:00:13. > :01:02.Jersey's Treasury minister was under scrutiny today over plans to borrow

:01:03. > :01:09.hundreds of millions of pounds for social housing in the island. The

:01:10. > :01:18.plans have already received state approval `` States approval. Our

:01:19. > :01:23.reporter was at the scrutiny hearing. It was quite a heated

:01:24. > :01:27.discussion between the Treasury Minister and the scrutiny panel The

:01:28. > :01:35.plans to borrow ?250 million to build housing was approved in last

:01:36. > :01:40.month's budget discussions. The sticking point is that in order to

:01:41. > :01:47.borrow a large sum of money requires a change in the law. The public

:01:48. > :01:53.finance law limits the amount the Treasury minister can lend and

:01:54. > :01:59.borrow to each department. Senator Philip Ozouf is keen to get this

:02:00. > :02:03.changed as quickly as possible. We want to be able to go to the market

:02:04. > :02:07.and get this capital so that new entity can be set up with a capital

:02:08. > :02:12.it needs to get on with refurbishing and continuing they good work they

:02:13. > :02:18.have done but also providing up to 1000 units of new affordable

:02:19. > :02:28.accommodation. My objective is to get that capital at the lowest

:02:29. > :02:30.possible interest rates. What are the concerns? Sarah Ferguson says

:02:31. > :02:37.she is concerned that suitable checks are in place in time for the

:02:38. > :02:45.loan. We wanted to make sure all these controls were in place before

:02:46. > :02:54.the lending took place because 250 million worth of tax payers money is

:02:55. > :02:59.a lot of money to be playing with and we want to make sure it is

:03:00. > :03:02.properly safeguard. Senator Philip Ozouf wants the issue resolved by

:03:03. > :03:08.the end of the month so the plans can now go ahead.

:03:09. > :03:12.Efforts to build more affordable homes in Guernsey been hindered by

:03:13. > :03:15.the lack of potential sites to develop. The Guernsey Housing

:03:16. > :03:20.Association has 250 people on its waiting list for rented housing and

:03:21. > :03:27.a further 154 partial ownership schemes. It says it has run out of

:03:28. > :03:30.Brownfield sites to build on. Five years ago, Muriel found herself in a

:03:31. > :03:37.position where she soon wouldn't have a home to go home too. I lived

:03:38. > :03:45.across the road on the housing authority estate for 41 years. Sadly

:03:46. > :03:49.I lost my stepfather and he left me some money and I knew I was going to

:03:50. > :03:54.have to move. I was really worried as to where I was going to end up.

:03:55. > :04:03.Fortunately, she ended up here. Eligible for a partly owned house,

:04:04. > :04:10.she owns 40% of this property. She says it was the only way she could

:04:11. > :04:15.afford something. These schemes are brilliant but I feel sorry for young

:04:16. > :04:20.people because the price of property in Guernsey is really high.

:04:21. > :04:24.Developments like this one will provide more partial ownership and

:04:25. > :04:28.social housing but they housing association says it means to build

:04:29. > :04:31.more to meet the demand for affordable homes locally. There are

:04:32. > :04:34.hundreds on their way to miss but the fact `` but the lack of

:04:35. > :04:38.available sites means it is difficult to meet that demand. The

:04:39. > :04:45.association wasn't interested in building here at the old Warry

:04:46. > :04:51.bakery. Finding suitable sites is a constant challenge. We are looking

:04:52. > :04:56.to the future. We are short of residential sites at the moment The

:04:57. > :05:00.States are looking at where more housing can be built in the future

:05:01. > :05:05.but with limited space, finding enough to help families and

:05:06. > :05:11.intervals `` and individuals with a place to call home is hard.

:05:12. > :05:13.Committee members of jersey's Historic Abuse Inquiry will be

:05:14. > :05:21.meeting in London this week to appoint a independent team. They

:05:22. > :05:25.will examine allegations of abuse in children's homes and fostering

:05:26. > :05:28.services from 1960 to the current day. They will be hearing from

:05:29. > :05:31.victims and witnesses later this year.

:05:32. > :05:36.There are more people out of work in Guernsey. Figures show there were

:05:37. > :05:41.more than 433 people unemployed at the end of last year, that is 2 or

:05:42. > :05:47.6% more than the previous year. In Alderney, there were 12 registered

:05:48. > :05:53.as unemployed. Guernsey's Social Security Minister says things are

:05:54. > :05:59.improving. 2013, the increase was 6% year`on`year. The previous year it

:06:00. > :06:04.was 36%. That was quite an encouraging sign that the increase

:06:05. > :06:08.as we have experienced are now plateauing.

