:00:49. > :00:51.And the challenge facing thousands of islanders with disabilities in

:00:52. > :01:13.Guernsey worried major reforms to equal rights won't become law. Good

:01:17. > :01:22.Jersey Rugby Club has appointed a new head coach in a bid to turn

:01:23. > :01:25.around its fortunes. After three promotions in as many years to get

:01:26. > :01:28.into the Championship the club has recently suffered a run of

:01:29. > :01:30.disappointing defeats. But now, a month after the former coach

:01:31. > :01:34.resigned, South African Harvey Biljon from the Cornish Pirates has

:01:35. > :01:37.been appointed to lead the team in 2014. Emma Chambers reports.

:01:38. > :01:40.Celebrations after promotion to the second tier of English rugby in 2012

:01:41. > :01:43.has been followed by defeat talks as the island struggles to stay in the

:01:44. > :01:52.Championship, then suddenly the resignation of Jersey's head coach

:01:53. > :01:57.Ben Harvey last month. I think it is the right time for the club, more

:01:58. > :02:01.importantly than me. It allows the squad with a `` it allows the club

:02:02. > :02:04.with a good squad and a good coach in charge to get the best out of the

:02:05. > :02:08.squad and progress up the league. But a new year brings a new head

:02:09. > :02:11.coach for Jersey Rugby Club. Going in 20 seconds! Former London Wasps

:02:12. > :02:14.scrum`half Harvey Biljon comes from fellow championship club Cornish

:02:15. > :02:20.Pirates where he's been the assistant coach for the last four

:02:21. > :02:25.years. Right now I'd probably want to concentrate on the player

:02:26. > :02:27.performances. I want us to stop looking behind us to see where

:02:28. > :02:34.Ealing are and looking forward to see where we can target above us and

:02:35. > :02:37.draw a line under what has gone on in the past and have a fresh start

:02:38. > :02:39.from now until the end of the season.

:02:40. > :02:43.It was a quick appointment for the island club, but they say it may

:02:44. > :02:47.take some time before we see improvements. You can't expect

:02:48. > :02:53.someone to turn up here, click their fingers and see what is wrong and

:02:54. > :02:57.fix it. People fix it fixes and planning picks it `` fixes it. The

:02:58. > :03:00.structure you put around that. As much as anything, the next month is

:03:01. > :03:02.vital going forward with recruitment and everything.

:03:03. > :03:05.With two play off finals and a British Irish cup under his belt

:03:06. > :03:10.with the Pirates, Biljon's no stranger to championship battle The

:03:11. > :03:15.championship, make no mistake, is a very, very tough league. On a

:03:16. > :03:19.positive, I know the teams in the league, I know a lot of the players

:03:20. > :03:26.in the league and hopefully we can use some of that knowledge to help

:03:27. > :03:27.turn around some of the performances.

:03:28. > :03:31.Jersey's next match is on Saturday before he starts his three year

:03:32. > :03:35.contract with the club on Monday. And with half the rugby season still

:03:36. > :03:41.to go the team will be hoping now to stay in the championship.

:03:42. > :03:51.And there's reaction to Harvey Biljon appointment online on our

:03:55. > :03:58.islands: A man in his 20s, arrested after a fatal car crash in Jersey on

:03:59. > :04:00.Monday night, has been released from custody while the police investigate

:04:01. > :04:02.further. 22`year`old Vitor Dinarte Fernandes

:04:03. > :04:05.was killed in the crash which happened on Victoria Avenue with the

:04:06. > :04:09.junction at First Tower. A 47`year`old woman and an 18`year`old

:04:10. > :04:16.man are both now out of hospital after being treated for their

:04:17. > :04:18.injuries. Seven Guernsey deputies have

:04:19. > :04:21.formally lodged a letter demanding the resignation of the island's

:04:22. > :04:24.health minister. Deputy Mark Dorey told the States last month that the

:04:25. > :04:27.budget for bowel cancer screening had been spent this year. But after

:04:28. > :04:31.Health department staff examined the accounts more fully, it emerged the

:04:32. > :04:35.service had underspent. It's been claimed lives could be endangered as

:04:36. > :04:44.a result but Deputy Dorey has defended his actions.

