:00:34. > :00:50.waves in the world of watersports. There are calls this evening for a

:00:51. > :00:53.change in the law to ban thd importation of asbestos into Jersey.

:00:54. > :00:56.The material was widely used in the building industry for decadds, but

:00:57. > :01:00.was banned in many countries when it was linked to forms of cancdr. Some

:01:01. > :01:03.countries, though, such as China, still use asbestos. And campaigners

:01:04. > :01:08.say there's little to stop ht coming into the island again. It is illegal

:01:09. > :01:12.to import the mineral into Guernsey. Louise Walter reports.

:01:13. > :01:18.Keith Shaw died of peritone`l mesothelioma. It's a rare c`ncer,

:01:19. > :01:23.commonly caused by exposure to asbestos. He'd worked at Highlands

:01:24. > :01:27.College, where the buildings have been found to contain asbestos. At

:01:28. > :01:30.Keith's inquest, the Deputy Viscount didn't directly link his de`th to

:01:31. > :01:33.his working environment, but did note the correlation between the

:01:34. > :01:44.cancer and the once common building material. Keith's widow says she

:01:45. > :01:52.wants people to examine the dangers. I would like people to be aware that

:01:53. > :01:56.it is a silent and hidden khller. The more where people are, the less

:01:57. > :02:03.likely people will disturb ht which is a huge risk. And the mord

:02:04. > :02:06.employers particularly and property owners will take it seriously.

:02:07. > :02:10.The use of asbestos is now strictly regulated in Jersey, but thdre's no

:02:11. > :02:18.ban on importing it. The falily s lawyer says that needs to change.

:02:19. > :02:23.At the moment, Jersey seems to rely upon a ban of importation of

:02:24. > :02:28.asbestos in the UK and France. It seems to me, given faces such as

:02:29. > :02:34.China are still manufacturing Aspas DOS goods, we ought to have a law

:02:35. > :02:38.that says we don't import it. But, with bans on asbestos hn Europe

:02:39. > :02:40.and many other countries, Jdrsey's Health and Safety Inspector`te says

:02:41. > :02:45.that would be unnecessary legislation.

:02:46. > :02:54.There is no legal ban as such but, in effect, because the majority of

:02:55. > :02:57.imports come from Europe and France where there is legislation, there is

:02:58. > :03:00.effectively a ban. Environmental Health say such a law

:03:01. > :03:02.change is not a priority. The department doesn't believe

:03:03. > :03:05.importation is a problem. Education, Sport and Culture couldn't comment

:03:06. > :03:08.on the historical concerns of asbestos in Highlands College, but

:03:09. > :03:09.says asbestos in all states schools building is actively and carefully

:03:10. > :03:15.managed. Meanwhile, Jersey won't be stepping

:03:16. > :03:19.up checks on the radioactivd gas radon in local buildings, unless new

:03:20. > :03:22.evidence from the UK or EU dmerges. Radon occurs naturally in granite,

:03:23. > :03:25.and levels are considered hhgh in Jersey. This week, the Environment

:03:26. > :03:28.Scrutiny Panel finished its study of whether the island is responding

:03:29. > :03:31.properly to the health risks from being exposed to gas. A study found

:03:32. > :03:36.17% of homes tested containdd high levels of radon.

:03:37. > :03:42.Next tonight: A victory for Channel Islands students, and their parents.

:03:43. > :03:45.UK universities have backed down on attempts to charge Islands students

:03:46. > :03:48.overseas tuition fees. They'll now be charged the same as Brithsh

:03:49. > :03:50.students. But, as Mike Wilkhns reports, some parents will see costs

:03:51. > :03:57.rise. Higher education is becoming an

:03:58. > :04:00.expensive business. It cost the States of Guernsey almost ?6 million

:04:01. > :04:05.to help its students go onto university last year. For a while,

:04:06. > :04:08.it looked like the costs were going to rise even further, as Brhtish

:04:09. > :04:12.universities threatened to class Channel Islanders as overse`s

:04:13. > :04:19.students. But the islands' dducation bosses have recently made a

:04:20. > :04:23.breakthrough in their negothations. This is good news for the Channel

:04:24. > :04:28.Islands. All UK universities have agreed to charge our students the

:04:29. > :04:31.home tuition fee rate. The only exceptions are Imperial College

:04:32. > :04:34.which has always been outside the agreement reached with Univdrsities

:04:35. > :04:37.UK, and continues to charge its own tuition fees. And Cambridge which

:04:38. > :04:38.insists it will charge our students overseas rates.

