:00:07. > :00:13.Good evening. Welcome to Tuesday's BBC Channel Islands.
:00:14. > :00:17.Condor's woes ` as workers' protests spread to the UK, should politicians
:00:18. > :00:28.step in or bring in other ferry operators? We must not rely, that
:00:29. > :00:31.all our eggs in one basket as we have at the moment.
:00:32. > :00:33.Why golfers could foot the growing bill for the upkeep of Guernsey s
:00:34. > :00:41.L'Ancresse Common. And this is something you wouldn't
:00:42. > :00:51.expect to see. Find out why Jersey's rugby players are swapping the pitch
:00:52. > :00:53.for the pirouette. Very good athletes. It takes a lot to do what
:00:54. > :01:04.they do. `` picketed athletes. After 13 days of strike action in St
:01:05. > :01:08.Malo, the Condor Ferries French pay dispute has spread to the UK.
:01:09. > :01:11.Members of the Rail Maritime and Transport Workers Union protested at
:01:12. > :01:13.Portsmouth Harbour, in solidarity with the French sailors, who are
:01:14. > :01:19.calling for better pay and conditions. It comes as political
:01:20. > :01:24.pressure grows on the Channel Islands governments to resolve the
:01:25. > :01:28.situation, as Louise Walter reports. She's been stuck in St Malo for
:01:29. > :01:32.nearly two weeks now. The crew of the Condor Rapide are determined
:01:33. > :01:36.they will not give up until their conditions are met. The company have
:01:37. > :01:40.already missed out on business from Guernsey's half term, and with no
:01:41. > :01:43.sign of movement as we head to Jersey's school holidays, some here
:01:44. > :01:50.in the States think it's time the service was opened up to
:01:51. > :01:55.competition. How historically we have had two operators on the route.
:01:56. > :02:01.Obviously with the recession over the last several years, only one
:02:02. > :02:04.operator has been on the route, but hopefully we are coming out of the
:02:05. > :02:10.recession and we should consider opening up the route again to
:02:11. > :02:13.another operator alongside. But the island's Economic Development
:02:14. > :02:18.Minister says now is not the time to re`tender the service. We have also
:02:19. > :02:22.carried out a number of economic studies, all of which proved
:02:23. > :02:27.competition doesn't work, certainly on a year`round basis. It is not a
:02:28. > :02:30.route that can sustain it. Tonight, Portsmouth Harbour is the scene of
:02:31. > :02:33.protest by members of the RMT and ITF unions. They have concerns over
:02:34. > :02:37.rates of pay for Ukrainian sailors employed by Condor, and also want to
:02:38. > :02:43.show their support for the strikers in France. Condor say they
:02:44. > :02:49.we have been campaigning against Condor and a substandard conditions
:02:50. > :02:57.on those ships for over a year now. The French seafarers have just
:02:58. > :03:10.escalated it quite rapidly. We wanted to show our support for the
:03:11. > :03:13.French seafarers against Condor Condor say they believe their
:03:14. > :03:16.Ukrainian workers are happy with pay and conditions, and believe that
:03:17. > :03:18.this new protest is not genuinely connected to the situation in
:03:19. > :03:21.France. Let's get more on this with our
:03:22. > :03:24.political editor Chris Rayner. Chris, the workers' protest has
:03:25. > :03:27.moved to the UK, and island businesses are suffering from the
:03:28. > :03:29.lack of the French ferry link. How big a headache is this Condor
:03:30. > :03:38.dispute for Channel Islands governments? It is perhaps more of a
:03:39. > :03:42.headache for the travelling public and businesses affected by this but
:03:43. > :03:46.this is still an industrial dispute so politicians are keen not to wade
:03:47. > :03:51.into other than to offer as much support as they can to Condor
:03:52. > :03:55.Ferries, which is hoping to get this resolved as quickly as possible
:03:56. > :03:59.Time is ticking and half term is approaching at the end of this week,
:04:00. > :04:05.so they hope to get things sorted by then, but today, from what the
:04:06. > :04:08.senator was telling states members, this is affecting not just the
:04:09. > :04:12.public but also businesses such as fishermen who have had a difficult
:04:13. > :04:18.few months with the weather and want to export shellfish to the
:04:19. > :04:22.continent. They are working on an alternative for them to get their
:04:23. > :04:31.shellfish easily to the continent while these negotiations continue.
