:01:41. > :01:43.is facing further criticisms in the latest edition of Private Exe.

:01:44. > :01:45.Private Eye's allegations, which the BBC has not been able to verify

:01:46. > :02:11.include claims that CISX... These currently unverified

:02:12. > :02:14.allegations are likely to c`use further difficulties at a thme when

:02:15. > :02:19.Guernsey and the islands' institutions would prefer not to be

:02:20. > :02:22.in the media Spotlight. Deptty Harwood wouldn't speak on c`mera

:02:23. > :02:25.today, but Guernsey's Minister for Commerce and Employment defdnded the

:02:26. > :02:35.island's place as a financi`l institution. I would not be honest

:02:36. > :02:44.if I didn't say it is unhelpful to Guernsey, and it is something that I

:02:45. > :02:51.keep a close eye on. I think what we have to consistently demonstrate is

:02:52. > :02:54.how open and transparent Gudrnsey is as a jurisdiction, and our

:02:55. > :02:56.willingness to cooperate with our international partners. The Channel

:02:57. > :02:59.Islands Stock Exchange is still under investigation by Guernsey s

:03:00. > :03:02.Financial Services Commission. The company was restructured towards the

:03:03. > :03:05.end of last year and is now called the Channel Islands Securithes

:03:06. > :03:09.Exchange. They wouldn't comlent today. This renewed national media

:03:10. > :03:12.attention, though, won't be welcome as Guernsey's politicians prepare to

:03:13. > :03:19.meet this week to vote in the island's next Chief Minister.

:03:20. > :03:21.Staying with the finance sector 18 people connected to Ukraine,

:03:22. > :03:24.including its ex`President, Viktor Yanukovych, have had financhal

:03:25. > :03:29.sanctions imposed on them bx the Channel Islands. The Europe`n Union

:04:26. > :04:29.and shamed. From today, any business that prepares food will havd their

:04:41. > :04:45.deciding where they eat and shop for food. A new hygiene star system is

:04:46. > :04:49.being introduced. The best will be given five stars, and any whth fewer

:04:58. > :05:02.is only the cost of printing the stickers, we have the website

:07:30. > :07:33.Jersey singer Jamie Lovatt, who went out of the BBC'S talent show The

:07:47. > :07:51.celebrating success is Alderney`based author Rachel Abbott.

:07:55. > :07:58.e`book charts, and she shardd her success with islanders at its

:07:59. > :08:04.official launch on Friday. Louise Walter reports.

:08:09. > :08:12.why Alderney is the perfect place to plot murder. Well, for Rachdl

:08:13. > :08:21.Abbott, at least. The bestsdlling author moved here over a ye`r ago to

:08:22. > :08:24.help her writing. I needed somewhere quiet and atmospheric, we c`me here

:08:25. > :08:29.for a weekend and I thought, what an incredible place. I am motivated by

:08:30. > :08:35.the sea, I find it a very c`lming influence. That was it, I jtst found

:08:36. > :08:38.somewhere here and moved. It seems to be working for her. Rachdl's

:08:39. > :08:44.success has come through self`publishing e`books. For her, it

:08:45. > :08:50.was a fast way to get books on the market. But it does not guarantee

:08:51. > :08:53.success. It is very easy to be a self publisher, but anyone who is

:08:54. > :08:57.thinking of doing that is to ask themselves what they want to get out

:08:58. > :09:02.of it. If they just want to have the book published, that is verx easy.

:09:03. > :09:05.If they want the maximum nulber of readers, they can make the big

:09:06. > :09:08.three. If they want to actu`lly be commercially successful, it takes a

:09:09. > :09:11.huge amount of work. Rachel, known locally as Sheila Rogers, shared her

:09:12. > :09:16.success with islanders, launching her latest novel in Aldernex's

:09:17. > :09:26.library. She admits that despite her "e`success", she still prefdrs the

:09:27. > :09:32.real deal. I prefer books. H have my other home, it is packed with books.

:09:33. > :09:38.And I love physical books. But e`books are so convenient. Rachel is

:09:39. > :09:41.currently working on her fotrth novel. It's early days yet, but

:09:42. > :09:44.she's hoping to repeat the success of the first three.

:09:45. > :09:48.The Channel Islands have basked in glorious sunshine today, as events

:09:49. > :09:51.took place to mark Commonwe`lth Day. It's designed to encourage lembers

:09:52. > :09:53.of the Commonwealth to think about global issues. The Deputy B`iliff,

:09:54. > :09:56.Lieutenant Governor and States members raised the Commonwe`lth

:09:57. > :09:58.flag, the most southerly in the British Isles, at the Cenot`ph this

:10:10. > :10:13.in the way of sunshine tomorrow but over the weekend, we have

:12:43. > :12:47.been finding out, not everyone's impressed. How often does it happen

:12:48. > :12:50.to you ` you find a car park space and you start scrabbling around

:12:51. > :12:53.because you can't find the right change? Well it seems in Cornwall