:04:39. > :04:41.However, while lower`income families won't see any difference to States

:04:42. > :04:43.assistance, it's a different story for students from middle and

:04:44. > :04:45.higher`income families. The Education Department is increasing

:04:46. > :04:48.the maximum contribution parents will pay in future, to almost

:04:49. > :04:59.?9,000, effectively paying `ll the fees for many courses.

:05:00. > :05:05.It is only the upper middle classes and the wealthy who will be affected

:05:06. > :05:10.by this. But even they, therefore, if you became a doctor or bdt, they

:05:11. > :05:14.will still get the extra feds paid by the state as a grant over and

:05:15. > :05:17.above that ?9,000. So, while it's good news th`t, for

:05:18. > :05:20.now, Channel Islanders won't be classed as overseas students, the

:05:21. > :05:23.news isn't so positive for higher`earning families who will

:05:24. > :05:33.still have to pay more to sdnd their children overseas to university

:05:34. > :05:45.People in Jersey are paying more than other UK shoppers for products,

:05:46. > :05:49.9% higher than in the UK. Elsewhere, islanders pay 20% more in housing,

:05:50. > :05:59.health and education. Meanwhile, Guernsey's Blanchelande

:06:00. > :06:02.College will start accepting boys for the first next year. Boxs can

:06:03. > :06:05.currently attend the primarx school. But there's isn't a boys' sdcondary

:06:06. > :06:09.school offering a Catholic dducation in the island, so the board of

:06:10. > :06:09.governors has decided to make the college co`educational from

:06:10. > :06:19.September 2015. The Bishop of Dover says he's

:06:20. > :06:22."working out" the right rel`tionship between the Church of England and

:06:23. > :06:25.the Channel Islands. The Right Reverend Trevor Willmott has been

:06:26. > :06:28.speaking for the first time since he took up his new role overseding the

:06:29. > :06:32.Anglican Church in Jersey and Guernsey. The Bishop was asked by

:06:33. > :06:38.the Archbishop of Canterburx to step in, after the Channel Islands split

:06:39. > :06:41.from the Diocese of Winchester. Inevitably I shan't carried forward

:06:42. > :06:46.some of the recommendations but it will be continuing to help the

:06:47. > :06:49.church to flourish and have good relationships with the world wide

:06:50. > :06:56.church of which we are part. After the lovely sunshine wd've had

:06:57. > :06:59.this week many of us have bden looking to the beach.. And one young

:07:00. > :07:02.islander who always makes the most of Jersey's coast, whatever the

:07:03. > :07:05.weather, is 17`year`old Aaron Rowe. He's been selected to represent

:07:06. > :07:08.Great Britain in the Stand`Tp Paddleboard World Championships in

:07:09. > :07:10.Nicaragua. Jen Smith went along to meet him.

:07:11. > :07:13.We're used to seeing surfers out enjoying St Ouen's Bay on a sunny

:07:14. > :07:15.day. But, now, stand`up paddleboarding is becoming one of

:07:16. > :07:18.the island's fastest growing sports. And a Jerseyman is going to the

:07:19. > :07:22.sport's World Championships. Aaron, firstly, briefly explain to us what

:07:23. > :07:28.is paddleboarding, and why do you do it? It is standing on a large surf

:07:29. > :07:36.board using a single bladed paddle. You can use it as a lever to turn.

:07:37. > :07:44.What is it about the sport xou like? You can go up if it is windx, flat,

:07:45. > :07:47.if are waves. You are competing in the surfing and racing in the world

:07:48. > :07:55.Championships. How do you r`te your chances at the World Championships?

:07:56. > :08:01.About 50`50. I will have two up my training schedule. How do you train?

:08:02. > :08:05.It is pretty slack at the moment. If you want to do well, you have to

:08:06. > :08:16.work on your cardio, your ldg muscles, call body strength. Good

:08:31. > :08:34.opponents chased down the t`rget of 192, with just five balls to go

:08:35. > :08:40.Jersey singer Jamie Lovatt will try and make it through to the next

:08:41. > :08:43.round of the BBC's The Voicd tomorrow night. Jamie, who went to

:08:44. > :08:46.Hautlieu School, moved to London to pursue his music career. Two weeks

:08:47. > :08:50.ago, he was voted into the second round of the competition. J`mie

:08:51. > :09:02.chose Kaiser Chief frontman Ricky Wilson as his mentor.

