:01:17. > :01:19.in the long running dispute between Jersey and the Diocese and put both
:01:20. > :01:23.bailiwicks, temporarily, under a different diocese. We'll be joined
:01:24. > :01:24.live by Jersey's Dean Bob Key in just a moment. But first, the
:01:25. > :01:28.background. The Church of England in Jersey and
:01:29. > :01:30.the Diocese of Winchester have been at loggerheads since the Dean was
:01:31. > :01:35.effectively suspended over safeguarding concerns last year The
:01:36. > :01:40.Very Rev Bob Key was later reinstated after apologising for the
:01:41. > :01:43.way he handled the complaint. There's been a two further, and yet
:01:44. > :01:47.unpublished, reports into the matter. But although Bishop Tim
:01:48. > :01:54.Daikin says he'll take no further action against the Dean, it seems
:01:55. > :01:58.relations have been pushed too far. The Bishop of Dover now will take
:01:59. > :02:05.over care of Jersey and Guernsey as an interim arrangement. The laity
:02:06. > :02:12.has got to work out what it wants to do in the future. We cannot rule out
:02:13. > :02:16.going back to Winchester, but it would be unrealistic for us to go
:02:17. > :02:23.back whilst the current incumbent is in post. At the same time, we have
:02:24. > :02:26.to look at whether or not we should be our own diocese in the Channel
:02:27. > :02:28.Islands. And although these recent difficulties have been between
:02:29. > :02:34.Jersey and Winchester, both bailiwicks are included in this
:02:35. > :02:38.measure. The measure has been welcomed in Guernsey. The
:02:39. > :02:42.congregations will be relieved that there is clarity in a situation that
:02:43. > :02:50.had become confused and complex And also, to have comfort in the fact
:02:51. > :02:56.that we now have clarity of oversight, a bishop who will make it
:02:57. > :02:59.his care, concern and prayer to look after us. There's no formal response
:03:00. > :03:02.tonight from the Bishop of Winchester. However, in a pastoral
:03:03. > :03:06.letter sent to the clergy, he said that what began as a safeguarding
:03:07. > :03:09.issue has become complicated by a range of political and legal issues,
:03:10. > :03:12.but that he remains committed to the centuries`old relationship. Tonight,
:03:13. > :03:15.Lambeth Palace announced that a commission will be appointed to look
:03:16. > :03:18.at the issue of the relationship between the Channel Islands, the
:03:19. > :03:23.Diocese of Winchester and the wider Church of England.
:03:24. > :03:30.Well, the Very Reverend Bob Key is Jersey's Dean, he's with me live
:03:31. > :03:34.now. This breakdown in relations all stems from a complaint made about
:03:35. > :03:45.you and how you handled allegations of abuse. How does it make you
:03:46. > :03:49.feel? The lighted, relieved, tinged with sadness, because 500 years has
:03:50. > :03:53.come to an end, but believed that the uncertainty has gone, and we
:03:54. > :03:58.know where we will be in the next period. Delighted to be working with
:03:59. > :04:04.the ship travel again, and my colleague in Guernsey. There was a
:04:05. > :04:08.detailed investigation into the original issue, will we see the
:04:09. > :04:15.results's I am looking forward to it, because it was after that that
:04:16. > :04:20.the headline appeared in the written and televisual media. I am looking
:04:21. > :04:24.forward to seeing the report, because we put months of work into
:04:25. > :04:30.giving the evidence to her, she is an incredibly highly respected
:04:31. > :04:35.judge, and I am looking forward to seeing what you makes of it. There
:04:36. > :04:40.is no case to answer? I have been told that I have nothing to worry
:04:41. > :04:44.about. On the other hand, you always want to learn any lessons there are
:04:45. > :04:50.to learn, because we can never be complacent. I want the churches in
:04:51. > :04:55.Jersey to be the safest possible places for everybody. We are under
:04:56. > :05:03.the care of the Bishop of Dover for now, have temporarily over the? We
:05:04. > :05:07.will have a relaxed period. In football terms, somebody has put the
:05:08. > :05:14.foot on the ball, and we are looking to see the right pass to play. There
:05:15. > :05:17.are possibilities. The great thing is that Trevor is a bishop that I
:05:18. > :05:24.can trust, I know I can work with him, and with my friend Paul in
:05:25. > :05:28.Guernsey, we can work out a great future where the churches in both
:05:29. > :05:34.bailiwick flourish in a new and exciting way. A lot of change in the
:05:35. > :05:39.churches today, what is the message to parishioners? Is it stable?