:12:54. > :12:57.Council's car parks this is happening a lot. The authorhty has

:12:58. > :13:00.more than 250 pay`and`displ`y machines in its car parks and new

:13:01. > :13:06.figures show people not getting any change from these is netting the

:13:07. > :13:10.council more than ?300,000 ` year. A bit disgusting really. Yeah, I mean

:13:11. > :13:15.not everybody can afford to lose money, can they? Well I might think

:13:16. > :13:19.it's OK if they spent that ?300 000 or something useful. They do

:13:20. > :13:24.reinvest it into transportation so for the roads. Into society. Yeah,

:13:25. > :13:30.well, I wouldn't really want it to be my money! Because I only had ?3,

:13:31. > :13:34.I think I should get another 40 pence of time. But I think their

:13:35. > :13:38.machine would be well capable of that. They cannot say that xou

:13:39. > :13:44.haven't been warned, but thd warning is so small compared with the very

:13:45. > :13:52.big thing saying "welcome". Clever. Unscrupulous. Thank you. Thd council

:13:53. > :13:55.says the logistical problems of stocking all machines would be too

:13:56. > :14:00.costly and points out there is a cashless mobile phone systel

:14:28. > :14:32.biggest hospital, staff are fighting plans to more than double their

:14:33. > :14:36.parking charges. They're dud to rise to ?2.50 a day, making Derrhford the

:14:37. > :14:41.most expensive of all the l`rger hospitals in the South West. Unions

:14:42. > :14:44.say it'll force people to look elsewhere for work, because they

:14:45. > :14:47.can't afford to pay more. There s now an online petition against the

:14:48. > :14:52.new prices which could come into force next month. Emma Thom`sson

:14:53. > :14:56.reports. Working out the monthly budget. Jenna is a health c`re

:14:57. > :15:01.assistant at Derriford and with a baby on the way, money is thght She

:15:02. > :15:06.said the increase will mean spending half a day's pay on parking every

:15:07. > :15:11.month. It's going to be verx difficult, because me and mx husband

:15:12. > :15:14.both work at the Trust. Therefore that's an extra ?40 to find every

:15:15. > :15:18.month, which we are going to go without, because I'm a shift worker,

:15:19. > :15:22.so I can't get to the hospital any other way or form, because H would

:15:23. > :15:27.have to get two buses and therefore leave really late or really early

:15:28. > :15:31.when buses don't run. But bosses at the hospitals say the chargds have

:15:32. > :15:34.been frozen for the last five years. We do understand that everybody has

:15:35. > :15:40.very specific things in thehr life and car parking needs to fit into

:15:41. > :15:46.that. So it's never going to be popular to increase charges. In

:15:47. > :15:50.fact, it's so unpopular that the unions have launched an onlhne

:15:51. > :15:54.petition. In the first day lore than 800 people signed it. We have heard

:15:55. > :15:57.from people who have just h`d just had their rents raised so they can't

:15:58. > :16:01.afford either that or these parking charges and said they will leave the

:16:02. > :16:06.Trust. For a Trust that strtggles to recruit anyway, that is a rhdiculous

:16:07. > :16:10.situation to be in. Most of the main hospitals in the South West have a

:16:11. > :16:13.sliding scale for charges. For staff like Jenna who earn around ?16, 00 a

:16:14. > :16:20.year, the monthly deduction from their salary at the Royal Ddvon and

:16:21. > :16:24.Exeter Hospital is ?15.40. The is halved for using the park and ride.

:16:25. > :16:28.It's ?6.50 at Torbay, ?6.20 in North Devon and ?15.15 at Treliskd. At

:16:29. > :16:31.Dorset County Hospital and `t Musgrove Park there are fixdd

:16:32. > :16:40.monthly fees regardless of what they earn. Charges could also go up for

:16:41. > :16:44.patients and visitors once the board has met at the end of the month

:16:45. > :16:47.Increases are always contentious, but with the strength of fedling

:16:48. > :16:56.among staff here, the hospital certainly has a fight on its hands.

:16:57. > :17:00.There's been a lot of reacthon to the parking stories tonight. On

:17:09. > :17:13.here asks why should nurses and doctors get reduced parking? Normal

:17:23. > :17:25.Cornwall Council getting ?300,0 0 a year, because its parking m`chines

:23:38. > :23:42.of 18 degrees through the wdekend. That is good for the first week in

:23:43. > :23:46.March. It is a little bit cooler for today and it is colder later this

:23:47. > :23:51.week. But the main story has to be one of fine and dry weather. That is

:23:52. > :23:56.the message to get across. Some sunshine around, but some chilly

:23:57. > :23:59.nights as well. When you look at the satellite you can see where all the

:24:00. > :24:05.weather is going. It is heading with this line of cloud straight up

:24:06. > :24:10.towards the Faroes and Icel`nd. That is where the low pressure is

:24:11. > :24:14.heading. The reason we are settled is because we have a big arda of

:24:15. > :24:22.high pressure. It doesn't change much for the next few days. It does

:24:23. > :24:27.draw in some cloud tomorrow. We will have more cloud to start with. But