:06:09. > :06:12.The entire Jersey Field Squadron could be called upon to fight for

:06:13. > :06:17.Great Britain. The British armies it is to be cut from 100,000 to eight

:06:18. > :06:29.2000 personnel. `` British Army It has plans to double the amount. ``

:06:30. > :06:39.82,000. Jersey could have a greater part to play in future conflicts.

:07:07. > :07:11.past. `` Field Squadron. Over the last 20 years, we have sent people

:07:12. > :07:17.to the Balkans, to Iraq and Afghanistan. The basis of that has

:07:18. > :07:21.been sending individuals as reinforcements to regular units The

:07:22. > :07:27.key change that will be occurring is they are now looking at Sunday year

:07:28. > :07:31.in it `` units as formed bodies B Squadron want to boost their numbers

:07:32. > :07:35.and this week are running free Army fitness sessions as part of the

:07:36. > :07:42.recruitment push. Does the prospect of the whole local unit being called

:07:43. > :07:44.to fight worry them? It is good that we get to go away together because

:07:45. > :07:51.we know each other's strengths and weaknesses. Teams are not just build

:07:52. > :07:57.overnight. They take a bit of time. They are looking to take on young

:07:58. > :08:01.fit men and women who are willing to give up their time aged between 18

:08:02. > :08:08.and 42. There are plans to recruit from Gaunt `` from Guernsey also.

:12:35. > :12:37.of tonnes of sand which has piled up against beach side properties in St

:12:38. > :12:41.Ives. People living at Porthmeor Beach say the sand is around ten

:12:42. > :12:45.feet above its normal level for this time of year. They believe it may

:12:46. > :12:48.have contributed to the flooding of several homes in last weeks extreme

:12:49. > :12:54.weather. David George has this report though.

:12:55. > :12:57.Flats and apartments overlooking Porthmeor Beach near the Tate

:12:58. > :13:02.Gallery have some of the best views in Cornwall, but last week's

:13:03. > :13:06.combination of high tides, low pressure and wind, but the sea

:13:07. > :13:11.crashing through the windows and doors into several homes. It hit

:13:12. > :13:15.bang on and caused an almighty crash.

:13:16. > :13:19.The impact did this. Completely cracked the old wooden frame. We are

:13:20. > :13:25.lucky the whole thing didn't collapse, but the water took about

:13:26. > :13:29.30 seconds or a minute before it rained back again. Then we were sort

:13:30. > :13:34.of standing here wondering, my God, if that was one we've come are more

:13:35. > :13:37.coming? Sure enough, another wave came, smashed its way through there,

:13:38. > :13:43.right through the back door and completely flooded the whole of

:13:44. > :13:47.number two. It is approaching high water now,

:13:48. > :13:51.but a week ago during the storm the high tide came right up to here.

:13:52. > :13:57.Some residents blame the level of this sand. 18 inches below the

:13:58. > :14:02.balcony now, but it is normally, they say, around ten feet below this

:14:03. > :14:05.level. Residents called on Cornwall Council

:14:06. > :14:10.to take urgent action during the storm as high tides and stronger

:14:11. > :14:15.winds were forecast. This was a 12 foot swell backed by

:14:16. > :14:20.28 mph winds. The next one was predicted to be 48 mph and a 22 foot

:14:21. > :14:24.swell. We were in trepidation so we moved everything out of the flat

:14:25. > :14:27.upstairs. Council officials said they could

:14:28. > :14:32.not take any action while the storm was still raging. There were two

:14:33. > :14:35.concerns, the first was that we thought the sun was protecting the

:14:36. > :14:37.foundations of the older sea wall and if it had been moved that would

:14:38. > :14:41.have been catastrophic damage to the properties.

:14:42. > :14:46.There is also the real issue of health and safety of the people

:14:47. > :14:51.employed to do that. The storm was prevailing and there was a short

:14:52. > :14:55.period of opportunity to get people onto the beach to do the work. Con

:14:56. > :14:56.mole council says work will begin on removing some of the sand later this

:14:57. > :15:03.week. `` Cornwall Council.

:15:04. > :15:05.Meanwhile, the Environment Agency has warned tonight that more

:15:06. > :15:08.forecast rain could bring further flooding to the Somerset Levels.

:15:09. > :15:11.Water levels on the moorland are falling slightly. But roads remain

:15:12. > :15:14.closed, houses are still waterlogged and one village is still cut off.

:15:15. > :15:20.Here's our Somerset Correspondent, Clinton Rogers.