:05:04. > :05:06.those are the priorities for Jersey's Chief Minister in the year

:05:07. > :05:09.ahead. Senator Ian Gorst also told the BBC he hasn't ruled out standing

:05:10. > :05:13.for re`election as Chief Minister in the 2014 elections. His comments

:05:14. > :05:23.came in a BBC interview with me and I began by asking him his personal

:05:24. > :05:28.highlights of 2013. The fact that we have actually been able to start to

:05:29. > :05:31.deliver on the programme opportunities `` priorities that the

:05:32. > :05:38.States agreed in the strategic plan. It reflects the platform I

:05:39. > :05:42.stood on when I got this job. The States have made a lot of important

:05:43. > :05:45.decisions Rameau 's priorities and allocated money to delivering the

:05:46. > :05:50.priorities so we have made really good progress on all of the things

:05:51. > :05:53.that I think are very important to the future of Jersey. What are the

:05:54. > :05:57.government have done better? What have you failed on this year? I do

:05:58. > :06:01.not think we have failed on anything. There are always things we

:06:02. > :06:05.could do better, we could improve our processes. We have started a

:06:06. > :06:09.great work of reform and perhaps we could have done that quicker.

:06:10. > :06:17.Looking ahead to the next 12 months, what are the challenges that you and

:06:18. > :06:22.the States are facing in 2014? We said right at the start of this term

:06:23. > :06:25.in government that actually getting people back into work, trying to

:06:26. > :06:28.deliver economic growth and supporting the economy through

:06:29. > :06:35.difficult times was our priority. That must remain our priority. There

:06:36. > :06:39.is an election in 2014, will you stand for real election? I have been

:06:40. > :06:43.asked that question. I still have nearly a year of delivering on

:06:44. > :06:46.promises that the States agreed in the strategic plan. It is important

:06:47. > :06:50.for ministers and government to focus on that and not start thinking

:06:51. > :06:53.about the election to early because actually it is about delivery and

:06:54. > :07:00.trying to make people's lives better into the future. What about

:07:01. > :07:03.remaining as Chief Minister? If I stand again, I am in no doubt that I

:07:04. > :07:09.would want to stand for Chief Minister. I do not think it would be

:07:10. > :07:13.right for me to just stand for public election and not talk about

:07:14. > :07:18.which office I wanted to hold. I have enjoyed the time that I have

:07:19. > :07:23.given in this office but there is a lot more still to do and I would

:07:24. > :07:25.like to be there, helping to serve and deliver on behalf of our

:07:26. > :07:28.community. It's just over a month since

:07:29. > :07:31.Guernsey moved a step closer to equal rights for disabled people.

:07:32. > :07:34.But as Mike Wilkins reports, with the new year comes a new challenge

:07:35. > :07:37.for the thousands of disabled islanders determined to see it

:07:38. > :07:41.become law. Disability campaigners making a

:07:42. > :07:44.noise. And their voices were heard by the deputies, as the States

:07:45. > :07:49.unanimously approved a Disability and Inclusion Strategy. One person

:07:50. > :07:55.who was watching the vote closely was Angela Gaskill. She has MS and

:07:56. > :07:59.is now paralysed from the waist down. She was one of the first

:08:00. > :08:08.wheelchair users to be allowed to sit in the States chamber. Oh, it

:08:09. > :08:15.was an amazing feeling, to actually be there and hear the speeches. It

:08:16. > :08:24.was so obviously for the strategy, it was amazing. This coming to

:08:25. > :08:32.fruition has pleased so many people, you have no idea. Under the

:08:33. > :08:38.strategy new anti`discrimination laws will be drafted, employment

:08:39. > :08:41.opportunities will be examined, more information will be made available

:08:42. > :08:44.for disabled islanders and the island will sign up to the UN

:08:45. > :08:50.Convention for the rights for disabled people. As attention turns

:08:51. > :08:55.to the New Year and resolution Anja what's the States to deliver on its

:08:56. > :09:01.promise. Our only hope is that the pressure will be kept on for the

:09:02. > :09:11.strategy to really get cracking and that it will not be pushed back onto

:09:12. > :09:17.the back foot. We don't want them to say, oh yes, we have got to wait for

:09:18. > :09:22.finances. Everybody knows we have to wait for finances but that should

:09:23. > :09:26.not be the ultimate. So, for Angela and the thousands of other disabled

:09:27. > :09:29.islanders, their New Year 's resolution is to keep the momentum

:09:30. > :09:41.going to insure that disability strategy passes swiftly into law.

