:00:30. > :00:31.I have yet to see that there is it that adequate determination there.

:00:32. > :00:34.Policing the pothole, calls to make it easier for islanders in Guernsey

:00:35. > :00:41.to claim compensation because of these.

:00:42. > :00:43.And join me later in the programme to find out why these students are

:00:44. > :01:00.taking a walk on the wild side! Is Jersey's government doing enough

:01:01. > :01:03.to help retailers? That's what politicians and businesses have

:01:04. > :01:06.spent the day talking about. The big issues seem to be parking in town

:01:07. > :01:08.and increasing competition from internet shopping. Recent figures

:01:09. > :01:11.show that retail accounts for less than 10% of Jersey's overall

:01:12. > :01:17.economic output, compared to around 40% from the finance industry. Jen

:01:18. > :01:22.Smith reports. Last man standing. Barry Jenkins'

:01:23. > :01:25.shop is the last of its kind on King Street. The independent retailer's

:01:26. > :01:30.been selling electrical equipment here since the '70s. But the

:01:31. > :01:38.challenges he's facing now are the biggest he's seen. The biggest

:01:39. > :01:45.series to make it more attractive to people coming into town. Because

:01:46. > :01:49.less money. GST, I do not know what is a lot you can do about it, but

:01:50. > :01:52.that has had a big effect on retailers, and people know the

:01:53. > :01:56.amount of money that we're losing through goods coming from island.

:01:57. > :01:59.Barry's worries are echoed by many of Jersey's retailers, and today a

:02:00. > :02:02.panel of politicians has been hearing about their challenges, such

:02:03. > :02:05.as the growth of internet shopping, the shift of office workers to the

:02:06. > :02:08.Esplanade, and a reduction in parking spaces. But are politicians

:02:09. > :02:14.listening? And will it translate into action? I would like to think

:02:15. > :02:18.that politicians are listening to the retailers. I think in the past,

:02:19. > :02:22.things have been OK and we did not need to do too much to be

:02:23. > :02:27.successful, but we really need to be working together now to maintain our

:02:28. > :02:31.retail centre incident earlier. And that means that the politicians have

:02:32. > :02:35.to listen to what they are being told and we need to make some

:02:36. > :02:39.movement on this. Scrutiny is also looking at how to make the most of

:02:40. > :02:44.the Central Market. One trader here thinks retailers bear some of the

:02:45. > :02:47.responsibility. We need to build a shared vision and a business plan

:02:48. > :02:52.that will deliver a prosperous, bold, confident future for our town.

:02:53. > :02:56.We need to understand how it works and we need a shared vision and I

:02:57. > :03:02.think that will happen, because we have had some very encouraging signs

:03:03. > :03:05.from the various departments. Over the next couple of weeks, the panel

:03:06. > :03:08.will get more of an insight into retailers' worries before putting a

:03:09. > :03:11.review together. It hopes that review will keep people shopping in

:03:12. > :03:14.St Helier. Lots to talk about at today's

:03:15. > :03:18.Scrutiny hearing then, but will the talk turn into action? Earlier I

:03:19. > :03:21.spoke to the head of the Chamber of Commerce retail committee Gerald

:03:22. > :03:31.Voisin and asked if the issues raised today are solvable?

:03:32. > :03:36.To be honest, the easy ones are parking and making it easy to come

:03:37. > :03:39.into town. What we would like is for transport and technical services to

:03:40. > :03:48.look at how congestion can be eased and also to have a common parking

:03:49. > :03:52.payment method throughout car park in St Helier. There are also

:03:53. > :03:57.difficult ones like, for example, Jersey retailers need to be able to

:03:58. > :04:05.be competitive on a level paying field with non`violent retailers.

