:01:04. > :01:06.Guernsey Police Chief has been cleared of gross misconduct after a

:01:07. > :01:09.five month investigation. It followed allegations made by a

:01:10. > :01:11.member of staff at the Border Agency about his behaviour at an

:01:12. > :01:13.operational meeting in France. Allegations which the

:01:14. > :01:26.investigation's concluded were unfounded. Penny Elderfield reports.

:01:27. > :01:29.I fully endorse Patrick Rice as Guernsey'shead of law`enforcement. "

:01:30. > :01:32.the island to do a difficult job at a difficult time and has many

:01:54. > :01:58.to the reputation of Mr Rice. The police and the GBA. It is now up to

:01:59. > :02:02.us to support him. The trouble started for Patrick Rice

:02:03. > :02:06.after a working trip in France, when a member of the Border Agency made

:02:07. > :02:10.allegations about his behaviour In an open letter to the public today,

:02:11. > :02:13.he gave further details of those allegations saying: In private, in

:02:14. > :02:16.the company of experienced male law enforcement officers, I told a

:02:17. > :02:19.locker room`style joke and used occasional strong language. The

:02:20. > :02:22.evidence has found what I said and how I behaved was not the gross

:02:23. > :02:26.misconduct which had been alleged. I have admitted telling the joke and

:02:27. > :02:29.using the odd swear word and have accepted advice of the Home

:02:30. > :02:32.Department Board that this was unwise, whatever the intention. I

:02:33. > :02:35.have never intended to cause offence and am genuinely sorry if I did He

:02:36. > :02:39.also warned that hail take legal action if necessary to challeng any

:02:40. > :02:42.more rumours moving forward. But, for the Home Department, with his

:02:43. > :02:49.name cleared that's the end of the matter. With situations like this,

:02:50. > :02:54.they do happen from time to time, but we want to be able to minimise

:02:55. > :02:57.the situation is to deal with any allegations appropriately, and then

:02:58. > :03:00.move on so we have first`class law`enforcement services.

:03:01. > :03:04.Patrick Rice may not have wanted to face the media today, but having

:03:05. > :03:07.faced up to the allegations made against him, and been cleared of

:03:08. > :03:11.them, he does say he's looking forward to getting on with his day

:03:12. > :03:15.job. The face of Channel Islands

:03:16. > :03:19.supermarkets is changing. Costcutter looks set to replace Spar in Jersey.

:03:20. > :03:22.A Channel Islands Costcutter company was registered in the island two

:03:23. > :03:26.years ago and now plans have been lodged to change the signage on 18

:03:27. > :03:28.Spar stores. Meanwhile, in Guernsey, one retailer's profits have

:03:29. > :03:31.increased by 10% since it started stocking Tesco products. It is not

:03:32. > :03:38.ruling out expanding. Mike Wilkins reports.

:03:39. > :03:43.This Guernsey company has been trading in the island for more than

:03:44. > :03:49.30 years and now it could be in a position to expand. It' has struck a

:03:50. > :03:53.long`term deal with one of the world's biggest retailers, Tesco.

:03:54. > :03:56.For the past few months, it has been trialling their products and has

:03:57. > :04:02.already seen its sales increase by 10% over the Christmas period,

:04:03. > :04:06.compared to the previous year. Alliance has made no secret of the

:04:07. > :04:10.fact that it plans to stock even more Tesco products, but insists it

:04:11. > :04:17.will be keeping its name and not re`branding itself as Tesco. But

:04:18. > :04:22.would people like a Tesco in the island? But why are people keen to

:04:23. > :04:26.buy Tesco products here today? Since they brought in the Tesco products,

:04:27. > :04:33.it has given us more choice and the price is very reasonable. It is very

:04:34. > :04:36.good. Cheaper, and it is good stuff. I have been told that they are

:04:37. > :04:47.stocking the products here at the same price in the UK. It would be a