:09:37. > :09:39.concerned about the effect on the Channel Island's puffins. Hd hopes

:10:05. > :10:09.it is a cold temperature to attempt that swim. We have a lot of mist and

:10:10. > :10:13.low cloud around now. It will be gone by morning. It is a fe`ture for

:10:14. > :10:21.overnight but it will move out of the way. By morning, after briefly

:10:22. > :10:26.some cloud, it improves. Thhs area of low pressure travels all the way

:10:27. > :10:30.northwards away from us in the next 24 hours. We will see warm

:10:31. > :10:36.continental air from France drought across as, quite a big improvement.

:10:37. > :10:41.An improving picture with more sunshine developing. Even though we

:10:42. > :10:45.may start misty, we should see sunshine eventually. Overnight

:10:46. > :10:50.temperatures will get down to five degrees. But we will see a fine

:10:51. > :10:55.start to the day tomorrow, `cross parts of South West England as

:10:56. > :11:01.well, sunny spells developing. Very quickly, temperatures will rise

:11:02. > :11:08.Temperatures up to about 15 degrees. But we may see 16 somewhere on the

:11:09. > :11:13.north coast of Guernsey. We continue fine weather as we move into

:11:14. > :11:18.Sunday. Sunday, although thdre will be a fair of Cloud overnight,

:11:35. > :11:38.developing from the south, ` breezy day tomorrow. On Sunday, thd breeze

:11:39. > :11:44.will ease a little. The find weather continues into next week. Some

:11:45. > :11:50.stubborn cloud around on Monday Cloudy and grey briefly in the

:11:51. > :11:54.morning. A dry story all thd way through to Tuesday next week. It

:11:58. > :12:11.Seaside towns around the Sotth West are to get cash injections from the

:12:12. > :12:14.Big Lottery's Coastal Communities Fund in order to create new projects

:12:15. > :12:17.and safeguard jobs. St Ives in Cornwall will get ?500,000 for a

:12:18. > :12:21.water sports centre, Minehe`d in Somerset ?300, 000 for a tr`ining

:12:22. > :12:22.and skills hotel and Weymouth in Dorset will be given ?650,000 for

:12:23. > :12:34.two nature reserves. EXETER Projects in Devon have been awarded

:12:35. > :12:37.the largest share, with just over ?2 million for two schemes ` a ?1. m

:12:38. > :12:39.arts and enterprise centre hn Teignmouth and ?300,000 for a

:12:40. > :12:47.Jurassic Coast visitor centre in Seaton. Spotlight's Hamish Larshall

:12:48. > :12:51.reports. No wonder they were celebrating in

:12:52. > :12:55.Teignmouth today. After years of campaigning, local arts will have a

:12:56. > :13:04.new home. The Carlton Theatre will be knocked down and replaced with a

:13:05. > :13:11.new multi`purpose centre. If you take a look at the outside ht is

:13:12. > :13:15.deteriorating. People think it is closed, so a brand`new building on

:13:16. > :13:17.the seafront is bound to attract people. The ?1.75 million from the

:13:18. > :13:20.coastal communities fund colpletes the funding needed for the new

:13:21. > :13:27.facility. It'll provide a 200`seated auditorium, a work hub of ehght

:13:28. > :13:33.separate rooms and exhibition space. This building will bring a of new

:13:34. > :13:37.businesses into the area. Epually, the businesses need the colour of

:13:38. > :13:41.the arts. If you look at all the major events in the UK, the arts

:13:42. > :13:45.have always been prominent. A few miles east, as the crows flhes, and

:13:46. > :13:48.you have the Jurassic coast. It attracts hundreds of thousands of

:13:49. > :13:51.visitors, and Seaton with its shops, restaurant, pubs and bed and

:13:52. > :13:57.breakfasts, is hoping to cash in on that. Soon this site of a former

:13:58. > :14:03.holiday camp will start turning into Seaton Jurassic, the biggest visitor

:14:04. > :14:06.centre on the World Heritagd site. Those behind the scheme say it'll

:14:07. > :14:15.create 12 full time jobs and indirectly create another 100.

:14:16. > :14:20.Whilst the core benefit will be generated here, the area around

:14:21. > :14:24.here, be at the local self`catering cottages and hotels, we havd a plan

:14:25. > :14:29.where we can deliver one hotel in the area. That'll be underphnned by

:14:30. > :14:32.an extra visitors we get in. Todays grant was for ?300,000. It's hoped

:14:33. > :14:35.the centre, run by the Devon Wildlife Trust, will attract up to

:14:36. > :14:46.70,000 visitors a year for ` hands on experience. It is import`nt.

:14:47. > :14:50.There is a lot more interaction these days. There is more touch and

:14:51. > :14:55.feel. That is where we have to be when we develop the centre. Building

:14:56. > :15:01.work, both here and Teignmotth, should start later this year.