:04:32. > :04:33.Thank you, Chris Rayner. The private golf clubs using
:04:34. > :04:37.Guernsey's L'Ancresse Common could in future have to pay substantially
:04:38. > :04:41.more rent for the land, and those costs could be passed on to golfers.
:04:42. > :04:45.Rent has been set at just ?100 a year for the last 70 years ` a
:04:46. > :04:47.fraction of the cost of maintaining the area.
:04:48. > :04:51.It's land that has many uses, with golf perhaps one of the most
:04:52. > :04:54.popular. Although not so much today, with the wet weather putting a stop
:04:55. > :05:00.to it. Around 1500 golfers pay the two private clubs here up to ?1 00
:05:01. > :05:03.each year to play. But only a small fraction, roughly 9p per golfer
:05:04. > :05:09.goes to the council that has to maintain this land. The Vale Commons
:05:10. > :05:13.Council says it just isn't bringing in enough money to do its job, with
:05:14. > :05:23.?30,000 coming from the States each year and the two golf clubs paying
:05:24. > :05:29.just ?100 rent. But there is a budget shortfall of around ?130 000,
:05:30. > :05:34.so the council says that situation needs to change. People don't
:05:35. > :05:39.realise at part from the vastness of the common and the pathways that go
:05:40. > :05:44.through it, the council also has 16 car parks to maintain, which with
:05:45. > :05:47.that budget you cannot maintain As well as looking at other income
:05:48. > :05:50.sources like parking charges, the planned rent increase would see the
:05:51. > :05:54.cost per golfer go up by almost ?80 a year. The clubs agree they should
:05:55. > :05:57.pay more, but there's still negotiating to be done on how much.
:05:58. > :06:04.And for the golfers, those I spoke to felt they shouldn't be the only
:06:05. > :06:11.ones picking up the bill. In view of the fact this is a public area and
:06:12. > :06:17.should be enjoyed by everyone, I would have thought recreation
:06:18. > :06:19.committee is or the environment would want to contribute something
:06:20. > :06:22.towards it. The current rent agreement ends in 2016. Those
:06:23. > :06:29.involved in negotiations hope they're on course to make a decision
:06:30. > :06:32.by then. The man who brought the world land
:06:33. > :06:36.speed record back to Britain will be inspiring Jersey's budding inventors
:06:37. > :06:39.at an event in the island this spring. This is Richard Noble's
:06:40. > :06:46.latest project, the Bloodhound ` a 1000mph rocket`powered racing car.
:06:47. > :06:48.Sounds good. He's speaking at Jersey's first TED talk, aimed at
:06:49. > :06:51.sharing ideas across Technology Entertainment and Design. Other
:06:52. > :07:00.speakers include a Swedish woman who composts human bodies. The event
:07:01. > :07:04.takes place in April. What TED allows you to do is because of the
:07:05. > :07:10.strength of the brand, have access to speakers who are superb and these
:07:11. > :07:14.people are really keen to be part of the TED community, so to bring them
:07:15. > :07:16.to Jersey is great. Mothers in Jersey are campaigning
:07:17. > :07:19.for cleaner public toilets with better facilities for toddlers in
:07:20. > :07:22.the town centre. Hundreds of people are following Jessica Wolanski's
:07:23. > :07:25.social media campaign. She's meeting with the St Helier constable to
:07:26. > :07:27.discuss the obstacles she's struggled with, particularly since
:07:28. > :07:37.having a second child, such as access. Most of it is up on the
:07:38. > :07:41.first floor, which when you're in the left and Iraqis, by the time you
:07:42. > :07:48.get up there it is normally too late. `` in the left and there are
:07:49. > :07:51.queues. The toilets need to be looked after better than they are
:07:52. > :07:56.and they need to be more accessible in some areas like car parks, you
:07:57. > :08:04.cannot get a double buggy in a car parked and cannot lead a baby
:08:05. > :08:06.outside value take a toddler in `` while you take a toddler in.