:15:21. > :15:25.James's family have farmed on the Somerset levels for 150 years. Only

:15:26. > :15:32.three times in living memory has their farm flooded. And all since

:15:33. > :15:35.2000. Taking the BBC to a high fan Page point on the Somerset levels,

:15:36. > :15:43.he explained what he thought was the reason. That is the town, and this

:15:44. > :15:48.is where they merge. It is like a motorway, when you have

:15:49. > :15:51.a motorway that goes down to one lane, you get a pile`up. This is

:15:52. > :15:56.where you have all the traffic flowing out over either side,

:15:57. > :16:00.because it cannot get away. That, he says, is simply because they have

:16:01. > :16:05.stopped dredging the rivers. Clearing them of a build`up of silt

:16:06. > :16:09.which really comes in with the tide of the Severn estuary. If you leave

:16:10. > :16:17.it, the rivers clog up and hold less water. The result, say many, is

:16:18. > :16:21.this. The Environment Agency is the organisation responsible for the

:16:22. > :16:24.rivers. When I cornered Lord Smith, then chairman of the agency come on

:16:25. > :16:31.a visit to Somerset more than one year ago, he did commit to dredging.

:16:32. > :16:37.Eventually. What we need to do is find out here were the best places

:16:38. > :16:42.to dredge going to be, then get on and do it.

:16:43. > :16:49.When? I as soon as possible. Fine? I would be very disappointed

:16:50. > :16:54.if we were not seen some improvement happening in the course of the next

:16:55. > :16:57.six months. But all that has happened since then

:16:58. > :17:02.is a pilot project on small sections of the rivers. The agency has agreed

:17:03. > :17:06.that further dredging would ease flooding. But there is no money for

:17:07. > :17:11.it. They reckon that to dredge just ten

:17:12. > :17:16.kilometres would cost ?4 million. And in spite of appeals for help to

:17:17. > :17:23.organisations and local companies, so far they have only raised 1

:17:24. > :17:25.million. No money, no dredging. We could well be back here again next

:17:26. > :17:35.year. A family from Cornwall whose eldest

:17:36. > :17:37.son died just over a year ago now face and move to a smaller property

:17:38. > :17:42.after having housing benefit reduced. The change to the benefits

:17:43. > :17:45.system was introduced by the Government last April. But the

:17:46. > :17:48.Chapman family believe the situation is unfair, and that exceptional

:17:49. > :17:49.circumstances should be taken into consideration. Spotlight's Heidi

:17:50. > :17:56.Davey reports. Dawn and Adam Chapman are still

:17:57. > :18:00.adjusting to life without Caleb. Their eldest son died after being

:18:01. > :18:03.hit by a car while going to catch the school bus back in December

:18:24. > :18:26.Caleb the Chapmans are being asked to pay to keep their third headroom

:18:27. > :18:32.as the two youngest siblings are deemed eligible to share a room.

:18:33. > :18:38.It is not the case that he has moved out and gone to uni or something.

:18:39. > :18:42.What has happened is tragic in itself, but then to get this letter

:18:43. > :18:46.saying they want to charge us for bedroom tax because of what has

:18:47. > :18:50.happened to our eldest son, and we still have a boy and girl left, it

:18:51. > :18:53.is ridiculous. Devon and Cornwall Housing says it

:18:54. > :18:56.is extremism are fit for the family's circumstances and will

:18:57. > :18:59.continue to work with them to explore a long`term solution that is

:19:00. > :19:02.acceptable to them. `` it is extremely sympathetic to the

:19:03. > :19:07.family's circumstances. I am a self`employed hairdresser. In

:19:08. > :19:12.time, once I'm fully established, we'll be able to pay full rent and

:19:13. > :19:15.council tax, we will not need to go through anything like this. We just

:19:16. > :19:20.need a bit of help, just for now, just to get us where we want to be

:19:21. > :19:23.and then we will be absolutely fine. Since the bill was issued in

:19:24. > :19:26.December, Devon and Cornwall Housing and Cornwall Council have secured a

:19:27. > :19:31.discretionary payment for the family to cover the extra cost until April.

:19:32. > :19:34.The local authority added that the policy around housing benefit is set

:19:35. > :19:38.by Central Government and administered by local authorities.

:19:39. > :19:42.Cornwall Council's benefits team has been in contact with the family to

:19:43. > :19:44.offer advice and assistance. We are now working to provide longer term

:19:45. > :19:52.solutions. Whether that will be enough for Dawn

:19:53. > :19:53.and Adam remains to be seen. They believe every case should be looked