:04:06. > :04:10.There is the GST issue. Is there anything more that retailers

:04:11. > :04:14.themselves can do to help? As the retailer, we need to connect with

:04:15. > :04:18.the customer in Jersey, we need to be offering products at a real

:04:19. > :04:23.surprise and make sure the products we are selling are those that they

:04:24. > :04:27.want and need. You have been working with politicians, is there well

:04:28. > :04:34.there to help retailers? Is enough being done, do you think? I think

:04:35. > :04:39.there is a great deal of willingness, what I am less certain

:04:40. > :04:44.about is that there will be action taken to help the retailers that

:04:45. > :04:48.follow on from this process. I think talk is quite easy, actually, doing

:04:49. > :04:55.something and taking difficult decisions, I have yet to see is that

:04:56. > :04:59.determination or adequate determination there, especially when

:05:00. > :05:09.there is an election coming up at the end of the year.

:05:10. > :05:17.More news now, a 19`year`old Jersey man had a lucky escape from a fire

:05:18. > :05:20.this morning. A 19`year`old Jerseyman had a lucky escape from a

:05:21. > :05:24.fierce house fire this morning. He was woken by the smoke alarm at the

:05:25. > :05:27.property in Rozel, but couldn't leave his first floor bedroom

:05:28. > :05:30.because of the heat and smoke from the fire. Luckily, two gardeners

:05:31. > :05:34.working nearby heard his cries for help and put their ladders up to his

:05:35. > :05:36.window so he could escape. Eight firefighters were despatched to

:05:37. > :05:38.tackle the blaze, which was eventually extinguished within a

:05:39. > :05:41.couple of hours. There will be another round of

:05:42. > :05:45.courtroom battles to decide whether homes can be built on the former

:05:46. > :05:49.holiday camp at Plemont in Jersey. Today the Royal Court ruled that the

:05:50. > :05:51.parish of St Ouen was entitled to appeal against the planning

:05:52. > :05:54.minister's decision to allow the development to go ahead. It's

:05:55. > :05:56.understood there will be an appeal against today's ruling.

:05:57. > :05:59.Jersey's government could take over the running of the annual Air

:06:00. > :06:02.Display. The Economic Development Minister says the current organisers

:06:03. > :06:05.failed to keep their accounts in order, and therefore haven't been

:06:06. > :06:08.given their full grant for the 013 show. Organiser Mike Higgins though,

:06:09. > :06:16.says the department imposed new conditions for the grant after the

:06:17. > :06:20.event. Concerns about the state of Guernsey's roads have led to calls

:06:21. > :06:23.for new laws to allow motorists whose cars are damaged, or cyclists

:06:24. > :06:26.who are injured, on them to take legal action. A local advocate says

:06:27. > :06:30.he's been approached by dozens of road users who'd like to make a

:06:31. > :06:32.claim against the States. But as it stands they can't. Penny Elderfield

:06:33. > :06:35.reports. We all know the feeling... When

:06:36. > :06:38.you're driving along, and suddenly get a bit of a bump. Potholes. A

:06:39. > :06:41.pain for those maintaining the roads. And for anyone using them.

:06:42. > :06:47.And there's growing concern, about the growing number of them.

:06:48. > :06:53.Certainly since Christmas, some of the roads that I cycle on, they have

:06:54. > :06:57.several deep potholes, a few inches deep, I have never seen that before.

:06:58. > :07:03.If you're in the car, the wheel rides over them, as a cyclist, you

:07:04. > :07:08.will disappear into them and damage your bicycle or fall off. As I've

:07:09. > :07:12.driven around the Island today, I've come across quite a few pot holes

:07:13. > :07:16.like this one. And you'd know it if you drove through it. But what you

:07:17. > :07:20.may not is if you damage your car doing that, or say come off your

:07:21. > :07:23.bike legally there's nothing you can do. It's something this lawyer has

:07:24. > :07:27.had to tell dozens of people who've approached him wanting to make

:07:28. > :07:30.claims against the States. The advice is pretty standard, there is

:07:31. > :07:35.absolutely no way in Guernsey that you can bring a claim, because the