:08:07. > :08:09.Jersey Rugby Club faced an international fixture this afternoon
:08:10. > :08:12.when they hosted a team from Russia. The opposition turned up in tutus
:08:13. > :08:16.and tights. The Moscow City Ballet, in the island for two performances,
:08:17. > :08:18.gave the islanders a run for their money at St Peter. Jen Smith tagged
:08:19. > :08:30.along. They may seem worlds apart, but
:08:31. > :08:35.these two have more in common than at first glance. The Moscow City
:08:36. > :08:39.Ballet showing Jersey Rugby Club that people in skirts are tough
:08:40. > :08:46.Ballerinas and rugby players are squaring off in a training session
:08:47. > :08:56.to see who performs best. So who is fitter? Marking from Moscow Ballet
:08:57. > :09:10.joins me now. I know who I would rather face in a rugby scrum. Who is
:09:11. > :09:14.that? `` who is fitter? I think other readers are not as delicate as
:09:15. > :09:20.you think. Our strength is hidden beneath our beautiful bodies. Sean
:09:21. > :09:26.you are at Jersey Rugby club so what can we learn from ballerinas? Their
:09:27. > :09:34.dedication is unbelievable. They are unbelievable athletes. So have you
:09:35. > :09:42.learned something? Yeah. Well, actions speak louder than words On
:09:43. > :09:45.the count of three. When it comes to brute force, Jersey Rugby Club might
:09:46. > :09:47.have the advantage. But for poise and grace, the JRFC players might
:09:48. > :09:58.have to try a bit harder. If you do see Jen, the centre back
:09:59. > :10:06.to the BBC. Let's get the weather now. It could turn wet and windy
:10:07. > :10:12.tomorrow night into Thursday, with perhaps some gales. I will talk
:10:13. > :10:16.about that any second. Tonight we will see a few showers which fade
:10:17. > :10:22.away, improving through the night, we may see some sea fog in places
:10:23. > :10:25.but this week we expect this area of low pressure to bring wet and windy
:10:26. > :10:31.conditions by Thursday but tomorrow will have a few showers. They will
:10:32. > :10:34.roll in from the south`west. This feature moves in slowly tomorrow
:10:35. > :10:41.afternoon and into the early hours of Thursday. Thursday it will clear
:10:42. > :10:45.swiftly from eastern areas. Showers to follow, perhaps thunderstorms in
:10:46. > :10:49.a few places, so tonight we will see a few showers dotted about but drier
:10:50. > :10:55.conditions will develop and temperatures will fall to around
:10:56. > :11:01.four ` eight Celsius, so a dry start for most tomorrow. Sunny spells for
:11:02. > :11:05.a time but also showers will start rolling in from the North West. They
:11:06. > :11:09.could be heavy and stunned the rate that will ease through the afternoon
:11:10. > :11:14.and we will start to see some sunshine. This showers or rain will
:11:15. > :11:17.develop tomorrow night and the rain band will move across us, so
:11:18. > :11:24.tomorrow we will have isolated showers initially, rain later in the
:11:25. > :11:31.day. This see state is mainly good, winds decreasing to two or three and
:11:32. > :11:35.we expect that rain tomorrow evening which may turn very wet and windy.
:11:36. > :11:42.Here are your high tides. The next full moon is on Sunday the 16th of
:11:43. > :11:47.March so the high water times annual outlook for the rest of the week, we
:11:48. > :11:51.expect a few showers tomorrow, sunny spells in the afternoon that rain
:11:52. > :11:57.will follow and will be with us first thing on Thursday. Quite
:11:58. > :12:01.heavy, perhaps gusts up to 50 mph through the Channel and on Friday
:12:02. > :12:05.lost three showers to follow. That is it for now.