:04:48. > :04:50.lot more expensive, I presume. Meanwhile, in Jersey, plans have

:04:51. > :04:53.been submitted to rebrand all 1 Spar stores in the island as

:04:54. > :04:56.Costcutter, another big UK retail player, and another company that,

:04:57. > :05:01.like Tesco, prides itself on low prices. So, could this continual

:05:02. > :05:10.creep of British brands be good news for shoppers? Those consumers who

:05:11. > :05:18.are on the tightest objects are released well served by the existing

:05:19. > :05:21.market. The arrival of a choice for consumers in the form of this

:05:22. > :05:26.alliance, given that they are targeted on people with more limited

:05:27. > :05:29.budgets, we think it is a good innovation for consumers. As one of

:05:30. > :05:32.the world's biggest retailers, Tesco's presence in the Channel

:05:33. > :05:36.Islands is controversial. We asked Alliance if they were looking to

:05:37. > :05:38.expand and even bring the brand to Jersey. A spokesman would only say:

:05:39. > :05:40.We are always looking for opportunities, but have no plans at

:05:41. > :05:50.present. We would like to hear your thoughts

:06:09. > :06:12.Services board has survived a vote of no confidence by a large

:06:13. > :06:14.majority. The motion was brought after the Minister Mark Dorey

:06:20. > :06:23.cancer screening programme. But today, Deputies voted ten in favour,

:06:24. > :06:26.34 against ousting the whole HSSD board after almost a full day's

:06:27. > :06:30.debate. Also today in the States, Deputies

:06:31. > :06:36.have set up a committee to review Guernsey constitutional relationship

:06:37. > :06:39.with the UK. That review will include seeking clarification on

:06:40. > :06:42.whether the UK TV licence fee should be charged in the Bailiwick, after a

:06:43. > :06:46.successful amendment from Deputy Dave Jones.

:06:47. > :06:49.A former Jersey Magistrate jailed for fraud is fighting an order to

:06:50. > :06:53.pay compensation to an elderly victim of his scheme. Ian Christmas

:06:54. > :06:55.was jailed for 15 months in 201 for a multi`million pound property

:06:56. > :06:58.fraud. Three other men were also convicted and sent to prison.

:06:59. > :07:01.Christmas' lawyers appeared in court today to appeal the ?100,000

:07:02. > :07:17.compensation order. The hearing continues tomorrow.

:07:18. > :07:21.It is one of Jersey's biggest industries and now hospitality

:07:22. > :07:24.businesses are under pressure to employ more local workers. The Back

:07:25. > :07:27.to Work team is launching it's biggest campaign to date to get

:07:28. > :07:30.Jersey job`seekers working in the island's hotels, bars and

:07:31. > :07:36.restaurants ahead of the new tourism season. Jen Smith has more.

:07:37. > :07:40.Darren Hare is listening for tips. He wants a job in the hospitality

:07:41. > :07:44.industry. Darren was let go from his job in asbestos removal last year.

:07:45. > :07:50.He's now one of 70 job`seekers that have joined a programme to help them

:07:51. > :07:55.re`train. At first I was a little bit sceptical. Courses can be a bit

:07:56. > :08:01.mundane, but this one has been very good and I have learned a lot from

:08:02. > :08:05.it. I feel a lot more comfortable and confident in myself in doing

:08:06. > :08:10.things in the kitchen and learning a lot more what I can and can do, what

:08:11. > :08:13.you should and shouldn't do. The work at the moment might be

:08:14. > :08:17.classroom`based, but Darren is hoping that the States' Back to Work

:08:18. > :08:21.scheme will help him land a job in a kitchen. The project started last

:08:22. > :08:27.year, but this time it's different. This year we are increasing our

:08:28. > :08:31.campaign. We are doing even more focused training on the skill areas

:08:32. > :08:33.that employers have told us they are looking for.