:07:36. > :07:39.law is different to the UK. All it takes is a short piece of

:07:40. > :07:42.legislation to oppose an obligation on the states that enables people to

:07:43. > :07:45.take action of the into themselves, but there would be a defence in

:07:46. > :07:48.Guernsey that you can bring a claim, because the law is different to the

:08:19. > :08:22.the streets. But today a group of students dressed as wild animals did

:08:23. > :08:24.take to Jersey's roads for a charity walk. They're from the Princes

:08:25. > :08:29.Trust, which helps disadvantaged young people get into training or

:08:30. > :08:33.work. Here's Christina Ghidoni. If you come down to the seafront

:08:34. > :08:36.today, you're in for a big surprise! A group of students dressed as

:08:37. > :08:47.animals are walking from town to Corbiere. Why? We have chosen to do

:08:48. > :08:55.a project for the charity in Jersey. But it's a really good organisation,

:08:56. > :09:02.so we are raising money for them. Why are you doing this? We're doing

:09:03. > :09:06.this because the charity helps those with mental health issues, and it is

:09:07. > :09:13.close to the heart of these people that want to support it. Who do we

:09:14. > :09:18.have here today? We have got the monkey, Dan, we have Scott the cow,

:09:19. > :09:31.Lisa is a penguin and we have a rabbit. We have got a tiger. I am

:09:32. > :09:40.trying to be a pig. We have got a panther and a bat. I will Edu get on

:10:33. > :10:36.then, not too bad. What is its looking like for tonight? Some

:10:37. > :10:41.showers in store and it could prove to be on the sharp side with some

:10:42. > :10:46.hail and some thunder possible as well. They tend to ease away by the

:10:47. > :10:52.early hours and I suspect by the morning, to bridges will be six or

:10:53. > :10:54.seven degrees and the start of Saturday not too bad. ``

:10:55. > :11:00.temperatures will be. Some bright, sunny spells in the morning and into

:11:01. > :11:07.the afternoon some cloud. A bit breezy also, but generally, a

:11:08. > :11:09.pleasant day, largely dry also. If we look at the waters, lead times of

:11:10. > :11:20.high tide here. We can expect some squally showers

:11:21. > :11:25.on the water, it could have some rain and perhaps some hail at times.

:12:44. > :12:50.the storms? If so, we want to hear from you. "Like an angel" ` that's

:12:51. > :12:53.how one family has described the hospice nurse who cared for them

:12:54. > :12:56.during one of the hardest times of their lives. The Weeks family, from

:12:57. > :12:59.Ilfracombe in North Devon, says the support from their local hospice was

:13:00. > :13:03.incredible and invaluable. In the last of her series, our North Devon

:13:04. > :13:06.reporter, Andrea Ormsby, looks at how North Devon Hospice cares for

:13:07. > :13:17.the whole family and not just the patient. In Ilfracombe, she was

:13:18. > :13:21.something of a legend. Everybody called her auntie Betty, and after

:13:22. > :13:28.teaching dance for 50 years, nearly everybody knew Betty Blackmore. She

:13:29. > :13:35.was the head of a family, she was very positive, very enthusiastic

:13:36. > :13:42.about life. She was very popular. She carried that right through to

:13:43. > :13:48.the end. Auntie Betty's legacy. When she was diagnosed with terminal

:13:49. > :13:51.cancer seven years ago, it hit her family hard, especially her

:13:52. > :14:00.grandchildren. Nikki was 19 at the time. She was like a parent for me.