:05:40. > :05:49.Absolutely, God is incredibly stable. The churches have been
:05:50. > :05:54.around for 1000 years, and this is a sad moment for the end of that, but
:05:55. > :05:58.a new chapter is opening, which is exciting. People can have every
:05:59. > :06:08.confidence that Trevor and Paul and I are going to give this is our best
:06:09. > :06:10.shot. I am really excited. The latest attempt to change the
:06:11. > :06:13.electoral system in Jersey has failed. Senator Philip Ozouf wanted
:06:14. > :06:17.similar reforms to ones rejected by the States in July, but didn't get
:06:18. > :06:20.enough votes in the States. His change would've seen 12 parish
:06:21. > :06:23.constables and six large voting districts electing deputies, but
:06:24. > :06:27.with an extra deputy in each St Helier district. Although a
:06:28. > :06:30.referendum is due to be held in the autumn, he argued this change would
:06:31. > :06:37.help pave the way for future Assemblies to continue to reform the
:06:38. > :06:42.system. People speak about a mandate for
:06:43. > :06:45.reform, and the system that will go forward in October that will happen
:06:46. > :06:49.does have no mandate from the public. There has been no mandate to
:06:50. > :06:53.reduce the amount of senators, there was none to move to a single
:06:54. > :06:55.election day, and therefore calls confusion.
:06:56. > :06:58.The telecoms company Sure is beginning the process of introducing
:06:59. > :07:01.4G technology to Guernsey. It's signed an initial agreement with a
:07:02. > :07:08.Chinese company to provide faster wireless services, but there's no
:07:09. > :07:11.guarantee it'll be allowed to do it. Life on the move could soon be
:07:12. > :07:14.getting a lot faster. 4G technology is promising mobile internet speeds
:07:15. > :07:26.that dwarf what's currently available. I am on quite a quiet
:07:27. > :07:28.headland, and these masts could provide the backbone of this
:07:29. > :07:31.technological revolution. The telecoms company Sure has announced
:07:32. > :07:35.it's upgrading the existing 3G network, but will also put in the
:07:36. > :07:39.infrastructure for 4G. It's costing them ?17 million to invest in the
:07:40. > :07:49.Channel Islands and the Isle of Man, and they reckon it's worth it. The
:07:50. > :07:53.upgrade will improve speeds that customers experience by at least
:07:54. > :07:58.fivefold. What we have seen with the 4G deployment, it will go to at
:07:59. > :08:04.least tenfold, and whips that customers will experience ``
:08:05. > :08:08.bandwidth. It's still unclear which companies will be allowed to offer
:08:09. > :08:11.4G. The telecoms regulator has yet to decide and says it's risky for
:08:12. > :08:15.any company to invest without the guarantee. We are carrying out a
:08:16. > :08:20.competitive process, we know there are at least four operators wanting
:08:21. > :08:24.to provide services using forgery. We are in the process of setting up
:08:25. > :08:34.a structure for evaluating that `` using forgery. ``using 4G. The UK
:08:35. > :08:38.has had 4G for over a year, and the technology is expected to be rolled
:08:39. > :08:41.out in the Channel Islands later this year. So, while Sure is
:08:42. > :08:44.optimistic it'll be one of the providers when it happens, it's now
:08:45. > :08:47.up to the regulator to decide who will offer the service.
:08:48. > :08:51.Sark's government has agreed to give an emergency loan to Sark Shipping
:08:52. > :08:55.of ?200,000. The company has already received ?50,000 of that sum to
:08:56. > :09:00.cover its outgoings in January. Water rates in Jersey are going up
:09:01. > :09:03.by 1% from the start of April. Jersey Water says it's facing
:09:04. > :09:05.increased costs, but that its price rises are below the rate of
:09:06. > :09:09.inflation for the 12th consecutive year. The company adds that the
:09:10. > :09:18.introduction of water meters in the island has led to lower bills for
:09:19. > :09:23.many customers. We are 74% metered, so we are on the
:09:24. > :09:28.way of `` on the way to meeting our target. Customers are benefiting, we
:09:29. > :09:33.have seen a reduction in 60% of their bills, and a reduction in the
:09:34. > :09:40.overall consumption, so it is helping us all.
:09:41. > :09:43.A handful of Channel Island hotels have been recognised as some of the