:08:34. > :08:37.70 local job`seekers are being put through their paces to help get them

:08:38. > :08:40.a job in the hospitality industry ` an area more often associated with

:08:41. > :08:43.workers from outside the island Gerald Fletcher from Jersey's

:08:44. > :08:47.Hospitality Association says while the drive it's a good thing, Jersey

:08:48. > :08:50.can't turn it's back on experience. The last thing we want to see is the

:08:51. > :08:57.trade association for the second year, that they would be a knee jerk

:08:58. > :09:04.reaction to try and curtail our immigrant labour source. That is

:09:05. > :09:09.still vitally important and the industry will not survive if there

:09:10. > :09:12.is a view that there has to be a reliance on totally local people to

:09:13. > :09:15.fill the job. Darren and his colleagues are learning in an empty

:09:16. > :09:34.hotel, ahead of the new tourism season. It is hoped when these seats

:09:35. > :09:37.are filled, Darren will be busy The Weather time now and Jersey Met

:09:38. > :09:43.Office has issued flood warnings for high tides tomorrow morning.

:09:44. > :09:51.For today and tonight, the weather could best be described as quiet,

:09:52. > :09:56.but then it becomes noisy! We are having some of the highest tide of

:09:57. > :09:59.the year, so combine that with the low pressure, the strength of the

:10:00. > :10:05.wind and plenty of rain around gives us the risk of coastal flooding

:10:06. > :10:12.Tomorrow we might start off dry that it will become wet. It will be windy

:10:13. > :10:19.with strong to gale force southerly Willems `` winds. Some of the rain

:10:20. > :10:25.will be heavy, particularly in the afternoon. Also got some wind up to

:10:26. > :10:30.50 miles an art. The wind will stay with us as we move into the weekend.

:10:31. > :10:34.This is the culprit, a new area of low pressure. This is quite a deep

:10:35. > :10:38.global. It looks a long way away from us, but it will get closer by

:10:58. > :11:02.southerly wind. Because of the clear sky, it will get quite cold with

:11:03. > :11:09.temperatures down. Briefly tomorrow, some dry weather, so make the most

:11:10. > :11:14.of that because by the afternoon the rain will move in. It will not feel

:11:15. > :11:28.warm because of the strength of the wind. It is a southerly wind, up to

:11:29. > :11:35.around gale force yet at times `` gale force eight.

:11:36. > :11:44.Messy conditions for the serif, with big waves as we head into the

:11:45. > :11:45.weekend. We are concerned about the strength of the wind through the

:11:46. > :11:54.weekend. It remained strong on Saturday,

:11:55. > :11:59.easing as we head into Sunday. Stay tuned is for further updates on

:24:52. > :24:56.problems. Southerly gales forced winds, and the south coast could be

:24:57. > :24:59.very rough. There is a hook developing in this lump of cloud

:25:00. > :25:06.that coming across the Atlantic. That is a rapidly deepening area of

:25:07. > :25:11.pressure. That swings across the Atlantic, becoming deeper and

:25:12. > :25:15.deeper. By Saturday, it's a very vigorous affair. Look how tightly

:25:16. > :25:24.packed the isobars are. Through the Bristol Channel, we could have gusts

:25:25. > :25:29.of up to 70 mph. Tomorrow, it will be a windy affair, which turns

:25:30. > :25:34.showery as we move into Saturday. Look how fast those winds are

:25:35. > :25:38.blowing. The risk of some big tides this weekend. Some of the highest

:25:39. > :25:43.tides of the year are likely on Saturday and Sunday. The Environment

:25:44. > :25:53.Agency's flood line number is there for you to use, or you can go to

:25:54. > :25:58.their website. Let's look at that satellite picture in more detail. A

:25:59. > :26:02.strand of cloud and that light rain trying to get into parts of

:26:03. > :26:08.Cornwall. His link out tonight, and by the end of the night will start

:26:09. > :26:13.to season clear skies develop. The potential, briefly, for a touch of

:26:14. > :26:20.frost. Tomorrow will be a completely different day. These were pictures