:14:01. > :14:03.All my memories are of spending my time with her on the beach. We would

:14:04. > :14:08.swim in the sea and she would drag is out. Betty decided she wanted to

:14:09. > :14:16.die at home in the house where she was born in Ilfracombe. Kaylee

:14:17. > :14:23.Dempsey, community specialist nurse, made that possible. She came

:14:24. > :14:31.into our lives, and through the despair and heartbreak, she guided

:14:32. > :14:35.us into looking after her. Mother's wish was to be at home until the

:14:36. > :14:43.end, and with the community nurse coming in, that enabled us to all

:14:44. > :14:53.get stuck in and help mum out, really. She was like an angel, that

:14:54. > :15:03.is what Nan used to call her. She helped us all. She helped are scared

:15:04. > :15:15.`` care for Nan. She did not just come in and take over. She guided

:15:16. > :15:20.us. North `` North Devon Hospice helps by putting the emphasis on the

:15:21. > :15:24.family. When a patient is diagnosed with a terminal illness, nothing

:15:25. > :15:29.remains the same. Not just for them, but for the family as well. If you

:15:30. > :15:33.look at the beneficiaries of the North Devon Hospice, it is the

:15:34. > :15:44.support for patients, and that can come with support for children or

:15:45. > :15:47.for husbands and wives. They were absolutely invaluable, really. They

:15:48. > :15:53.were incredible. It is an incredible organisation. It is there and

:15:54. > :15:59.everybody takes it for granted. We do not, in everyday life, appreciate

:16:00. > :16:04.it or its existence until you come to a point in your life where you

:16:05. > :16:09.have to do use it, like we did. It is a privilege for me to do what I

:16:10. > :16:14.did, but I do it in a team with district nurses and GPs. I

:16:15. > :16:20.facilitated the care and support for everybody, and then a bigger team

:16:21. > :16:26.ensure that comes together. Nicola was given bereavement counselling by

:16:27. > :16:37.the North Devon Hospice, which she says still helps the day. It has

:16:38. > :16:45.been an amazing insight into the work of the North Devon Hospice. It

:16:46. > :16:48.is celebrating its 30th anniversary and is just one of several

:16:49. > :16:51.organisations across the south west doing the same valuable work and

:16:52. > :16:58.relying on public support and generosity. In sport: Exeter Chiefs

:16:59. > :17:02.try to upset one of the top rugby clubs in the Premiership on Sunday `

:17:03. > :17:04.Saracens. They're currently second behind Northampton and play on a

:17:05. > :17:08.synthetic surface at Allianz Park. But the Chiefs captain and lock

:17:09. > :17:10.forward Dean Mumm believes they can go there and end Exeter's

:18:10. > :18:12.week travelling across the region to see the impact of the recent storms.

:18:13. > :18:15.Coastal communities from the far west of Cornwall through to Dorset

:18:16. > :18:19.suffered major damage following weeks of extreme weather. John's

:18:20. > :18:27.journey started on Monday in Lamorna Cove. Today he's been in Dorset

:18:28. > :18:34.visiting Charmouth and West Bay. The storms that hit the South West have

:18:35. > :18:36.left a trail of destruction. We have seen the historic keys in Cornwall

:18:37. > :18:45.destroyed and slipways in Devon washed away. `` quays. The storms

:18:46. > :18:50.have left something else in its wake, along the Jurassic Coast in

:18:51. > :19:03.Norfolk. You do get quite a lot of unusual things at this time. We have

:19:04. > :19:06.had fridges, truck tyres... This famous fossil beach has seen fewer

:19:07. > :19:11.visitors because of the wild weather. Those who have ventured

:19:12. > :19:18.onto the beach have been warned that the cliffs are unstable, but there

:19:19. > :19:31.are always those who are keen to find a fossil. Is this a fossil? No!

:19:32. > :19:35.I did find more evidence of the damage that the storms have done.

:19:36. > :19:40.The Environment Agency were busy looking after the flood defences

:19:41. > :19:44.which were hammered last Friday. I'm going to meet some people who were

:19:45. > :19:51.in the eye of the storm, here in West Bay. Ken and Barbara. Ken and

:19:52. > :19:58.Barbie! Both in their 70s, they had to leave their home which was being

:19:59. > :20:02.overwhelmed by waves. Normally, you get one big wave and then it calms

:20:03. > :20:09.down. This was worse. Over and over and over. We felt very vulnerable

:20:10. > :20:25.because there was nothing protecting us. Every storm has a silver lining.

