:00:16. > :00:18.The headlines tonight. Cases of domestic abuse in Jersey are
:00:19. > :00:23.increasing, but overall crime is falling according to police. We have
:00:24. > :00:29.seen about a 10% increase in domestic related incidents and
:00:30. > :00:35.assaults and that amounts to about 12% of all crime recorded in Jersey,
:00:36. > :00:38.so it is a significant factor. Two Jersey politicians are declared
:00:39. > :00:47.bankrupt tonight and lose their seats in the island's government.
:00:48. > :00:52.And... Roads are closed and sandbags are given to homeowners here as
:00:53. > :00:55.strong winds and high tides caused disruption for many across the
:00:56. > :01:00.islands. Tonight, forecasters say there is more to come. We continue
:01:01. > :01:02.to see full gales through this evening and as high tide approaches
:01:03. > :01:05.there is a risk of further flooding. I will have the details
:01:06. > :01:22.later in the programme. Good evening. Cases of domestic
:01:23. > :01:29.violence in Jersey are increasing. Police went over 1100 incidents in
:01:30. > :01:36.2013, a rise of 6% from 2012. Overall crime in the island is down
:01:37. > :01:39.by 18%, according to figures released today. Emma Chambers
:01:40. > :01:42.reports. Nearly 700 fewer crimes were
:01:43. > :01:47.reported to Jersey Police last year, a drop of almost 18% from 2012 and
:01:48. > :01:52.the lowest crime level recorded for the last five years. But while
:01:53. > :01:56.overall reports of crime have decreased, Jersey Police has seen an
:01:57. > :02:00.increase in domestic violence. We attended over 1100 domestic
:02:01. > :02:04.incidents last year, which is a 6% rise on the year before. This is not
:02:05. > :02:08.unexpected because we have done a lot of work in getting to victims
:02:09. > :02:12.coming forward, having the confidence to come to us and other
:02:13. > :02:17.agencies so we have seen a 10% increase in domestic incidents and
:02:18. > :02:22.assaults. That amounts to about 12% of all crime recorded in Jersey, so
:02:23. > :02:26.it is a significant factor. It seems campaigns to get victims to speak
:02:27. > :02:31.out on the island are working but some still suffer in silence. It is
:02:32. > :02:36.a silent issue. Statistics tell you that victims will suffer 25 or 30
:02:37. > :02:42.times before they will hold their hand and seek help. So if we are
:02:43. > :02:47.getting 1100 also reported incidents year, that is three a day, which is
:02:48. > :02:53.terrible. Maybe there are more out there. Jersey Police saves as their
:02:54. > :02:56.short`term rise for hopefully a long`term reduction so domestic
:02:57. > :02:59.violence rates in the island could drop in the future, just as
:03:00. > :03:07.burglaries, theft and youth crime have all done in 2013.
:03:08. > :03:10.David Kennedy is a community and school sports manager. He believes
:03:11. > :03:14.police, social and sports groups have coordinated the way they work
:03:15. > :03:18.with young people more effectively in recent years. Earlier I asked him
:03:19. > :03:22.how that had helped the crime rate to fall. We have delivered a number
:03:23. > :03:25.of projects to reduce anti`social behaviour order, the main ones being
:03:26. > :03:32.on Friday night in and around St Helier. Those particular projects,
:03:33. > :03:34.we work closely with the police to identify areas which have been
:03:35. > :03:40.flagged up as hotspots, so they give us the data and we know there have
:03:41. > :03:45.been a number of young peoples issues. We work alongside the youth
:03:46. > :03:51.service who send out youth workers to that predictive projects. Young
:03:52. > :03:55.people may like to speak to a professional. Must be reassuring to
:03:56. > :03:59.hear that crime rates have fallen as a result of the work you do. It is
:04:00. > :04:03.very pleasing and it has been a collaborative approach to reducing
:04:04. > :04:08.anti`social behaviour order. I think there is a number of different
:04:09. > :04:12.departments with the same agenda, various agencies that do a lot of
:04:13. > :04:26.good work with families and young people and there are charities as
:04:27. > :04:31.well, such as Brighter Futures. What needs to be done to maintain that
:04:32. > :04:35.level? The levels have been as low as they have ever been but clearly
:04:36. > :04:37.we still have a minority that we need to continually target
:04:38. > :04:41.appropriately and work with them and make sure that our resources are
:04:42. > :04:46.used effectively to stop what we find as it is getting harder because
:04:47. > :04:49.there is not the levels of anti`social behaviour out there now
:04:50. > :04:52.to try to find young people to target, which is great in some
:04:53. > :04:57.respects but we know they are out there. Drink`driving arrests over
:04:58. > :05:00.the festive period were the lowest since 2009 in Guernsey. Police say
:05:01. > :05:06.they made nine arrests during the Christmas campaign compared with 11
:05:07. > :05:11.in 2012. 580 motorists were stopped. Two durch `` Jersey deputies have
:05:12. > :05:15.been declared bankrupt at Jersey's Royal Court tonight. Deputies Trevor
:05:16. > :05:22.and Shona Pitman emerged from court a short time ago, it came about
:05:23. > :05:25.after a failed libel case against an estate agent and the Jersey Evening
:05:26. > :05:29.Post. The deputies have lost their seats in the island's government.
