:00:18. > :00:21.talking about. The big issues seem to be parking in town and increasing

:00:22. > :00:24.competition from internet shopping. Recent figures show that retail

:00:25. > :00:26.accounts for less than ten percent of Jersey's overall economic output,

:00:27. > :00:37.compared to around forty percent from the Finance industry. Jen Smith

:00:46. > :00:48.Street. The independent retailer's been selling electrical equipment

:00:49. > :00:51.here since the '70s. But the challenges he's facing now are the

:00:52. > :00:56.biggest he's seen. The big issue is parking, make it more attractive

:00:57. > :00:59.people coming to town, it will cost less money. GST, I do not think

:01:00. > :01:03.there is much you can do about it, but that has had a big effect on

:01:04. > :01:09.retailers and the government and the Treasury know the amount of money

:01:10. > :01:13.that they are losing from goods coming into this island. Barry's

:01:14. > :01:15.worries are echoed by many of Jersey's retailers, and today a

:01:16. > :01:18.panel of politicians has been hearing about their challenges, such

:01:19. > :01:22.as the growth of internet shopping, the shift of office workers to the

:01:23. > :01:24.Esplanade, and a reduction in parking spaces. But are politicians

:01:25. > :01:28.listening? And will it translate into action?

:01:29. > :01:31.I would like to think that politicians are listening to

:01:32. > :01:35.retailers. In the past, things have been OK and we have not needed to do

:01:36. > :01:38.too much to be successful, but we really need to start working

:01:39. > :01:43.together now to create or to maintain our retail centre in St

:01:44. > :01:46.Helier, and that means that politicians will have to work

:01:47. > :01:49.together and listen to what they are being told and we need to make some

:01:50. > :01:53.movement on this. Scrutiny is also looking at how to make the most of

:01:54. > :01:59.the Central Market. One trader here thinks retailers bear some of the

:02:00. > :02:03.responsibility. We need to build the shared vision and the business plan

:02:04. > :02:13.which will deliver a prosperous bold, confident future for St

:02:14. > :02:16.Helier. We need to understand how it works and we need a shared vision

:02:17. > :02:18.and I think that will happen, because there are some very

:02:19. > :02:22.encouraging signs from the various departments. Over the next couple of

:02:23. > :02:24.weeks, the panel will get more of an insight into retailers worries

:02:25. > :02:27.before putting a review together. It hopes that review will keep people

:02:28. > :02:30.shopping in St Helier. Well, Gerald Voisin is from Jersey's

:02:31. > :02:33.Chamber of Commerce. He'd like to see the states do more for smaller

:02:34. > :02:41.businesses and says it's important the government does act. I think

:02:42. > :02:46.talk is quite easy. Actually doing something and taking some difficult

:02:47. > :02:48.decisions, I think I have yet to deceive that there is that

:02:49. > :02:52.determination or adequate termination there, especially when

:02:53. > :02:55.there is an election coming up the end of the year.

:02:56. > :02:59.A 19`year`old Jerseyman had a lucky escape from a fierce house fire this

:03:00. > :03:02.morning. He was woken by the smoke alarm at the property in Rozel, but

:03:03. > :03:05.couldn't leave his first floor bedroom because of the heat and

:03:06. > :03:08.smoke. Nearby workmen raised the alarm and eight firefighters were

:03:09. > :03:12.sent to put out the blaze. There will be another round of

:03:13. > :03:15.courtroom battles to decide if homes can be built on the former holiday

:03:16. > :03:19.camp at Plemont in Jersey. Today the Royal Court ruled that the parish of

:03:20. > :03:22.St Ouen was entitled to appeal against the planning minister's

:03:23. > :03:25.decision to allow the development to go ahead. It's understood there will

:03:26. > :03:28.be an appeal against today's ruling. Jersey's government could take over

:03:29. > :03:31.the running of the annual Air Display. The Economic Development

:03:32. > :03:34.Minister says the current organisers failed to keep their accounts in

:03:35. > :03:37.order, and therefore haven't been given their full grant for the 013

:03:38. > :03:40.show. Organiser Mike Higgins though, says the department imposed new

:03:41. > :03:43.conditions for the grant AFTER the event.

:03:44. > :03:46.The Alderney Wildlife Trust is pressuring the states in Alderney,

:03:47. > :03:50.Guernsey and Jersey to tackle what's been described as the biggest sea

:03:51. > :03:54.bird disaster of recent years. They want the islands to jointly monitor

:03:55. > :03:58.the losses after hundreds of sea birds were washed up during the

:03:59. > :04:01.recent storms. Concerns about Potholes on

:04:02. > :04:04.Guernsey's roads have led to calls for new laws to allow motorists

:04:05. > :04:08.whose cars are damaged, or cyclists who are injured, to take legal

:04:09. > :04:12.action. Potholes are formed when water works its way into the tarmac,

:04:13. > :04:18.cold weather causes it to freeze and expand, before crumbling as cars

:04:19. > :04:21.drive over it. Now a local lawyer says he's been approached by dozens

:04:22. > :04:26.of road users who'd like to make a claim against the government but

:04:27. > :04:29.can't. We all know the feeling when you're

:04:30. > :04:35.driving along, and suddenly get a bit of a bump. Potholes. A pain for

:04:36. > :04:38.those maintaining the roads. And for anyone using them. And there's

:04:39. > :04:47.growing concern, about the growing number of them. Certainly since

:04:48. > :04:51.Christmas, some of the roads that I cycled down, they have got several

:04:52. > :04:55.deep, three or four inch deep potholes. I have never seen that

:04:56. > :05:00.before. If you're in a car, the wheels ride over them. If you are a

:05:01. > :05:07.cyclist, you can disappear into the more damage your bike or fall off.

:05:08. > :05:12.As I drove around the Island today, I came across quite a few potholes

:05:13. > :05:16.like this one. And you'd know it if you drove through it. But what you

:05:17. > :05:19.may not know is if you damage your car doing that, or say come off your

:05:20. > :05:23.bike, legally there's nothing you can do. It's something this lawyer

:05:24. > :05:26.has had to tell dozens of people who've approached him wanting to

:05:27. > :05:29.make claims against the States. The advice is pretty standard. There is

:05:30. > :05:33.absolutely no way in Guernsey that you can bring a claim because the

:05:34. > :05:36.law is different to the UK. All it takes is a short piece of

:05:37. > :05:40.legislation to impose an obligation on the state is enabling people to

:05:41. > :05:44.see where the injured themselves, but there would be a defence in that

:05:45. > :05:47.law for the States. Could be an increased cost with the state, but

:05:48. > :05:55.equally people injured through no fault of their own could claim

:05:56. > :05:59.compensation that they can't at the moment. Of course if the roads were

:06:00. > :06:02.in a better condition, then legal claims wouldn't even be an issue.

:06:03. > :06:06.And already spending ?3 million a year on them, Public Services says a
