:00:14. > :00:16.Harwood, after his decision today to quit as Chief Minister. It's after a

:00:17. > :00:20.magazine article questioning his former role as both director of the

:00:21. > :00:22.Channel Islands Stock Exchange, and chairman of the Guernsey Financial

:00:23. > :00:29.Services Commission which regulates it. Penny Elderfield reports.

:00:30. > :00:33.Back in 2012, and day one of his new job. Deputy Harwood probably didn't

:00:34. > :00:37.expect his time as Chief Minister to end like this. But today he

:00:38. > :00:42.resigned. With regret, but recognising Guernsey's reputation

:00:43. > :00:45.was at risk. It followed this article in Private Eye, questioning

:00:46. > :00:48.Deputy Harwood's previous role as both director of the Channel Islands

:00:49. > :00:53.Stock Exchange and chairman of the regulator that oversees it. Not the

:00:54. > :01:03.sort of national publicity that Guernsey wants. He clearly recognise

:01:04. > :01:08.that a story with his name attached as achievement Mr in the national

:01:09. > :01:16.media was a risk to the reputation of Guernsey. It was not right at

:01:17. > :01:20.all. It was at a meeting here that states members heard the news this

:01:21. > :01:26.morning. I would assume there was a frank discussion yesterday, and we

:01:27. > :01:30.have to respect Deputy Harwood's decision to step down. I think that

:01:31. > :01:37.the chief Mr going well have a lot of negative things were Guernsey. ``

:01:38. > :01:42.I think the Chief Minister going. Initial reactions. But now the talk

:01:43. > :01:45.will turn to who will stand to be the next Chief Minister. So, is this

:01:46. > :01:48.former one ready to give it another go? If a majority came to me and

:01:49. > :01:53.said that with your experience and all the rest of it, we'd like you to

:01:54. > :01:57.consider being the custody until the end of this time, it is a discussion

:01:58. > :02:02.I would have with those members of my family, in particular. Let's be

:02:03. > :02:06.clear about it, as it stands at the moment, I do not want the job. It'll

:02:07. > :02:09.no doubt become clearer in the next couple of days who the likely

:02:10. > :02:13.candidates are. With the election expected to take place next month.

:02:14. > :02:16.Well, earlier I asked Guernsey's deputy Chief Minister, Jonathan Le

:02:17. > :02:24.Tocq, whether Peter Harwood really needed to go. No, I don't believe

:02:25. > :02:29.so, but we're not dealing with matters of black or white here. That

:02:30. > :02:36.is not politics. He did what he felt was correct. And at his disposal to

:02:37. > :02:41.resign, bearing in mind he is the sort of man flatters modelling the

:02:42. > :02:46.sort of leadership that puts Guernsey first. Surely, resigning

:02:47. > :02:52.suggests some sort of wrong doing, does he have your confidence? I

:02:53. > :02:59.don't think it suggests that at all. What it shows is that here we have a

:03:00. > :03:02.Chief Minister who has put Guernsey first and whilst there is an ongoing

:03:03. > :03:07.investigation, no one is in a position to double guess that. The

:03:08. > :03:09.trouble is that we live in a world where there is all sorts of

:03:10. > :03:13.speculation, which diverts attention and, therefore our energies

:03:14. > :03:19.elsewhere. And we cannot control that, of course, but we can seek to

:03:20. > :03:24.minimise it. That is what he wants to do. Finally, if it turns out

:03:25. > :03:29.Deputy Harwood cannot return to the position of Chief Minister, will you

:03:30. > :03:32.stand for it? That is something I need to consider along with my

:03:33. > :03:37.colleagues. To be honest, I'm happy where I am at the moment. And I did

:03:38. > :03:43.feel that Deputy Harwood and myself made a very good team. And the

:03:44. > :03:48.Policy Council will continue to do what it is intending to do. It is

:03:49. > :03:53.business as usual, we need to maintain the momentum, and I feel

:03:54. > :03:55.the most important thing is that. The Chief Minister is not some

:03:56. > :04:02.achievement Mr of the Policy Council. He provides leadership for

:04:03. > :04:09.the States. `` he is not Chief Minister of the Policy Council. So,

:04:10. > :04:12.that will have to take on into due consideration and it's too early to

:04:13. > :04:15.make those sorts of judgements. In other news, unemployment figures

:04:16. > :04:18.in Jersey continue to fall. The number of islanders registered as

:04:19. > :04:23.actively seeking work last month was 1,860. That's down 160 on the same

:04:24. > :04:27.time last year. A sixth of the total, about 310 people, are long

:04:28. > :04:29.term unemployed. Visitors are being advised to stay

:04:30. > :04:32.away from Guernsey's Princess Elizabeth Hospital while an outbreak

:04:33. > :04:36.of vomiting and diarrhoea is brought under control. Samples have been

:04:37. > :04:39.sent to the UK for testing, and it's thought they'll reveal the five

:04:40. > :04:48.patients and one staff member in Victoria Wing have the norovirus. A

:04:49. > :04:52.quarter of ?1 million has been spent improving facilities for homeless

:04:53. > :04:58.people in Jersey. The Shelter Trust said a new refuge fills a critical

:04:59. > :05:02.gap. This has been Chris's home since New

:05:03. > :05:10.Year's Eve. He's been in shelters for the past few years after family

:05:11. > :05:18.problems. My main fear was to be on the street, to be honest. And

:05:19. > :05:23.probably, more likely, at the other end of a bottle. I consider myself

:05:24. > :05:29.lucky to be able to live in this kind of facility, which has helped

:05:30. > :05:32.me out a lot at since I left my family home. Today, Evans House

:05:33. > :05:37.officially opened more than two years after a similar centre closed

:05:38. > :05:40.because it was short of cash. Health and Social Services bought that and

:05:41. > :05:45.it's since been refurbished and renamed. There's now room for up to

:05:46. > :05:55.22 men and women, from the age of 25 onwards. I think it has filled a

:05:56. > :06:00.very critical gap. We now have emergency accommodation, second

:06:01. > :06:06.stage accommodation, and we also have the dedicated service for young

:06:07. > :06:10.adults. So, we feel as if we are covering bases of the sorts of needs

:06:11. > :06:13.that people have of us and the services we offer. The Shelter Trust

:06:14. > :06:16.helps around 400 islanders a year in Jersey. And there's already a

:06:17. > :06:18.waiting list for people wanting to move in here. So there's a home for

:06:19. > :06:29.those who need it. That is it from me. Fixed, the

:07:24. > :07:26.overnight tomorrow, and showers continued towards the weekend. We