:05:30. > :05:34.Julie Flanagan told me about the background to the case.
:05:35. > :05:37.Before Christmas, deputies Trevor and Shona Pitman had applied for
:05:38. > :05:42.bankruptcy. They asked Jersey's legal system to allow their home to
:05:43. > :05:48.be sold off to pay debt that had been accumulated in a defamation
:05:49. > :05:53.case they had the GEP. They had argued unsuccessfully that a cartoon
:05:54. > :05:58.of person `` advertisement that had been placed by the estate agents in
:05:59. > :06:01.the Jersey Evening Post made them look like money grabbers. Ella Bobby
:06:02. > :06:06.they have lost their seats in the states. What now for them and the
:06:07. > :06:10.States of Jersey? They have been declared bankrupt.
:06:11. > :06:13.This application has been successful. From today they are no
:06:14. > :06:17.longer deputies. They are effectively out of a job. What that
:06:18. > :06:20.means is the Royal Court will order a by`election over the next week or
:06:21. > :06:24.two to fill those seats. The Channel Islands are due for more
:06:25. > :06:29.bad weather tonight after sea water and debris made many roads
:06:30. > :06:33.impassable this morning. Winds of up to 80 miles an hour have been
:06:34. > :06:39.recorded in Alderney and the St Peter Port friend had to be closed
:06:40. > :06:43.for two hours. `` seafront had to be closed for two hours. The scene
:06:44. > :06:46.along the Perelle coast road, closed because debris was washed over the
:06:47. > :06:50.wall by the strong winds and high tides. Once we identified the main
:06:51. > :06:55.areas we have started on the clean`up process and have mechanical
:06:56. > :07:01.sleep `` sweepers out. Also labour gangs working as well to clear some
:07:02. > :07:05.of the larger debris. Elsewhere the tide came over the Victoria Marina
:07:06. > :07:09.round the shingle bank at L'Eree was breached. In Jersey it was a similar
:07:10. > :07:16.story. This was the scene along Victoria Avenue this morning, even
:07:17. > :07:19.catching our camera off`guard. Further along Jersey's South Coast
:07:20. > :07:26.sandbags were given to homeowners from First Tower to Harve des Pas.
:07:27. > :07:30.Just in case, you know. The forecast is not good, a high tide, the wind
:07:31. > :07:36.in this direction, so it will come over the walls. As we can see today
:07:37. > :07:39.there is a lot of cars, covered in seaweed and the private properties
:07:40. > :07:43.are full of weed and water so we need the barrier to keep things
:07:44. > :07:47.back. Forecasters say winds are expected to reach 60 mph this
:07:48. > :07:51.evening and have issued orange tide warnings. Late Saturday and Sunday
:07:52. > :07:57.the chart is dominated by huge low`pressure system and what we will
:07:58. > :08:02.see as a number of minor lows running around the system being
:08:03. > :08:05.steered and I am afraid we will see further strong gale or severe gale
:08:06. > :08:10.force winds over the next four or five days. The bad weather has had
:08:11. > :08:13.an impact on the fishing industry, which has come to a near standstill
:08:14. > :08:21.due to three weeks of gales and swells.
:08:22. > :08:25.Holly will be along in a moment with a full weather forecast, do stay
:08:26. > :08:27.tuned for that. Guernsey's government will meet its
:08:28. > :08:31.controversial savings targets next year according to the island's Chief
:08:32. > :08:36.Minister but as the BBC's Mike Wilkins reports, a lot more needs to
:08:37. > :08:39.be done if the island is to balance its books.
:08:40. > :08:44.Chief Minister, 2013 has seen a lot of work done to try and improve
:08:45. > :08:47.Guernsey's international reputation through signing tax agreements and
:08:48. > :08:51.even David Cameron the British prime ministers saying that the Channel
:08:52. > :08:56.Islands should not be considered as tax havens. Do you think the island
:08:57. > :08:59.has now done enough? I think we have helped to move the agenda on. The UK
:09:00. > :09:04.Government now acknowledges that we are not a tax haven, we are fully
:09:05. > :09:10.cooperative and have espoused the principles of tax transparency. Even
:09:11. > :09:13.the charities who are fairly critical about is at times I think
:09:14. > :09:17.except there is now tax transparency. Their agenda has
:09:18. > :09:22.shifted onto corporate transparency, which is a slightly different
:09:23. > :09:25.matter. 2013 has also seen the closure of hospital wards and the
:09:26. > :09:28.decision to close two schools, as the government is trying to meet its
:09:29. > :09:32.savings targets. How did that make you feel, that ultimately it was
:09:33. > :09:38.your government that had to make those decisions? I think when we
:09:39. > :09:41.stood for election in 2012, we all understood we were going to have to
:09:42. > :09:45.take tough decisions. We can no longer duck the issue. We have to
:09:46. > :09:51.bring our spending back into line with our income. Those are the
:09:52. > :09:54.inevitable consequences. How do you foresee next year? Do you think the
:09:55. > :09:58.government will hit its targets or will it be the taxpayer who will
:09:59. > :10:02.have to make up the difference? I am confident we will achieve the
:10:03. > :10:06.target. By the end of October we had banked over 20 million. By the end
:10:07. > :10:10.of December it should be up to 23 million. I am confident we will
:10:11. > :10:17.achieve the target. The key thing is we have to think about how we do
:10:18. > :10:20.after the end of 2014. We have to continue to find efficiencies.