:12:06. > :23:33.naughty. Let's find out what's in store for us now. Alexis Greene has
:23:34. > :23:37.the details. store for us now. Alexis
:23:38. > :23:43.Hello, it will turn wet and windy in the middle of this week with gales
:23:44. > :23:47.making a return. Now to look at the week in general. We will have rain
:23:48. > :23:53.or showers at times and they could be heavy with hail and thunder. We
:23:54. > :23:59.will see some sunshine as well very like we saw this afternoon and it
:24:00. > :24:02.will generally be frost free. This is the satellite picture from
:24:03. > :24:06.earlier. Clumps of cloud over the region spreading to the region
:24:07. > :24:10.spreading to these and they brought as heavy and thundery showers but it
:24:11. > :24:16.was an improving picture. Sunny spells by the end of the day and you
:24:17. > :24:22.can see it on the radar clearing to the east and sunny spells making an
:24:23. > :24:28.appearance. Temperatures did quite well today. Tonight the showers will
:24:29. > :24:31.gradually is. You are looking at a dry night with clear spells
:24:32. > :24:37.initially but the mist and fog may make a return like last night and it
:24:38. > :24:42.could be dense across Dartmoor and Exmoor with temperatures falling to
:24:43. > :24:46.around nine degrees. A dry start to the day tomorrow and the cloud will
:24:47. > :24:52.increase very quickly and showers rolling across the region. The
:24:53. > :24:56.showers could be heavy with hail and thunder and there will be dry
:24:57. > :25:01.periods as well before the rain arrives by the afternoon and
:25:02. > :25:09.evening. Temperatures will reach 11 or 12 degrees and the wind comes in
:25:10. > :25:14.from the south. This is the forecast for the Isles of Scilly. Showers in
:25:15. > :25:19.the morning and then rain arrives by the evening. The wind is
:25:20. > :25:27.south`westerly and the high water time is 7:03am. The next full moon
:25:28. > :25:44.is on the 16th of March and that is a Sunday.
:25:45. > :25:54.We are expecting a fairly wet day all in all tomorrow night and the
:25:55. > :25:59.wind will veer to the south`west and showers are expected. The sea state
:26:00. > :26:03.is a moderate or good. The outlook for the rest of the week sees heavy
:26:04. > :26:08.rain moving in on Thursday and it will arrive on Wednesday afternoon.
:26:09. > :26:13.We will see the rain piling from the West and the gales will develop
:26:14. > :26:19.along the south coast. Maybe gusts of 40 mph. The rain will move
:26:20. > :26:24.through quite swiftly on a Thursday morning and we are expecting around
:26:25. > :26:27.half an inch of rainfall which will not help the flooding situation. The
:26:28. > :26:32.rain will rattle through on Thursday and there will be scattered showers
:26:33. > :26:36.perhaps with hail and thunder for the south. And I'm settled period on
:26:37. > :26:41.Wednesday night into Thursday and generally unsettled. We are
:26:42. > :26:44.expecting showers tomorrow and following that drier periods with
:26:45. > :26:48.sunny spells through the afternoon before a band of rain arrives in the
:26:49. > :26:54.evening. On Thursday and Friday wet on Thursday with shower was to
:26:55. > :26:57.follow and fairly unsettled for the rest of the week.
:26:58. > :27:02.It was nice to see the sun briefly today! That is all from us. We will
:27:03. > :27:16.be back at 6:30pm tomorrow. Good night.
:27:17. > :27:26.Next week we will explore stories of bravery and sacrifice. The nurse
:27:27. > :27:31.that came to Belgium to save councillors lives. The lace making
:27:32. > :27:35.factory transformed by war. The prisoner of war camp holding
:27:36. > :27:39.thousands in Dorchester. The air Station in Cornwall protecting our
:27:40. > :27:43.coastline and the Devonport man whose horrific injuries led to
:27:44. > :27:44.pioneering plastic surgery. The other stories on Spotlight next
:27:45. > :27:47.week.