:15:02. > :15:04.In a huge weekend for the Exeter Chiefs, not only do they have two

:15:05. > :15:08.England players in action ` Tom Johnson and Jack Nowell ` they also

:15:09. > :15:12.have an Anglo`Welsh Cup semhfinal against Bath. This year has seen the

:15:13. > :15:16.club's academy produce a nulber of first team players. Andy Birkett has

:16:28. > :16:34.time but I didn't expect to play as much as I have. It is unbelhevable.

:19:29. > :19:32.South West today. We need your help to solve a mystery. Following our

:19:33. > :19:35.series last week about the hmpact of the First World War on the region,

:19:36. > :19:40.we were contacted by a viewdr who'd found two diaries written bx a South

:19:41. > :19:45.West soldier. I have been t`king a look at the diaries to see hf we can

:19:46. > :19:47.track down the family of thd man who wrote them.

:19:48. > :19:53.The diaries cover the period from September 1915 to July 1918. Herbert

:19:54. > :19:57.Cecil Elgar was heading with the first Devon Royal Yeomanry to

:19:58. > :20:00.Gallipoli. They sailed from Liverpool, and on 25th of Sdptember

:20:01. > :20:06.he writes, all aboard, we'rd in high spirits and we were escorted by

:20:07. > :20:10.three destroyers. Soon saw the last of dear old England. Valerid Harper

:20:11. > :20:16.came across thr diaries aftdr they were found in the roof of hdr

:20:17. > :20:21.previous home in Plymouth. Ht is just so incredibly well written and

:20:22. > :20:28.a lot of it is by pen and ink, so how they managed to do that under

:20:29. > :20:38.the conditions. It is so gr`phic and beautiful really. By Novembdr 1 15,

:20:39. > :20:44.Herbert and his comrades were under heavy shelling from the Turkish On

:20:45. > :20:48.the ninth he wrote, my birthday Reached my coming of age. Btt two

:20:49. > :20:51.days later it seems the shelling intensified. He writes, our best

:20:52. > :20:56.officer Captain Teddy Hain, from St Ives in Cornwall, was killed. His

:20:57. > :21:01.death cast gloom over the whole regiment. The cold weather soon

:21:02. > :21:07.played havoc with Herbert's health. November 28, 1915. Still frdezing,

:21:08. > :21:12.especially my poor feet. I can't feel them at all. Oh for a little

:21:13. > :21:17.warmth. By Christmas Day, hd was in Alexandria, in Egypt. This hs entry

:21:18. > :21:23.for the 25th. Thought a lot about home. Feed decidedly better, never

:21:24. > :21:29.do I want frostbite again. Had dinner of boiled beef. I'm hn tears

:21:30. > :21:37.reading them. The hardships they went through. It is just awful. And

:21:38. > :21:41.I kind of fell in love with this guy. I thought he was so am`zing

:21:42. > :21:50.how, with all this awful sttff going on, they still managed to fhnd

:21:51. > :21:57.things of interest and other things. Indeed there were lighter moments.

:21:58. > :22:00.He describes taking it bet with a friend over whether there wdre more

:22:01. > :22:04.acres of land in Yorkshire than words in the Bible. He appe`rs to

:22:05. > :22:08.have spent most of 1917 in Palestine, where the death toll

:22:09. > :22:15.continued to rise. On April 21 he wrote, Mitchell died of wounds, very

:22:16. > :22:19.sorry. He came from Bodmin. By 918 he is in France, and in the middle

:22:20. > :22:25.of the year receives some good news. The entry for June 30th records

:22:26. > :22:29.going on leave today. Bit excited. By two July he is back in the

:22:30. > :22:37.south`west, then writes, delighted to meet Father and the girls at the

:22:38. > :22:44.station. `` July the 2nd. On six July he describes a day out in

:22:45. > :22:47.Plymouth. Lunch at Colliers. Tea at Goodbody's. On the 14th he wrote,

:22:48. > :22:52.packing to go back to Francd. And that is the last thing he wrote in

:22:53. > :22:55.the diary. I would like to know what happened to the chap, because it

:22:56. > :22:59.suddenly comes to an abrupt end So for my own interest, I would like to

:23:00. > :23:01.know what happened to the chap, and I would love them to go back to

:23:02. > :23:19.their family. Do you know the family? Valdrie has

:25:40. > :25:42.been sitting in the English Channel will gradually drift back across

:25:43. > :25:48.us, so many others waken up to a disappointing start. It is listy and
