:00:24. > :00:26.hit the whole of Jersey and parts of Guernsey today. It is thought
:00:27. > :00:30.lightning storms in Normandy caused the loss of power from the French
:00:31. > :00:33.grid which supplies the Channel Islands. Emma Chambers reports.
:00:34. > :00:37.Hazardous road conditions and businesses unable to trade this
:00:38. > :00:40.morning. And it is all because of this. The purple and red pixels show
:00:41. > :00:44.a thunderstorm moving over the Channel Islands to France. The radar
:00:45. > :00:47.animation stops just at the point a lighting strike hit the French
:00:48. > :01:00.network which supplies us with electricity ` causing a power cut
:01:01. > :01:05.across the whole of Jersey. It has happened before, it is quite
:01:06. > :01:08.unusual. We have monitored the weather in France, it is prone to
:01:09. > :01:12.thunderstorms in Normandy so we generally look out for this but as
:01:13. > :01:14.you are probably aware it is extremely difficult to predict a
:01:15. > :01:17.lightning strike. While all of Jersey lost power for a time, only
:01:18. > :01:22.half of Guernsey Electricity customers were affected.
:01:23. > :01:27.If we were fully connected to the French credit would be a complete
:01:28. > :01:31.power cut this morning. We managed to maintain half of the island's
:01:32. > :01:33.power because we had a generation on the island at this time.
:01:34. > :01:36.Jersey's fire service had an unpresidented number of calls during
:01:37. > :01:40.the black out. We had over 21 calls received by our
:01:41. > :01:47.combined call centre. Two of those were automatic fire alarms and eight
:01:48. > :01:51.were left incidents. People trapped in lifts. We released five people
:01:52. > :01:55.and one dog from those lifts. Fiona was one of those unlucky
:01:56. > :01:58.enough to get caught in a lift. Luckily her neighbours were on hand
:01:59. > :02:01.to help her out. A minute earlier or later we would
:02:02. > :02:05.have been fine but we just happened to be there. I will not forget it in
:02:06. > :02:13.a hurry, that joke and defend the darkness I think we'll stay with me
:02:14. > :02:16.for a long time. `` that joke and even the darkness.
:02:17. > :02:20.`` that jolt. It comes as Jersey Electricity is
:02:21. > :02:23.carrying out a survey of the sea bed for the third cable between the
:02:24. > :02:26.island and France, But the company says, although it would give us more
:02:27. > :02:29.security, it wouldn't have prevented this morning's power cut.
:02:30. > :02:32.An over`reliance on the goodwill of staff and a lack of leadership has
:02:33. > :02:34.hampered Guernsey's bowel cancer screening programme. That is
:02:35. > :02:38.according to a report released today. The service has been at the
:02:39. > :02:41.centre of a political row, which lead to a vote of no confidence in
:02:42. > :02:43.the Health Board. Earlier our reporter, Penny Elderfield, told me
:02:44. > :02:47.more. There has been a lot of interest in
:02:48. > :02:50.this since it emerged last year Health hadn't spent all of it's
:02:51. > :02:53.budget for bowel cancer screening. And this latest review's flagged up
:02:54. > :02:56.several problems. Firstly staffing ` without a permanent team dedicated
:02:57. > :02:59.to the service, there's a reliance on temporary staff and goodwill to
:03:00. > :03:03.keep it going. That actually may have brought down costs ` but it's
:03:04. > :03:06.not a long term solution. It also says a lack of leadership is
:03:07. > :03:09.hampering plans for developing and expanding the programme.
:03:10. > :03:14.So did the underspend mean people missed out on screening?
:03:15. > :03:19.Apparently not. Take up is as expected, so the department's happy
:03:20. > :03:22.with that side of it. It says the problems come down to the fact it
:03:23. > :03:25.was introduced as a pilot scheme, and in some ways is still being run
:03:26. > :03:30.as one. Unfortunately, it was a rushed and
:03:31. > :03:35.they did not do the proper implementation. We know, for
:03:36. > :03:38.example, from the breast screening programme, what staffing level
:03:39. > :03:45.should be and varying levels of management. To deliver the service
:03:46. > :03:49.to the people of Guernsey we have to do do the same for bowel cancer
:03:50. > :03:51.screening and we intend to do that in the future.
:03:52. > :03:54.And we can expect more reports looking to the future ` for example
:03:55. > :03:58.whether more should be targeted and when people should be re`screened.
:03:59. > :04:02.So, will all this fuel debate on the vote of no confidence this week
:04:03. > :04:04.The focus of that is actually more to do with the Health Minister
:04:05. > :04:07.giving the States misleading information on the screening
:04:08. > :04:12.programme. But it will no doubt give them more to talk about.
:04:13. > :04:15.Jersey's deputy viscount will be writing to a company which makes
:04:16. > :04:18.bike pedals, after a man died in road accident last year.
:04:19. > :04:21.An inquest today heard that tourist Neil Blood had been using some new
:04:22. > :04:24.pedals, with clips which attached to his shoes. The 41`year`old had
:04:25. > :04:28.difficulty unclipping from them when he got to the bottom of Mount
:04:29. > :04:32.Bingham. He fell off, into the path of an oncoming lorry. He died of
:04:33. > :04:35.severe chest injuries. Guernsey Police are investigating
:04:36. > :04:40.after a man's body was found outside the Prison. It was found yesterday
:04:41. > :04:42.morning on the nature trail between the prison and Belle Greve. Police
:04:43. > :04:45.say it's not suspicious. Airline Aurigny has applied to
:04:46. > :04:49.Guernsey's licensing authorities to start a service to London City
:04:50. > :04:53.Airport. If given the go ahead the twice daily flight will start in
:04:54. > :04:56.May. People from the Channel Islands who
:04:57. > :05:00.died during the Holocaust have been remembered at a special ceremony to
:05:01. > :05:03.mark the liberation of Auschwitz. Three Jewish women from Guernsey
:05:04. > :05:19.died in there while 21 people from Jersey died in other camps. Jen
:05:20. > :05:23.Smith reports. This is the first time Doctor Kevin
:05:24. > :05:26.White has been able to pay tribute to his grandfather. The historian
:05:27. > :05:30.has only recently discovered his family's connection with the
:05:31. > :05:34.Holocaust. We knew roughly he had died in
:05:35. > :05:39.Germany but we did not know he was one of the Jersey 21, that he had
:05:40. > :05:43.stood in a court and really stood up for himself as a patriotically
:05:44. > :05:50.Englishman against the Nazi 's and as such had a terribly long
:05:51. > :05:55.sentence. His grandfather was sent to a prison
:05:56. > :06:00.camp for failing to give up a radio. This service remembers the 21 who
:06:01. > :06:04.died at the hands of the Nazis. These people never lived a natural
:06:05. > :06:08.life span, and the world as a whole, not just those who lost their lives
:06:09. > :06:12.and their relatives, but the world lost the benefit of the life of the
:06:13. > :06:18.people. His grandfather has long been
:06:19. > :06:25.included in this service. But now the story has more colour.
