.Wilkins reports. Guernsey's reputation was in the

:01:10. > :01:13.spotlight last month as top officials from the British Isles met

:01:14. > :01:17.in Jersey for the British Irish Council. But missing from the second

:01:18. > :01:21.day of the conference was Guernsey's Chief Economist, Dr Andrew Sloan. He

:01:22. > :01:26.was being held in custody for punching a policeman in this hotel.

:01:27. > :01:34.He paid the price, firstly by being sentenced to 70 hours of community

:01:35. > :01:38.service and a ?500 fine. And now he has resigned from his job with the

:01:39. > :01:42.States of Guernsey. Dr Sloan wasn't available for interview today but

:01:43. > :01:45.did say in a statement that he apologised to the States and the

:01:46. > :01:49.public of Guernsey for any embarrassment caused by his actions.

:01:50. > :01:58.He says the attack was out of character. His resignation has

:01:59. > :02:02.brought to an end an embarrassing period for the island's government

:02:03. > :02:08.and the search is now on for a replacement with the right skills

:02:09. > :02:13.and experience. It is an important role, to help government understand

:02:14. > :02:21.what is going on in the economy and to help government plan for the

:02:22. > :02:24.future. Again, some thinking may be required on the best way to ensure

:02:25. > :02:27.that we receive the appropriate advice in that area.

:02:28. > :02:30.His former employer, the Policy Council, says that as Dr Sloan walks

:02:31. > :02:36.away he'll receive no payoffs other than those to which he is

:02:37. > :02:40.contractually obliged. Two men have been charged in

:02:41. > :02:43.connection with the theft of ?2.6 million from the States of Guernsey

:02:44. > :02:47.through fraud. The 56`year`old and 44`year`old suspects, are both from

:02:48. > :02:50.the UK. Several investigations were launched last year after it was

:02:51. > :02:53.discovered the money had been signed over to conmen who contacted the

:02:54. > :02:59.Treasury Department posing as airport contractors Lagan. Yesterday

:03:00. > :03:02.the two men were charged with conspiracy to defraud and money

:03:03. > :03:07.laundering by the City of London Police. They're due to appear in

:03:08. > :03:10.court in London on the 9th of January.

:03:11. > :03:13.School children in Jersey could fall behind the rest of the world unless

:03:14. > :03:18.language teaching is radically overhauled. That's the message from

:03:19. > :03:22.a St Brelade deputy, who wants to see a bigger variety of languages

:03:23. > :03:25.offered at a younger age. Tim Robinson reports.

:03:26. > :03:28.Studying hard for their A levels, but these Jersey teenagers aren't

:03:29. > :03:37.learning any foreign languages. It's not because they didn't want to. It

:03:38. > :03:41.just was not really pushed all promoted as much at A`level. I took

:03:42. > :03:45.it as an object at GCSE with seven other people in my class and it was

:03:46. > :03:53.not really something actively encouraged, even at GCSE. It was

:03:54. > :03:58.just kind of there. Languages are learnt at about year five so you are

:03:59. > :03:59.ten years old and you do not have the facility to learn the language

:04:00. > :04:03.properly. So now there's a call to change the

:04:04. > :04:08.way languages are taught in Jersey and to start much younger. The

:04:09. > :04:13.optimum age for language acquisition is about seven years old for a

:04:14. > :04:17.foreign language, that is when the brain is at its optimum

:04:18. > :04:19.effectiveness. It begs the question, why are we not putting our resources

:04:20. > :04:23.at that end? So Deputy Tadier has drawn up a plan

:04:24. > :04:26.to review the way languages are taught across the island. He wants

:04:27. > :04:29.to start younger and teach a broader range of modern languages, including

:04:30. > :04:37.Chinese, to better prepare school leavers for their careers. The plan

:04:38. > :04:42.has been welcomed be the office de Jerriais but they wan't the local

:04:43. > :04:53.language included in the plan too. I think it is important to teach

:04:54. > :04:57.Jerriais for the same reasons as you teach any other language because it

:04:58. > :05:02.gives the mind the stimulation and uses the processing skills that one

:05:03. > :05:05.allows in acquiring a language for all kinds of other tasks.

:05:06. > :05:09.For Jonny and Alexander learning a language will have to be done out of

:05:10. > :05:12.school and at their own expense, but if Deputy Tadier's review is

:05:13. > :05:15.adopted, students could be learning a new modern language from the age

:05:16. > :05:17.of six by 2015. Better fishing opportunity for

:05:18. > :05:22.greater economic return, that's what Jersey's fighting for in forthcoming

:05:23. > :05:25.talks with the UK. The amount of fish local fishermen can catch is

:05:26. > :05:28.controlled by European regulations but the fisheries management

:05:29. > :05:36.agreement we have with the UK needs reviewing. Emma Chambers reports.

:05:37. > :05:40.It's a big part of island life and how many islanders make a living.

:05:41. > :05:43.But even though Jersey is not part of the EU and don't fish in EU

:05:44. > :05:48.waters, what they catch is controlled by them. This is because

:05:49. > :05:51.Jersey adopted the same system for managing fish stocks as Europe when

:05:52. > :05:58.they approved a fisheries management agreement with the UK in 1996. An

:05:59. > :06:08.agreement our environment department says now needs reviewing.

:06:09. > :06:12.Typically a quota of 100 kilos a month for example, it is not worth

:06:13. > :06:17.the boat going out to fish for that because it needs to take specific

:06:18. > :06:20.equipment and it is not worth it. We feel if we could restrict the quoted

:06:21. > :06:26.throughout the year but allow a" in months when the fish are plenty and

:06:27. > :06:29.fetching a good price, then we would not take more out but we would take

:06:30. > :06:31.them out at a time that was better for the industry and better for the

:06:32. > :06:34.price. To achieve this representatives from

:06:35. > :06:37.the island are meeting with the UK's department for fisheries, DEFRA. A

:06:38. > :06:43.step forward for local fishermen who still believe they shouldn't be

:06:44. > :06:47.controlled by EU quotas. For shellfish we have a fair degree of

:06:48. > :06:52.autonomy and there is no good reason why we couldn't have the same for

:06:53. > :06:56.wet fish. Many of the measures that are handed down from Brussels are

:06:57. > :07:00.totally inappropriate and we could see the day when we no longer have a

:07:01. > :07:03.fishing industry here in the island. And it seems provisional quotas

:07:04. > :07:05.released today of cuts on fishing sole and plaice isn't helping the

:07:06. > :07:12.situation. Talks on improving fish quotas could take a while. For now

:07:13. > :07:17.those in the industry can only catch what they can within the EU

:07:18. > :07:20.regulations. There'll be changes at Jersey

:07:21. > :07:23.Airport next year after a customer survey suggested security could be

:07:24. > :07:28.simpler and visitors need clearer signs to the terminals. The first

:07:29. > :07:31.ever review of passenger satisfaction has found most people

:07:32. > :07:35.departing the airport are happy with their experience. It included a look

:07:36. > :07:44.at check in, the helpfulness of staff and the shops and cafes.

:07:45. > :07:48.Airport bosses say the way passengers go through security is

:07:49. > :07:53.also set to change from next year. Security is something that is quite

:07:54. > :07:56.daunting for people so an improvement around security is to

:07:57. > :07:59.help people understand better what is required of them when they

:08:00. > :08:04.approach security to make the process more smooth. Putting in

:08:05. > :08:07.place a series of videos around the security area next year should

:08:08. > :08:09.prepare people better for the process.