:10:21. > :10:26.Looking ahead to 2014, what do you thing will be the biggest issues for
:10:27. > :10:30.the island? I think looking at the outcome of the current review on tax
:10:31. > :10:40.and benefits and pensions, that will then address the budget for 2014 ``
:10:41. > :10:42.the budget for 2015 but also the suspicious will but `` the Social
:10:43. > :10:47.Security Department proposals. That links in with Democratic side
:10:48. > :10:52.pensions issues, the state superannuation scheme and coming up
:10:53. > :10:58.with how we wish to progress further efficiencies close to the end of

:16:17. > :16:24.officials and lawyers to try to sort out the deal. Meanwhile, Yeovil has

:16:36. > :16:37.housing tenants to "pay your rent before it's spent" has been branded

:17:20. > :17:24.causing people to get into rent arrears ` not necessarily spending
:17:25. > :17:28.on items that aren't of necessity. The article says it's important to
:17:29. > :17:30.budget over Christmas. It warns about evictions and says welfare
:17:31. > :17:35.reform is not an acceptable reason for getting into arrears. For that
:17:36. > :17:38.to go to all tenants, with an assumption that people are
:17:39. > :17:44.struggling, that they are managing their finances badly ` it's unfair.
:17:45. > :17:47.People on low incomes often do a fantastic job, sometimes a far
:17:48. > :17:53.better one than the millionaires we have, at managing their finances.
:17:54. > :17:57.Every penny counts. I think the timing is particularly bad. Cornwall
:17:58. > :18:00.Housing is owned by the council, which says the article contained
:18:01. > :18:04.important advice about changes to rent payments and arrears. It
:18:05. > :18:10.certainly wasn't intended to be patronising. I would apologise if
:18:11. > :18:15.anybody felt it was. But there were significant messages in there that
:18:16. > :18:18.we needed to get out. People have to be careful at this time of year,
:18:19. > :18:22.about managing their money. It's been proven that this is the most
:18:23. > :18:24.likely time people can get into financial difficulty, especially
:18:25. > :18:27.with the bills coming in through January. The council also says
:18:28. > :18:37.anyone in Cornwall struggling to pay their rent should contact them for
:18:38. > :18:40.advice. Since the 1970s the idea of
:18:41. > :18:43.offenders being brought face to face with their victims to apologise and
:18:44. > :18:46.to try to make amends has been gaining prominence around the world.
:18:47. > :18:49.Here the government has recently announced millions of pounds of
:18:50. > :18:52.extra investment in what's known as restorative justice. But in some
:18:53. > :18:56.cases victims don't want to actually meet offenders so in Dorset a scheme
:18:57. > :19:02.has been running where the two are still connected as I've been finding
:19:03. > :19:06.out. This may sound like a woodwork lesson at school, and it may look
:19:07. > :19:09.like a woodwork lesson at school, but school is a place where many
:19:10. > :19:16.offenders in their mid`teens have failed. Here, they're succeeding. I
:19:17. > :19:23.was a bit young. Naive and stupid. I took the wrong choices and wrong
:19:24. > :19:26.decisions. I got in a lot of trouble. But are they simply
:19:27. > :19:29.returning to the classrooms they once left behind? It's nothing like
:19:30. > :19:33.going back to school. What was different? It was more enjoyable and
:19:34. > :19:43.good to see what you've achieved. I enjoyed putting smiles on people's
:19:44. > :19:47.faces. That idea of putting a smile on a face is crucial to those who
:19:48. > :19:50.run this programme. They say young people see they can do something
:19:51. > :19:53.positive, and that feeling might help them find an alternative to
:19:54. > :19:56.committing crime. In Dorset, we're seeing a steady, year`on`year
:19:57. > :20:01.reduction in the rate of re`offending, in terms of the people
:20:02. > :20:04.we work with. That's the name of the game. But isn't the name of the game
:20:05. > :20:07.also offenders meeting the people they've wronged? Where are those
:20:08. > :20:11.people? Some want the meeting, in order to repair damage ` sometimes
:20:12. > :20:18.literally ` but others prefer to be kept at arm's length. In their
:20:19. > :20:22.latest project, offenders have been making gifts to sell, but the money
:20:23. > :20:26.made will go to charities chosen by the victims. Every element, every
:20:27. > :20:31.piece of work, has to have some form of restorative justice. That can
:20:32. > :20:34.come in many forms. What the essential part is that young people
:20:35. > :20:40.make some kind of restitution to their victims. After this Christmas
:20:41. > :20:44.offering, birdboxes might be next off the production line in a new
:20:45. > :20:52.year ` and hopefully new beginning ` for some young people.