:09:42. > :09:46.Let us get the forecast now. We have got severe conditions on the

:09:47. > :09:50.way tomorrow and we are expecting gales or severe gales and heavy and

:09:51. > :09:54.thundery showers. The strong winds combined with high tides are

:09:55. > :09:58.bringing a risk of some flooding. This is the area of low pressure

:09:59. > :10:02.responsible. This area of rain pushes through this evening and

:10:03. > :10:07.behind it the isobars tighten and we see the wind really whipping up

:10:08. > :10:10.Tomorrow the wind will really pushed through and deliver us heavy

:10:11. > :10:23.showers. On Saturday we have a spell of heavy rain at first which clears

:10:24. > :10:26.to scattered showers during the day. We see a spell of rain this evening

:10:27. > :10:28.which clears two more in the way of isolated showers overnight which

:10:29. > :10:31.could be heavy and perhaps bring hail and thunder. All the while the

:10:32. > :10:33.wind is whipping up. It is that combined with the high tides that

:10:34. > :10:39.brings a risk of flooding and we could see waves overtopping the sea

:10:40. > :10:47.walls. There are heavy thundery showers which could bring hail at

:10:48. > :10:49.times. All the time the strong wind is blowing. For our coastal waters

:10:50. > :11:07.forecast... These times of high water are when

:11:08. > :11:12.we are especially concerned about the risk of coastal flooding. There

:11:13. > :11:17.are some very big waves for the surfers tomorrow and some very messy

:11:18. > :11:20.conditions in store. The outlook tomorrow is heavy showers and strong

:11:21. > :11:25.winds and a risk of coastal flooding. Come the weekend and

:11:26. > :11:30.Saturday there will be heavy rain at the worst `` at first with scattered

:11:31. > :11:35.showers. On Sunday it is extremely wet and windy. It is really not a

:11:36. > :11:42.very pleasant picture at all. Have a good evening.

:11:53. > :11:56.in what they're calling their best victory yet. After racing to a `0

:12:01. > :12:03.half. Six of the goals were scored by Ross Allen, a new club record.

:24:21. > :24:25.As we saw, it looks severe for tomorrow. We are expecting severe

:24:26. > :24:28.gales around the coast, combined with high tides to give us coastal

:24:29. > :24:33.flooding and the dish and we have some heavy showers. This is the area

:24:34. > :24:37.of low pressure we are watching developing in the Atlantic, ringing

:24:38. > :24:41.us a spell of rain in the evening but as it clears tonight into

:24:42. > :24:45.tomorrow we see isobars high and the winds ripped up, and that will send

:24:46. > :24:52.some heavy showers tomorrow. On Saturday those winds ease down, we

:24:53. > :24:57.will see further showers, and for tomorrow we have a Met Office yellow

:24:58. > :25:01.warning in force for wind. We could see cuts as much as 60 or 70 mph

:25:02. > :25:08.around the coast and well spread gales. We have those 13 severe flood

:25:09. > :25:16.warnings in force, that flood line number there. So today it has been

:25:17. > :25:21.the calm before the storm. We saw a few showers, now cloud is becoming

:25:22. > :25:26.up and that will bring a spell of rain this evening. Not huge amounts

:25:27. > :25:32.but falling unsaturated services, that rain is clearing to more of a

:25:33. > :25:36.scattering of showers overnight, some quite organised in the early

:25:37. > :25:43.hours, while these winds are whipping up. Lows tonight of six to

:25:44. > :25:47.eight degrees. Tomorrow we have strong winds in place with a risk of

:25:48. > :25:52.coastal flooding, especially around high tide. They are also whipping

:25:53. > :25:56.through these heavy showers, bringing a risk of hail and plunder

:25:57. > :26:02.with a few bright spells. Top temperatures tomorrow up to around

:26:03. > :26:07.eight or nine degrees. For the Isles of Scilly, again some strong winds

:26:08. > :26:13.here, gales expected, heavy showers through the day and that flooding

:26:14. > :26:18.risk as well. These are times of high water. These are when we are

:26:19. > :26:27.especially concerned about the risk of coastal flooding. And some very

:26:28. > :26:30.big waves obviously out at sea tomorrow and some very messy

:26:31. > :26:36.conditions. Our coastal waters forecast, the wind south`westerly

:26:37. > :26:42.aid to storm force ten, decreasing to six or seven later, those squally

:26:43. > :26:47.showers pushing through reducing visibility at times. The sea state

:26:48. > :26:53.to date will be high or very high at times in the West. Tomorrow we have

:26:54. > :26:57.those heavy showers and very strong winds developing, combining with

:26:58. > :27:02.high tides and that is bringing a risk of coastal flooding. Thereafter

:27:03. > :27:05.we head into Saturday and we will see a spell of heavy rain at first

:27:06. > :27:11.but it should ease off through the morning, more of a scattering of

:27:12. > :27:14.showers but those winds are looking letter for Saturday. That is the

:27:15. > :27:18.good news but we look ahead to Sunday and we have another storm,

:27:19. > :27:24.very wet and windy conditions expected, and we already have an

:27:25. > :27:28.early Met Office yellow warning for rain in force, and it is then quite

:27:29. > :27:36.unsettled as we head into the beginning of next week.