:20:26. > :20:32.You got a group hug in? Yes, I did! This man turned around when the wave

:20:33. > :20:42.came, and he gave me a hug! Goodbye. Until the next massive

:20:43. > :20:48.storm... Take care! With that, my journey around the South West was at

:20:49. > :21:01.an end. However, the work repairing the region goes on. John, what has

:21:02. > :21:08.been the most memorable part of the journey for you? That is a good

:21:09. > :21:15.question. I would say, probably, the extent of the damage on the north

:21:16. > :21:24.and south coast, everywhere I have been, really. Be it is large or

:21:25. > :21:30.small, I was in an area yesterday where a big chunk of the Green had

:21:31. > :21:37.been gouged out. They have lost their slipway in another area. Lots

:21:38. > :21:41.of places affected by the superstorm. We had an amazing

:21:42. > :21:47.response from the viewers to this item. We have not been able to get

:21:48. > :21:56.everywhere, have we? No, I guess not. I spent a lot of time on the

:21:57. > :22:01.A38. I have done a lot of driving, 700 miles! I have a bad back! The

:22:02. > :22:06.cameraman and I are just about on speaking terms! Mobile phone

:22:07. > :22:12.coverage is difficult, and it is a massive region, it really is huge.

:22:13. > :22:16.It is difficult to get around, and I dare say that we will keep covering

:22:17. > :22:22.this story and going to the places that we have not been to before. It

:22:23. > :22:28.has been a privilege to me. I have not been to the Lizard Lane Schiller

:22:29. > :22:33.`` peninsular, and it was fantastically beautiful and the

:22:34. > :22:37.people were warm and friendly. We have just seen Ken and Barbie in

:22:38. > :22:48.your report there, how people coping? Fantastic, really. I really

:22:49. > :22:51.like Ken and Barbie! People like them were very hospitable and they

:22:52. > :22:55.were looking out for their neighbours, and that is the real

:22:56. > :22:59.essence of the storms. That is the message I take away, people looking

:23:00. > :23:07.out for each other in this bad weather. Now, while John has

:23:08. > :23:10.completed his tour of small communities damaged by the storms,

:23:11. > :23:13.we are looking for the people who you think have really helped their

:23:14. > :23:17.friends, neighbours and businesses recover from the weather. Do you

:23:27. > :23:29.blue skies makes a welcome return to the south west, it is hard to

:23:39. > :23:44.operation continues, like here at Plymouth Hoe. For every story of

:23:45. > :23:50.destruction, there is a story of community spirit. We want to hear

:23:51. > :23:56.your tales of local storm heroes. Like the staff of this cafe in

:23:57. > :24:01.Dawlish who were offering free food, hot drinks and shelter to those who

:24:02. > :24:04.were homeless. And then there is Sarah who has mustered an army of

:24:05. > :24:13.pasty makers across the South West to help deliver Cornish pasties

:24:14. > :24:21.across the Somerset Levels. I thought, what can you eat? What is

:24:22. > :24:25.simple? Simple, a Cornish pasty! Recovery will take time and the

:24:26. > :24:30.generosity and spirit will make all the difference. While there is

:24:31. > :24:39.despair with the weather, their faith in human kindness has been

:25:48. > :25:54.through the night, though. Clear spells ahead and we may see some

:25:55. > :25:58.frost in rural spots. Tomorrow morning, it will be a chilly start

:25:59. > :26:03.with bright sunshine first thing. The cloud will increase, though. A

:26:04. > :26:09.bright morning, becoming cloudy through the afternoon, possibly with

:26:10. > :26:13.one or two patchy outbreaks of rain. Temperatures of ten of 11 degrees.
